MARIN COUNTY (CBS SF) — CHP and Caltrans have reopened two eastbound lanes on the Richmond-San Rafael Bridge Thursday after authorities were forced to close the span again due to falling concrete from the upper deck.

CHP and Caltrans decided to close the bridge in both directions at about 4 p.m. after additional concrete in the same area where the problem first arose was loosened by traffic on the bridge, falling down to the lower deck.

The far left lane in the eastbound direction was reopened at about 4:30 p.m. A second lane was reopened shortly before 6 p.m.

Officials are saying they hope to reopen all lanes “in a few hours” after earlier projecting a full reopening by around 6 p.m.

The traffic problems started after a Sig Alert was issued at 11:20 a.m. Thursday morning when authorities closed the bridge in the eastbound direction due to a report of falling concrete. A CHP spokesperson said that golf ball size or larger chunks of concrete were reported falling from the underside of the span’s upper deck.

CHP Officer Andrew Barclay said at least one car had been hit by the falling concrete, causing ‘major damage.’

“The initial report came from a caller who reported their car had been hit by concrete,” he said. “We asked them to stop so we could get a report, but they said they were on their way to the airport.”

Video from Chopper 5 showed CHP and Caltrans personnel inspecting an area of the bridge at about mid-span. There are vehicles stopped on the bridge behind where CHP have halted traffic.

At about 11:45 a.m., the CHP Marin Facebook page posted images of sizable chunks of concrete that had fallen from the upper deck as well as a cracked hole in the upper deck above.

Authorities shut down the westbound portion of the bridge that carries at least 80,000 vehicles a day at about 12:08 p.m.

Vehicles that were on the lower deck of the span when the closure happened were being turned around to exit the bridge, as were cars and trucks that were lined up to enter the bridge.

At about 12:20 p.m., CHP officers let some of the vehicles already on the bridge through the area where the concrete was falling. However, authorities said they were not going to allow any of the cars waiting to get onto the bridge across.

“Obviously, we understand the people who were initially stuck behind the closure have been there for a while. Our concern is getting them off the bridge but obviously we need to do that safely,” Barclay said. “That involved us making sure that no more concrete would be falling as they are trying to get across. That’s not an opening, that’s just us leading that traffic off.”

Barclay said that after the initial concrete chunks were found, more pieces were still falling from the upper deck, dislodged by the westbound traffic.

“We had to closed the top deck because all the traffic coming across bounces that deck up and down, causing the concrete to fall,” said Barclay. “We need to get the lower traffic across and we can re-evalute from there as well as looking at the top deck to see if any concrete is actually falling. Our sergeant found those [the pieces that had fallen] when he arrived and there was actually concrete still falling onto the bridge.”

Motorists are advised to expect delays and to use alternate routes.

While Caltrans officials initially estimated that the bridge closure would last until 4:30 p.m., the time was later pushed back until 6 p.m.

Caltrans inspectors don’t know what could be causing the concrete to break loose. They said contractors have been working on the upper deck to build a pedestrian and bike lane.

They don’t know if that activity created more vibration to loosen the concrete or if that’s even connected to the problem.

Shortly after that update, CHP and Caltrans announced that a single lane had been reopened in the westbound direction to relieve the traffic congestion that was building around the closure.

“We are looking at opening all the lanes of the bridge by 6 p.m.  Right now, what we’ve done is we’ve opened one lane on the upper deck and one lane on the lower deck,” said Caltrans spokesman Vince Jacala.

Authorities were able to reopen a single lane in the eastbound direction shortly after 3 p.m., but the reopening of those lanes would only last about an hour.

The closure was creating complete traffic chaos on the span and on both sides of the bay as drivers tried to get around the closure. The approaches to the Golden Gate Bridge and the Bay Bridge getting out of San Francisco were congested by early afternoon, while eastbound traffic on the San Mateo Bridge was slow going across the entire span.

The traffic began back up from Highway 37 onto 101 north before 3 p.m. as hundreds of cars tried to get around the Richmond-San Rafael Bridge closure.

Highway 37 typically backs up on a good day and really cannot handle the extra traffic.

In San Francisco, traffic downtown had slowed to a crawl due to the heavy traffic headed to the Bay Bridge.

The SFMTA shut down the California Street cable car line due to heavy traffic conditions. AC Transit was also warning that Transbay service would be affected by the heavy traffic.

In what may be the most far-reaching proposal to ever be considered in Congress, Rep. Alexandria Ocasio-Cortez, D-N.Y., unveiled her “Green New Deal” on Thursday — a government-led overhaul of virtually every aspect of American life that would guarantee a host of taxpayer-covered benefits for all and phase out fossil fuels.

Along the way, her office says the plan would aim to make air travel obsolete, upgrade or replace every building in America to ensure energy efficiency and give economic security even to those “unwilling” to work.

“Today is the day that we truly embark on a comprehensive agenda of economic, social and racial justice in the United States of America,” she said alongside Sen. Ed Markey, D-Mass., and other lawmakers outside the Capitol. “That’s what this agenda is all about.”

