• Rep. Kevin McCarthy has named GOP members to the House group set to investigate the Capitol riot.
  • Three of the members voted against certifying some of the 2020 election results.
  • House Speaker Nancy Pelosi could veto McCarthy’s selections, though it’s unclear whether she will.

House Minority Leader Kevin McCarthy has named five Republicans to serve on the January 6 House select committee set to investigate the January 6 attack on the US Capitol.

According to the Washington Post reporter Marianna Sotomayor, Rep. Jim Banks was chosen to serve as the ranking member, joined by Reps. Jim Jordan, Rodney Davis, Kelly Armstrong, and Troy Nehls.

Banks, Jordan, and Nehls voted against certifying the 2020 election results in Arizona and Pennsylvania, two states where Joe Biden won, even after a pro-Trump mob stormed the Capitol in an attempt to disrupt the results’ certification.

The legislation that established the committee is worded in a way that would allow House Speaker Nancy Pelosi to veto any of McCarthy’s selections. It wasn’t immediately clear whether she planned to do so.

KABUL, Afghanistan (AP) — At least three rockets hit near the presidential palace on Tuesday shortly before Afghan President Ashraf Ghani was to give an address to mark the major Muslim holiday of Eid al-Adha.

There were no injuries and the rockets landed outside the heavily fortified palace grounds, said Mirwais Stanikzai, spokesman for the interior minister.

The Islamic State group claimed responsibility for the attack on its Amaq news channel.

Police quickly fanned out across the area. One car parked on a nearby street was completely destroyed; the police said it was used as launching pad for the rockets.

The palace is in the middle of a so-called Green Zone that is fortified with giant cement blast walls and barbed wire, and streets near the palace have long been closed off.

The barrage came as the U.S. and NATO complete their final withdrawal from Afghanistan. Many Afghans are worried whether their war-ravaged country will fall deeper into chaos and violence as foreign forces withdraw and the Taliban gain more territory on the ground, having captured several districts and key border crossings with neighboring countries over the past weeks.

The withdrawal is more than 95% complete and the final U.S. soldier will be gone by Aug. 31, President Joe Biden said in an address earlier this month.

“This Eid has been named after Afghan forces to honor their sacrifices and courage, especially in the last three months,” Ghani said in his address to the nation following morning prayers for Eid al-Adha, or the “Feast of Sacrifice.”

“The Taliban have no intention and willingness for peace” Ghani said. “We have proven that we have the intention, the willingness and have sacrificed for peace.”

However, Afghan forces have complained about being left without reinforcements and supplies, often running low on food as the Taliban advanced. In many instances, Afghan troops surrendered rather than fight. Washington’s watchdog monitoring U.S. spending in Afghanistan reported that troops are deeply demoralized and corruption is rampant. After their pullout, the U.S. and NATO are committed to spending $4 billion annually on Afghan forces until 2024, the majority of that money coming from Washington.

Ghani said he deplored his government’s decision to release 5,000 Taliban prisoners to get peace talks started last year as a “big mistake” that only strengthened the insurgents.

Yet Ghani has released other prisoners, including several sought by warlord Gulbuddin Hekmatyar, with whom he signed a peace deal in 2017. Among those freed at Hekmatyar’s request was Abdul Basir Salangi, who killed two U.S. military personnel in 2011 in Kabul.

Meanwhile, Abdullah Abdullah, the No. 2 official in the government, was inside the palace during the rocket attack on Tuesday, having returned on Monday from peace talks with the Taliban in Qatar. Those inside the palace, however, were far removed from where the rockets landed.

The two days of meetings in Doha — the highest level of negotiations between Kabul and the Taliban so far — aimed at jumpstarting stalled talks but ended with a promise of more high-level talks.

In his speech, Ghani also assailed neighboring Pakistan, which Kabul blames for harboring the Taliban leadership and providing a safe haven and assistance to the insurgents. In the most recent fighting in the Afghan border town of Spin Boldak, Taliban fighters were seen receiving treatment at a Pakistani hospital across the border in Chaman.

Pakistan is seen as key to peace in Afghanistan. The Taliban leadership is headquartered in Pakistan and Islamabad has used its leverage, which it calims is now waning, to press the Taliban to talk peace.

