The presidents of the southern regions of Campania, Puglia and Calabria — which have far few cases of the virus — have pleaded with its own inhabitants studying or working in the north not to bring the virus back down south, telling people “don’t come down here.” 

Those regions, as well as Basilicata and Molise, have signed decrees ordering anyone that does arrive from the affected northern regions into a self-imposed quarantine for two weeks. Puglia’s president said those that ignored the order were committing a crime and could be prosecuted.

“I speak to you as if you were my children, my brothers, my nephews and nieces: Stop and go back,” Michele Emiliano, Puglia’s president, said on Facebook Saturday.

“Get off at the first train station, do not catch planes for Bari and Brindisi, turn back in your cars, get off your buses at the next stop. Do not bring the epidemic that has hit Lombardy, Veneto and Emilia-Romagna to your Puglia,” he said, appealing to the region’s citizens stuck in the affected areas.

The U.S. Department of State on Sunday advised U.S. citizens against traveling by cruise ship as cases of the novel coronavirus continue to spread across the world.

“U.S. citizens, particularly travelers with underlying health conditions, should not travel by cruise ship,” the State Department wrote in its warning.

The warning comes with new guidance from the Centers for Disease Control and Prevention that includes tips for people who do choose to travel by cruise ship. The U.S. has 554 confirmed cases of the coronavirus with 21 deaths as early Monday.

“Like many other viruses, COVID-19 appears to spread more easily between people in close quarters aboard ships,” the CDC wrote.

Sen. Ted Cruz (R-Texas) is one of two members of Congress to announce Sunday night that he is placing himself into voluntary self-quarantine after he interacted briefly with a person who is infected by the novel coronavirus at the Conservative Political Action Conference in Maryland last month.

Cruz said the “interaction consisted of a brief conversation and a handshake” and that he is “not experiencing any symptoms.”

“Nevertheless, out of an abundance of caution … I have decided to remain at my home in Texas this week, until a full 14 days have passed since the CPAC interaction,” Cruz said in a statement shared on Twitter.

The American Conservative Union, which organized the CPAC event, announced in a statement on Saturday that a CPAC attendee had tested positive for COVID-19. While the exposure occurred before the conference, the person still attended the event and is now in the care of medical professionals in New Jersey.

Hours after Cruz’ announcement, Rep. Paul Gosar (R-Ariz.) announced on Twitter that he and three members of his staff will also be self-quarantining after coming in contact with the same attendee at the conference.

“I was with this individual for an extended period of time, and we shook hands several times,” Gosar said. “We are all asymptomatic and feel great. But we are being proactive and cautious.”

CPAC, which in previous years has drawn upwards of 19,000 attendees, had speakers that included President Donald Trump, Vice President Mike Pence, Secretary of State Mike Pompeo, then acting White House Chief of Staff and Director of the Office of Management and Budget Mick Mulvaney.

A spokeswoman for Sen. Mike Lee, who participated in a Wednesday panel at CPAC, told ABC News that “Sen. Lee was contacted by CPAC and informed he did not come into contact with the attendee who eventually tested positive for Covid19.”

Sen. Marsha Blackburn, who also attended the Wednesday session, has not yet been contacted, per a source familiar with the matter.

To date, the virus itself has killed 22 people and infected at least 515 in the United States. Worldwide, there are almost 110,000 cases with more than 3,800 deaths.

Last week, members of Congress passed an $8.3 billion bipartisan bill to contain the virus’ spread through funding for the U.S. Department of Health and Human Services, as well as state and local health departments.

While Cruz said in his statement that he is “fine and healthy,” at least two members of Congress have died from a viral infection in the last twenty years. Rep. Patsy Takemoto Mink, who in 1990 became the first Asian American woman elected to Congress, died in September 2002 of viral pneumonia. Despite her passing, her name remained on the ballot that November where she was reelected by a wide margin.

