After President Joe Biden signed executive orders ending several “zero-tolerance” anti-immigration policies instated by former Republican President Donald Trump, a surge of immigrants have begun arriving along the U.S. southern border. Some wearing t-shirts that read, “Biden Let Us In.”

In response, Texas Governor Greg Abbott has deployed the Texas Guard, a state military force, to crack down on any associated cartels and human smuggling. The brewing confrontation will test Biden just as he and the Democratic-led Congress prepare to introduce comprehensive immigration reform, a key campaign promise.

Video footage shot Monday at the San Ysidro crossing port in Tijuana, Baja California state—just south of the California border—showed a group of migrants, some of them wearing the “Biden Let Us In” t-shirts.

While it’s unclear where the migrants got the shirts, similar shirts are available on several websites. The English-language apparel seemingly strives to send a message directly to Biden, Democrats and the English-speaking Americans—a protest message pressuring Biden to make good on his promise to create a more humane immigration system.

But before Biden can deliver, his administration will have to address the growing unrest between immigrants and leaders of southern states.

“Today I met with Border Patrol Officers,” Abbott wrote in a Tuesday afternoon tweet. “Last year, they apprehended about 90,000 people crossing the border illegally in the RGV (Rio Grand Valley). This year that number already exceed 100,000.”

Abbott blamed the surge on Biden’s rollback of Trump’s “Remain in Mexico” policy in a Tuesday interview with Fox News. The policy required migrants claiming asylum at the border to stay in Mexico while awaiting court hearings.

“The Border Patrol officers told me themselves, they informed the Biden administration about this all along,” Abbott said. “The Biden administration has known exactly what was going to happen if they refuse to continue to implement the policies that were previously in place.”

An annual surge of immigrants typically arrive at the U.S. southern border each spring as the weather warms. The surge mostly contains young people and families fleeing violence and poor living conditions in Central and South American countries, according to Sarah Sherman-Stokes, an immigration lawyer and professor at the Boston University School of Law.

Migrants awaiting their trials in Mexican border towns live in “inhumane” conditions and are “preyed upon by criminal organizations,” a spokesman for Doctors Without Borders told Border Report on Tuesday. Drug cartel operatives recruit or kidnap migrants, holding them for ransom and murdering them if their families don’t comply.

Biden now faces a tough choice as he’s criticized by the right for allegedly facilitating “open borders” and blasted by the left for allegedly continuing the inhumane treatment of migrants.

On February 12, the Biden administration pledged to begin processing nearly 25,000 of the estimated 70,000 asylum seekers forced to wait in Mexico due to Trump’s 2019 Migration Protection Protocols (MPP) program.

Biden ended enrollments in the MPP program—also known as “Remain in Mexico”—and established new guidelines requiring migrants to register for a court hearing online or via phone. Before their court hearings, asylum seekers must get tested for COVID-19 in Mexico and then appear at a U.S. port of entry on a specific date, Reuters reported.

Soon after the White House announced its changes to the MPP program, however, Homeland Security Secretary Alejandro Mayorkas said that migrants should not respond by flocking to the U.S. border.

“Individuals who are not eligible under this initial phase should wait for further instructions and not travel to the border,” Mayorkas said in a statement. “Due to the current pandemic, restrictions at the border remain in place and will be enforced.”

Mayorkas’ statement showed the delicate balance the Biden administration must strike. The more humane his administration’s immigration policies are, the more likely they are to attract further migration.

Immigration reform advocates have also been pressuring Biden to end or change another Trump-era program known as Title 42. Instated by Trump on March 2020 as an ostensible COVID-19 prevention measure, the order allows U.S. authorities to rapidly deport any immigrants caught trying to cross the southern border.

Over 400,000 migrants have been expelled under Title 42, Reuters reported, some of them repeat offenders who were counted twice. Critics say that the order denies due process to asylum seekers. Biden hasn’t said whether he will end it.

How Biden handles the surge could set the tone for the eventual legislative debate on comprehensive immigration reform.

Biden’s US Citizenship Act of 2021 represents the most sweeping modern reforms to the nation’s immigration system. It provides an eight-year path to citizenship for undocumented immigrants while making asylum, immigrant worker protections, green cards and visas more accessible.

The legislation also contains proposals addressing foreign social issues that drive migration and additional funding for technology and infrastructure at points of entry. However, the bill doesn’t address border security or interior enforcement measures meant to discourage immigration.

