A group of men who appeared to be American officials were seen forcing open a back door of the Chinese consulate in Houston as a US closure order took effect at 4pm on Friday.

Earlier the same group of men was seen padlocking a door on another side of the building. After the men went inside, two uniformed members of the US State Department’s diplomatic security bureau arrived to guard the door. They also did not respond to questions. A Reuters witness saw consulate staff exiting the building shortly after 4pm and leaving in vehicles before the back door was forced open.

About 100 Chinese activists gathered at the consulate on Friday shouting slogans denouncing communism and heckling staff. Protesters cheered when a tractor trailer circled the building with giant signs that read “Freedom from Communism” and “God Bless America”.

Some protesters held American flags as they watched workers loading belongings from the five-storey building into trucks.

China on Friday ordered the US to close its consulate in Chengdu in response to the expulsion of the Houston mission.

Mike Pompeo, the US secretary of state, said the consulate had been “a hub of spying and intellectual property theft” and Washington and its allies must use “more creative and assertive ways” to press the Chinese Communist party to change its ways.

Donald Trump’s administration said the closing of the consulate was aimed at protecting American intellectual property and personal information.

In a related case, a senior US Justice Department official said a Chinese researcher who took refuge at China’s consulate in San Francisco was taken into American custody on Thursday. He said Juan Tang was part of a network of associates who concealed their military affiliation when applying for visas.

WASHINGTON — President Trump on Friday vowed to strike down legislation renaming military bases that honor Confederate leaders after Congress this week overwhelmingly voted to pass the move.

Trump had previously threatened to use his presidential veto to kill the $740 billion defense bill, but lawmakers overruled him when the Senate and House both approved the measure with veto-proof votes of 86-14 and 295-125, respectively.

In a tweet Friday morning, the president announced he was changing tack and claimed that GOP Sen. Jim Inhofe of Oklahoma, chairman of the Senate Armed Services Committee and a Trump ally, would help him squash the renaming.

“I spoke to highly respected (Chairman) Senator @JimInhofe, who has informed me that he WILL NOT be changing the names of our great Military Bases and Forts, places from which we won two World Wars (and more!),” the president wrote.

“Like me, Jim is not a believer in ‘Cancel Culture’,” he continued.

It’s unclear how successful Trump will be.

While the House and Senate must now get together to iron out any differences in their two bills, the overwhelming bipartisan votes suggest there is appetite among lawmakers to scrub the names of Confederate soldiers from military bases.

The motion will require the Pentagon to rename within the next three years all military assets named after people who fought against the Union 155 years ago.

It comes as the nation engages in an emotional conversation about race following the death of George Floyd at the hands of white police in Minneapolis, an event which sparked once-in-a-generation civil rights demonstrations.

Trump has been opposed to the idea from the beginning, saying the Confederate military leaders were part of the “Great American Heritage.”

Military bases that would be renamed include Fort Bragg in North Carolina and Fort Benning in Georgia, which are named after Confederate Gens. Braxton Bragg and Henry Lewis Benning.

PORTLAND, Ore. — Black community leaders are urging local protesters to shift the focus of demonstrations back to the Black Lives Matter movement and away from what has become a largely “white spectacle.”

Standing in front of a large banner bearing an image of Rep. John Lewis, the Black civil rights icon who died last week, the Rev. E.D. Mondainé, president of the Portland branch of the NAACP, told protesters “the focus has been moved from where it is supposed to be and made to be a spectacle, a debacle.”

“This is no new thing we’re experiencing. We have seen this from the beginning of time,” Mondainé said. “Four hundred years we have struggled as Black people in this nation … We have been made to be the last that were informed but the first that were affected.”

Throughout the week, protesters have argued among themselves over tactics used to denounce the continued presence of federal officers in Portland. Some have called for nonviolent action, while others have thrown fireworks and lit fires outside the federal courthouse.

