BEIJING (Reuters) – The number of deaths in China’s central Hubei province from a coronavirus outbreak had risen by 91 to 871 as of Sunday, the province’s health commission said in a statement on its website on Monday.

There had been a further 2,618 cases detected in Hubei, the epicenter of the outbreak, taking the total in the province to 29,631.

Most of the new deaths were in Hubei’s provincial capital of Wuhan, where the virus is believed to have originated.

Wuhan reported 73 new deaths on Sunday, up from 63 on Saturday. A total of 681 people in Wuhan have now died from the virus.

New confirmed cases in Wuhan increased by 1,921 on Sunday, up from 1,379 on Saturday.

The Trump administration plans to ask for $2 billion in new border wall construction funding, senior administration officials confirmed.

The White House will officially release its budget proposal Monday. 

The $2 billion request is far less than the amount the White House sought for border wall funding last year, when the Trump administration asked for $5 billion for the wall on top of $3.6 billion to replenish funding for military construction projects the administration shifted for border wall construction. 

This year’s request does not include any money to reimburse the military, though the White House maintains Trump’s authority to reprogram funds again.

The Democratic-controlled House is unlikely to give Trump the amount he requests, but the amount is significantly closer to the $1.375 billion Congress has agreed to allocate in recent years.

The smaller request reflects that the administration needs fewer resources to build Trump’s proposed border wall with the Mexican border, as it has met its funding goals by shifting money from the military toward construction.

Trump then declared a state of emergency last February, which allowed him to move money allocated for military projects to his signature border wall.

Facebook and Twitter are on the receiving end of lots of criticism from Democrats after they rejected a request by House Speaker Nancy Pelosi to remove a video posted by President Donald Trump. The edited video makes it look as if Pelosi ripped up the president’s State of the Union address when he honored a Tuskegee airman and other guests. In reality, Pelosi ripped the speech at the end of the annual address.

The edited video, posted on Thursday under the title “Powerful American stories ripped to shreds by Nancy Pelosi,” once again sparked a debate about what kind of manipulated content should be allowed on social media. And it shone a spotlight on the differences of opinion between those who say social networks should do more to prevent their platforms from being used to spread misinformation and those who insist political speech should be protected even if it’s deceptive.

The dispute between Pelosi and the social networks became public Friday when Pelosi’s deputy chief of staff, Drew Hammill, wrote on Twitter that the video is “designed to mislead and lie” and the refusal to take it down “is another reminder” that the social networks “care more about their shareholders’ interests than the public’s interests.” Andy Stone, a Facebook spokesman, responded: “Sorry, are you suggesting the President didn’t make those remarks and the Speaker didn’t rip the speech?” He then elaborated in a subsequent tweet saying that whether the events depicted in the video actually happened is key to deciding whether it should be taken down.

The Facebook policy states that “manipulated media” will be removed if “it has been edited or synthesized … in ways that aren’t apparent to an average person and would likely mislead someone into thinking that a subject of the video said words that they did not actually say.” Twitter said that new rules that are coming into effect on March 5 would attach a label that reads “manipulated media” on material that is heavily edited. Under its current rules though Twitter said it would not delete Trump’s video. “We won’t begin labeling or enforcement action until March 5, 2020, so I can’t get into hypotheticals,” a Twitter spokeswoman said.

Trump’s campaign scoffed at the call to take down the video, saying it is obviously a parody. “If Nancy Pelosi fears images of her ripping up the speech, perhaps she shouldn’t have ripped up the speech,” Tim Murtaugh, a spokesman for Trump’s campaign, said.

Senate Judiciary Committee Chairman Lindsey Graham on Sunday advised caution before accepting the evidence that President Donald Trump’s personal attorney Rudy Giuliani has claimed to have amassed in Ukraine against former Vice President Joe Biden. 

The South Carolina Republican said on CBS News’ “Face the Nation” that there are legitimate questions about whether Hunter Biden’s position on the board of Burisma Holdings, a Ukrainian energy company, posed a conflict of interest for his father, whom former President Barack Obama had tasked with tackling corruption in Ukraine. 

“But if Rudy Giuliani has any information coming out of the Ukraine, he needs to turn it over to the Department of Justice because it could be Russian propaganda,” Graham said.

