For California, massive power blackouts could become a way of life – NBC News

LOS ANGELES — Hundreds of thousands of residents of Northern California whose power will be shut off in the next two days got even worse news Wednesday: Another, even larger, blackout is likely over the weekend.

The state’s largest utility, Pacific Gas and Electric Corp., or PG&E, began shutting off electricity to nearly a half-million people Wednesday afternoon, the second massive blackout in two weeks. It said hot, dry winds and low humidity were creating a high risk of sparks and “rapid wildfire spread” from its long-neglected power lines.

The blackouts will eventually spread to parts of 17 counties — including such large communities as Santa Rosa, Sonoma and Napa but not San Francisco or San Jose — at least through Thursday afternoon and through Friday afternoon in other parts of the region, PG&E said.

Mark Quinlan, PG&E’s director of environmental health and safety, said that’s when the last of the dangerous conditions are expected to end, and only then can its crews go out to inspect 8,000 miles of power lines for damage.

A brush fire broke out Wednesday in rural Sonoma County. The so-called Kincade Fire was first reported around 9:15 p.m., NBC Bay Area reported, and had grown to thousands of acres by early Thursday.

In the southern part of the state, Southern California Edison said Wednesday night that it was monitoring more than 300,000 customers for a potential power shutoff that could begin Thursday. The potential coverage area includes such large communities as San Bernardino, Malibu, Irvine, Glendale and Palm Springs but not Los Angeles itself, which is served by a separate power company.

Nearly 3,000 customers were without power early Thursday in Ventura County in Southern California, utility Southern California Edison said.

A power “customer” can be a single residence or a large business; a standard conversion that many utilities use assesses 2½ people per customer, meaning as many as 450,000 people could be affected in Northern California. Southern California Edison’s potential blackouts could affect more than 750,000 more.

At the famed Alice’s Restaurant in Woodside, in San Mateo County, owner Jamie Kerr bemoaned the “major frustration.”

“I think that’s the sentiment you’re getting across the board,” Kerr told NBC Bay Area.

Loran Cary of Woodside said he thought PG&E was “going too far” as he filled gallon cans with gas Wednesday to tide him over.

“We didn’t get much wind here before, and I don’t think we’re going to get much wind this time,” Cary told NBC Bay Area.

For a second time this month, there was a run on batteries, flashlights and lanterns Wednesday, said Tom Kenny of Placerville Hardware in El Dorado County.

The store, where a historical marker declares it the “oldest continuously operating hardware store west of the Mississippi River,” has sold more generators in recent days than it typically sells in a year, Kenny told NBC affiliate KCRA of Sacramento.

“The size generators that we’re selling, we might be lucky to sell one or two a year, sometimes three or four — mostly for agricultural purposes,” he said.

Stocks are likely to be scarce well into next week.

Wednesday, PG&E said another round of hot, dry offshore winds this weekend could trigger a third major blackout as early as Sunday “generally north of a Monterey to Yosemite line” — the entire northern half of the state, in other words.

“Details around this event remain unclear, but it has the potential to be as strong or stronger than recent events,” PG&E said.

The National Weather Service agreed that weekend conditions could be both worse and more widespread, predicting wind gusts exceeding 60 mph and “critical fire weather conditions.”

“Some would say, ‘It’s life.’ But I think it’s not the life we used to have,” John Sikora of Placerville told KCRA. “I think it could easily be changed.”

PG&E is in the largest bankruptcy proceeding in U.S. history, threatened by as much as $18 billion in potential liabilities from the role its power lines played in several highly destructive fires that burned hundreds of thousands of acres of Northern California in 2017 and 2018.

The company has warned that wide-scale rolling blackouts could be needed for as long as a decade as it races to harden its transmission systems, calling it “a multi-year journey.”

“We do think that this is the new normal that we need to be prepared for,” Ari Vanrenen, a spokeswoman for the utility, told NBC News during the blackouts earlier this month.

Bill Johnson, the company’s chief executive, said late Wednesday that the company fell behind on upgrading its equipment because the epidemic of destructive wildfires that has afflicted Northern California in recent years took it by surprise.