The plan, which calls for a massive package of big-government proposals including health care for all, quickly picked up the backing of major 2020 Democratic presidential hopefuls including Sens. Kamala Harris, D-Calif., Elizabeth Warren, D-Mass., and Cory Booker, D-N.J. — who all co-sponsored the resolution.

“Our history is a testimony to the achievement of what some think is impossible — we must take bold action now,” Booker tweeted.

While the resolution itself would do very little because it is non-binding, it is the first time the policy proposal has been formally outlined in Congress. The resolution says “a new national social, industrial and economic mobilization on a scale not seen since World War II and the New Deal” is an opportunity to tackle systemic injustices toward minority groups, create millions of high-wage jobs and “provide unprecedented levels of prosperity and economic security for all people of the United States.”

Its proposals include “net-zero greenhouse gas emissions through a fair and just transition for all communities and workers;” job creation; infrastructure investment; guarantees of clean water, healthy food and sustainable environment; and a curiously undefined “access to nature.”

Beyond those broad proposals, the plan and accompanying documents from Ocasio-Cortez include a range of far-fetched goals — and drew swift scorn from Republicans and other critics. The Republican National Committee dubbed it a “socialist wish list” that would kill at least 1 million jobs and disrupt global trade — while costing trillions.

The resolution, for instance, includes a proposal to “upgrade all existing buildings” in the country in order to achieve energy efficiency, safety, affordability, durability and comfort.

An accompanying FAQ, released by Ocasio-Cortez’s office and obtained by NPR, goes even further, calling to “upgrade or replace every building in US for state-of-the-art energy efficiency.” A second similar FAQ on her website echoed some of those prescriptions though was later removed.

The resolution also backs the concept of high-speed rail as a proposal to reduce carbon emissions — but the FAQ goes so far as to urge that development “at a scale where air travel stops becoming necessary.”

It also promises “economic security for all who are unable or unwilling to work.” What constitutes economic security is not clear, but the plan does call for programs including a federal job guarantee, universal health care and “affordable, safe, and adequate housing.”

The FAQ also notes that it has set a goal of net-zero, rather than zero, emissions in 10 years “because we aren’t sure that we’ll be able to get rid of farting cows and airplanes that fast.”

However, the push is likely to see resistance not only from Republicans, but even some Democrats. Sen. Mazie Hirono, D-Hawaii, was asked about the plan to replace planes with high-speed rail, and did not seem impressed.

“That would be pretty hard for Hawaii,” she laughed.

On Wednesday, House Speaker Nancy Pelosi appeared to dismiss the plan.

“It will be one of several or maybe many suggestions that we receive,” Pelosi told Politico on Wednesday. “The green dream or whatever they call it, nobody knows what it is, but they’re for it right?”

Pelosi took a more conciliatory tone on Thursday, saying: “Quite frankly, I haven’t seen it, but I do know it’s enthusiastic and we welcome all the enthusiasm that is out there.”

But in the press conference outside the Capitol Thursday, Ocasio-Cortez said she didn’t mind the phrase “green dream.”

“I don’t consider that to be a dismissive term,” she said. It’s a great term.”

Mr. Fairfax, who has regularly stopped to speak with reporters in recent days, rushed through the State Capitol on Thursday morning. Ignoring questions about Dr. Tyson, he said only that he was headed to a Senate session and that he had spoken with Mr. Northam.

At midday Thursday, the allegations involving racist history spread to Republicans for the first time when The Virginian-Pilot first reported that the Senate majority leader, Thomas K. Norment Jr., helped oversee a Virginia Military Institute yearbook that featured racist photographs and slurs, including blackface.

Mr. Norment, 72, who has been a state senator since 1992, was a managing editor of the yearbook, called The Bomb, in 1968. The yearbook includes photographs showing students in blackface and includes slurs against African-Americans, Asians and Jews, according to pages from the book that were viewed by The New York Times.

    A photo of Joshua Trump, the 11-year-old invited to attend the State of the Union Tuesday night because he’s been bullied for his name, went viral because he looked the way many of us were feeling: sleepy.

    His head slumped toward his left shoulder, lips partially open in a peaceful somnolent stupor, Trump dozed off while the rest of America listened in relative indifference.

    A writer from Elle said he “deeply” related to Trump’s sleepiness, which was “channeling the spirit of all of America.” If a sleeping child becomes a symbol for the effect of our president’s State of the Union, perhaps that’s not such a bad thing.

    Boring Trump is better than the alternative.

    Rather than creating an uproar (and a legal fight) by announcing a national security emergency over the U.S.-Mexico border, President Trump made good on his promise to call for unity. There’s reason to doubt Trump will bring about unity, but in any event, the toned-down language is out of character.

    That may have been the only remarkable aspect of an otherwise unremarkable speech: dull, long (almost an hour and a half), and full of maudlin appeals to ideals that seemed better fit for cheap picture books (“This is the time to search for the tallest summit, and set our sights on the brightest star”), the SOTU speech was plain boring.

    So, nobody could blame young Mr. Trump for dozing off. As for the rest of us, we can be grateful that for one night at least, we got boring Trump, a welcome respite.