Pakistan has also been deeply critical of Kabul, saying it has allowed another militant group, the Pakistani Taliban — Tehreek-e-Taliban Pakistan — to find safety in Afghanistan from where they have launched a growing number of attacks targeting the Pakistan military.

“Pakistan does not want a Taliban regime in its homeland” but their media have been “campaigning for a Taliban regime in Afghanistan,” Ghani added.

The Eid al-Adha is the most important Islamic holiday, marking the willingness of the Prophet Ibrahim — Abraham to Christians and Jews — to sacrifice his son. During the holiday, which in most places lasts four days, Muslims slaughter sheep or cattle and distribute part of the meat to the poor.

Sen. Lindsey Graham, R-S.C., told Fox News on Monday that the Democratic push to add amnesty to the multi-trillion-dollar “infrastructure package” is a “power grab” that may be the dumbest idea in the history of the White House and Senate while there is a border crisis unfolding.

“If you give one person legal status there will be a run on our border like you have never seen before…the dumbest idea in the history of the Senate, the history of the White House. It will lead to the breakdown of law and order beyond what you see today,” Graham told “The Ingraham Angle.

He laid into Senate Majority Leader Chuck Schumer for attempting to pass — without any Republican support — a monsterous $3.5 trillion budget resolution that he said has not even been written.

“It’s a power grab,” Graham said. He said the package doesn’t have a “damn thing to do with infrastructure.”

Republicans have been trying to raise the alarm about what they say is an effort by Democrats to sneak amnesty for millions in a bill that is ostensibly intended to fix potholes. Rep. Steve Scalise, R-Louisiana, tweeted last week, “Democrats are trying to sneak mass amnesty for millions of illegal immigrants through Congress under the cover of their budget scheme. They hope you won’t notice.”

KQED, a public radio station for the Bay Area, reported that top Senate Democrats have made it clear that they want immigration reform as part of the budget plan because they consider immigration part of the infrastructure.

Sen. Alex Padilla, D-California, was quoted in the report, saying, “Citizenship is essential infrastructure for immigrant families. For many, it’s a gateway to a driver’s license, to health care, to higher education.”

The report said that he hopes the spending bill will provide citizenship to Dreamers, essential workers and other undocumented individuals.

Last week, the White House said it would back efforts to include a pathway to U.S. citizenship in the reconciliation bill, but called on lawmakers to determine just how far the provision should reach, Reuters reported.

Jen Psaki, the White House press secretary, told reporters on Monday that the White House will “let Senate leaders put out the specifics in the reconciliation bill. We certainly support the — using the reconciliation package as a — as a platform and a forum for moving immigration protections forward, but we’ll let leaders in Congress speak to what’s included,” according to the transcript.

The White House did not immediately respond to an after-hours email from Fox News.

BIPARTISAN BILL WILL NOT INCLUDE IRS REFORM

Senate Majority Leader Chuck Schumer is pressuring lawmakers to reach an agreement this week on the pair of massive domestic spending measures, signaling Democrats’ desire to push ahead aggressively on President Biden’s multitrillion-dollar agenda.

Schumer hopes to pass the bipartisan infrastructure bill that comes with a $1.2 trillion price tag and a $3.5 trillion budget resolution that will likely only receive Democrat support. Specific details of the 10-year resolution are not clear. Democrats say the resolution aims to tackle climate change, education and an expansion of Medicare.

AOC SAYS PROGRESSIVES WILL ‘TANK’ INFRASTRUCTURE BILL WITHOUT BOLD CLIMATE CHANGE PROVISIONS

Graham said the bill is going to be a massive tax increase on business, and it’s going to expand the size and role of government. He said granting amnesty to millions while the border crisis continues would be a devastating blow to the country.

Still, major concerns persist. Already, orders are delayed for months on furniture, appliances, microchips, and other home-building and manufacturing supplies. U.S. home builder confidence fell to an 11-month low in July, largely because builders are struggling to get the materials they need. The delays aren’t just causing headaches, they are forcing some builders to halt construction, putting business and jobs at risk in the United States.

NEW DELHI (AP) — India’s excess deaths during the pandemic could be a staggering 10 times the official COVID-19 toll, likely making it modern India’s worst human tragedy, according to the most comprehensive research yet on the ravages of the virus in the South Asian country.