In Fox News appearances on Saturday and Sunday, Giuliani claimed to have evidence he described as a “smoking gun” proving the Bidens were complicit in bribery and money laundering relating to Burisma.

The Iowa Democratic Party on Sunday allocated delegates based on the results of last week’s Iowa caucuses, giving former South Bend, Indiana, Mayor Pete Buttigieg the largest delegate count, followed closely by Sen. Bernie Sanders, I-Vt.

The party said it would, based on the results of the race it had collected, award 14 delegates to Buttigieg and 12 delegates to Sanders.

Sen. Elizabeth Warren, D-Mass, will receive 8 delegates, while former Vice President Joe Biden will receive 6 and Sen. Amy Klobuchar, D-Minn., will receive 1, the party said.

NBC News is not calling a winner in the first-in-the-nation contest, and the NBC News Decision Desk is not making any independent delegate allocations at this time.

Those delegate allocations are based on the revised results from the caucus that the party collected.

Iowa Democratic caucus results are not actual votes cast. The percentages received by candidates, based on returns of the estimated number of state convention delegates won by each candidate through the caucus process, are known as state delegate equivalents, or SDEs.

Iowa sends 41 pledged delegates to the Democratic National Convention. The allocation of those delegates is based proportionally on the SDE results.

The reporting totals from Iowa have been put out, in fits and spurts, by the Iowa Democratic Party over the past three days after chaos over the caucuses on Monday night. Results from the contest were delayed by what organizers said was a problem with a smartphone app. The Iowa Democratic Party said problems with reporting the caucus results were due partly to “coding issues” with the app, which was being used for the first time.

The results are rife with potential errors and inconsistencies that could affect the outcome of the election, according to a review by the NBC News Decision Desk.

Democratic National Committee Chair Tom Perez has called on state party officials to recanvass Monday’s caucus vote after days of uncertainty and growing concerns about “inconsistencies” found in the data.

A recanvass is essentially a double-checking of the vote. Iowa officials would have to hand-audit the caucus worksheets and reporting forms to ensure that they were correctly calculated and reported.

Earlier Friday, the IDP announced it had extended the deadline for campaigns to request a recanvass or recount to Monday at 1:00 p.m. ET. It had previously been Friday at 1:00 p.m. ET.

The IDP also announced a Saturday 1:00 p.m. ET deadline for campaigns to submit “documentary evidence of inconsistencies between the data reported and the records of result for correction.”

WASHINGTON – President Donald Trump will deliver his latest budget proposal to Congress on Monday, a $4.89 trillion package that calls for increases to military spending and cuts to domestic programs.

The spending plan – the final one of Trump’s first term in office – proposes military spending of $740.5 billion, a 0.3% increase, for a fiscal year that begins in October. Non-defense programs would be cut by 5%, to $590 billion.

The proposal also calls for $4.6 trillion in deficit reduction, $4.4 trillion in spending reductions and a 21% cut to foreign aid, officials said Sunday. The budget would balance in 15 years, said officials who are familiar with the proposed spending plan but aren’t authorized to discuss it publicly. 

Trump’s budget has no chance of winning approval in Congress – Democrats control the U.S. House – but it does reflect his priorities as he pursues re-election in November.

Judge Jeanine Pirro minced no words Saturday in slamming Sen. Mitt Romney for being the sole Republican voting to convict President Trump during last week’s Senate impeachment trial.

Pirro claimed that Romney — the 2012 Republican presidential nominee from Utah, who lost to Barack Obama that year — voted the way he did out of jealousy of Trump, who was able to win the White House for the GOP four years later.

“Permit me to introduce you to a non-leader,” Pirro said on “Justice with Judge Jeanine.” “The first United States senator in American history to vote to convict the president of his own party — Mitt Romney, the sole and only Republican to vote to convict President Trump.

Chinese authorities have warned that “excessive and disorderly” use of protective clothing could increase infection and waste limited resources as cases of the new coronavirus continue to soar.