As such, it may have trouble attracting the 10 Republican senators it will need to become law, especially if a humanitarian crisis breaks out along the border before bill negotiations formally begin.

“You need to take care of the current situation before there’s a surge in the coming months in order to keep the politics, especially in the Senate, out of the way in order to pass policy,” Jose Parra, a former senior advisor to former U.S. Senator Harry Reid, told Newsweek.

An arrest has been made in connection with three fires at historically black churches in a Louisiana parish, according to U.S. Attorney David C. Joseph.

At a news conference Thursday morning, Louisiana State Fire Marshal H. “Butch” Browning Jr. said 21-year-old Holden Matthews had been arrested. He was booked into the St. Landry Parish Jail and charged with three counts of simple arson on religious buildings. Each charge has a maximum sentence of 15 years. The three fires are related and were intentionally set, Browning said.

Federal authorities are vetting whether hate was a motive of Holden Matthews, who is white. 

KATC reported that Holden Matthews is the son of Roy Matthews, a St. Landry Parish deputy. St. Landry Parish Sheriff Bobby Guidroz told KATC that Roy Matthews father did not turn his son in, despite earlier reports. Guidroz said the father was “shocked and hurt when we told him.”

“A suspect has been identified in connection with the three church burnings in Opelousas, Louisiana, and is in state custody,” Joseph said in a statement Wednesday. “The U.S. Attorney’s Office, ATF, and FBI are working with state and local law enforcement and stand shoulder-to-shoulder with the victims and those St. Landry Parish residents affected by these despicable acts. A special thanks to St. Landry Parish Sheriff Bobby Guidroz, Louisiana State Fire Marshal, H. ‘Butch’ Browning Jr., Louisiana Attorney General Jeff Landry’s Cybercrime Unit, the Louisiana State Police, and the Florida State Fire Marshal for working seamlessly with federal law enforcement agents in this investigation.”

On March 26, a fire was started at St. Mary Baptist Church in Port Barre, Louisiana. On April 2, there was a fire at Greater Union Baptist Church followed by one at Mount Pleasant Baptist Church on April 4. Each church is more than 100 years old.

The Associated Press reported that the churches were empty at the time of the fires and there were no injuries. Authorities are working to determine if the fires were intentionally set and motivated by racism or extremism, NBC News reported. In the 1960s, during the height of the civil rights movement, church fires were routinely used to intimidate the black community.

A GoFundMe page has been set up to raise funds for the rebuilding of the three churches. It has a goal of $1.8 million.

Authorities said there was a fourth fire at a predominately white church in another parish, but it doesn’t appear to be connected to the three fires, according to NBC News.

La consultora inglesa MoveHub, especializada en cuantificar los gastos de británicos que buscan vivir fuera del Reino Unido, ha elaborado un ranking de países a partir del gasto semanal que una familia de cuatro personas debe realizar para acceder a la canasta básica británica.

El listado se basa en el porcentaje del salario promedio que necesita una familia en cada país para adquirir estos productos.

En todo el mundo, Uganda encabeza la tabla de los 122 países analizados.

Un ugandés tiene que invertir un 275,86 % del salario medio nacional, es decir casi tres veces su valor, para hacerse con esta canasta básica.

“Dado que no es posible encontrar una canasta básica universal debido a las diferencias idiosincráticas de las canastas nacionales, identificamos productos que se encuentran en las canastas de todos los países.

La canasta básica británica incluye carne, leche, arroz, pastas, papas, lechuga, tomates y frutas, presentes en la mayoría de los países. Usando este parámetro la mayoría de las naciones de América Latina sale bien parada respecto a Asia y Africa”, señaló Yanik.

En el puesto 50, Panamá es el país de América Latina en el que el salario medio rinde más a la hora de acceder a los productos de la canasta básica (Ver recuadro).

Uruguay, Venezuela, Chile, Argentina, México y Cuba le siguen en ese orden: requieren entre el 10 y el 20% del salario medio.

Canasta básica y pobreza

El acceso a la canasta básica es uno de los criterios primarios para definir la pobreza.

Si bien la medición de MoveHub está construida en base a la canasta básica británica, los resultados de su ranking coinciden a grandes rasgos con la estimación de pobreza de la CEPAL en 2015.

Guatemala y Nicaragua no fueron medidos por MoveHub, pero países como Bolivia y El Salvador se encuentran entre los más pobres y también entre los que más cuesta una canasta básica.