    One day after President Trump decried what he called “the politics of revenge” and “partisan investigations” in his State of the Union address, Democratic House Intelligence Committee Chairman Adam Schiff announced a new, wide-ranging probe into the president’s foreign business dealings and Russian election meddling.

    The move was fiercely condemned by Trump, who called Schiff a “political hack” on a partisan search-and-destroy mission.

    The Intelligence Committee on Wednesday also voted to hand over a slew of interview transcripts to Special Counsel Robert Mueller that were generated by the panel’s previous Russia investigation, which was conducted under GOP leadership and concluded last March. That investigation found “no evidence” of collusion between the Trump campaign and the Russian government in the 2016 election.

    Republicans had previously voted to release the transcripts publicly, but that has been held up by an intelligence community review to ensure no sensitive materials are disclosed.

    The flurry of activity comes shortly after Iowa Republican Sen. Chuck Grassley said he expected Mueller’s final Russia report “within a month.

    TRUMP DOESN’T COMMIT TO MAKING MUELLER REPORT PUBLIC

    Although the precise nature of the new Democrat-led House probe is unclear, Schiff said the investigation will include “the scope and scale” of Russian intervention in the 2016 presidential election, the “extent of any links and/or coordination” between Russians and Trump’s associates, whether foreign actors have sought to hold leverage over Trump or his family and associates, and whether anyone has sought to obstruct any of the relevant investigations.

    Schiff, D-Calif., charged late last year that Trump’s financial records with Deutsche Bank and Russia might reveal a “form of compromise” that “needs to be exposed.”  Schiff has long maintained that there had to be some reason that the German banking giant, which has what he called a “history of laundering Russian money,” was willing to work with the Trump Organization.

    In response, Trump told reporters at the White House that Schiff was grandstanding.

    “He has no basis to do that. He’s just a political hack who’s trying to build a name for himself,” Trump said. “It’s just presidential harassment and it’s unfortunate, and it really does hurt our country.”

    Trump, who last November called Schiff “little Adam Schitt,” warned during his State of the Union that an “economic miracle is taking place in the United States — and the only thing that can stop it are foolish wars, politics or ridiculous partisan investigations.”

    Speaking to reporters on Wednesday, House Speaker Nancy Pelosi, D-Calif., characterized Trump’s remarks as threatening.

    “The president should not bring threats to the floor of the House,” Pelosi said.

    For his part, Schiff said Trump’s comments would not deter Democrats.

    MUELLER DEPUTY BRIEFED ON ANTI-TRUMP DOSSIER RESEARCH MONTHS BEFORE 2016 ELECTION

    “We’re going to do our jobs and the president needs to do his,” Schiff said. “Our job involves making sure that the policy of the United States is being driven by the national interest, not by any financial entanglement, financial leverage or other form of compromise.”

    While it was unclear whether Mueller had requested that the Intelligence Committee turn over the interview transcripts, Republicans unanimously voted in September to release the documents, pending a review for potentially sensitive contents. Democrats have long vowed to turn over the transcripts to Mueller.

    That investigation, which Democrats said had been concluded prematurely, found “no evidence of collusion, coordination or conspiracy between the Trump campaign and the Russians.”

    Since then, both former Trump lawyer Michael Cohen and Trump’s longtime adviser Roger Stone have been charged with lying to the panel. Cohen pleaded guilty in November to lying to the House and Senate intelligence committees about his role in a Trump business proposal in Moscow. He acknowledged that he misled lawmakers by saying he had abandoned the project in January 2016 when he actually continued pursuing it for months after that.

    Stone pleaded not guilty to charges last month that he lied to the House panel about his discussions during the 2016 election about WikiLeaks, the anti-secrecy group that released thousands of emails stolen from Democrats. Stone is also charged with obstructing the House probe by encouraging one of his associates, New York radio host Randy Credico, to refuse to testify before the House panel in an effort to conceal Stone’s false statements.

    Schiff on Wednesday also announced a delay in an upcoming closed-door interview with Cohen, “in the interests of the investigation.” The interview was originally scheduled for Friday. It will now be held on Feb. 28, Schiff said.

    Schiff said he could not speak about the reason for the delay. Hours after the meeting was pushed back, a document was filed under seal in the criminal case against Cohen brought by special counsel Robert Mueller’s office. The court’s docket did not contain any details about the nature of the document.

    Special counsel spokesman Peter Carr declined comment, as did Lanny Davis, an attorney for Cohen.

    WASHINGTON — After meeting with the top Senate Republican negotiator on a Homeland Security spending bill, President Donald Trump said Thursday that it is “not an option” for Congress to fail to provide security on the U.S. border with Mexico.

    “We’ll see what happens but I certainly hear they’re working on something, and both sides are moving along,” he told reporters at the White House after he met with Sen. Richard Shelby, R-Ala., earlier in the day. “We need border security. We have to have it. It’s not an option.”

    House and Senate negotiators from both parties are racing against a Monday deadline to hammer out a deal that funds the department and increases spending to control illegal immigration and the flow of contraband across the border.