According to Reuters, China’s National Health Commission called for “reasonable use” of the clothing on Sunday as the country struggles to deal with severe equipment shortages, affecting protective suits, goggles, and masks. The statement comes shortly after news that the death toll of the coronavirus (2019-nCov) officially surpassed the number killed during the SARS epidemic.

According to the U.S. Center for Disease Control, SARS (severe acute respiratory syndrome) infected 8,098, killing 774, in spring 2003.

More than 800 people have now died from 2019-nCov since the outbreak began in December 2019, including one U.S. citizen whose death was confirmed on Saturday. The vast majority of deaths, and cases, have been limited to mainland China.

Almost all recorded deaths were in China’s Hubei Province, where the disease was first detected. The coronavirus has been traced to a wildlife market in the province’s capital, the city of Wuhan, which is currently in lockdown.

Hubei officials announced an additional 2,841 cases and 81 fatalities from the coronavirus on Friday, Reuters reported. According to the Johns Hopkins University coronavirus tracker, the the total number of deaths reported in the province now stands at 780. However, authorities have been accused of hiding the extent of the outbreak and, according to citizens’ accounts, the true number could be higher.

One of the most prominent deaths includes that of a 33-year-old doctor, Li Wenlian, which has caused public outcry inside and outside of China. Li was reprimanded by officials for warning about the severity of the new coronavirus before it was reported to the World Health Organization (WHO).

A 60-year-old U.S. citizen, became the first non-Chinese person to die from the coronavirus, succumbing to his illness on February 6 in Jinyintan Hospital, Wuhan. The news was confirmed by the U.S. Embassy early Saturday morning.

Meanwhile, two deaths linked to the disease have been reported outside of China: one in Hong Kong and one in the Philippines.

A patient treated in the Philippine city of Manilla was the first person to die from the coronavirus outside of mainland China, falling ill after a trip to Wuhan. The 39-year-old man who died in Hong Kong had also arrived from the disease’s epicenter of Wuhan.

Worldwide, more than 37,500 people have tested positive for the coronavirus since the virus began. Around 3,000 have fully recovered. This includes 12 cases in the U.S. of which one patient (based in Seattle) has recovered.

The NYPD-employed girlfriend of accused Bronx cop shooter Robert Williams is in police custody, law-enforcement sources said Sunday.

Liza Valdez, a probationary communications technician with the department, is being grilled by police in regard to her boyfriend’s alleged 12-hour rampage, sources told The Post.

Williams allegedly opened fire inside the borough’s 41st Precinct station house around 8 a.m., wounding a lieutenant before he ran out of bullets and gave up with a whimper, sources and authorities said.

NYPD Commissioner Dermot Shea said in a press briefing that he is “confident” that Williams is also behind a Saturday-night ambush on two cops sitting in a parked department vehicle in the same neighborhood.

In that attack, a bullet struck one cop in the chin, narrowly missing his carotid artery.

In the same press briefing at Lincoln Hospital, Shea confirmed that the department is interviewing a woman who was “present in the general area” of the 41st Precinct cop shop, but declined to reveal more.

“We are speaking to a woman,” said Shea. “I would not describe her as a suspect.”

Given that passengers had expected to disembark last Tuesday, many with chronic health conditions like diabetes have been running low on medications. On Sunday, Health Minister Kato Katsunobu said in a television interview that medical supplies had been delivered to the ship for about 100 such people, and that more would arrive later in the day for an additional 500.

On Sunday, the Montgomerys went out onto a deck for a prescribed fresh air break — Ms. Montgomery’s first time outside since the quarantine began. Under a pristine blue sky, the couple strolled in surgical masks, maintaining a six-foot distance from other passengers.

A man in black shorts and a blue hoodie jogged by. “It feels great,” Ms. Montgomery said.

Some passengers are frustrated by what they see as a lack of timely information. On Friday, they read in news reports — or heard from family and friends who were tracking reports online — that the number of cases on the ship had tripled.

“It was very upsetting to people to have their children and family members contacting them saying, ‘Oh my God, 41 more passengers tested positive,’” said Ms. Arana, who has been passing the time by drawing, testing out face masks she bought in Taiwan and taking an online course on herbal antiviral remedies. “So we were like, ‘We’re the last to know?’”