“The fire risk has grown exponentially, particularly in this region, in the last couple of years,” Johnson said at a news conference, adding: “As late as 2017, many people didn’t think the risk was high in Northern California. The risk really accelerated.”

As early as 2004, however, federal and academic researchers reported that climate change threatened to double the frequency of wildfires, consuming 50 percent more land, in Northern California; they called that the “best-case scenario.”

In 2011, more federal and academic research found that a variety of measures projected increases in wildfires associated with climate change ranging from 36 percent to 74 percent by 2085 — with “increases exceeding 100 percent in much of the forested areas of Northern California.”

And researchers with the University of Idaho and the U.S. and Canadian forest services similarly reported in 2015 that 17 global climate models predicted sharp rises in the risk of large wildfires through the middle of the century, “with the largest absolute increase in the intermountain West and Northern California.”

San Jose Mayor Sam Liccardo said Wednesday that the difficulties facing PG&E are so daunting that he wants to pull the city — the state’s third largest, with more than 1 million residents — out of the system, with the goal of setting up the city’s own electric utility.

That’s the only way to “ensure the distribution of local generation and storage of energy,” Liccardo said at a news conference.

Liccardo said he would present the plan to the City Council next week.

Among the key figures embroiled in the impeachment inquiry into President Trump is Energy Secretary Rick Perry, who announced last week that he will be resigning later this year.

It was Perry who led the U.S. delegation to Ukraine when newly elected President Volodymyr Zelenskiy was inaugurated back in May. And it was Perry who urged Trump to make that now-infamous July phone call to Zelenskiy — a phone call that’s at the heart of the inquiry.

In that call, Trump asked the Ukrainians to investigate former Vice President Joe Biden, his potential rival in the 2020 presidential campaign. The call triggered the whistleblower complaint from an intelligence officer and led to allegations that Trump abused his power for personal political gain.

So how did Perry, who just a few years ago was attempting to cha-cha his way through Dancing With the Stars, become a major figure in the impeachment probe?

Perry’s roots go back to tiny Paint Creek, Texas, in rural Haskell County.

“They used to call him ‘the rascal from Haskell,’ ” says Scott Braddock, who’s editor of the Texas political newsletter Quorum Report and has covered Perry for many years. “He grew up not exactly dirt poor but not far from it.”

The son of tenant farmers, Perry would become a master politician, an expert at cultivating relationships.

After winning a seat in the Texas House of Representatives, Perry went on to be elected state agriculture commissioner and lieutenant governor. He assumed the Texas governorship midway through George W. Bush’s second term as governor, when Bush won the presidency. Perry was then elected governor three times, serving for 14 years and making him the longest-serving governor in Texas history.

“He took being a wheeler-dealer basically to the level of an art form,” Braddock says. “Perry was somebody who would always figure out the way to get what he wanted.”

At first, it might have seemed absurd that what Perry wanted was to join the Trump administration.

After all, in 2015, during his second presidential run, Perry scorched Trump in a speech, calling his Republican opponent’s candidacy a “cancer on conservatism” and “a barking carnival act.” Trumpism, Perry warned, was “a toxic mix of demagoguery and mean-spiritedness and nonsense that will lead the Republican Party to perdition if pursued.”

But apparently, all was forgiven after the 2016 election, when Trump picked Perry to head the Energy Department.

“Well, you know, feelings change about people all the time,” says Deirdre Delisi, who served as chief of staff to then-governor Perry. She worked on four of his campaigns and remains a confidante. “He was asked to serve his country, and as he has done so many other times, he agreed to serve his country, and he did a great job.”

Many noted the irony that Perry was assuming control of a federal department that he had vowed to eliminate when he was running for president — a promise that led to Perry’s notorious “oops” moment during a presidential debate when he couldn’t remember which department he had promised to ax.

“I would do away with the Education,” Perry said haltingly. “Uh, the um … Commerce. And … let’s see … I can’t. The third one. Sorry. Oops.”

As energy secretary, Perry has pretty much flown under the radar up until now, avoiding scandal.

He has focused heavily on opening global markets to U.S. oil and gas. At a news conference this month in Lithuania, he described his dealings this way: “I’m a Texas governor, former governor, and I know how to sell stuff. And my job is to go sell, first off, American product.”