Sen. Frank Lautenberg died in 2017, also of viral pneumonia. At the time of his death, the 89-year-old was the oldest member of the Senate,

The District of Columbia reported its first presumptive positive case of the novel coronavirus on Saturday. When asked if he was concerned about the virus getting close to the White House, Trump said, “No, I’m not concerned at all.”

Donald Trump Jr. wants to debate Hunter Biden in a bid to prove the former vice president’s son has financially benefited more than him from their fathers’ government positions.

President Trump’s eldest son offered up the idea in an “Axios on HBO” interview that aired Sunday night.

“You know what will be great, I’ll let you host it. You moderate a debate between Hunter Biden and myself,” he told Axios co-founder Jim Vandehei.

Trump Jr. added: “We can go full transparency. We show everything, and we can talk about all of the places where I’m supposedly grifting, but Hunter Biden isn’t.”

Republicans, including Trump, have repeatedly scrutinized Hunter’s lucrative position on the board of Ukrainian gas company Burisma while his father, Joe Biden, was vice president.

“Hunter Biden, his father becomes VP. All of a sudden he goes over to Ukraine and he’s making 83 grand a month,” Trump Jr. said in the interview.

Trump Jr. claimed Sunday night that, unlike Hunter, he has not profited from his father’s presidential position.

Vandehei pointed out paid speeches given by Trump Jr., and his best-selling book, “Triggered: How The Left Thrives on Hate and Wants to Silence Us,’’ which was published last November.

Dr. Anthony Fauci, the head of the National Institute of Allergy and Infectious Diseases, on Sunday refused to rule out isolating areas of the US where coronavirus outbreaks are particularly severe.

“You know, you don’t want to alarm people, but given the spread we’ve seen, you know, anything’s possible,” Fauci said on Fox News Sunday. “And that’s the reason why we’ve got to be prepared to take whatever action is appropriate to contain and mitigate the outbreak.”

Fauci appeared on at least two television news shows to issue his warning. He also offered advice for those most vulnerable to infection and complications, saying they should avoid cruises, flights and large gatherings.

So far, there are more than 450 coronavirus cases reported in 33 states.

“I don’t think it would be as draconian as nobody in or nobody out,” Fauci said. “But if we continue to get cases like this, particularly at the community level, there will be what we call ‘mitigation,’ where we have to essentially do social distancing, keep people out of crowded places, take a look at seriousness, do you really need to travel, and I think it’s particularly important among the most vulnerable.

 Several countries, including Italy, China, and South Korea, have severely restricted movements in the wake of the outbreak.

North Korea has lashed out at the outside criticism, saying it has the right to conduct military drills in the face of U.S. and South Korean forces on its doorstep.

The U.N. Security Council didn’t issue any statement after discussing North Korea’s March 1 launches last week, but five European members condemned what they called “provocative actions.”

Belgium, Estonia, France, Germany and the United Kingdom, which called for the closed-door meeting, said in a joint statement afterward that the tests undermine regional and international peace, security and stability and violate unanimous Security Council resolutions.

The North’s Foreign Ministry on Saturday accused the five European countries of “repeating an absurd argument of condemnation and violation resolutions of the U.N. whenever we conducted military drills.”

“The illogical thinking and sophism of these countries are just gradually bearing a close resemblance to the U.S. which is hostile to us,” a ministry statement said. “The reckless behavior of these countries instigated by the U.S. will become a fuse that will trigger our yet another momentous reaction.”

Last week, Kim Jong Un’s younger sister leveled diatribes and crude insults against South Korea for criticizing its earlier live-fire exercises, but her statement was followed by Kim sending a letter to South Korean President Moon Jae-in expressing condolences over its coronavirus outbreak.

Some experts say North Korea may intend to catch South Korea off balance before seeking help in reviving its dilapidated economy, since the U.S. has said sanctions on North Korea will stay in place unless it takes significant steps toward denuclearization.