Many have been nervously reviewing their activities from early in the cruise, before the quarantine, and hoping they had not come into contact with the wrong person. Ms. Courter thought about the meals, trivia nights and theater performances she had attended, including an opera that was staged the night before the quarantine was imposed.

“Every aspect of my perspective on everything we did has changed,” she said, “from ‘Boy. that was fun’ to ‘Why the hell was I there?’”

British Airways Flight 112 flew from New York to London in under five hours, setting a new record.

Kubilay Kahveci’s flight was supposed to be in the air for more than six hours — an overnight voyage from New York City to London. But British Airways Flight 112 made the trek in under five hours, setting a new record for the fastest subsonic commercial flight across the Atlantic Ocean.

“I was definitely surprised. It felt like a European flight rather than a transatlantic one,” Kahveci told NPR in an email. “Turbulence woke me up a couple of times. … But it wasn’t too bad after all and I’m glad they brought us home safely because I initially booked a Virgin Atlantic flight that was cancelled due to Storm Ciara.”

Propelled by strong winds, the Boeing 747 at its fastest topped a ground speed of 800 miles per hour, according to global flight-tracking service Flightradar24. British Airways confirmed that the flight took 4 hours, 56 minutes, beating the previous 2018 record by Norwegian, which flew from New York to London in 5 hours, 13 minutes.

“That was the first time that we’ve seen it below five hours,” said Flightradar24’s Ian Petchenik. “This particular speed hasn’t happened before, but those increased speeds across the Atlantic happen on a fairly regular basis, especially in the winter when the jet stream kind of dips down into where the North Atlantic Tracks are and is a bit stronger.”

Severe storms around the United Kingdom have been causing lots of flight delays, cancellations and diversions. But the wind conditions made for very fast eastbound flights, a few of which on Sunday crossed the Atlantic under the five-hour mark. Petchenik said the New York-London route has historically been used as a speed benchmark for trans-Atlantic air travel.

“We always prioritise safety over speed records,” British Airways wrote in its brief statement to NPR on Sunday, “but our highly trained pilots made the most of the conditions to get customers back to London well ahead of time.”

By Petchenik’s estimate, the jet stream winds may have added roughly 150 miles per hour to the airplane’s speed.

“We knew that the jet stream was going to be very well placed this week to possibly break that record,” he said, explaining that subsonic speeds are measured against the ground.

“Relative to the airflow around it, it’s not going faster,” Petchenik said. “It’s still traveling at the same speed that it normally travels relative to the air. The air itself is moving faster.”

Kahveci, who was coming back from a business trip on Flight BA112, said the captain did announce after the landing that the flight was the quickest subsonic British Airways flight from New York’s John F. Kennedy International Airport to London’s Heathrow Airport — but did not mention that it was the fastest overall on the route.

“It’s just bragging rights,” Petchenik said. “I don’t think there’s a plaque handed out, though that would be neat.”

The administration is reportedly planning to reprogram another $7.2 billion, after legal challenges and congressional attempts to stop the administration from reshuffling federal cash fell short.

Trump will also seek an extra $1.4 billion over current funding levels for Customs and Border Protection, bringing the agency’s total to $15.6 billion, according to officials familiar with the request. He’ll also ask for a $1.9 billion boost for Immigration and Customs Enforcement, bringing the agency’s total to $9.9 billion.

“This request is based on what’s required to gain operational control of the border,” a senior administration official told POLITICO. “Since taking office, President Trump has prioritized funding for a border wall. With funding available, the administration will build up to approximately 1,000 miles of border wall along the southwest border.“

The Wall Street Journal first reported the president’s border wall funding request. Trump is expected to release his full fiscal 2021 budget request on Monday.

Republicans in both the House and Senate have already been forced to vote twice during the past year to overturn Trump’s previous emergency order to shift billions in military construction funds toward the border wall. While the president promptly vetoed those rebukes, the votes caused discomfort for GOP lawmakers torn between supporting Trump and delaying projects that benefit military families in their home states.

The $2 billion Trump is seeking for a border wall in fiscal 2021 is also billions of dollars less than the $5.7 billion demand that sparked the 35-day government shutdown in 2018.

Two U.S. servicemembers were killed on Saturday when someone wearing an Afghan army uniform opened fire on them with a machine gun, according to multiple reports.