That’s the Perry trademark, says Braddock of the Quorum Report. “He was always real good at selling Texas,” he says. “Governor Perry’s slogan was ‘Texas is open for business.’ And I think that he wanted to bring that to the national stage and to the international stage — that we’re open for business.”

Specifically: the business of liquefied natural gas, or — as Perry’s Energy Department has dubbed it — “freedom gas.” It’s a growing U.S. export, and Ukraine is a potentially huge market.

Historically, Ukraine has depended heavily on natural gas from Russia. So, the thinking goes, if the U.S. could replace Russian gas with U.S. gas, it would be a big win for American companies and for U.S. foreign policy. Ukraine is a critical counterweight to Russian influence in the region.

But the country has also been notorious for corruption, especially in the energy sector, and that has stifled Western investment. So, for years, U.S. administrations have pressed Ukraine to root out corruption.

It was in this context that Perry headed to the Ukrainian capital, Kyiv, in May, leading the U.S. delegation to the inauguration of the newly elected president, Zelenskiy.

According to the whistleblower’s complaint, Vice President Pence was supposed to head that delegation, but Trump instructed Pence to cancel his trip and Perry went in his place.

Also with Perry were Gordon Sondland, the ambassador to the European Union, and Kurt Volker, then the U.S. special representative for Ukraine. The trio called themselves the “three amigos.”

Within days of leaving Kyiv, those “three amigos” were back in the Oval Office, meeting with the president. They told Trump that Zelenskiy was a reformer, and they wanted the president to call him.

Perry was asked about this meeting during his visit to Lithuania this month.

“Absolutely,” he said. “I asked the president, multiple times, ‘Mr. President, we think it is in the United States’ and in Ukraine’s best interest that you and the president of Ukraine have conversations and discuss the options that are there.’ So, absolutely yes.”

But Trump wasn’t having it. Here’s how Perry described what happened next, in an interview on the podcast The Journal, which is produced by Gimlet Media and The Wall Street Journal.

“[The] president’s like ‘Ehhhhhhh, until I’m comfortable that these guys have straightened up their act.’ And so, what does ‘straighten up their act’ mean? And the president said, ‘Visit with Rudy.’ “

That would be Rudy Giuliani, Trump’s personal lawyer, who had been on a crusade for months, alleging that Ukraine colluded with Democrats in the 2016 election.

As Perry told Wall Street Journal reporter Tim Puko, he did what Trump told him to do. He called Giuliani.

“And I called, and we had never had a conversation before,” Perry said. “I called Mayor Giuliani and said, ‘OK, tell me what’s goin’ on here. We’re tryin’ to get these folks in to meet so that we can move forward with some good economic development — sell ’em gas. And the president just ain’t interested in talkin’!’ And as I recall the conversation, [Giuliani] said, ‘Look. The president is really concerned that there are people in Ukraine that tried to beat him in his presidential election. He thinks they’re corrupt.’ “

As Perry recounted that phone call, Giuliani insisted that it was Ukraine, not Russia, that interfered in the 2016 election and that it did so to hurt Trump.

That’s a conspiracy theory that has been debunked.

One thing that was not mentioned, Perry told The Wall Street Journal, was the name Biden.

“Never,” Perry said emphatically, as he pounded the table in the interview. “Not in one conversation. Not from the president. Not from Gordon Sondland. Not from Kurt Volker. Not from anybody on the Zelenskiy team did I ever hear the name Biden. Never. Not once.”

Remember, that’s at the heart of the impeachment inquiry.

Democrats want to know whether Trump tried to force a foreign power to interfere in the 2020 election.

In effect, was Trump telling the Ukrainians, “Unless you agree to dig up dirt on my opponent Joe Biden and his son, Hunter, who sat on the board of a Ukrainian energy company, you won’t get your invitation to the White House, and we’ll hold your military aid hostage?”

Perry has said repeatedly that he didn’t know of any such quid pro quo. But Democrats in Congress aren’t convinced.

