The Italian government has announced extraordinary measures to contain the coronavirus.

Prime Minister Giuseppe Conte on Monday declared the entire country a “red zone,” meaning people should stay home except for work and emergencies.

The move expands the emergency measures already in place in northern Italy, which is where most of the more than 9,000 confirmed cases are.

As of Monday, 463 coronavirus-related deaths have been reported through the country.

In a televised address, Conte said that the rising number of cases and people being hospitalized required introducing even more drastic measures than those taken over the weekend.

By Sunday, nearly a quarter of Italy’s population had been placed on lockdown as the government moved to contain the respiratory virus in the north, including all of Lombardy and 14 provinces.

Conte’s speech was short on details but it served as a rallying cry for the nation to cooperate with officials and follow the restrictions in place.

He urged people to take precautions to safeguard their health and he introduced a new slogan for citizens to live by: “I am staying home. Italy is a protected zone.”

Italy has pledged $8.5 billion to help the economy weather the emergency.

The Rome region has ordered quarantine for all those arriving who’ve been in outbreak areas in the last two weeks. Violaters face three months in prison.

After days in coronavirus limbo, the Grand Princess cruise ship arrived at the Port of Oakland on Monday — and suddenly the city found itself at the center of a public health emergency.

Gov. Gavin Newsom has said aggressive steps have been taken to get the passengers off the boat without jeopardizing public health. Most will eventually be sent to two California military bases.

Oakland resident Carol Stone, 68, a retired foundation manager, was glad the city opened its port to the ship.

“They need to get off the ship and get some medical attention,” she said.

But others expressed concerns and questioned why working-class Oakland was chosen.

Jen Izeck, 51, a medical social worker who has lived in Oakland for more than 20 years, said docking the ship in Oakland was “not great.”

“I think part of the reason Oakland gets this and where this ship is docking is because West Oakland is historically low-income with lots of minorities who will not give a lot of pushback,” she said. “I think it was a purposeful decision to dock in West Oakland. It is unfortunate they don’t have more of a voice in this, that Oakland doesn’t have more of voice.”

Clint Carter, a programmer who works in Jack London Square, also questioned why Oakland was chosen to host the ship.

“They didn’t put them over in Mill Valley,” he said, referring to the affluent city in Marin County.

Carter said the spread of the virus, particularly on cruise ships, was “just terrifying.”

“The federal leadership we have now, I have no confidence in them,” he said. Carter said his employer subsidizes employees for riding BART, but he has stopped taking it because of fear of contagion. He is now driving to work, he said. He gave his age as “over 50.” Andrew Igmatenko, 60, an engineer who also works near Jack London Square, said he supported the decision to allow the ship to dock in Oakland.

“They need help,” he said. “They couldn’t live in the ocean. They have to land somewhere.”

He said he presumed the government would take precautions to prevent the virus from moving from the ship into the community, but he wasn’t sure the authorities could be trusted.

“But what can I do?” he said. “I rely on them.” Matthew Guion, 37, a documentary maker, came to Jack London Square on Monday to take video of the cruise ship but it could not be seen from the tourist attraction.

“I am more concerned with getting human beings help than with the president’s agenda of keeping the numbers down,” he said. “What if you were on that ship or you had family members on that ship?”

Newsom and Oakland Mayor Libby Schaaf sought to reassure residents and port workers Sunday that officials were taking every precaution to protect them from infection using “best isolation practices.”

“I’ve been clear with our state and federal partners,” she said. “This is a community that has suffered decades of environmental racism and injustice.”

But she added: “We have to not let our fears dictate or impede our humanity.”

Newsom said authorities had assessed numerous ports, and initially planned to direct the ship to the former Naval Air Station Alameda. But “silting issues” made it hazardous for the large ship to dock there, he said, and San Francisco’s port was too close to residential and tourist zones.