Six other U.S. servicemembers were injured in the apparent insider attack in Nangahar province, officials said.

“Current reports indicate an individual in an Afghan uniform opened fire on the combined U.S. and Afghan force with a machine gun,” Colonel Sonny Leggett, a spokesman for U.S. forces in Afghanistan, said a statement, according to Reuters.

“We are still collecting information,” he said, adding that the motive behind the attack is unknown.

Officials also said that U.S. and Afghan military personnel were targeted while conducting an operation, The Associated Press noted.

An unidentified Afghan defense ministry official also said the shooter was an Afghan soldier who had earlier argued with the U.S. forces, the news service reported, adding that the official said the gunman was not a Taliban infiltrator.

Officials said Afghan troops were also killed in the incident, but details on those casualties were not released.

NEW YORK (AP) — A gunman walked into a police station in the Bronx and started shooting early Sunday, wounding an officer just hours after a similar unprovoked attack that injured a different officer in a patrol van, according to police officials.

Sunday’s shooting happened at the headquarters of the 41st police precinct, according to NYPD spokesperson Hubert Reyes. He said the injured officer is in stable condition at Lincoln Hospital.

Police officials confirmed that the gunman is in custody.

Two security camera videos, posted on social media, captured the shooting. In one of them, a man is seen sauntering into the precinct house lobby, before briefly disappearing off screen. Then, he rushes into a side room with his arm extended, as if pointing a gun, as two people inside run away. He turns and is headed back into the lobby when he looks behind him and falls suddenly, face first on the ground.

In another video from a different angle, an officer in the precinct lobby is seen reacting to a sound. Officers converge, pointing their guns, and the gunman can be seen at a distance falling to the ground, a gun sliding away from him across the floor. Other officers quickly gather around the man.

The shooting inside the precinct headquarters came just hours after another attack in the same section of the Bronx, involving a man who bore a close resemblance to the one depicted in the security camera videos.

Two officers narrowly escaped with their lives when a gunman fired into their patrol van just before 8:30 p.m Saturday.

The officer at the wheel of the van was grazed in the chin and neck, but he avoided serious injury. He was expected to released from the hospital Sunday. Police Commissioner Dermot Shea said at a late night news conference that the attack “should outrage all New Yorkers.”

“He is lucky to be alive,” Shea said. “He is expected to make a full recovery and it is a miracle.”

The attacks recalled other unprovoked assaults on police officers sitting in their patrol vehicles.

In 2017, a gunman killed Officer Miosotis Familia as she sat in her patrol vehicle in the Bronx. In 2014, two officers, Rafael Ramos and Wenjian Liu, were shot dead in their patrol car in Brooklyn by a man upset about recent police killings of unarmed black men. Shea said Ramos and Liu’s deaths were “not something that engenders anything but the worst memories.”

New York Gov. Andrew Cuomo said in a tweet Sunday he was “horrified by the multiple attacks” on police.

“NY’s law enforcement officers put their lives on the line every day to keep us safe. These attacks are heinous,” Cuomo wrote.

Mayor Bill de Blasio, a Democrat, condemned the back-to-back attacks.

“This vicious assassination attempt is the second one we’ve seen in 24 hours — and an attack on our NYPD officers is an attack on ALL New Yorkers,” de Blasio tweeted Sunday. “This despicable hatred is an attempt to divide our city and undermine our safety. We cannot and will not let that happen.”

The two uniformed officers, partners for eight years and friends since middle school, were sitting in their van with emergency lights activated when a man approached them and engaged them in conversation, Shea said.

The man asked the officers for directions, then pulled out a gun “without provocation,” the commissioner said. The man fired multiple shots, striking the officer behind the wheel. Shea said the officer’s carotid artery narrowly avoided injury.

Neither officer returned fire. The officer’s partner drove him to a hospital nearby. Shea called both officers “heroic” for their composure and said their long association made for “an amazing story.”

Security video that appeared to capture Saturday night’s shooting shows the van driving quickly away as a man appeared to point something at the fleeing vehicle.

The officers had been stationed in the neighborhood because of recent drug activity and violence, Shea said.