“First of all, can we please see your emails and your texts so that we can know if what you just said is true?” says Rep. Jim Himes, D-Conn., who sits on the House Intelligence Committee, which is leading the impeachment inquiry.

“That’s the core question,” Himes says. “And of course since Rick Perry was very much at the center of the communication with the Ukrainians and presumably with the president, all of our questions would pertain to the extent that he observed U.S. policy being sidelined in favor of the president’s personal political agenda.”

House Democrats have subpoenaed a raft of documents and communications from Perry about the Ukraine affair. The Energy Department has refused to comply with that subpoena.

Speaking outside the White House on Wednesday, Perry called the impeachment investigation a “charade.”

“I’m not gonna participate,” Perry told reporters. “The White House has advised us not to participate. My general counsel has told me not to participate in what they consider to be an unprecedented effort to try to use an inquiry in an unlawful way.”

There’s another wrinkle to all this, and it has to do with Ukraine’s state-controlled behemoth oil and gas company, Naftogaz, which has widely been seen as a playground for Ukraine’s oligarchs, rife with corruption.

The company seems intent on challenging that reputation: In a Naftogaz corporate video, the words “transparency” and “new rules [to] tackle corruption” flash on the screen in English.

We know now that two Republican donors who are business associates of Giuliani were trying to install new management at Naftogaz, as they were trying to get lucrative gas contracts funneled their way.

Their names? Lev Parnas and Igor Fruman. They’ve been arrested and have pleaded not guilty to charges of campaign finance violations.

One question is, was Perry also trying to engineer a shake-up of Naftogaz senior leadership to benefit private interests in the U.S.?

When he was asked about this by reporters in Lithuania, Perry answered, “The government of Ukraine did in fact ask us for, you know, ‘Who are the people that can help come and modernize?’ “

But Perry disputed a detailed report by The Associated Press that said he was trying to force an overhaul of the Naftogaz board and install a “friendlier management team.” Perry said he simply gave the Ukrainians the names of American energy experts who could advise them.

“That was a totally dreamed-up story, the best I can tell,” Perry said. “We gave recommendations at the request of the Ukrainian government and will continue to.”

So, where does all of this leave Perry as he heads for the exit at the Energy Department?

Delisi, the longtime Perry aide, believes he’s leaving the administration unscathed.

“I don’t think he’s in trouble, and I don’t think he’s troubled,” she says, “and certainly no conversation I’ve had with him has made me believe that.”

But Braddock of the Quorum Report sees things differently: “Interesting that Perry, who had done such a good job, was there from the beginning with Trump, a member of the Trump administration who had kept his nose clean all the way until now with no even whiff of a scandal, and now he’s caught up in the thing — the thing that is leading to this impeachment movement in Washington. Very, very ironic.”

For his part, Perry’s swan song to his colleagues at the Energy Department came in the form of a highly produced, four-minute-long farewell video titled “The Coolest Job I’ve Ever Had.”

Perry ends the video by saying, “I thank President Trump for giving me the opportunity of a lifetime. I’m so glad that I said yes.”

“The picture coming out of it based on the reporting that we’ve seen is, yeah, I would say not a good one,” Thune told reporters when a reporter characterized William Taylor’s testimony as “troubling.”

“But I would say also that, again, until we have a process that allows for everybody to see this in full transparency, it’s pretty hard to draw any hard, fast conclusions,” Thune added.

Thune noted at the time that he had not read Taylor’s testimony but had seen only initial reports.

Taylor, the top U.S. diplomat to Ukraine, said he believes the Trump administration withheld aid to Ukraine in an effort to get Ukrainian President Volodymyr Zelensky to launch politically motivated investigations, according to his opening statement and multiple sources familiar with his testimony.

Thune, like most Republicans, also took issue with how House Democrats are running the impeachment inquiry, which has focused so far on closed-door depositions with current and former officials.

“I think whatever he said in private, it ought to be done in public, and I think the House Republicans are right to point out that this has been very much a sort of rigged process relative to previous impeachment exercises,” Thune said.

Thune, speaking to reporters later on Wednesday, was more circumspect about Taylor’s testimony, which he noted he had read since initially speaking to reporters earlier on Wednesday.