The ongoing unrest, which started at the end of May following the death of George Floyd in Minneapolis, initially began as a series of demonstrations against racism and police brutality. After federal officers under the command of the Department of Homeland Security arrived to defend the Mark O. Hatfield U.S. Courthouse, they became the focus of protests.

Lost in the shuffle were the millions of Black lives suffering systemic racism and injustice, said Lakayana Drury, executive director of Word is Bond, a Portland-based nonprofit.

“I want us to remember why we’re here,” Drury told protesters on Thursday. “What’s happening downtown is not a Black issue. This is a battle between two white supremacy entities — the Trump administration and the local city of Portland.”

In the majority white city, Black people comprise just 6 percent of the population, according to the latest numbers available from the U.S. census. Many of those residents live far from the downtown area where thousands of demonstrators have descended every night for almost two months.

Drury said that instead of drawing national attention to what transpired outside the federal courthouse in recent weeks, protesters should be talking about communities of color, who are subjected to increased policing and a lack of economic opportunity.

“The Black issues exist very far from here,” he said. “It’s in the classrooms when we have Black students in 8th grade who are not at an 8th grade reading level. That’s what we should be marching for.”

The Portland NAACP has repeatedly denounced the actions of federal forces in Portland but has also criticized “mostly white anarchists” for inciting violence during the protests. Much of the national scrutiny in recent weeks has centered on the melee that erupts nightly after small groups of demonstrators begin a cat-and-mouse game with law enforcement.

Over the past week, protests have settled into a cycle that starts early in the evening with peaceful marchers singing and chanting “Black lives matter and “Feds go home.” Recently Portland parents have led a short procession from the Justice Center to the neighboring federal courthouse. There, the Wall of Moms link arms and form a barrier between protesters and the building. Members of the PDXDadPod wear gas masks and carry large leaf blowers to help disperse the inevitable tear gas used by officers against demonstrators.

Sometime around midnight, a small group of protesters, usually wearing all black and carrying makeshift shields and umbrellas, begin to lob fireworks towards the federal courthouse or light small fires nearby. On Wednesday and Thursday nights, after law enforcement erected a steel fence around the court’s perimeter, people targeted the barricade by shaking it or trying to climb over it.

Once the fence is breached, the federal officers come out. They throw tear gas into the crowd and use projectiles. No one standing near the scene is spared, not even Portland Mayor Ted Wheeler.

Images of the mostly white Wall of Moms, PDXDadPod and aggressive protesters have dominated much of the news coverage. Last week, a photo went viral showing a standoff between law enforcement and a naked white woman later dubbed “Naked Athena.”

While these images might speak to the constitutional debate created when federal agents use force against demonstrators on American soil, they do not address the bigger issue of systemic racism against Black communities, civil rights leaders say.

In an op-ed published in the Washington Post, Mondainé denounced what he called the “white spectacle.”

“Unfortunately, ‘spectacle’ is now the best way to describe Portland’s protests,” he wrote. “Vandalizing government buildings and hurling projectiles at law enforcement draw attention — but how do these actions stop police from killing black people? What are antifa and other leftist agitators achieving for the cause of black equality?”

Still, some Black leaders in Portland say any attention drawn to inequities is a step in the right direction.

Reginald Richardson Jr, pastor of Your Bible Speaks Seventh Day Adventist Church, who describes himself as “nonviolent,” encourages white allies to act as shields for Black people who have a historically fraught relationship with law enforcement.

“Black men and women will go to jail at a higher rate than our white brothers and sisters,” he said. “It is time for our white brothers and sisters to stand up and be that barrier.”

The Centers for Disease Control and Prevention acknowledged Friday that a significant number of COVID-19 patients do not recover quickly, and instead experience ongoing symptoms, such as fatigue and cough.

As many as a third of patients who were never sick enough to be hospitalized are not back to their usual health up to three weeks after their diagnosis, the report found.

“COVID-19 can result in prolonged illness even among persons with milder outpatient illness, including young adults,” the report’s authors wrote.