Jessica Barraza, 50, who was visiting Jack London Square from Sacramento, said she kept smelling whiffs of bleach in the wind. She wondered if the odor was coming from the port where the ship was to dock. Andre Sanchez, 50, a valet at a watefront hotel, said many people think it was not right to dock the ship in Oakland, but “they have the right.”

The passengers on the cruise ship must be “desperate,” he said.

NEW YORK (Reuters) – Elizabeth Warren’s departure from the Democratic presidential race appears to have benefited front-runner Joe Biden more than Bernie Sanders, her liberal ally on many issues, according to a Reuters/Ipsos national opinion poll released on Monday.

The poll conducted from Friday to Monday showed that 47% of registered Democrats and independents said they would vote for Biden if their state’s nominating contests were held today, up 7 points from a similar poll that ran just before Warren suspended her campaign last Thursday.

Thirty percent said they would vote for Sanders, a senator from Vermont, unchanged from the previous poll.

The results suggested that Warren’s supporters, rather than gravitating toward Sanders, have fallen in line with Biden, who shifted the dynamics of the race with a commanding victory in the South Carolina primary, followed by wins in most of the Super Tuesday nominating contests last week.

Six more states, including Michigan and Washington, hold nominating contests on Tuesday.

Warren, a senator from Massachusetts, has not endorsed a candidate. More moderate former rivals, including Pete Buttigieg, Amy Klobuchar, Michael Bloomberg and Kamala Harris, have rallied behind Biden, the former vice president.

The poll also found that about six in 10 Sanders supporters said they would vote for Biden if he ended up winning the party’s nomination to take on Republican President Donald Trump in the Nov. 3 election. Three in 10 said they either would not vote, vote for a third-party candidate or did not yet know what they would do.

One in 10 Sanders supporters would vote for Trump if Biden is nominated. That is similar to the proportion of Sanders supporters who political scientists believe voted for Trump in 2016, although academics disagree over how much of an impact that had on Trump’s upset victory over Democrat Hillary Clinton.

The Reuters/Ipsos poll was conducted online, in English, throughout the United States. It gathered responses from 1,114 American adults, including 541 who identified as registered Democrats or independents. It had a credibility interval, a measure of precision, of 5 percentage points.

More than 20 U.S. colleges have canceled in-person classes due to the coronavirus, as of Monday morning. The colleges enroll a total of more than 200,000 students and include Columbia University, Princeton University, Rice University, Stanford University, Hofstra University and the University of Southern California, plus the University of Washington and a clutch of community colleges in Washington state.

Education technology specialist Bryan Alexander of Georgetown University has been leading an effort to track coronavirus-related higher education closures. He says he expects to see many more in the coming days and weeks. “Higher education has a very strong herd mentality, so I think once University of [Washington] made a shift to teaching online, I think that really got everyone excited.”

Many of the colleges announced that they were pausing in-person classes after students or staff members tested positive for the virus. Others, such as Midland University in Nebraska, announced only that they were canceling “out of an abundance of caution.”

Events for prospective students, like Stanford’s Admit Weekend, have also been canceled. But many campuses are following guidance from the Centers for Disease Control and Prevention and are staying open when possible to offer housing and meals to students.

Research labs, including those investigating the coronavirus itself, will in most cases remain open. University of Washington spokesperson Victor Balta told NPR: “The campus is not closed; therefore any researchers who need to come to campus are able to do so.”

In addition, some of the colleges that have canceled classes, such as Rice and the University of Washington, are continuing to hold athletic events.

In most cases, colleges that have canceled in-person classes have taken steps to offer some instruction online in the interim, and those that are still holding classes are preparing to do the same if necessary.

Stanford spokesperson E.J. Miranda told NPR, “We are not canceling classes. We are implementing online instruction for the remaining two weeks of the quarter.”

Daniel Stanford, an education and multimedia professor at DePaul University, has been collecting resources put out by universities to help faculty shift to online teaching. His list includes learning management systems like Blackboard, videoconferencing programs such as Zoom and Shindig, lecture capture tools like Kaltura and free online course platforms like Coursera.