Según Darío Rossignolo economista de la Universidad de Buenos Aires y consultor internacional en políticas fiscales, este índice tiene limitaciones, pero puede dar una idea general no ponderada para una comparación.

“Si bien los productos de la canasta británica son parecidos a los de otras canastas, se precisaría una ponderación mayor de una serie de factores. Es decir, un producto puede tener una mayor incidencia en la canasta británica por una cuestión cultural o de estructura monetaria o de valorización de la moneda. Dicho esto, está claro que el factor salarial de la comparación es fundamental”, señaló a BBC Mundo.

Honduras

En el lugar 112 del ranking -entre 122 países- Honduras le sigue a países como Bangladesh, Tanzania, Nepal y Kenia.

Según las encuestas, el desempleo, el alto costo de la vida y los bajos salarios son las principales preocupaciones de los hondureños.

Un sondeo en enero del Equipo de Reflexión, Investigación y Comunicación (ERIC-SJ) de Honduras reveló que para la mayoría de la población la crisis económica es un factor que supera a la violencia para causa de la alta tasa anual de emigración.

En enero de 2015, a un año de la asunción del presidente Juan Orlando Hernández, una encuesta de la misma empresa halló que el “40% de la población señala la crisis económica, incluyendo desempleo y pobreza, como uno de los principales fracasos durante el primer año de gestión”.

El descontento persiste a pesar del relativo éxito del plan antiinflacionario que permitió disminuír el alza de los precios de casi 8% en 2014 a un 3,1% en enero de este año.

Las organizaciones defensoras de los consumidores calculan que para una familia promedio de cinco personas, la canasta básica supera las 13 mil lempiras (unos US$ 615 dolares) mientras que el salario minimo promedio ronda unas 8,400 lempiras (alrededor de US$ 351).

Panamá

En el puesto 50 a nivel mundial Panamá es el país con mayor acceso a la canasta básica y el tercero de toda América, solo superado por Canadá (9,07%) y Estados Unidos (7,04%).

Pese a que Panamá es el país de América Latina con mayor acceso a la canasta básica, el 25% de su población no tiene servicios sanitarios.

Con un crecimiento promedio anual de más del 7% en los últimos 10 años, Panamá tiene un PIB per capita de US $13.519, uno de los más altos de la región.

En el ranking de MoveHub se necesita el 16,45% del salario medio en Panamá para acceder a la canasta básica familiar.

Pero la realidad es mucho más compleja que la discreta ponderación que pueden ofrecer datos como el PIB per cápita.

Un 25% de la población panameña no tiene servicios sanitarios, un 5% no tiene agua potable, un 11% sufre de desnutrición, un 19% no se alimenta adecuadamente y otro 11% vive en casas con pisos de tierra.

Uruguay

El segundo país regional en la medición, Uruguay, tiene una estructura social menos desequilibrada, pero enfrenta sus propios problemas.

Con un 17,87% del salario promedio para acceder a la canasta básica, Uruguay se sitúa un paso por delante de Japón (17,99%) en el ranking global.

Este enero, el banco BBVA modificó a la baja las perspectivas de crecimiento (un 1,5%) mientras que situó la inflación en un 8,5%.

Con recesión en sus principales socios, Argentina y Brasil, las perspectivas no son alentadoras.

Es el caso de toda la región que, según la CEPAL, solo crecerá un 0,2% de promedio este año.

En este contexto el consejo de MoveHub es más sentido común que pericia técnica.

“Hay que cortar el consumo de los productos más caros. En muchos países estos suelen ser la carne y los productos lácteos”, señaló Yanik.

From nearly the moment they roared down the runway and took off in their new Boeing jetliner, pilots of an Ethiopian Airlines flight encountered problems with the plane.

Almost immediately, a device called a stick shaker began vibrating the captain’s control column, warning him that the plane might be about to stall and fall from the sky.

For six minutes, the pilots were bombarded by alarms as they fought to fly the plane, at times pulling back in unison on their control columns in a desperate attempt to keep the huge jet aloft.

Ethiopian authorities issued a preliminary report Thursday on the March 10 crash that killed 157 people. They found that a malfunctioning sensor sent faulty data to the Boeing 737 Max 8’s anti-stall system and triggered a chain of events that ended in a crash so violent it reduced the plane to shards and pieces. The pilots’ struggle, and the tragic ending, mirrored an Oct. 29 crash of a Lion Air Max 8 off the coast of Indonesia, which killed 189 people.