“Right now, it’s a one-sided story, and I think we’ve got to get the full picture, which we don’t have because it’s been a very rigged process,” Thune said after a closed-door GOP lunch.

He added in reference to Taylor’s testimony that “there’s an awful lot of second hand.”

Republicans have seized on the process as they’ve looked for a foothold in the political fight with Democrats over impeachment.

Sen. David Perdue (R-Ga.) noted that he hadn’t read Taylor’s testimony but brushed off a question asking if it was a game-changing moment.

“Of course not. I mean, how could you do that when you haven’t heard anything from the other side? This is a one-side show trial. Don’t they do that in Russia?” he said.

Zuckerberg’s testimony left lawmakers just as concerned about libra as they were beforehand – CNBC

“I’m not sure that we learned too much more new, except now that they’re calling the association an independent association,” said Rep. Sylvia Garcia, D-Tex., in an interview following the hearing.

Garcia had been one of the lawmakers calling for Zuckerberg’s testimony on libra. Although she was “disappointed” with his answers, Garcia said she still believes Zuckerberg was the right person to call in because “Facebook is Mark Zuckerberg and Mark Zuckerberg is Libra.”

Garcia said she’s skeptical of the idea that the entities are separate.

“I don’t think it’s going to be that independent if Facebook has such control and it’s their platform,” she said.

Throughout the hearing, committee members urged Facebook to pause its plans while lawmakers come up with new rules for regulators, or to simply move the Libra Association from Switzerland to the U.S.

Waters said she can’t support the plan at all.

“I asked for a moratorium on libra. And what he committed to is they will not launch it until there is a regulatory oversight agency that is responsible for it,” Waters said after the hearing, adding that she’s “not so sure” that’s the same thing.

She said she doesn’t understand what libra is trying to accomplish and that it hasn’t been “adequately explained.”

“To simply say that you’re organizing Libra because you’re concerned about the unbanked and it’s going to have payments systems does not answer the questions for me,” Waters said.

Trump campaign scoops up Biden’s Latino voter web address, trolls his voter outreach – ABC News

It didn’t take long for the Trump campaign to figure out how to troll Joe Biden moments after the former vice president’s campaign announced a Latino voter outreach program on Wednesday.

Biden, who spent the day campaigning across Pennsylvania and Iowa, announced “Todos Con Biden,” a “national network of Latino supporters” working to help elect the former vice president earlier on Wednesday.

But there’s one problem. The Biden campaign failed to purchase www.todosconbiden.com, or even lock down the @TodosConBiden Twitter handle before announcing the new effort — prompting the president’s reelection team to do what it does best: troll.

Now, the Trump campaign is using www.todosconbiden.com to mock the former vice president, with a landing page that says in both English and Spanish, “Oops, Joe forgot about Latinos.” The page also links out to the president’s own Latino outreach coalition “Latinos for Trump.” And the @TodosConBiden Twitter account, in the possession of the Trump campaign, has already begun posting unflattering counter messaging targeting Biden.

The reelection team told ABC News they bought the URL for a “minimal cost” after the Trump campaign’s coalition team noticed the URL for the new effort was still up for grabs.

“The Biden campaign continues to be inept with a deeply flawed candidate,” Deputy Communications Director Erin Perrine told ABC News. “Latinos are thriving under President Trump and now thanks to the Biden camp, people can find out more about that success at www.todosconbiden.com.”

In response, the Biden campaign said the move by the Trump campaign was “no surprise.”

“It is no surprise that Trump’s Campaign would resort to childish antics like this to take attention away from this President’s appalling record of separating families and using immigrants as scapegoats, fomenting hatred and white supremacy, and trying to take away health care from millions of Americans who need it,” according to Isabel Aldunate, deputy director of strategic communications/Hispanic media press secretary for the Biden campaign.

Scooping up the URL and Twitter handle to mock Biden is just the latest example of the Trump campaign’s trolling strategy, which has in part fueled and embodied the reelection effort so far. During the last two Democratic primary debates in Ohio and Houston, the campaign paid thousands of dollars to fly a massive banner above the host cities slamming the president’s potential rivals.