Nuclear talks between Pyongyang and Washington remain stalled since the second summit between Kim and President Donald Trump in Hanoi, Vietnam, in early 2019 ended without any agreement.

In Britain, where the number of cases rose to 273, officials expressed concern about the spread of disinformation about the risks posed by the epidemic. Medical experts said Prime Minister Boris Johnson and other British officials needed to strike a balance between a measured response and preparing people for more aggressive actions in the weeks to come.

“The Italians took very drastic action because the lid was already open,” said Bharat Pankhania, an expert in infectious diseases at the University of Exeter Medical School in England. “Our steps should be measured. We don’t want to take draconian measures that would shut down society.”

Still, he said the speed of the spread meant that the authorities could well have to decide, on a moment’s notice, to ban public gatherings. “I don’t think that message has been brutally articulated,” he said.

The difficulty of striking that balance was on vivid display in Germany, where matches in the German soccer league took place on their regular schedule. Among them was a well-attended game in a stadium in Mönchengladbach that holds 54,000 people, just miles from the county of Heinsberg, which has recorded more than 200 cases — the highest concentration of infections in the country.

Stephan Pusch, the county commissioner in Heinsberg, questioned the wisdom of going ahead with the game. He ordered local schools to remain closed for a second week and called off smaller events in the region. But on Sunday, he insisted that he would not order a general lockdown.

“I categorically rule out the idea,” Mr. Pusch said in a video posted to Facebook on Sunday. Such a drastic measure, he said, would damage “the basis of trust in which we have been dealing with one another.”

The State Department on Sunday warned Americans to stay off cruises amid the coronavirus outbreak — after hundreds of Americans were sickened on at least two recent cruises last month.

“U.S. citizens, particularly travelers with underlying health conditions, should not travel by cruise ship,” the State Dept. said in a statement. “CDC notes that older adults and travelers with underlying health issues should avoid situations that put them at increased risk for more severe disease.”

There’s an increased risk of catching the potentially deadly disease on a cruise ship, according to the Centers for Disease Control and Prevention.

To curb the spread of COVID-19, many countries have denied entry to ships and prevented passengers from disembarking. In some cases, passengers were allowed to get off ships, but were placed under strict quarantine procedures.

The US government last month evacuated about 300 passengers from a quarantined Diamond Princess cruise in Japan, but the State Dept. said that “repatriation flights should not be relied upon as an option for US citizens under the potential risk of quarantine by local authorities.”

Passengers on another coronavirus-hit Princess Cruises ship that was stuck off California’s northern coast for over a week finally docked in Oakland on Sunday. At least 21 sick passengers will be hospitalized there.

One of the country’s top health experts who is working with the Trump administration to contain the coronavirus offered simple advice to elderly or vulnerably ill Americans: don’t get on airplanes and cruise ships.

Dr. Anthony Fauci, longtime director of the National Institute of Allergy and Infectious Diseases, appeared on several Sunday TV news programs urging Americans, particularly older or ailing Americans, not to travel as coronavirus cases continue to spread. Fauci said it’s “possible” the U.S. could lock down entire cities or regions, notably the Seattle area, using a similar containment tactic in Italy. He also said there has been an “acceleration of cases” over the past week and he urged “social distancing” and keeping away from all crowded places

“Right now, take a look at things that are at high risk — crowded places, getting on airplanes. And absolutely don’t get on a cruise ship,” Fauci urged Americans who may have underlying conditions including heart disease, chronic lung disease or diabetes.

Fox News anchor Chris Wallace pressed Fauci on whether the U.S. could see a lockdown of its citizens similar to that of Italy, whose government quarantined more than one-quarter of the population.

“We have to be realistic,” Fauci—who leads the NIAID, one of 27 factions of the National Institutes of Health (NIH), an agency within the U.S. Department of Health and Human Services—responded. “I don’t think it would be as draconian as ‘nobody in, nobody out.’ But if we continue to get cases like this, particularly at the community level, there will be what we call mitigation, where you’ll have to do what is essentially social distancing.”