On Thursday, the U.S. Department of Education issued guidance allowing colleges to pivot quickly to distance instruction without needing to go through normal channels for approval of an online program. As for students, whose enrollment or academic standing may be disrupted, the department instructed financial aid administrators to “use professional judgement to make adjustments on a case-by-case basis” as far as financial aid amounts and eligibility.

The Centers for Disease Control and Prevention advises that higher education institutions that have not yet identified the virus in their community take several steps now, including updating emergency operations plans, promoting basic hygiene and stepping up cleaning and disinfection protocols.

Once higher education leaders identify a case in their community, the CDC advises that they “determine if, when, and for how long” to suspend in-person events and class meetings. The CDC recommends that campuses try to maintain basic services, including housing and meals. For example, rather than serve meals in dining halls, the agency suggests alternatives like “grab-and-go” lunches.

The CDC also recommends that school leaders “help counter stigma and promote resilience on campus.” It advises that colleges work to “counter the spread of misinformation and mitigate fear” and that leaders “speak out against negative behaviors, including negative statements on social media about groups of people.”

On social media, students have been speaking out about the cancellations.

“@Princeton just cancelled in person classes for three weeks because of Coronavirus but they can’t replace the hand soap in our dorm that’s been empty for a week,” wrote a user who identifies as a member of the class of 2021.

On Sunday, a Twitter user who identifies as a student at Fordham University wrote, “Columbia cancelled class cause 1 person was exposed to coronavirus meanwhile fordham is staying open with like 5 people exposed.” The next day, Fordham canceled classes.

The more than 3,500 passengers and crew on the ship, which has been stranded off the coast of Northern California since Thursday due to multiple people testing positive for COVID-19, will receive a full cruise fare refund, which includes “air travel, hotel, ground transportation, pre-paid shore excursions, gratuities and other items” excluding jewelry and fine art, the press release read.

Those crew members on the ship will also “receive their designated gratuities for the work performed.”

The ship will begin offloading passengers once it docks at the Port of Oakland Monday, Alex Azar, United States Secretary of Health and Human Services, told Fox News.

“[The passengers are] going to be offloading in a way that protects, first and foremost, the community and secondly protects those individuals,” said Azar. “They’ll be in an isolation quarantine environment. They will then go to facilities that we’ve arranged around the country for their own care. They will be tested. They’ll go into 14-day quarantine. We’re going to be leaving the crew on board the ship, although we’re surging medical staff. We already have put people on board the ship to isolate those individuals, make sure appropriate isolation and quarantine is happening on board that ship and we’re working very closely with Governor [Gavin] Newsom and the mayor of Oakland on all of these efforts.”

Meanwhile, stocks and oil prices have been falling.

Trump has sought to assuage the public’s fears about the virus while reassuring people that he has it under control. But as our chief White House correspondent, Peter Baker, points out in a new analysis, the coronavirus has the potential to shed a negative light on some of Trump’s budget cuts within the White House.

“Who would have thought we would even be having the subject?” Trump said during a visit to the Centers for Disease Control and Prevention on Friday. But in fact, when he shut down the office responsible for preparing for pandemics in 2018, an official was clear about the threat.

“The threat of pandemic flu is the No. 1 health security concern,” the official said then. “Are we ready to respond? I fear the answer is no.”

If the virus is not contained, and it does cause an economic downturn, Trump may have a hard time escaping some culpability for the way he sought to confront it.

The last major presidential candidate who still hasn’t endorsed is, of course, Elizabeth Warren. And so far she’s offered no signs on where she could come down.

Booker, who dropped out of the presidential race in January, joins former South Bend, Indiana, Mayor Pete Buttigieg, Sen. Amy Klobuchar, D-Minn., former Rep. Beto O’Rourke, D-Texas, former New York City Mayor Mike Bloomberg and Sen. Kamala Harris, D-Calif., who have all backed Biden within the past week as he consolidates support among moderate Democrats.