The campaign has also turned mockery into cash, selling everything from “Pencil-Neck Adam Schiff” T-Shirts to most recently “Where’s Hunter?” shirts, which went on sale less than an hour after the president asked about the former vice president’s son at a Minneapolis rally.

And it’s not just the Trump campaign who sees a gaffe like this as a broader issue for Biden, who himself has been prone to missteps over his decades-long career.

“How the hell are you Joe Biden’s campaign and you don’t lock up the URL before you announce stuff?” Mike Madrid, a veteran Republican political consultant who’s a vocal critic of the president told ABC News.

On top of trolling Biden, the Trump campaign is using this opportunity to tout the president’s record with Latino Americans, such as record low unemployment. But critics, including Madrid, argue economic issues alone won’t be enough to sway large numbers of voters given Trump’s record on immigration.

“Anybody who believes that economic numbers are going to motivate Latinos to shift allegiances — that’s an absurd notion,” Madrid said.

However, the longtime political operative added that if Democrats are going to beat Trump in 2020 it will require a far more efficient operation than the campaign Hillary Clinton ran in 2016, and Wednesday’s Biden blunder doesn’t instill faith that the 76-year-old former vice president is the best option.

“Can the Democratic nominee get higher Latino voter turnout than the disastrous operation by Hillary Clinton? This tells me that Biden and his campaign are not looking really strong in that regard,” Madrid said. “That’s what concerns me.”

The Biden campaign launched “Todos con Biden” with the goal of growing grassroots support while also promising immigration and education reform for the Latino community.

“Joe Biden knows that our diversity is our strength, and as president, he will continue to ensure that all Americans are treated with dignity — not scapegoated or used to score political points, ” Laura Jiménez, the campaign’s national Latino vote director said.

It comes months after the Trump campaign rolled out its own “Latinos for Trump” coalition in June, an effort aimed at turning out Latino voters.

In the 2016 election, Trump took 29% of the Latino vote, topping Romney, who took 27% of the Latino vote in 2012. Hispanics are projected to become the largest minority group in the electorate in 2020, with 18.3%, surpassing African Americans.

Judge tells State Dept. to begin producing Ukraine records – NBC News

WASHINGTON — A judge on Wednesday ordered the State Department to begin producing within 30 days documents related to the Trump administration’s dealings with Ukraine, saying the records were of obvious public interest.

The documents were sought under a Freedom of Information Act request by American Oversight, an ethics watchdog that investigates the administration. Any release of government documents could shed new light on President Donald Trump’s efforts to prod his Ukrainian counterpart to investigate Democratic rival Joe Biden, the matter at the heart of the Democrat-led House impeachment inquiry.

“These records concern a matter of immense public importance,” Daniel McGrath, a lawyer for American Oversight, said during arguments in Washington’s federal court. U.S. District Judge Christopher Cooper said he agreed.

Cooper encouraged the organization to work with the government to identify which documents can be released because they are not classified or otherwise exempt from disclosure. That could potentially include any correspondence with Rudy Giuliani, the president’s personal lawyer and a key participant in a backchannel diplomacy effort with Ukraine, since he is not an administration official.

“His emails, text messages — which he showed on TV — are going to be subject to public disclosure with limited redactions,” Austin Evers, the organization’s executive director, told reporters after the hearing. “It’s possible that this administration will jump through some legal hoops to try to withhold them, but we have the court today urging the parties to focus on those communications as top priority.”

He described the judge’s ruling as “a crack in the administration’s stone wall.”

Among the records the group asked for are documents related to interactions between Giuliani and Ukraine, as well as documents about the recall of Ambassador Marie Yovanovitch.

The government has said it does not know how many records could be covered by the ruling. Lawyers said they have identified thousands of potential hits for documents related to Giuliani and Yovanovitch, but that could include duplicates as well as attachments.

Meanwhile, three committees leading the impeachment investigation are asking the State Department for documents they say are central to the probe’s “core area of investigation” after the department defied a subpoena to provide them.

The House Intelligence, Foreign Affairs and Oversight and Reform panels said in a letter Wednesday that they have “now obtained detailed information identifying specific documents” in the department’s custody. They include written readouts of meetings and conversations that are part of the inquiry, as well as emails, texts and diplomatic cables.