Fauci said the Centers for Disease Control and Prevention along with the State Department plan to issue recommendations to “vulnerable” Americans, particularly those afflicted with “underlying” health conditions. He warned these individuals to be pro-active and reiterated avoiding travel. “I mean right now. Don’t want until things get worse. Say no large crowds, no long trips,” he told NBC News.

When asked again about the potential quarantining of millions of Americans, Fauci told Fox News’ Wallace: “It’s possible… you don’t want to alarm people, but given the spread we see, anything is possible.”

He briefly discussed finding the “right balance” in discussing the spread of COVID-19 and avoiding “spin” of the facts for political narratives.

“Staying away from spin and just giving people the information that you need based on evidence and hard facts, when you have the evidence you give it as it is — if you don’t have all the evidence, because we’re in a dynamic situation — you use your best judgment in recommendations and guidelines. But you always, always must be truthful with the American public.”

Last week, Fauci told Politico the Trump administration has never “muzzled” him from relaying information to the general public for political purposes. He noted that his duty won’t be compromised the by the president, even if he had been pressured. “You don’t want to go to war with the president, but you’ve got to walk the fine balance of making sure you continue to tell the truth.”

President Donald Trump stirred controversy last week after he suggested the 3,500 passengers on the Grand Princess cruise ship being stranded outside San Francisco was not the fault of the U.S. government’s response. “They would like to have the people come off. I’d rather have the people stay [on the ship]. But I’d go with them. I told them to make the final decision. I would rather — because I like the numbers being where they are. I don’t need to have the numbers double because of one ship that wasn’t our fault.”

Dr. Ben Carson, a member of the Trump administration’s coronavirus task force, said in an exclusive interview on “Sunday Morning Futures” that the coronavirus “certainly has the potential to be severe and that’s one of the reasons that the task force meets every day.”

Carson, the U.S. Department of Housing and Urban Development secretary, made the comment as the number of U.S. coronavirus cases swelled to 400, with cases in about half of the states. The total U.S. death toll has reached 19.

“We’re in communication with a lot of experts around the country in terms of the best ways to contain this,” Carson told host Maria Bartiromo. “Obviously if we don’t use best practices to contain the spread, then we will have a horrendous situation, but we are very cognizant of that.”

“We meet on a daily basis, we evaluate the information and we make recommendations based on the evidence,” he continued.

Carson noted on Sunday “that people who are elderly and who have underlying problems that affect their immune system are much more vulnerable than others.”

He added that health officials also know that the virus can be passed on by people who have “little in the way of symptomatology and in some cases no symptomatology at all.”

“We need to use that information appropriately,” he continued. “If you go to a place where there’s a lot of people and you have a compromised immune system, maybe you need to rethink that.”

“You certainly should rethink getting on a cruise ship, you should think about, taking an airplane trip a long distance, particularly if you’re compromised in some way,” he went on to say.

FORMER DIAMOND PRINCESS CRUISE SHIP CORONAVIRUS PATENT DESCRIBES LIFE UNDER QUARANTINE

When Bartiromo asked Carson if a person who has been overseas should get tested when they come back to America Carson answered, “I think it kind of depends on where you’ve been.”

“Obviously if you’ve been to northern Italy or someplace like that you really want to think about that seriously,” he explained.

The outbreak broke out in northern Italy on Feb. 21 and currently, there are more than 5,800 cases and 233 coronavirus related deaths in the country, according to Italy’s civil protection agency.

“People need to learn how to be responsible,” Carson said on Sunday. “Self-quarantine yourself if you know that you’ve been to one of the dangerous areas. You don’t want to spread that.”

When Bartiromo asked Carson if the United States, specifically healthcare workers, are limited on protective equipment like masks and gloves because many are produced in China he said, “Right now the masks are a bit of a problem.”