Most experts believe India’s official toll of more than 414,000 dead is a vast undercount, but the government has dismissed those concerns as exaggerated and misleading.

The report released Tuesday estimated excess deaths — the gap between those recorded and those that would have been expected — to be 3 million to 4.7 million between January 2020 and June 2021. It said an accurate figure may “prove elusive” but the true death toll “is likely to be an order of magnitude greater than the official count.”

The report was published by Arvind Subramanian, the Indian government’s former chief economic adviser, and two other researchers at the Center for Global Development, a nonprofit think tank based in Washington, and Harvard University.

It said the count could have missed deaths that occurred in overwhelmed hospitals or while health care was disrupted, particularly during the devastating virus surge earlier this year.

“True deaths are likely to be in the several millions not hundreds of thousands, making this arguably India’s worst human tragedy since Partition and independence,” the report said.

The Partition of the British-ruled Indian subcontinent into independent India and Pakistan in 1947 led to the killing of up to 1 million people as gangs of Hindus and Muslims slaughtered each other.

The report on India’s virus toll used three calculation methods: data from the civil registration system that records births and deaths across seven states, blood tests showing the prevalence of the virus in India alongside global COVID-19 fatality rates, and an economic survey of nearly 900,000 people done thrice a year.

Researchers cautioned that each method had weaknesses, such as the economic survey omitting the causes of death.

Instead, researchers looked at deaths from all causes and compared that data to mortality in previous years — a method widely considered an accurate metric.

Researchers also cautioned that virus prevalence and COVID-19 deaths in the seven states they studied may not translate to all of India, since the virus could have spread more in urban versus rural states and since health care quality varies greatly around India.

Other nations are also believed to have undercounted deaths in the pandemic. But India is thought to have a greater gap due to having the world’s second highest population of 1.4 billion and because not all deaths were recorded even before the pandemic.

The health ministry did not immediately respond to an Associated Press request for comment on the report.

Dr. Jacob John, who studies viruses at the Christian Medical College at Vellore in southern India and was not part of the research, reviewed the report for the AP and said it underscores the devastating impact COVID-19 had on the country’s underprepared health system.

“This analysis reiterates the observations of other fearless investigative journalists that have highlighted the massive undercounting of deaths,” Jacob said.

The report also estimated that nearly 2 million Indians died during the first surge in infections last year and said not “grasping the scale of the tragedy in real time” may have “bred collective complacency that led to the horrors” of the surge earlier this year.

Over the last few months, some Indian states have increased their COVID-19 death toll after finding thousands of previously unreported cases, raising concerns that many more fatalities were not officially recorded.

Several Indian journalists have also published higher numbers from some states using government data. Scientists say this new information is helping them better understand how COVID-19 spread in India.

Murad Banaji, who studies mathematics at Middlesex University and has been looking at India’s COVID-19 mortality figures, said the recent data has confirmed some of the suspicions about undercounting. Banaji said the new data also shows the virus wasn’t restricted to urban centers, as contemporary reports had indicated, and that India’s villages were also badly impacted.

“A question we should ask is if some of those deaths were avoidable,” he said.

Utility giant Pacific Gas & Electric (PG&E) told California officials that its equipment may be responsible for one of the large fires ongoing in the state.

In a filing on Sunday, the company said that a repair technician responding to an outage noted there were two blown fuses and a tree leaning into the conductor. He also saw a fire at the base of the tree, which was reported to 9-1-1 and his supervisor, according to the filing.

A spokesperson for PG&E said in a statement to FOX Business that the information submitted was preliminary and it is cooperating with CAL FIRE’s investigation.

A representative from the California Public Utility Commission said it is conducting an investigation “to assess the compliance of PG&E’s electric facilities with applicable rules and regulations.”

PG&E SEEKS $3.6B IN RATE HIKES FOR WILDFIRE SAFETY

PG&E stated in its report that it was submitted “in an abundance of caution”.

But the company’s equipment has been connected to many fires throughout recent years, including the 2018 Camp Fire that resulted in 85 fatalities.

The company was linked to 1,500 fires between 2014 and 2017, according to The Wall Street Journal.

Multiple reporters and pundits hit President Biden for walking back his comments that Facebook is “killing people” with COVID-19 misinformation, noting he had admittedly spread misinformation himself.