The committees are investigating Trump’s requests for Ukraine to investigate Biden’s family and actions by Democrats in the 2016 election.

The panels wrote that they “may draw the inference that their nonproduction indicates that these documents support the allegations against the president and others.”

Evers said his organization was committed to helping the American public see the same type of documents that the State Department has yet to produce to Congress.

If Secretary of State Mike Pompeo “wants to fight so hard” to keep records out of the hands of House Intelligence Committee Chairman Adam Schiff, “we’re happy to be in court,” Evers said.

Pacific Gas & Electric Corp. has begun to cut power to about 179,000 customers in 17 counties in Northern California.

The utility announced what it calls “Public Safety Power Shutoff (PSPS) events” Wednesday morning after warning customers earlier of the likelihood of its actions to reduce the potential for wildfires.

“Based on the latest weather readings, PG&E will be turning off power in portions of our service area as outlined below,” read the announcement.

The Wednesday afternoon blackouts involved parts of Alpine, Amado, Butte, Calaveras, El Dorado, Nevada, Placer, Sierra, Tehama, Yuba, Lake, Mendocino, Napa and Sonoma counties.

Portions of San Mateo county, just south of San Francisco, will have power outages early Thursday morning, as will Kern county in the Central Valley.

The power outages could last longer than 48 hours.

“Once the weather subsides and it is safe to do so, PG&E crews will begin patrolling power lines, repairing damaged equipment and restoring customers,” the utility’s announcement said.

Some customers will experience power outages even though their locality is not experiencing “critical fire weather,” in other words, high winds that can damage power lines.

“This is because the energy system relies on power lines working together to provide electricity across cities, counties and regions,” PG&E explained.

Trump tries out new impeachment inquiry defense on Ukraine quid pro quo – Vox.com

President Donald Trump’s latest defense against the impeachment inquiry is that while congressionally approved military aid may have been withheld to pressure Ukrainian leaders to investigate Joe Biden and his son, withholding that money was not wrong, because Ukraine didn’t know it was happening. However, not only is that defense thin, it also not supported by sworn testimony or recent reporting.

The president endorsed this defense, made by Rep. John Ratcliffe (R-TX) on Fox & Friends Wednesday, in a tweet quoting the Congress member. “Neither [Bill Taylor] or any other witness has provided testimony that the Ukrainians were aware the military aid was being withheld,” Ratcliffe said on the show. “You can’t have a quid pro quo with no quo.”

This defense does not make much sense. The fact Ukrainian officials weren’t initially sure why the security assistance had been delayed does not mean it wasn’t withheld. Trump himself has said it was held back, and has cited corruption as the reason. Notably, he did not use his latest tweet to deny that he held up the aid, and it’s clear he privately and publicly called for Ukraine to investigate the Bidens.

On his phone call with Ukrainian President Volodymyr Zelensky, Trump responded to a Ukrainian request for weapons by asking for a “favor” — an investigation into Democrats, and later on the call an investigation into the Bidens.

The testimony Ratcliff cites was delivered to Congress Tuesday by William Taylor, the top US diplomat in Ukraine. Taylor said he was told by US Ambassador to the EU Gordon Sondland, an ally of Trump’s, that “everything” the Ukrainians wanted from the US (including a White House visit and the military aid) depended on Ukraine announcing it was opening a corruption investigation that included an inquiry into Burisma, a company that employed Joe Biden’s son.

Taylor also testified that while Ukrainian officials initially did not understand why the money had not yet come though, they began to realize what they needed to do to get the money. This was especially the case, Taylor said, after “Ambassador Sondland told [Zelensky aide] Mr. Yermak that the security assistance money would not come until President Zelenskyy committed to pursue the Burisma investigation.”

Moreover, the New York Times reported Wednesday Ukrainian officials had hints about what was behind the hold up even before the call with Sondland recounted by Taylor. Ukrainian leaders asking after the money were told that there was a reason behind it being withheld, and that acting White House Chief of Staff Mick Mulvaney could give them that reason.

Taylor told Congress that although he did not want to do so, Zelensky ultimately made plans to announce the desired investigation in a CNN interview in order to get the money released.