“The manufacturers are ramping up very considerably,” he noted, acknowledging that “there are a few obstacles that are in the way, which we are working on now to remove.”

“The other types of protective gear we seem to have plenty of them, but we’re making sure the supply chains are adequate,” Carson said, adding that the U.S. is looking for alternatives to products coming from China, where the new virus is thought to have originated.

“In terms of critical supply chains, let’s make sure that we’re not depending on others,” he said. “It’s the same thing for oil. We used to be so dependent on Iran, it affected the way that we reacted to things that were going on in the Middle East. That’s not the case anymore.”

American passengers on the Grand Princess, a cruise ship that has been docked off the coast of Northern California since Thursday because of the coronavirus, will be transferred to military posts in California, Texas and Georgia to be tested and for a mandatory 14-day quarantine, federal health officials said Sunday during a news conference with Gov. Gavin Newsom.

Health and Human Services officials said nearly 1,000 California residents on the ship will complete the quarantine at Travis Air Force Base north of San Francisco and Marine Corps Air Station Miramar near San Diego. Residents of other states will complete the quarantine at Joint Base San Antonio-Lackland in Texas or Dobbins Air Reserve Base in Georgia.

The officials said all will be monitored for symptoms of COVID-19 throughout their quarantine, adding that crew members who tested positive for the virus would remain on the ship.

The Grand Princess ship, which has been carrying over 3,500 people from 54 countries, is expected to dock at the Port of Oakland, Calif., on Monday. It has been docked some 10 to 12 miles offshore since Thursday.

STATE DEPARTMENT: AMID CORONAVIRUS RISK, AMERICANS ‘SHOULD NOT TRAVEL BY CRUISE SHIP’

Of the 21 people infected aboard the ship, 19 crew members and two passengers had tested positive for COVID-19. As of Friday, only 45 of the ship’s passengers had been tested. The ship canceled its final stop in Mexico en route to San Francisco from Hawaii after officials learned a man who had been on the ship last month contracted the virus and died.

Passengers have been on the ship since Feb. 21 when they left California for Hawaii. The ship’s chief medical officer, Dr. Grant Tarling, said the company believed the man, who didn’t show any symptoms until he was on board, contracted the virus before boarding, The Mercury News reported.

Newsom said California residents will take priority, followed by non-California residents who are U.S. citizens, and then non-U.S. citizens. Those who have tested positive for the virus will be sent directly to California hospitals,  officials said.

Newsom urged for patience, saying the process could take two to three days.

President Donald Trump said he is not worried by the arrival of the coronavirus in the Washington area, even after it was confirmed that an infected man was at a conference the president attended just outside the capital city. 

“No, I’m not concerned at all,” Trump told reporters Saturday when asked if he was troubled by the cases around Washington. “No, we’ve done a great job with it.” 

The president, speaking at his Mar-a-Lago resort in Florida, insisted that the spreading virus will not stop him from campaigning and vowed to continue to “have tremendous rallies.” 

He touted his administration’s response to the virus, which Democrats have sharply criticized, saying, “We’ve done a fantastic job.” The president made the remarks before a dinner at the resort with Brazilian President Jair Bolsonaro. 

On Saturday, the American Conservative Union announced in a statement that one of the attendees at last month’s Conservative Political Action Conference in National Harbor, Maryland, had tested positive for the coronavirus. Trump and Vice President Mike Pence both spoke at the event, which was held Feb. 26-29.

Bernie Sanders made a pitch for the backing of Senator Elizabeth Warren and her supporters on Sunday in an attempt to reverse his rival Joe Biden’s surging momentum towards the Democratic party’s presidential nomination.

In a series of appearances on political talk shows two days before crucial primary votes in Michigan, Missouri and four other key states, Sanders highlighted the alignment of his progressive policies on a range of issues to those of the liberal Massachusetts senator, who dropped out of the race on Thursday and who has yet to announce an endorsement.