Biden was boosted after he scored a decisive victory in South Carolina, which was followed by a strong Super Tuesday finish, launching him into the pledged delegate lead over Sen. Bernie Sanders, I-Vt.

Biden now holds a 15-point advantage over Sanders in the RealClearPolitics average of national Democratic primary polls as Michigan, Washington, Missouri and other states are slated to vote Tuesday.

Israel is taking the extraordinary step of requiring a 14-day quarantine for anyone entering the country, Prime Minister Benjamin Netanyahu announced Monday. Israel has reported nearly 40 cases of the coronavirus that causes COVID-19.

Netanyahu said the decision had been a difficult one, in a brief video in which he announced the new policy on social media. He added that the quarantine policy, which will force people flying into Israel to enter a two-week home isolation period, will be in effect for two weeks.

The policy will go into effect for visitors to Israel on Thursday. The quarantine requirement is believed to be the first in the world in response to the coronavirus outbreak that has now killed more than 3,800 people.

“Foreign nationals who cannot self-quarantine will be refused entry,” NPR’s Daniel Estrin reports. He adds, “All Israelis returning from abroad must self-quarantine.”

Israeli Health Minister Yaakov Litzman had predicted the move earlier Monday, calling it a “necessary step.” He also dismissed reports in Israeli media that portrayed Israel’s declaration of a universal quarantine on visitors as a concession to the United States, to avoid appearing to single out a staunch ally of Israel.

That allegation was “fake news,” Litzman said, according to The Times of Israel.

One day before announcing the policy, Netanyahu spoke by phone with Vice President Pence, who is leading the Trump administration’s U.S. coronavirus effort. On Monday, the vice president’s office did not immediately respond to a request for comment about the Israeli policy.

There are more than 110,000 COVID-19 cases worldwide, according to a dashboard created by Johns Hopkins University’s Whiting School of Engineering. Local transmission of the coronavirus that causes the disease has now been reported in at least 56 countries, the World Health Organization says.

The number of people with the coronavirus in the U.S. more than doubled over the weekend, from 260 on Friday to 566 on Monday, causing school closures and other disruptions to daily life as the virus spread to new parts of the country.

Financial markets have been rattled by the outbreak and a shakeup in the oil market, and trading on the New York Stock Exchange was halted for 15 minutes Monday morning when the S&P 500 index plummeted 7% just minutes after the open of business.

Worldwide, there are more than 110,000 COVID-19 cases, including more than 7,000 in South Korea, Italy and Iran, according to a dashboard created by the Johns Hopkins Whiting School of Engineering. France, Germany and Spain are each now reporting more than 1,000 cases.

As health officials prepare to take infected people off a cruise ship in Oakland, Calif., federal agencies are telling Americans to avoid cruise ships altogether.

“U.S. citizens, especially with underlying conditions, should not travel by cruise ship,” the State Department said on Sunday.

“As the outbreak of COVID-19 continues, there remains a risk of infected travelers and crew boarding cruise ships,” the Centers for Disease Control and Prevention said.

Trump had wanted Grand Princess passengers to stay on board

The Trump administration’s warnings about cruise ships come as the Grand Princess moves from its holding position 10 miles off the California coast to an industrial dock in Oakland, where it is expected to begin unloading passengers Monday.

The Grand Princess has been sailing in circles off the coast since late last week after a passenger from a recent trip died from COVID-19 in Placer County, Calif. At least one other case, in Nevada, has also been linked to that same voyage.

The ship has 3,533 people on board — including at least 21 who have tested positive for the coronavirus, out of 46 people who were in the first round of testing.

The passengers will be taken off the ship despite previous comments by President Trump, who said on Friday that he would prefer to have all of them stay on board the Grand Princess – because the arrival of more infected people on U.S. soil would raise the country’s case total.

“I’d rather have the people stay,” Trump said, while also noting that he left the final decision in the hands of his administration’s coronavirus task force.