The acknowledgement is welcome news to patients who call themselves “long-haulers” — suffering from debilitating symptoms weeks and even months after their initial infection.

“This report is monumental for all of us who have been struggling with fear of the unknown, lack of recognition and many times, a lack of belief and proper care from medical professionals during our prolonged recovery from COVID-19,” Kate Porter, who is on day 129 of her recovery, wrote in an email to NBC News.

Porter, 35, of Beverly, Massachusetts, has had low-grade fevers, fatigue, rapid heart beat, shortness of breath and memory and sleep issues since her diagnosis March 17.

“This gives me hope that we will gain access to more resources throughout our recovery and hopefully, get our lives back to what they once were,” Porter wrote.

The CDC report is based on telephone surveys of 274 COVID-19 patients. Ninety-five of those patients, or 35 percent, said they “had not returned to their usual state of health” when they were surveyed, which was at least two to three weeks after their first test.

Many with long-term symptoms are otherwise young and healthy: Among those surveyed between ages 18 and 34, about 20 percent experienced lasting symptoms.

“This report indicates that even among symptomatic adults tested in outpatient settings, it might take weeks for resolution of symptoms and return to usual health,” the CDC authors wrote.

The report also pointed out that in contrast, “over 90 percent of outpatients with influenza recover within approximately two weeks” after a positive flu test.

Among the patients who experienced lasting symptoms in the CDC report, 71 percent reported fatigue, 61 percent had lasting cough, and 61 percent reported ongoing headaches.

The CDC added that preventative measures, such as physical distancing, face masks and frequent hand-washing, continue to be important to slow the spread of COVID-19.

Reports yesterday that the amount and income eligibility of a second stimulus check had been confirmed appear to be premature. The reality is that while a second direct payment was included in the proposal summary circulated by Republicans on Thursday, no other details were offered.

Second Stimulus Check Included In GOP Stimulus Proposal

There has been rampant speculation over whether or not a second stimulus check would materialize as part of the coronavirus stimulus package proposal that Senate Republicans are set to unveil. After resisting another direct payment, most Republicans now acknowledge that such a payment is needed given the worsening economic outlook and the record number of coronavirus cases in the United States. Republicans have coalesced around a second stimulus check in recent days, a marked departure from their stand only two months ago.

Earlier this week, Senate Majority Leader Mitch McConnell officially endorsed another stimulus check. “We want another round of direct payments – direct payments to help American families keep driving our national comeback,” he noted.

Moreover, a draft proposal, circulated early Thursday and shared by The New York Times, confirmed the existence of a second stimulus check. Under the header “Stimulus Payments,” the document states “these will be included.”

$1,200 Amount And Income Eligibility of $75,000 Are Still Speculative

While the GOP draft substantiated that Republicans intend to propose a second payment, it did not confirm speculative reports that the payment would be for $1,200 or that it would mirror the first stimulus check under the CARES Act, which put an income cap of $75,000 for eligible single filers to receive the full payment.

Why Did Some Report That $1,200 Was The Confirmed Amount?

Multiple outlets reported the $1,200 figure yesterday, but all relied on one source, Treasury Secretary Steve Mnuchin, making a one-line remark. Referring to a second stimulus check, Mnuchin said, “we’re talking about the same provision as last time, so our proposal is the exact same proposal as last time.”

Mnuchin’s Word Is Not Gospel

As was pointed out in a previous column, Mnuchin has erred in recent statements and it may not be appropriate to rely on a one-sentence remark without corroborating evidence. For example, he mistakenly said as late as Monday that a payroll tax cut was “in the bill.” As the GOP draft circulated on Thursday showed, it wasn’t.

McConnell has also gone to great lengths to keep the amount and eligibility criteria guarded given the fluidity of the negotiations with the White House and the potential need to pivot quickly. As The Hill reported, he declined to talk about details of the direct payments when pressed by reporters this week. “We’ll lay out the specifics. I’m going to introduce a bill in the next few days that is a starting place that enjoys fairly significant support among Republican senators, probably not everyone. And, at that point, we’ll be more specific about how to allocate. But we do envision direct checks again,” he said on Tuesday.