His move came on the same day as another former rival, the California senator Kamala Harris, announced that she was backing Biden to win the nomination and beat Donald Trump in November, adding to other candidates who have dropped from the race and swung their support to the former vice-president, including Amy Klobuchar, Pete Buttigieg and Mike Bloomberg.

“We would love to have Senator Warren’s support, we would love to have the millions of people who supported Senator Warren,” Sanders said on CNN’s State of the Union.

“Senator Warren talked about a wealth tax, something I think is enormously important. We also have a wealth tax, nuanced different from hers but the same principle at a time of massive income and wealth inequality.

“We’ve reached out, we’re looking and asking for the support of Senator Warren’s supporters, and hope they come on board.”

The Vermont senator, 78, also picked up one notable endorsement on Sunday, that of Jesse Jackson, the veteran civil rights leader who won the Michigan caucuses in his unsuccessful 1988 run at the Democratic presidential nomination.

“A people far behind cannot catch up choosing the most moderate path,” Jackson said in a statement. “The most progressive social and economic path gives us the best chance to catch up and Bernie Sanders represents the most progressive path.”

Sanders, who raced to an early lead in the Democratic nomination process with successes in Nevada and New Hampshire, but fell behind last week in Biden’s extraordinary Super Tuesday comeback, cannot afford to lose more ground this Tuesday when primary voters in the delegate-rich midwestern states of Michigan and Missouri, plus Idaho, Mississippi, North Dakota and Washington go to the polls.

On NBC’s Meet the Press on Sunday, Sanders addressed concerns expressed by Warren two days ago over “online bullying and organized nastiness” by his supporters, but did not directly answer if he thought Warren was holding back her support because of it.

“I am concerned about the kind of ugliness that exists on the internet and the Twitter world in general, it is very ugly,” he said.

“And I will not deny for a second that we have some people who claim to be supporters, although I have a hard time understanding why they think they can support me and make vicious personal attacks against people. That’s not what our campaign is about.”

Asked by host Chuck Todd if he thought he could win the nomination without Warren’s support, Sanders replied: “Of course we can. We can win this because we are going to win the support of working people all over this country.”

Sanders had two rallies planned on Sunday in Michigan, the rust belt state he won narrowly from Hillary Clinton in a 2016 Democratic primary upset, but in which he trails Biden by almost nine points in FiveThirtyEight’s latest polling.

With an eye to securing the support of working class voters, Sanders attacked Biden’s policies and voting record on trade. “In Michigan the people here have been devastated, in Flint, in Detroit, by these disastrous trade agreements that Joe Biden voted for,” he said on CNN, referring to the North Atlantic free trade agreement and deals with China, which he said cost millions of American jobs.

He also criticized Biden for supporting the Wall Street bailout, and said the vice-president had overplayed his role in the Obama-era $80bn rescue package for the struggling American auto industry that kept production plants open in Michigan and elsewhere.

“Well the auto bailout was done by the Obama administration and it was a step forward, but I sometimes think Joe is taking credit as vice-president for initiatives that were led by President Obama and by many members of Congress,” he said.

“If Joe is the candidate believe me Trump will and has already talked about Joe’s record on trade. We have a voting record that speaks to the needs of working families. If you’re going into the industrial base of the United States of America, the heartland of America, and you voted for agreements that have devastated communities like Flint and Detroit it’s hard to make [a] case when Trump has made trade such an important part of his agenda.”

Sanders did, however, pledge his support to Biden if he won the nomination. “We’ve got to do everything possible to defeat Trump. I’ll support Joe if he wins, he’ll support me if I win,” he said.

Biden, 77, was planning to appear at rallies in Grand Rapids and Detroit on Monday to help secure the majority of the Michigan’s 125 delegates to the Democratic national convention in July that will determine the nominee. Nationally, he leads Sanders 664-573 in delegates pledged so far, with 1,991 needed to win outright.

The two will go head to head on 15 March in Arizona in their first televised debate since Warren’s withdrawal made it a two-person race.