This is, contrary to Ratcliffe’s claim, a very clear quid pro quo. In exchange for the military funding, there had to be an investigation. Ratcliff suggested this was clear to the White House in his interview, and Taylor has said the Ukrainians came to understand it too.

Trump’s rebuttals to the impeachment inquiry have evolved, as some have been undercut

Increasingly, Trump and his administration have abandoned claims that they did not try to influence Ukraine to launch an investigation into a rival; instead, they argue there was nothing wrong with the way they did so.

Last week, Mick Mulvaney said Trump brought to him concerns (which stem from a conspiracy theory) that Ukraine is home to a Democratic National Committee server, and wanted an investigation into that. Pushing that investigation, Mulvaney told reporters, is “why we held up the money.”

When told that arrangement constituted quid pro quo, Mulvaney said, “Get over it. There’s going to be political influence in foreign policy.”

That response was widely viewed as problematic, and he later walked back the comments. (The Trump 2020 campaign embraced it at least, selling “Get over it” T-shirts.) Trump himself has been reportedly looking into replacing Mulvaney, although the White House denies this.

The administration has also cycled through a few other defenses: that witness testimony proved there was “no quid pro quo’s of any kind,” that Ukraine has said “President Trump applied no pressure and did absolutely nothing wrong,” and that the whistleblower who first brought the Ukraine matter to the public’s attention is an illegitimate “spy.”

None of these have really stuck, and some have been undermined by more recent statements from the executive branch; others have been put into question by witness testimony to Congress.

Mulvaney, for instance, made it clear there was a quid pro quo, and argued instead that it wasn’t a big deal. Ratcliff’s version of this argument — that the exchange offered by the White House technically wasn’t quid pro quo — now seems to have found favor with the president.

How long this defense lasts remains to be seen. Trump, however, did pair it with a talking point he has used since the early days of the Ukraine scandal: that not enough is known about the whistleblower who brought the issue to light.

“Where is the Whistleblower?” Trump tweeted along with the Ratcliff quote; he tweeted the same message an hour later:

The whistleblower, an intelligence professional, is presumably at work. Pointing out his absence from current proceedings is as weak a defense as Ratcliff’s; evidence supporting his allegations is now public, much of it released by the White House itself.

That evidence has also been supported by the testimony of witnesses, leaving Trump and his allies to use technicalities like Ukraine’s understanding of the offer on hand in the president’s defense. How effective that strategy will be remains to be seen.

Senator Rand Paul, R-Ky., said that President Trump’s Wednesday announcement of a “permanent ceasefire” between Turkey and the Kurdish-led Syrian Democratic Forces (SDF) is an “extraordinary breakthrough.”

Speaking at the White House, the president said that the conditions had been met by both sides and that the U.S. is lifting sanctions on Ankara that were implemented following the invasion of northern Syria.

“I do believe it will be permanent,” he said. “This was an outcome created by us, the United States, and nobody else…we’ve done something very, very special.”

He also hammered against Senate Majority Leader Mitch McConnell’s resolution — introduced on Tuesday — in opposition to the president’s withdrawal from Syria.

“This is exactly why we must defeat the McConnell resolution,” Paul told Hemmer. “The McConnell resolution says that we would disallow President Trump from meeting with [Turkish leader Tayyip Recep] Erdoğan. I think we need to see the world as it is. And, I think it’s important that the president meets with Erdoğan.”

“His conversations, so far, I think are leading towards peace,” he noted, admitting that trust “has to be verified.”

Paul said that he believes it’s important that the United States does not “slap sanctions on Turkey that never go away” and that he thinks the Kurds “have had many, many, lives saved here by the president’s action.”

“I think there’s also the possibility for the Kurds to negotiate a semi-autonomous region where they would share in oil receipts with the Assad government,” he stated. “But, it means that [Syrian President Bashar] Assad has to be part of the equation.”

“This is a war that was started with President Obama getting involved in a senseless way in the Middle East again,” Paul concluded. “But now, it looks like we may actually see a realignment and a possible peace plan that will come about because of President Trump’s decisive action.”