“I would rather — because I like the numbers being where they are — I don’t need to have the numbers double because of one ship that wasn’t our fault,” Trump said.

In response to a reporter’s question about that statement, the president said he was not making coronavirus numbers — and the potential to minimize the size of the U.S. outbreak — a higher priority than treating the sick.

“No,” Trump said. “I’m saying whatever it is that takes precedence over the numbers.”

Trump then repeated that he liked the then-current figure, of 240 cases in the U.S.: “I would rather have the numbers stay where they are. But if they want to take them off, they’ll take them off.”

Grand Princess crew’s destination is in limbo

When 2,422 passengers finally get off the ship, a small number will go to hospitals for urgent care. The remainder will be divided into several groups, depending on where they’re from. In addition to Americans, more than 50 nationalities are represented on board, according to Princess Cruise Lines.

The infected people on the Grand Princess include two passengers and 19 crew members. But while the ship’s guests will begin disembarking on Monday, nearly all of its 1,111 crew members will remain on board and sail back out of San Francisco Bay.

“Plans for a crew quarantine are still being determined,” Princess Cruises says.

It will likely take days to accomplish the complicated task of getting passengers off the ship, NPR’s Eric Westervelt reports for Morning Edition.

“Californians are going to be taken to one of two military bases, one north, one south” in the state, Westervelt says.

“Depending on where they’re from, other U.S. citizens are going to be taken to bases in Georgia and Texas. All will undergo a two-week quarantine. And then there are hundreds of foreign passengers. The State Department’s helping to get chartered flights for them. Canada’s sending a plane to collect 200 of its citizens.”

To prevent the coronavirus from spreading, the CDC recommends washing hands with soap and water for at least 20 seconds, or using a hand sanitizer if a sink isn’t available. The World Health Organization says people should wear face masks only if they’re sick, or caring for someone who is.

“For most people, COVID-19 infection will cause mild illness; however, it can make some people very ill and, in some people, it can be fatal,” the WHO says. “Older people, and those with pre-existing medical conditions (such as cardiovascular disease, chronic respiratory disease or diabetes) are at risk for severe disease.”

The presidents of the southern regions of Campania, Puglia and Calabria — which have far few cases of the virus — have pleaded with their own inhabitants studying or working in the north not to bring the virus back down south, telling people “don’t come down here.” 

Those regions, as well as Basilicata and Molise, have signed decrees ordering anyone who does arrive from the affected northern regions into a self-imposed quarantine for two weeks. Puglia’s president said those who ignored the order were committing a crime and could be prosecuted.

“I speak to you as if you were my children, my brothers, my nephews and nieces: Stop and go back,” Michele Emiliano, Puglia’s president, said on Facebook Saturday.

“Get off at the first train station, do not catch planes for Bari and Brindisi, turn back in your cars, get off your buses at the next stop. Do not bring the epidemic that has hit Lombardy, Veneto and Emilia-Romagna to your Puglia,” he said, appealing to the region’s citizens stuck in the affected areas.

The head of the Port Authority — who has been visiting local airports and other transit facilities — has the coronavirus, Gov. Andrew Cuomo said Monday.

Cuomo said he himself “could have been in contact” with infected PA executive director Rick Cotton but hasn’t been tested because he’s an “improbable positive,” meaning he isn’t likely to have the virus.

Cotton is now quarantined, the governor told reporters.

The PA chief’s team of aides is being tested now, Cuomo said — as he announced that the state total of confirmed cases is now at 142, or 37 more than Sunday.

The attending physician for the U.S. Capitol said Monday that a coronavirus patient who attended the recent Conservative Political Action Conference outside Washington, D.C., had contact with “several” members of Congress — two of whom are known and have put themselves in self-quarantine.

In a statement released Monday, the attending physician said the individual who has been diagnosed with coronavirus, or COVID-19, was “able to recall specific names of people he had contact with during the meeting.”