In 2001, after anthrax was mailed to Senator Tom Daschle of South Dakota, the Bush administration tried initially to minimize the threat, but Dr. Fauci was characteristically blunt.

“This is material that is quite formidable, that is infecting people with inhalation anthrax, infecting them in the absence of direct contact,” he said. “You can call it whatever you want to call it with regard to grade and size or weaponized or not weaponized. The fact is, it is acting like a highly efficient bioterrorist agent.”

Previous disease outbreaks have kept him on the lookout for new pathogens, and in January, reports of unexplained pneumonia cases in Wuhan, China, set off alarms in his head.

“Even before we knew it was a coronavirus, I said it certainly sounds like a coronavirus-SARS type thing,” he said. “As soon as it was identified, I called a meeting of top-level people and said, ‘Let’s start working on a vaccine right now.’”

He is among the most highly paid federal employees, earning about $400,000 a year, more than the vice president or the chief justice of the Supreme Court. He oversees a 2020 budget of $4.75 billion, which is $769 million less than last year’s after being cut by the Trump administration.

Unflappable though Dr. Fauci may seem, the new coronavirus worries him, especially its spread in the Seattle area and the toll it is taking in a nursing home there. He said he thought it was still possible to stop the disease, but health authorities would have to know where it was to do that, and he said the lack of testing capacity was a huge obstacle.

Test kits sent by the C.D.C. to states were flawed, and it has taken weeks to begin replacing them. And strict regulations from the Food and Drug Administration hampered outside labs’ efforts to begin to do their own tests.

As the novel coronavirus reached a global milestone, topping 100,000 cases across more than 100 countries over the weekend, Italy is imposing an extraordinary lockdown on about a quarter of its population and restricting public activities throughout the entire country.

The quarantine includes the cities of Milan and Venice, as well as the entire northern region of Lombardy, Italy’s financial heart. It affects more than 16 million people in coronavirus hotbed areas and is scheduled to remain in effect until at least April 3.

Prime Minister Giuseppe Conte announced the move after confirmed cases in Italy spiked over the weekend. By Sunday more than 7,300 people had been sickened and 366 had died — an uptick of 133 dead from the day before.

“There will be a ban for everybody to move in and out of these territories and also within the same territory,” Conte said. “Exceptions will be allowed only for proven professional needs, exceptional cases and health issues.”

In addition to the lockdown, Italy’s cordon sanitaire effort to tamp down on transmission includes temporarily shutting down all movie theaters, museums and other cultural sites throughout the country. Sporting events are closed to the public.

People may dine out at restaurants, drink in bars, exercise in gyms and shop in stores but only if managers guarantee patrons remain just over three feet apart. “In case of violation, the activity will be suspended,” the government said in a statement.

Italy, home of the highest number of cases outside of China, South Korea and Iran, is taking its lead from China, where the virus emerged late last year in the provincial capital of Wuhan. Beijing has placed tens of millions of people under lockdown in what it called an all-out “people’s war” against the spread of the disease that has already infected more than 80,000, the vast majority of the global total.

In the U.S., officials in Washington state are considering mandatory measures to limit the spread of the virus as it deals with the worst outbreak in the country.

“We are looking to determine whether mandatory measures are required,” Washington Gov. Jay Inslee told Face the Nation. Those requirements would include social distancing and “reducing the number of social activities that are going on,” Inslee said.

At least 102 cases have been diagnosed in Washington with 16 people dead. Most fatalities are connected to Life Care Center, a nursing home in the Seattle suburb of Kirkland.

“We are contemplating some next steps, particularly to protect our vulnerable populations, and our nursing homes and the like,” Inslee said.

Nationwide, infections have steadily ticked up, with reports of cases reaching 400 across at least 19 states, but widespread problems in testing have hindered effective diagnosis.

Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases and a member of the Trump administration’s coronavirus task force, says he is not encouraged as he learns more about the outbreak’s scope in the U.S.