    Trump has insisted that he will build a wall between the U.S. and Mexico whether or not Congress grants him the $5.7 billion he has sought for the project, but Speaker Nancy Pelosi has said that she will not sign off an any agreement that provides funding for it.

    The president and leading lawmakers in both parties in Congress have voiced support for increasing spending for enhancements to technology for monitoring the border and for improvements to ports of entry to the United States. Trump has said he is considering tapping emergency powers and existing pots of money to build the wall if Congress doesn’t give him the cash he wants — a move that both sides see as likely to lead to a court fight.

    If Congress and the president don’t strike an agreement on border security funding by Feb. 15 — and if they don’t pass a stopgap appropriations bill to buy more time — parts of the federal government will shut down for a second time in the last three months.

    Trump ended a five-week government shutdown late last month when he announced that he would sign a short-term measure reopening closed federal agencies to give Congress time to negotiate a border-security agreement.

      Schiff, D-Calif., charged late last year that Trump’s financial records with Deutsche Bank and Russia might reveal a “form of compromise” that “needs to be exposed.”  Schiff has long maintained that there had to be some reason that the German banking giant, which has what he called a “history of laundering Russian money,” was willing to work with the Trump Organization.

      In response, Trump told reporters at the White House that Schiff was grandstanding.

      “He has no basis to do that. He’s just a political hack who’s trying to build a name for himself,” Trump said. “It’s just presidential harassment and it’s unfortunate, and it really does hurt our country.”

      Trump, who last November called Schiff “little Adam Schitt,” warned during his State of the Union that an “economic miracle is taking place in the United States — and the only thing that can stop it are foolish wars, politics or ridiculous partisan investigations.”

      Speaking to reporters on Wednesday, House Speaker Nancy Pelosi, D-Calif., characterized Trump’s remarks as threatening.

      “The president should not bring threats to the floor of the House,” Pelosi said.

      For his part, Schiff said Trump’s comments would not deter Democrats.

      “We’re going to do our jobs and the president needs to do his,” Schiff said. “Our job involves making sure that the policy of the United States is being driven by the national interest, not by any financial entanglement, financial leverage or other form of compromise.”

      While it was unclear whether Mueller had requested that the Intelligence Committee turn over the interview transcripts, Republicans unanimously voted in September to release the documents, pending a review for potentially sensitive contents. Democrats have long vowed to turn over the transcripts to Mueller.

      That investigation, which Democrats said had been concluded prematurely, found “no evidence of collusion, coordination or conspiracy between the Trump campaign and the Russians.”

      Since then, both former Trump lawyer Michael Cohen and Trump’s longtime adviser Roger Stone have been charged with lying to the panel. Cohen pleaded guilty in November to lying to the House and Senate intelligence committees about his role in a Trump business proposal in Moscow. He acknowledged that he misled lawmakers by saying he had abandoned the project in January 2016 when he actually continued pursuing it for months after that.

      Stone pleaded not guilty to charges last month that he lied to the House panel about his discussions during the 2016 election about WikiLeaks, the anti-secrecy group that released thousands of emails stolen from Democrats. Stone is also charged with obstructing the House probe by encouraging one of his associates, New York radio host Randy Credico, to refuse to testify before the House panel in an effort to conceal Stone’s false statements.

      Schiff on Wednesday also announced a delay in an upcoming closed-door interview with Cohen, “in the interests of the investigation.” The interview was originally scheduled for Friday. It will now be held on Feb. 28, Schiff said.

      Schiff said he could not speak about the reason for the delay. Hours after the meeting was pushed back, a document was filed under seal in the criminal case against Cohen brought by special counsel Robert Mueller’s office. The court’s docket did not contain any details about the nature of the document.

      Special counsel spokesman Peter Carr declined comment, as did Lanny Davis, an attorney for Cohen.

      The US Air Force described the launching as a “developmental test” of the Minuteman III at approximately 11.01pm on Tuesday.

      In a statement sent to the local NBC affiliate KSBY, Global Strike Command said their representatives “assert that missile tests are scheduled months or years in advance, this test comes just four short days after the Trump administration suspended the INF-treaty. A crucial landmark treaty between the US and Russia that eliminated entire categories of nuclear weapons.”

      The Russian Defence Ministry said their weapon launched was “equipped with multiple warheads” and the “purpose of the launch was to confirm the tactical, technical and flight characteristics of the advanced missile system.”

      Russia, the US and France are believed to have the largest number of nuclear weapons in the world.

      A police sergeant in Virginia was suspended Wednesday after he was identified as someone who is associated with white supremacy groups.

      Virginia authorities were made aware of the allegations Wednesday morning after a group that describes itself as seeking “to fight fascists” in Richmond, Va., pointed out that Sergeant Robert Stamm, 36, has an “affinity with white nationalist groups.”

      The group Antifascist of the Seven Hills published a blog post that included several pictures they said were pulled from Stamm’s social media accounts of tattoos, flags, and banners that it said showed symbols and images associated with Nazis and white supremacists.

      The group said his Facebook page, and other social media accounts, appear to have been deleted.