When Will We Know And What Could Change?

We will hopefully find out the specific details around the proposed second stimulus check on Monday. “The [Trump] administration has requested additional time to review the fine details, but we will be laying down the proposal early next week,” McConnell said. “We have an agreement in principle on the shape of the package.” Republicans will spend today and the weekend trying to hammer out details with the White House and are scheduled to unveil the plan Monday morning when the Senate convenes.

There are good reasons for a second stimulus payment to mirror the first one in terms of size and income eligibility. For one, it will make it easier to negotiate with Democrats on a compromised version. Secondly, it will help accelerate the distribution of payments as “the more complex the criteria and the more they differ from the first round, the longer it might take to get payments out,” according to the The Wall Street Journal. “If the parameters stayed the same, we could do it really quickly,” Senator Thune said.

However, there is still a faction within the White House that is pushing to revive the inclusion of a payroll tax cut in the stimulus proposal. White House economic advisor Stephen Moore insisted that the payroll tax cut was back on the table after the GOP delayed released of the proposal yesterday. As mentioned in yesterday’s column, “while one should take Moore’s comments with the same grain of salt as Mnuchin’s, the potential resurrection of a payroll tax cut could imperil the size or income cap of a second stimulus check.”

The Upshot

The odds are now in American’s favor for a second stimulus check to be included in the next stimulus package; however, whether the payments are for $1,200 or less has yet to be confirmed and whether the income eligibility will remain the same as under the CARES Act is still tentative.

The presumptive Democratic nominee made the comment during a virtual town hall Wednesday in response to concerns voiced by a health care worker about the president referring to the coronavirus pandemic as the “China virus.”

“The way he deals with people based on the color of their skin, their national origin, where they’re from, is absolutely sickening,” the former veep said.

“No sitting president has ever done this. Never, never, never. No Republican president has done this. No Democratic president. We’ve had racists, and they’ve existed, they’ve tried to get elected president. He’s the first one that has,” Biden added.

Charlamagne, co-host of “The Breakfast Club,” reacted to Biden’s characterization by declaring him Thursday’s “Donkey of the Day,” Fox News reported.

“I really wish Joe Biden would shut the f–k up forever and continue to act like he’s starring in the movie ‘A Quiet Place’ because as soon as he opens his mouth and makes noise, he gets us all killed, OK?” he said.

Charlamagne also accused Biden of “revisionist history,” describing his claim about the commander-in-chief as “a lie” that “relinquishes America of all responsibility of its bigotry.”

“How are we ever going to atone for America’s original sins if we don’t acknowledge them?” he said. “How the hell can Donald Trump be the first racist president in a country where 12 presidents before him owned slaves?”

WASHINGTON — Senior U.S. officials would not address Friday whether the Trump administration intends to comply with an order to close an American Consulate in China, a move that comes on the heels of Washington’s forced closure of a Chinese Consulate in Houston.

On Friday morning, China’s Ministry of Foreign Affairs directed the U.S. Embassy in Beijing to cease operations at its consulate in Chengdu, a city in southwest China’s Sichuan province.

China’s Foreign Ministry spokesman, Wang Wenbin, said some U.S. Chengdu consulate personnel were “conducting activities not in line with their identities” and had harmed China’s security interests, but would not elaborate.

“The current situation in China-U.S. relations is not what China desires to see and the U.S. is responsible for all this. We once again urge the U.S. to immediately retract its wrong decision and create necessary conditions for bringing the bilateral relationship back on track,” he added.

Earlier in the week, the Trump administration ordered China to close its consulate in Houston. Officials said the decision to shut down the Chinese Consulate was made to secure U.S. intellectual property and curb Chinese espionage. 