The anti-stall system, called MCAS, automatically lowers the plane’s nose under some circumstances to prevent an aerodynamic stall. Boeing acknowledged that a sensor in the Ethiopian Airlines jet malfunctioned, triggering MCAS when it was not needed. The company repeated that it is working on a software upgrade to fix the problem in its best-selling plane.

‘‘It’s our responsibility to eliminate this risk,’’ CEO Dennis Muilenburg said in a video. ‘‘We own it, and we know how to do it.’’

Jim Hall, a former chairman of the National Transportation Safety Board, said the preliminary findings add urgency to re-examine the way that the Federal Aviation Administration uses employees of aircraft manufacturers to conduct safety-related tasks, including tests and inspections — a decades-old policy that raises questions about the agency’s independence and is now under review by the U.S. Justice Department, the Transportation Department’s inspector general and congressional committees.

‘‘It is clear now that the process itself failed to produce a safe aircraft,’’ Hall said. ‘‘The focus now is to see if there were steps that were skipped or tests that were not properly done.’’

The 33-page preliminary report, which is subject to change in the coming months, is based on information from the plane’s flight data and cockpit voice recorders, the so-called black boxes. It includes a minute-by-minute narrative of a gripping and confusing scene in the cockpit.

Just one minute into Flight 302 from Addis Ababa to Nairobi in neighboring Kenya, the captain, Yared Getachew, reported that they were having flight-control problems.

Then the anti-stall system kicked in and pushed the nose of the plane down for nine seconds. Instead of climbing, the plane descended slightly. Audible warnings — ‘‘Don’t Sink’’ — sounded in the cockpit. The pilots fought to turn the nose of the plane up, and briefly they were able to resume climbing.

But the automatic anti-stall system pushed the nose down again, triggering more squawks of ‘‘Don’t Sink’’ from the plane’s ground-proximity warning system.

Following a procedure that Boeing reiterated after the Lion Air crash, the Ethiopian pilots flipped two switches and disconnected the anti-stall system, then tried to regain control. They asked to return to the Addis Ababa airport, but were continuing to struggle getting the plane to gain altitude.

Then they broke with Boeing procedure and returned power to controls including the anti-stall system, perhaps hoping to use power to adjust a tail surface that controls the pitch up or down of a plane, or maybe out of sheer desperation.

One final time, the automated system kicked in, pushing the plane into a nose dive, according to the report.

A half-minute later, the cockpit voice recording ended, the plane crashed, and all 157 people on board were killed. The plane’s impact left a crater 10 meters deep.

The Max is Boeing’s newest version of its workhorse single-aisle jetliner, the 737, which dates to the 1960s. Fewer than 400 Max jets have been sent to airlines around the world, but Boeing has taken orders for 4,600 more.

Boeing delivered this particular plane, tail number ET-AVJ, to Ethiopian Airlines in November. By the day of Flight 302, it had made nearly 400 flights and been in the air for 1,330 hours — still very new by airline standards.

The pilots were young, too, and between them they had a scant 159 hours of flying time on the Max.

The captain, Getachew, was just 29 but had accumulated more than 8,000 hours of flying since completing work at the airline’s training academy in 2010. He had flown more than 1,400 hours on Boeing 737s but just 103 hours on the Max. That may not be surprising, given that Ethiopian Airlines had just five of the planes, including ET-AVJ.

The co-pilot, Ahmed Nur Mohammod Nur, was only 25 and was granted a license to fly the 737 and the Max on Dec. 12 of last year. He had logged just 361 flight hours — not enough to be hired as a pilot at a U.S. airline. Of those hours, 207 were on 737s, including 56 hours on Max jets.

Thursday’s preliminary report found that both pilots performed all the procedures recommended by Boeing on the March 10 flight but still could not control the jet.

While Boeing continues to work on its software update, Max jets remain grounded worldwide. The CEO said the company is taking ‘‘a comprehensive, disciplined approach’’ to fixing the flight-control software.

But some critics, including Hall, the former NTSB chairman, question why the work has taken so long.

‘‘Don’t you think if Boeing knew what the fix was, we would have the fix by now?’’ he said. ‘‘They said after the Lion Air accident there was going to be a fix, yet there was a second accident with no fix. Now, in response to the worldwide reaction, the plane is grounded and there is still not a fix.’’