      Stamm was assigned at least two times in recent days to monitor protests related to Gov. Ralph Northam, who is facing calls to step down after a medical school yearbook photograph was discovered on his page that included a man in blackface and another in a Ku Klux Klan robe.

      “[Stamm] has been placed on paid administrative leave pending the results of a review,” Col. Antony Pike, the chief of the Virginia Division of Capitol Police, said in a statement, according to the New York Times. “There is a review policy in place, and we will follow that policy.”

      The anti-fascist group said in its blog post that Stamm came to its attention during the protests on Virginia Capitol grounds because he had a large Band-Aid covering his neck during one of the protests.

      One day after President Trump decried what he called “the politics of revenge” and “partisan investigations” in his State of the Union address, Democratic House Intelligence Committee Chairman Adam Schiff announced a new, wide-ranging probe into the president’s foreign business dealings and Russian election meddling.

      The move was fiercely condemned by Trump, who called Schiff a “political hack” on a partisan search-and-destroy mission.

      The Intelligence Committee on Wednesday also voted to hand over a slew of interview transcripts to Special Counsel Robert Mueller that were generated by the panel’s previous Russia investigation, which was conducted under GOP leadership and concluded last March. That investigation found “no evidence” of collusion between the Trump campaign and the Russian government in the 2016 election.

      Republicans had previously voted to release the transcripts publicly, but that has been held up by an intelligence community review to ensure no sensitive materials are disclosed.

      The flurry of activity comes shortly after Iowa Republican Sen. Chuck Grassley said he expected Mueller’s final Russia report “within a month.

      Although the precise nature of the new Democrat-led House probe is unclear, Schiff said the investigation will include “the scope and scale” of Russian intervention in the 2016 presidential election, the “extent of any links and/or coordination” between Russians and Trump’s associates, whether foreign actors have sought to hold leverage over Trump or his family and associates, and whether anyone has sought to obstruct any of the relevant investigations.

      Schiff, D-Calif., charged late last year that Trump’s financial records with Deutsche Bank and Russia might reveal a “form of compromise” that “needs to be exposed.”  Schiff has long maintained that there had to be some reason that the German banking giant, which has what he called a “history of laundering Russian money,” was willing to work with the Trump Organization.

      In response, Trump told reporters at the White House that Schiff was grandstanding.

      “He has no basis to do that. He’s just a political hack who’s trying to build a name for himself,” Trump said. “It’s just presidential harassment and it’s unfortunate, and it really does hurt our country.”

      Trump, who last November called Schiff “little Adam Schitt,” warned during his State of the Union that an “economic miracle is taking place in the United States — and the only thing that can stop it are foolish wars, politics or ridiculous partisan investigations.”

      Speaking to reporters on Wednesday, House Speaker Nancy Pelosi, D-Calif., characterized Trump’s remarks as threatening.

      “The president should not bring threats to the floor of the House,” Pelosi said.

      For his part, Schiff said Trump’s comments would not deter Democrats.

      “We’re going to do our jobs and the president needs to do his,” Schiff said. “Our job involves making sure that the policy of the United States is being driven by the national interest, not by any financial entanglement, financial leverage or other form of compromise.”

      While it was unclear whether Mueller had requested that the Intelligence Committee turn over the interview transcripts, Republicans unanimously voted in September to release the documents, pending a review for potentially sensitive contents. Democrats have long vowed to turn over the transcripts to Mueller.

      That investigation, which Democrats said had been concluded prematurely, found “no evidence of collusion, coordination or conspiracy between the Trump campaign and the Russians.”

      Since then, both former Trump lawyer Michael Cohen and Trump’s longtime adviser Roger Stone have been charged with lying to the panel. Cohen pleaded guilty in November to lying to the House and Senate intelligence committees about his role in a Trump business proposal in Moscow. He acknowledged that he misled lawmakers by saying he had abandoned the project in January 2016 when he actually continued pursuing it for months after that.

      Stone pleaded not guilty to charges last month that he lied to the House panel about his discussions during the 2016 election about WikiLeaks, the anti-secrecy group that released thousands of emails stolen from Democrats. Stone is also charged with obstructing the House probe by encouraging one of his associates, New York radio host Randy Credico, to refuse to testify before the House panel in an effort to conceal Stone’s false statements.

      Schiff on Wednesday also announced a delay in an upcoming closed-door interview with Cohen, “in the interests of the investigation.” The interview was originally scheduled for Friday. It will now be held on Feb. 28, Schiff said.

      Schiff said he could not speak about the reason for the delay. Hours after the meeting was pushed back, a document was filed under seal in the criminal case against Cohen brought by special counsel Robert Mueller’s office. The court’s docket did not contain any details about the nature of the document.

      Special counsel spokesman Peter Carr declined comment, as did Lanny Davis, an attorney for Cohen.

      On Wednesday, El Paso, Texas, mayor Dee Margo joined Hardball With Chris Matthews to refute President Trump’s claim during the State of the Union address on Tuesday that El Paso was one of the most dangerous cities in the country until a barrier was built on its southern border.

      According to Margo, along with FBI statistics, El Paso has been one of the safest large cities in America for years.