“They’re killing people,” Biden said of Facebook in response to a reporter’s question on Friday. “The only pandemic we have is among the unvaccinated, and they’re killing people.”

Asked to clarify those controversial comments on Monday, Biden narrowed down his targets to a dozen spreaders of what the government has deemed harmful misinformation about the coronavirus and the vaccines against it.

“Facebook pointed out that most of the disinformation came from 12 individuals,” Biden said. “I was asked, what is happening … “Facebook isn’t killing people. These 12 people are killing people. My hope is that they would do something about misinformation — outrageous misinformation about vaccines.”

“Not the administration’s finest hour,” agreed NBC’s Dylan Byers.

A few others, like The Atlantic’s David A. Graham and conservative CNN commentator Scott Jennings, wondered if the White House was guilty of the kind of “misinformation” the administration mentioned on Friday.

Facebook released a defensive statement following Biden’s initial accusation, arguing that their platform “is helping save lives.”

“We will not be distracted by accusations which aren’t supported by the facts,” Facebook said. “The fact is that more than 2 billion people have viewed authoritative information about COVID-19 and vaccines on Facebook, which is more than any other place on the internet. More than 3.3 million Americans have also used our vaccine finder tool to find out where and how to get a vaccine. The facts show that Facebook is helping save lives. Period.”

The White House recently unveiled their partnership with Big Tech companies to crack down on so-called coronavirus “misinformation,” with White House Press Secretary Jen Psaki saying the administration is “making sure social media platforms are aware of the latest narratives.” Critics said the effort would do little more than hinder free speech and pointed out Facebook’s checkered history on identifying misinformation, such as when it flagged posts about the coronavirus lab-leak theory.

TALLAHASSEE — Florida’s Agriculture Commissioner has opened an investigation into the owner of a Miami-based security firm linked to the July 7 assassination of Haiti’s president, Jovenel Moïse.

The commissioner’s Office of Agricultural Law Enforcement is probing Antonio Emmanuel Intriago Valera, 57, the owner of the private security company CTU. The agency is also investigating the firm.

Antonio Emmanuel Intriago Valera, also known as Tony Intriago, reportedly hired more than 20 ex-soldiers from Colombia who were later killed or detained by Haitian authorities in the aftermath of the assassination. The head of Haiti’s National Police last week accused Intriago of visiting Haiti several times to take part in a plot to kill Moïse but did not provide further information.

Franco Ripple, communications director for Agriculture Commissioner Nikki Fried, told POLITICO that since 2018, Intriago has had a license to work as a security officer in Florida and in October was granted a firearm license.

“Intriago’s whereabouts are currently unknown,” Ripple said. “Should he be arrested, our department will take immediate action by suspending all licenses granted to him. Should other individuals licensed by FDACS and connected to this matter be arrested, we will also immediately suspend those licenses, as well.”

Intriago did not respond to text and email messages seeking comment.

Ripple said, however, the Agriculture Commissioner has no records of CTU. If the company is found to have provided “unlicensed security guard services in Florida,” the state agency could level fines or other penalties against it, he said.

The Agriculture Commissioner regulates a patchwork of issues in Florida, from pesticides to concealed weapons permits and private security firms.

Background: Moïse’s assassination sparked a multi-nation investigation, including into figures with deep connections to South Florida. Haitian authorities arrested Christian Emmanuel Sanon, a 63-year-old Haitian American who has lived in the Miami area for years, and claimed he played a key role in the plot to kill Moïse. Sanon reportedly claimed that he was unaware of the killing and coup attempt.

Haitian authorities also arrested two more Haitian Americans with ties to South Florida — James Solages and Joseph Vincent, according to the Miami Herald. The Herald also reports that the two men told Haitian officials that they weren’t sent to assassinate Moïse but simply take him into custody.

South Florida has longstanding connections with Caribbean and Central and South American countries, in no small part because of its location. The Miami-Dade area has one of the biggest diasporas of Haitians in the world, with an estimated 30,000 Haitian Americans living in South Florida.

Health experts agree the COVID-19 vaccines have proved to be extremely effective against the virus, including providing protection from the highly contagious Delta variant.