A senior State Department official, who spoke on condition of anonymity, described the U.S. decision to close the Chinese consulate in Houston as “serious” and reflective of “long-standing concerns.” The person also said that the Trump administration would be prepared to deal with second- and third-order effects in the wake of this decision, but would not elaborate.

“On their decision to close Chengdu, you’re going to have to ask them, the MFA, about how they picked that,” the official said. The same official said the Department of State would continue to send U.S. diplomats to China saying, “We still have a job to do out there.”

Meanwhile, Beijing has not publicly agreed to evacuate from its consulate in Houston. When asked how the U.S. may respond, the State Department official said, “I’m not going to speculate about how this rolls out in Houston.”

The latest revelation comes as the Department of Justice charged four Chinese nationals with visa fraud in California and Indiana after they allegedly lied about their Chinese military service.

The arrests were described as “a microcosm of a broader network of individuals in more than 25 cities,” a senior Justice Department official said.

“By their very nature consulates are a base of operations for foreign governments to the United States, including their intelligence services and it’s understood that there will be some activity here by those services,” the person said.

“But because of their location within the United States and their status of sovereign territory of a foreign country, they can be exploited and the espionage and influence activities run out of a consulate can rise, ultimately to a level that threatens our national security,” the official added.

White House Task Force member Dr. Anthony Fauci said on Friday that President Trump canceling the Republican National Conventionscheduled to take place next month in Jacksonville, Fla., was a “good decision.”

“It’s no secret around the White House how I and my fellow task force members feel about the issue of congregating in crowds. I believe he and others in the White house have heard us speak about that so I would hope that that maybe would have some influence in the decision,” Fauci told “America’s Newsroom.”

“Not only a decision about that but as you can see the president has come around now about wearing a mask and has actually been recommending it so I think we’re moving in a positive direction in that regard,” Fauci said.

TRUMP ANNOUNCES JACKSONVILLE PART OF GOP CONVENTION WILL BE CANCELED 

Trump explained his decision to cancel the Republican National Convention events that were scheduled to take place next month in Jacksonville, Fla., in an exclusive interview on “Hannity” Thursday.

Citing the rising numbers of COVID-19 in the state, Trump told Sean Hannity that he is “setting an example” with the last-minute change, which he hopes will encourage citizens to practice social distancing.

“It’s really the China virus, call it COVID, call it any one of a lot of different names,” Trump said, “but we are setting an example. We don’t want to have people so close together.”

Trump announced the cancellation during a press briefing at the White House earlier Thursday, telling reporters that “the timing for this event is… just not right.”

The Republican National Committee (RNC) last month chose Jacksonville to host major portions of the convention, after largely abandoning the city of Charlotte, N.C., over disagreements on coronavirus-related crowd restrictions.

Chicago removed a Christopher Columbus statue from the city’s lakefront Grant Park before dawn Friday, a week after protesters tried to topple it.

Mayor Lori Lightfoot’s office said the city temporarily removed Columbus statues from both Grant Park and the Little Italy neighborhood a few miles away “until further notice.” It was not immediately clear where the statues were taken.

The removals come “in response to demonstrations that became unsafe for both protesters and police, as well as efforts by individuals to independently pull the Grant Park statue down in an extremely dangerous manner,” the statement said. “This step is about an effort to protect public safety and to preserve a safe space for an inclusive and democratic public dialogue about our city’s symbols.”

On July 17, a clash between protesters and police at the Grant Park statue resulted in injuries of both demonstrators and officers.

Lightfoot, a Democrat, originally said she didn’t think the Grant Park statue should come down. “Look, I know that the issue of Columbus, Columbus Day is an issue of great discussion but I think that the way in which we educate our young people in particular about the history is to educate them about the full history,” Lightfoot said in June, according to NBC Chicago.

But on Monday, the mayor said she would announce a plan to take inventory of monuments and other symbols in the city.

“In time, our team will determine there are no monuments to African Americans in this city,” Lightfoot said. “There are no monuments to women. There are no monuments that reflect the contributions of people in the city of Chicago who contributed to the greatness of this city,” the mayor said, according to NBC Chicago.