      “We are considered the safest city with a population greater than 500,000,” Margo said. “I talked to our police chief, through his staff, today, and found out in 2008, we were like second. In 2009, after the fence was built, we were still second. But we’ve progressed to be the number one safest city in the nation.”

      Margo was quick to send out a tweet claiming Trump’s narrative on El Paso was false, as did Texas congresswoman Veronica Escobar, who went so far as to call Trump a liar.

      Margo went on to say in the interview that the fence along El Paso’s southern border is only part of the process for security. He claimed that building a fence from El Paso to Brownsville, Texas, isn’t realistic, citing the terrain and the fact that much of the land is privately owned.




      And while politicians in Washington D.C. continue to debate over a wall, Margo is looking elsewhere for solutions to border security.

      “What I’d like to hear, rather than elected officials telling me, I’d rather hear Homeland Security telling me what they recommend for control of our border,” Margo said.

      “To my knowledge, I’ve never heard anything come out of Homeland Security that dictate the complete program.”

      Trump plans to visit El Paso for a rally next week, a visit during which Margo hopes he gets a chance to show Trump the truth about his city.

      “The fact that he’s coming out, I’m very pleased,” Margo said, “and I hope to have some time to visit with him and show him how our border functions.”

      Sen. Elizabeth Warren, D-Mass., directly claimed to be a Native American in the 1980s when she worked at the University of Texas law school, contrary to what she has suggested in previous statements.

      In 1986, Warren scribbled “American Indian” on the line that says “race” on her State Bar of Texas registration card, according to a Washington Post report published Tuesday evening.

      “The Texas bar registration card … removes any doubt that Warren directly claimed the identity. In other instances Warren has declined to say whether she or an assistant filled out forms,” the Post noted.

      It added: “The date coincided with her first listing as a “minority” by the Association of American Law Schools. Warren reported herself as minority in the directory every year starting in 1986 — when AALS first included a list of minority law professors — to 1995, when her name dropped off the list. Warren also had her ethnicity changed from white to Native American in December 1989 while working at the University of Pennsylvania. The change came two years after she was hired there.”

      In 1995, just a few months after Warren began working at Harvard Law School, she gave the go-ahead for the school to list her ethnicity as Native American.

      “Harvard listed Warren as Native American in its federal affirmative action forms from 1995 to 2004,” the Post reported.

      The registration card is also notable because knowledge of its existence comes after the senator released a stash of documents last summer that she said proved she didn’t try to use ethnicity as a means for professional advancement. Oddly enough, Warren’s stash didn’t include the registration card, which NBC News host Willie Geist characterized Tuesday as the “ definition of cultural appropriation.”

      Warren and her team are already issuing apologies.

      “I can’t go back,” the senator told the Post. “But I am sorry for furthering confusion on tribal sovereignty and tribal citizenship and harm that resulted.”

      A Warren spokeswoman, Kristen Orthman, said separately that the senator “is sorry that she was not more mindful of this earlier in her career.”

      The apologies mentioned in the Post report come after Warren already spoke privately with Bill John Baker, the principal chief of the Cherokee Nation, to apologize for the disastrous DNA test she released last fall.

      “I told him I was sorry for furthering confusion about tribal citizenship,” Warren said. “I am also sorry for not being more mindful about this decades ago. We had a good conversation.”

      And to think: This all started with a misguided attempt to “own” President Trump.

      In October of last year, Warren was so smug, so sure of herself, when she announced that she had submitted herself to a DNA test that she said would prove Trump was wrong and racist to mock her claim to Native American heritage.

      But then the test results came back, and they showed that the senator could be anywhere between 1/64th and 1/1,024th Native American. What was billed briefly as a definitive put-down of Trump soon turned into a rolling nightmare, and it just won’t stop.

      Warren has been criticized fiercely for using the science of DNA to “prove” her heritage. The test itself revealed her claim was even flimsier than originally imagined. She did all of this while also rolling out a “ fact squad” website that, amazingly, compiles every lunatic allegation about her into one space. The senator quietly tried to apologize to the Cherokee Nation, but those efforts were met with a response that can best be described as tepid. She is now doing a much louder and on-the-record apology, but only after the Post uncovered physical proof of her past claim to Cherokee Indian heritage. Proof, by the way, that managed somehow not to make it into the document dump she released last summer.

      The DNA test has been an unmitigated disaster from the beginning, and it has done more damage to Warren’s credibility than any number of attacks from President Trump ever could. She is her own worst enemy.

      If I’m Trump, and I want a second term in office, my sincerest hope is that Warren becomes the 2020 Democratic presidential nominee. She makes it too easy.

      Whether it’s a deadly cold snap or a hole in an Antarctic glacier or a terrifying new report, there seem to be constant reminders now of the dangers that climate change poses to humanity.

      Rep. Alexandria Ocasio-Cortez, D-N.Y., and Sen. Ed Markey, D-Mass., think they have a start to a solution. Thursday they are introducing a framework defining what they call a “Green New Deal” — what they foresee as a massive policy package that would remake the U.S. economy and, they hope, eliminate all U.S. carbon emissions.