“Unfortunately, that better sense is not encouraging because we’re seeing community spread,” Fauci told Meet the Press.

He admitted to delays in coronavirus testing, adding there were “some missteps with regard to the test and some technical aspects to it.” But he said the process is accelerating, with 1.1 million coronavirus tests already sent out, with an additional 400,000 planned by Monday and about 4 million by the end of next week.

Even though Fauci maintains “the overall risk in the country of getting infected is low,” vulnerable people can act now to protect themselves.

“If you’re a person with an underlying condition and you are particularly an elderly person with an underlying condition, you need to think twice about getting on a plane, on a long trip, and not only think twice, just don’t get on a cruise ship,” Fauci said.

A cruise ship, which has lingered in limbo for days off the California coast with 21 people testing positive for the virus, is finally being allowed to dock.

“Grand Princess will proceed to the Port of Oakland on Sunday to begin disembarking guests who require acute medical treatment and hospitalization,” the cruise line tweeted.

Among the 3,000 people on board, others will be allowed to disembark on Monday and will face testing and quarantine in federal facilities. Crew members will be treated and quarantined on board the ship, officials said.

On Saturday, Mayor Muriel Bowser of Washington, D.C., announced the first presumptive positive coronavirus case in the nation’s capital. Another person tested positive who attended the Conservative Political Action Conference (CPAC) conference in suburban Maryland late last month.

But President Trump is remaining upbeat in his coronavirus messaging. Asked if he was concerned about the encroaching virus, Trump said Saturday from Palm Beach, Fla., “No, I’m not concerned at all. No, I’m not. We’ve done a great job.”

As more cases crop up in the U.S. military, the Army is restricting travel for soldiers and their families to and from South Korea, where cases have topped 7,000, the highest number outside of mainland China.

Reuters reports the Army is also restricting movement to Italy.

A U.S. Navy sailor in Italy tested positive on Friday. And a Pentagon spokesman announced Saturday a Marine assigned to Fort Belvoir, Va., tested positive for COVID-19, after returning from overseas.

cruise ship hit by the new coronavirus is headed to the port of Oakland, California, authorities said Sunday, though passengers were destined to stay aboard the ship for at least another day.

California’s Office of Emergency Services (OES) said a joint state and federal effort will get underway Monday to disembark passengers from the ship in the port of Oakland. Sick passengers will be taken to medical facilities in California, and those who don’t require immediate care will be housed in federal facilities “for testing and isolation.” 

California residents will be brought to facilities within the state, and non-residents will be taken to locations in other states, including a military base in Marietta, Georgia. OES said 1,000 passengers are California residents.

In an interview on “Face the Nation” on Sunday, U.S. Surgeon General Jerome Adams said the administration is “still working” on determining where the disembarked passengers would be held.

OES said the ship will leave Oakland after all passengers are disembarked, and 1,100 crew members will remain quarantined and receive treatment on the ship off the coast of California.

Nineteen crew members and two passengers have tested positive for COVID-19. The ship is carrying more than 3,500 people from 54 different countries, according to The Associated Press. 

The president, speaking Friday at the U.S. Centers for Disease Control and Prevention in Atlanta, said he would prefer not to allow the passengers onto American soil but would defer to the recommendations of medical experts. 

“They would like to have the people come off. I’d rather have the people stay but … I told them to make the final decision,” the president said.  

“Those that will need to be quarantined will be quarantined. Those who will require medical help will receive it,” Vice President Michael Pence said Friday.

The number of cases worldwide continues to climb. According to data compiled by Johns Hopkins, there have been more than 107,000 confirmed cases of the virus as of Sunday morning. More than 60,000 people have recovered, and more than 3,600 people have died. 

There have been 20 deaths in the U.S. — 17 in Washington state and one in California, as well as the two in Florida. There are confirmed cases of the virus in 32 states and Washington, D.C.