The statement on Friday said the mayor and city “will be announcing a formal process to assess each of the monuments, memorials, and murals across Chicago’s communities, and develop a framework for creating a public dialogue to determine how we elevate our city’s history and diversity.”

Both Columbus statues that were taken down Friday had been vandalized last month, NBC Chicago reported.

Like Confederate monuments around the country, statues of Columbus have been targeted in recent protests over the Italian navigator’s history of colonization, enslavement and violence toward native peoples in the Americas.

The statue removals come as President Donald Trump’s administration plans to dispatch federal law enforcement agents to the city in response to a recent swell in gun violence, a plan that has raised concerns among some Chicago community activists.

A collection of activist groups filed suit Thursday, seeking to block the federal agents from interfering in or policing protests, The Associated Press reported.

Trump on Wednesday evening called Lightfoot to confirm his administration’s plan to bring agents into the city to supplement violent crime investigations. In a statement, Lightfoot’s office offered caution, saying that “the mayor has made clear that if there is any deviation from what has been announced, we will pursue all available legal options to protect Chicagoans.”

Trump directed federal agents to Portland following an executive order to punish those who vandalize federal monuments or government property. In widespread, nightly demonstrations in the city, residents have protested the presence of federal agents.

“The president is obviously putting safety first and foremost, and I’m glad,” said Mr. Gruters, who had been working on convention planning earlier on Thursday before learning about Mr. Trump’s decision from the afternoon news conference. “We’re disappointed that this is not coming to Jacksonville, but Florida still loves the president, and we’re going to deliver the state.”

But Ron Klain, a former adviser to Mr. Biden who oversaw the Obama administration’s response to Ebola, said Mr. Trump’s mockery of science throughout much of the pandemic had finally caught up with him.

“I think it’s emblematic of why we’re in this mess,” Mr. Klain said. “This convention reversal really fits in with the mistakes he made in May and June, when he belittled anyone who tried to learn the lessons of the Northeast.”

Mr. Trump “went on the attack on those people,” Mr. Klain said, “and now we are paying the price.”

Mr. Trump made his announcement a day after the City Council drafted an emergency ordinance that would have created a convention zone and an area for protesters, and dealt with extended hours for alcohol sales, music and fireworks, among other things. But those measures were not certain to pass, given concerns raised earlier in the week by Mike Williams, the sheriff of Duval County — which encompasses Jacksonville — about insufficient resources for public safety.

“We can’t pull it off,” Mr. Williams told reporters.

Among those pleased with the president’s decision was W.C. Gentry, a Republican lawyer in Jacksonville who had filed a lawsuit on behalf of a downtown church and group of small business owners trying to stop the convention.

“This is great news for our city,” he said. “It would have created the largest super-spreader event in history.”

Opposition to the convention began to cascade this week, Mr. Gentry said, after Sheriff Williams issued his warning and the City Council president, Tommy Hazouri, raised concerns about how much the event would cost Jacksonville.

WASHINGTON – Rep. Alexandria Ocasio-Cortez, D-N.Y., took to the House floor Thursday morning to deliver a candid rebuke of sexism in Congress and beyond in response to comments from Rep. Ted Yoho, R-Fla., who had reportedly called her a vulgar insult. 

In comments overheard by a reporter for The Hill newspaper, Yoho confronted Ocasio-Cortez on a staircase in the Capitol on Tuesday, calling her “disgusting” for her comments linking poverty and crime. As she left, Yoho said, ‘”f—— b—-,” according to The Hill. 

Yoho denied he had targeted the profane remarks at Ocasio-Cortez in an apology delivered on the House floor Wednesday morning.  

“Having been married for 45 years with two daughters, I’m very cognizant of my language,” he said. “The offensive name-calling words attributed to me by the press were never spoken to my colleagues and if they were construed that way, I apologize for their misunderstanding.”