      That’s a really big — potentially impossibly big — undertaking.

      “Even the solutions that we have considered big and bold are nowhere near the scale of the actual problem that climate change presents to us,” Ocasio-Cortez told NPR’s Steve Inskeep in an interview airing Thursday on Morning Edition.

      She added: “It could be part of a larger solution, but no one has actually scoped out what that larger solution would entail. And so that’s really what we’re trying to accomplish with the Green New Deal.”

      What is the Green New Deal?

      In very broad strokes, the Green New Deal legislation laid out by Ocasio-Cortez and Markey sets goals for some drastic measures to cut carbon emissions across the economy, from electricity generation to transportation to agriculture. In the process, it aims to create jobs and boost the economy.

      In that vein, the proposal stresses that it aims to meet its ambitious goals while paying special attention to groups like the poor, disabled and minority communities that might be disproportionately affected by massive economic transitions like those the Green New Deal calls for.

      Importantly, it’s a nonbinding resolution, meaning that even if it were to pass (more on the challenges to that below), it wouldn’t itself create any new programs. Instead, it would potentially affirm the sense of the House that these things should be done in the coming years.

      Lawmakers pass nonbinding resolutions for things as simple as congratulating Super Bowl winners, as well as to send political messages — for example, telling the president they disapprove of his trade policies, as the Senate did in summer 2018.

      What are the specifics of that framework?

      The bill calls for a “10-year national mobilizations” toward accomplishing a series of goals that the resolution lays out.

      Among the most prominent, the deal calls for “meeting 100 percent of the power demand in the United States through clean, renewable, and zero-emission energy sources.” The ultimate goal is to stop using fossil fuels entirely, as well as to transition away from nuclear energy.

      In addition, the framework, as described in the legislation as well as “FAQs” from Ocasio-Cortez’s office, calls for a variety of other lofty goals:

      • “upgrading all existing buildings” in the country for energy efficiency;
      • working with farmers “to eliminate pollution and greenhouse gas emissions… as much as is technologically feasible” (while supporting family farms and promoting “universal access to healthy food”);
      • “Overhauling transportation systems” to reduce emissions — including expanding electric car manufacturing, building “charging stations everywhere,” and expanding high-speed rail to “a scale where air travel stops becoming necessary”;
      • A guaranteed job “with a family-sustaining wage, adequate family and medical leave, paid vacations and retirement security” for every American;
      • “High-quality health care” for all Americans.

      Which is to say: the Green New Deal framework combines big climate-change-related ideas with a wish list of progressive economic proposals that, taken together, would touch nearly every American and overhaul the economy.

      Are those ideas doable?

      Many in the climate science community, as well as Green New Deal proponents, agree that saving the world from disastrous effects of climate change requires aggressive action.

      And some of the Green New Deal’s goals are indeed aggressive. For example, Ocasio-Cortez told NPR that “in 10 years, we’re trying to go carbon-neutral.”

      According to Jesse Jenkins, a postdoctoral environmental fellow at Harvard’s Kennedy School, that may be an unreachable goal.

      “Where we need to be targeting really is a net-zero carbon economy by about 2050, which itself is an enormous challenge and will require reductions in carbon emissions much faster than have been achieved historically,” he said. “2030 might be a little bit early to be targeting.”

      Similarly, removing combustible engines from the roads or expanding high-speed rail to largely eliminate air travel would require nothing short of revolutionizing transportation.

      Likewise, some of the more progressive economic policies — universal health care and a job guarantee, for example — while popular among some Democrats, would also be very difficult to implement and transition into.

      On top of all that, implementing all of these policies could costs trillions upon trillions of dollars.

      Altogether, the Green New Deal is a loose framework — it does not lay out guidance on how to implement these policies.

      Rather, the idea is that Ocasio-Cortez and Markey will “begin work immediately on Green New Deal bills to put the nuts and bolts on the plan described in this resolution.”

      And again, all of this is hypothetical — it would be tough to implement and potentially extremely expensive… if it passed.

      So did the idea of a Green New Deal start with Ocasio-Cortez?

      Not at all.

      While the Green New Deal has in the last year or so grown central to progressive Democrats’ policy conversations, the idea of a Green New Deal itself is well over a decade old. Environmentalists were talking about it as far back as 2003, when the term popped up in a San Francisco Chronicle article about an environmentalist conference.

      It gained traction with a 2007 New York Times column from Thomas Friedman, where he used the phrase to describe the scope of energy investments he thought would be necessary to slow climate change on a large scale.

      The phrase was also used around President Obama’s 2009 stimulus, which had around $90 billion worth of environmental initiatives.

      While the idea gained some currency in Europe and also in the Green Party, it wasn’t until after the 2016 election that it really gained broad popularity on the left in the U.S. (Vox’s Dave Roberts has a more thorough history here).

      This latest iteration is different both in the political energy that it has amassed and the grand scope it is taking. While it was a product of the progressive activist community, Ocasio-Cortez has been perhaps the most visible proponent of the plan, and has helped it gain nationwide attention.

      So will it pass?

      That looks unlikely.