CPAC CHAIR HAD BRIEF CONTACT WITH CORONAVIRUS PATIENT

“Several of these individuals, Members of the Congress, were identified and were contacted on the evening of March 7 by the Office of Attending Physician,” the statement from Dr. Brian Monahan’s office said. “Their physical symptoms were reviewed, and arrangements were made for each individual to speak with Centers for Disease Control experts and their local state public health authorities.”

The statement added that authorities “assessed each person’s contact with the ill individual” and noted that “the overall findings are considered to be a ‘low risk'” to contract the virus.

“The specific recommendations given to each person were based upon their individual risk exposure which was determined through a medically-confidential dialogue between the person and the public health officer,” the statement continued. “Some of these identified individuals elected to observe a management strategy characterized as ‘an abundance of caution’ and self-imposed a 14 day quarantine period.”

Those individuals include Sen. Ted Cruz, R-Texas, and Rep. Paul Gosar, R-Ariz. It is unclear if any other members of Congress have been exposed.

Cruz issued a statement Sunday revealing that he had interacted with the ill attendee at CPAC and said he’ll stay at home until two weeks have passed since the encounter.

“I’m not experiencing any symptoms, and I feel fine and healthy,” Cruz said in a statement. “Given that the interaction was 10 days ago, that the average incubation period is 5-6 days, that the interaction was for less than a minute, and that I have no current symptoms, the medical authorities have advised me that the odds of transmission from the other individual to me were extremely low.”

He added: “Nevertheless, out of an abundance of caution, and because of how frequently I interact with my constituents as a part of my job and to give everyone peace of mind, I have decided to remain at my home in Texas this week until a full 14 days have passed since the CPAC interaction.”

Gosar also put out a statement on Sunday, announcing that he and three additional staffers were under “self-quarantine” after “sustained contact” with the patient.

“I am announcing that I, along with 3 of my senior staff, are officially under self-quarantine after sustained contact at CPAC with a person who has since been hospitalized with the Wuhan Virus. My office will be closed for the week.” Gosar said, adding, “We are all asymptomatic and feel great. But we are being proactive and cautious.”

The White House was made aware of the CPAC attendee’s diagnosis, as both President Trump and Vice President Pence attended and spoke at the conference two weekends ago. The White House said there’s no indication that Trump or Pence were in close proximity to the stricken attendee.

Matt Schlapp, chairman of the American Conservative Union, which puts on CPAC, said he had brief and “incidental contact” with the patient.

“I can verify that he had no contact with either the president or the vice president,” Schlapp said. “I can tell you, when the president was on site at CPAC, he lives by what he tells us because I saw him scrub down his hands and clean his hands more than once while he was on the premises, and I did the same, by the way.”

Also Sunday, ACU officials said they were working with the Maryland Department of Health since the CPAC conference was held in that state.

The Department of Health has screened thousands of employees from the Gaylord National Resort and Conference Center and the Residence Inn, ACU said.

“At this time, not a single person has reported any unusual illness. Thus the Dept of Health is not restricting movements or interactions with others of those hotel employees,” ACU said. “We continue to remain in close contact with the infected individual and he continues to be doing better. Also at this point, no other CPAC attendee, participant or staff has tested positive for coronavirus.”

Two members of Congress have quarantined themselves. Six states have declared a state of emergency. Seattle is under siege.

The coronavirus showed no signs of slowing its spread across the United States over the weekend, with confirmed cases surpassing 550 across 34 states and the District of Columbia ahead of a Princess Cruises ship making land in California sometime Monday with 21 infected people.

The U.S. death toll rose to 22, while the worldwide total approached 4,000.

Iowa was the latest state to report its first encounter with coronavirus, with Gov. Kim Reynolds announcing three presumptive positive cases. All three people were on a cruise through Egypt and are now isolated at home, Reynolds told reporters.

Another cruise ship will top Monday’s headlines. The Grand Princess, which has been floating off the California coast for days, will dock at the Port of Oakland and all American passengers will be routed to military bases in California, Texas or Georgia for a 14-day quarantine.