Those safeguards are highlighted by the percentage of people who are now testing positive for the coronavirus in Los Angeles County, where more than 10,000 new cases have been reported in the last week. In an alarming spike in cases, 99% of new infections involve people who have not been vaccinated.

And now, in the wake of that increased transmission, local officials are requiring not only the unvaccinated but also those who have been inoculated against the disease to wear masks in public indoor settings.

Why?

L.A. County now requires masks in indoor public places, opening a new battle line as the coronavirus is rising significantly among the unvaccinated.

All those hospitalized for COVID-19 in L.A. County’s public hospitals have not been fully vaccinated

L.A. County’s massive public hospital system has not had to hospitalize anyone for COVID-19 who has been fully vaccinated, Health Services Director Dr. Christina Ghaly said.

“We have not admitted any single person for COVID who is fully vaccinated — with either the J&J, Pfizer or Moderna vaccines,” Ghaly told the county Board of Supervisors last week.

L.A. County’s public hospital system has a vast reach and primarily serves people especially vulnerable to COVID-19. There are four county-run hospitals.

Those hospitalizations could be mitigated by the vaccines, health experts say.

“The vaccines are extraordinarily effective (even against the delta variant),” tweeted Dr. Monica Gandhi, infectious diseases expert at UC San Francisco.

99.8% of COVID-19 deaths in L.A. County have been among unvaccinated people

Between Dec. 7 and June 7, unvaccinated people in L.A. County made up 99.6% of the region’s coronavirus cases, 98.7% of COVID-19 hospitalizations and 99.8% of deaths.

San Diego County has reported similar numbers.

Residents there who are either unvaccinated or partly vaccinated represent 99.1% of coronavirus cases, 99.88% of COVID-19 hospitalizations and 99.8% of deaths.

‘Anything is on the table if things continue to get worse, which is why we want to take action now,’ the L.A. County health officer said.

Of fully vaccinated people in L.A. County, 0.06% subsequently tested positive for the virus

In Los Angeles County, about 4.67 million residents have been fully vaccinated.

Of them, 0.06% have subsequently tested positive; 0.004% were later hospitalized for COVID-19; and 0.0004% died.

The vaccines are as effective against the Delta variant as other strains

Among L.A. County coronavirus cases that were further analyzed to identify its strain in June, only a small percentage were among fully vaccinated people.

Officials said that 89% of identified Delta variant cases in June were among people who weren’t fully vaccinated.

The results were similar to the Alpha variant: 91% of identified cases were among people who weren’t fully vaccinated.

Well-done studies elsewhere point to high effectiveness against Delta

Data from Britain cited by Dr. Anthony Fauci, the U.S. government’s top infectious-diseases expert, say that the two-dose course of the Pfizer-BioNTech vaccine is 96% effective in preventing hospitalization from COVID-19, 88% effective in preventing symptomatic infection and 79% effective in preventing lab-confirmed infection. Experts believe the Moderna vaccine — because it’s based on the same technology as Pfizer’s — is similarly effective.

Fauci also expressed confidence in the Johnson & Johnson vaccine’s effectiveness. The Johnson & Johnson vaccine uses technology similar to one used in the AstraZeneca vaccine, which studies in Britain show is 92% effective against hospitalization and 60% effective against either symptomatic disease or lab-confirmed infection.

Invariably, there have been scattered reports that have occasionally raised questions about whether vaccines have lowered effectiveness against the Delta variant, including one that emerged out of Israel suggesting that the effectiveness of vaccines available there to protect against symptomatic illness had fallen to 64%, although they remained 93% effective in preventing hospitalization.

The differing results of the Israeli report may be caused by different methodologies, such as rigorously testing vaccinated people for a coronavirus infection even though they had no symptoms, while other studies might test only those who are visibly ill, said UCLA epidemiologist and infectious diseases expert Dr. Robert Kim-Farley.

“Bottom line, however, is that all these studies continue to show very good efficacy against severe disease and death,” Kim-Farley said. “The vaccines continue to do what we need them to do most.”

In addition, the Israeli report reviewed just 300 patients, and small studies can be inaccurate, said Gandhi, the infectious diseases expert at UC San Francisco. Studies from Britain, Canada and Singapore — reviewing records of many more people — showed 80% to 90% vaccine effectiveness against any symptomatic infection and 93% to 96% effectiveness against severe disease.