      Yes, there’s some energy for it on the left — some House Democrats have already said they will support the bill. However, there are indications House leadership isn’t prioritizing the idea as much as those more liberal Democrats would like — Speaker Nancy Pelosi frustrated Green New Deal proponents by not giving them the kind of committee they wanted to put the policies together.

      In addition, it’s easy to see how the bill could be dangerous for moderate House Democrats, many of whom come from swing districts and may be loath to touch such a progressive proposal.

      Among Republicans — even those worried about climate change — the package, with its liberal economic ideas, will also likely be a nonstarter.

      “Someone’s going to have to prove to me how that can be accomplished because it looks to me like for the foreseeable future we’re gonna be using a substantial amount of fossil fuels,” said Rep. Francis Rooney, R-Fla., co-chair of the bipartisan Climate Solutions Caucus, speaking to NPR before the Green New Deal’s text was released.

      For his part, Rooney is in favor of a carbon tax, a policy he helped propose with a bipartisan group of lawmakers in November. Information from Ocasio-Cortez’s office says that the Green New Deal could include a carbon tax, but that it would be “a tiny part” of the total package of policies.

      Meanwhile, there’s little chance of a Green New Deal getting a vote in the Republican-controlled Senate.

      If it’s not going to pass and it’s not even binding, why is it worth even talking about?

      It’s worth talking about because it already is a politically powerful idea among Democrats.

      Already, presidential candidates are being asked whether they support the idea of a Green New Deal, meaning it’s easy to see the issue becoming a litmus test for some voters in both the 2020 congressional elections and the presidential election.

      To more liberal Democrats, the prospect of such an ambitious economic and environmental package at the center of the 2020 campaign may be particularly energizing.

      “I think it’s like a really weird instinct that the Democratic Party develops to not be exciting intentionally,” said Sean McElwee, co-founder of the progressive think tank Data for Progress. “Most of politics is getting people excited enough to show up and vote for you. And I think that a Green New Deal and Medicare for All — these are ideas that are big enough to get people excited and show up to vote for you.”

      For her part, Ocasio-Cortez says that a policy like the Green New Deal could get voters excited enough to pressure their Congress members to support it.

      “I do think that when there’s a wide spectrum of debate on an issue, that is where the public plays a role. That is where the public needs to call their member of Congress and say, ‘This is something that I care about,’ ” she told NPR, adding, “Where I do have trust is in my colleagues’ capacity to change and evolve and be adaptable and listen to their constituents.”

      That said, it’s easy to see how a Green New Deal litmus test could backfire on that front, endangering some Democrats — particularly in swing districts.

      But, it’s not just about national politics. The national-level energy for a Green New Deal could boost efforts in cities and states. New York Gov. Andrew Cuomo, for example, has been pushing a Green New Deal in his state.

      Aside from the politics, of course, there’s the fact that climate change remains an impending threat — one for which the world has yet to come up with a fix.

      “It’s a big legislation because it’s a huge [expletive] problem! We’re all going to die,” said McElwee. “Every week it seems like the the risks of climate change become more real, and the amount of devastation it is going to wreak upon humanity becomes larger, and that means we have to do bigger things.”

      Family members of four people killed when a plane crashed into a home in Southern California on Sunday say they are “devastated” by the loss.

      The four, who were on the ground when the twin-engine craft crashed in Yorba Linda, near Anaheim, were identified by Orange County Sheriff’s Department officials as Roy Lee Anderson, 85, and Dahlia Marlies Leber Anderson, 68, a married couple of Yorba Linda; Stacie Norene Leber, 48, of Corona; and Donald Paul Elliott, 58, of Norco.

      The pilot and single occupant aboard the plane, Antonio Pastini, 75, of Gardnerville, Nevada, was also killed, authorities have said.

      “Our family bond is tight, and each member lost in this tragedy represents more than just one role within our family,” the family said in a statement released by the sheriff’s department.

      “We lost parents, grandparents, great-parents, spouses, sisters, brothers, aunts and uncles. The home lost was a beacon for so many family and friends where many celebrations were held,” the family said. They asked for privacy at this time.

      Elliot Simpson, an aviation accident investigator for the National Transportation Safety Board, has said that the Cessna took off from nearby Fullerton at about 1:35 p.m. It climbed to about 7,800 feet and then “began a rapid descent,” he said.

      The crash occurred around 10 minutes later, at 1:45 p.m., authorities have said.

      The airplane appeared to break up in the latter stages of the flight, Simpson said. He said there was no report that the pilot made any distress calls before the crash.

      Pastini had a badge identifying him as a former Chicago police officer, but the sheriff’’s department said Tuesday that they don’t believe the credentials are legitimate, and Chicago police said he was never a member of the force. The Federal Aviation Administration said it has no record of any accidents, incidents or enforcement actions against Pastini.

      Pastini’s daughter, Julia Ackley, has told NBC Los Angeles that her father owned a sushi restaurant in Nevada and a tree farm in Oregon. She described him as an experienced pilot who had flown for decades.

      “I just love him more than anything,” she told the station. “I miss him more than anything.”