A growing contingent of medical experts is questioning the conventional wisdom that healthy children should get COVID-19 shots as soon as possible.

How can children be protected if they’re too young to be vaccinated for now?

Children under the age of 12 do not have access to vaccines for now, and it’s important that as many adults around them get vaccinated, Gandhi tweeted.

“The best thing we can do for children right now is to get as many adults vaccinated as possible while young children clinical trials of [vaccines] are ongoing, especially anyone who will be teaching children or sending them to school (e.g. teachers/parents),” Gandhi wrote.

Young children already are less likely to contract the coronavirus because they have far fewer proteins called ACE2 receptors in their noses that the coronavirus needs to access to infect the body.

Officials described the mask mandate as a minimally disruptive tactic to blunt rapidly rising coronavirus transmission. But does it make any sense?

So why wear a mask?

L.A. County officials say there’s a real need to take action now. Though infections and serious COVID-19 illness are still only a fraction of what was seen over the fall and winter, daily coronavirus cases are now six times what they were on June 15, when California fully reopened, and COVID-19 hospitalizations have doubled since then.

In its reopening last month, California implemented a statewide honor system: Unvaccinated people still had to wear masks in indoor public spaces, even though businesses were under no obligation to verify their inoculation status.

L.A. County officials are now worried that unvaccinated people instead responded by not masking up in required settings. And with cases and hospitalizations growing, authorities say they hope reinstituting masking as a social norm will help reduce disease transmission.

“We’re not where we need to be for the millions at risk of infection here in Los Angeles County, and waiting to do something will be too late given what we’re seeing now,” said Dr. Muntu Davis, the county’s health officer.

In essence, they hope requiring everyone to wear masks indoors will force the unvaccinated to do so, giving them more protection.

In June, the utility reached a $12 million settlement with two Northern California counties after last year’s Zogg Fire was determined to have been caused by a pine tree contacting PG&E transmission lines. The 56,000-acre fire killed four people and destroyed more than 200 buildings.

PG&E also faces criminal charges for its role in igniting a 2019 wildfire that burned 120 square miles in Sonoma County, north of San Francisco. That blaze, called the Kincade Fire, damaged or destroyed more than 400 buildings and seriously injured six firefighters.

The utility emerged from bankruptcy last summer, placing $5.4 billion in cash and 22.19 percent of its stock into a trust for victims of wildfires caused by the utility’s equipment.

In its report on the possible ignition point of the Dixie Fire, PG&E said that early last Tuesday morning, a utility worker spotted what he thought were blown fuses atop a utility pole in a remote area. The worker could not immediately reach the pole, it said, “due to the challenging terrain and road work resulting in a bridge closure.”

When he finally got there, about 10 hours later, he noticed that a fire had started near the base of a tree.

Twitter has long banned users from sharing misinformation about the coronavirus that could lead to harm. In March, the company introduced a policy that explained the penalties for sharing lies about the virus and vaccines.

“We’ve observed the emergence of persistent conspiracy theories, alarmist rhetoric unfounded in research or credible reporting, and a wide range of unsubstantiated rumors, which left uncontextualized can prevent the public from making informed decisions regarding their health, and puts individuals, families and communities at risk,” the company said in its policy against sharing Covid misinformation.

People who violate that policy are subject to escalating punishments known as strikes and could face a permanent ban if they repeatedly share misinformation about the virus. A 12-hour ban, like the one Ms. Greene is experiencing, is Twitter’s response to users who have either two or three strikes. After four strikes, Twitter suspends users for seven days, and after five strikes, Twitter bars the user altogether.

Other Republicans who have been suspended from Twitter have complained that the social media company is censoring them.

In January, Twitter barred President Donald J. Trump after the company determined that his social media posts played a role in inciting violence during the riot at the U.S. Capitol. Mr. Trump has argued that Twitter and Facebook, which also suspended his account, were censoring him and said the companies required government oversight.

Ms. Greene was previously suspended from Twitter in April, but the company said it was a mistake caused by one of its automated systems for detecting spam and abuse.

“Everyone knows that’s a LIE, and it was no mistake,” Ms. Greene tweeted after her suspension was lifted.