“Todavía no sabía ni hablar y ya estaba vendiendo periódicos”, recordó orgulloso, Eduardo Serrano de 55 años, voceador de periódicos y revistas en esta ciudad.

Ser voceador es un oficio que le apasiona y en el que se ha mantenido firme al paso de los años, pese a que hoy los tiempos son otros, pues muchos prefieren leen las noticias o los espectáculos desde la comodidad de un teléfono celular y no de manera impresa.

“En aquellos años a unos se les hacía denigrante andar vendiendo periódicos, pero al paso del tiempo nosotros vemos que es un oficio agradable, es digno, es fabuloso ser voceador porque tenemos el roce con toda la gente de todos los estratos sociales”, expresó emocionado.

Dijo que la venta de periódicos es un oficio que ejerce desde muy pequeño, pues en aquellos años sólo circulaban en la ciudad dos periódicos: EL SOL DE LEÓN y El Heraldo de León.

Antes de pronunciar sus primeras palabras, Eduardo recuerda que fue acercado por su hermano mayor al puesto de periódicos y revistas, donde comenzó su historia en este gremio.

El voceador, portavoz de la noticia

Al paso de los años creció y trabajó su primer puesto que fue afuera del mercado “16 de Septiembre” en la colonia La Garita, después frente al Seguro Social y desde hace ya 39 años atiende su caseta de periódicos y revistas en el Jardín Allende en el Barrio Arriba.

“Con la llegada de las nuevas tecnologías se merma el oficio porque con un celular tienen acceso a las noticias, pero solamente tienen condensada la noticia, no como debe de ser.

“A mucha gente todavía le gusta el periódico y la revista impresa, porque para leer no hay como tenerlo físico, verlo cuando se desea, pues una tableta no es lo mismo que un libro”, señaló.

Don Eduardo dijo que es feliz en su puesto.

“Somos los portavoces de las noticias, somos el último eslabón de todos los diarios, de todas las  revistas. Pero así como somos portadores de buenas noticias, también de malas noticias que son las más, desgraciadamente”, comentó.

Reconoció que ser voceador es un oficio noble pero también enfrenta muchas carencias.

Dijo que muchos de sus compañeros se han desanimado porque la situación que enfrenta el gremio es difícil.

“Estamos en la calle, los periódicos se venden poco y las revistas más poco, hoy el voceador tiene que matarse un poquito más para tratar de llevar el alimento a sus casas y nos hace falta seguridad social, no tenemos acceso a la vivienda ni a nada”, comentó.

Compartió que entre los proyectos que hoy tiene al frente de la Unión de Voceadores de Periódicos y Revistas de León es que la “Casa del Voceador”  que tienen desde hace siete años, sea un lugar de servicio social.

The White House and congressional investigators are hammering each other with legal action and charges of bad faith.

The showdown between the Trump White House and House Democrats reached a new level of hostility this week, as several investigative disputes veered toward federal court amid scathing rhetoric on both sides.

Three dramatic clashes between White House lawyers and congressional Democrats over the past 36 hours have created an atmosphere of total war between the president and Capitol Hill, suggesting that even modest compromise may be impossible and that protracted court fights likely are inevitable.

House Democrats threatened Tuesday to hold in contempt a Trump official who oversaw security clearances after the White House instructed him not to cooperate with Congress. Later in the day, the Trump administration refused to turn over six years’ worth of President Donald Trump’s personal and business tax returns by a 5 p.m. deadline, instead requesting more time to consult with the Justice Department. And later Tuesday, Trump said he was opposed to his current and former aides — most notably, former White House Counsel Don McGahn — testifying on Capitol Hill, escalating the showdown even further.

Those moves came a day after Trump took the dramatic step of suing the chairman of the House Oversight and Reform Committee to block a subpoena for his financial records.

White House lawyers said they are guarding the executive branch’s prerogatives against what they call politically motivated congressional inquests. But Democrats see an unprecedented — and indefensible — degree of White House defiance.

“It’s a pretty extraordinary and outlandish situation right now,” Rep. Jamie Raskin (D-Md.), a member of the House Oversight panel, said in an interview. “It’s like a curtain has fallen down over the White House.”

Since House Democrats took power in January, White House officials have resorted to a range of aggressive tactics — refusing to turn over documents, declining to send witnesses to testify and even going to federal court to protect Trump’s financial records from congressional scrutiny.

“It’s putting forth a constitutional crisis about whether the Congress can effectively perform its oversight duties,” said Morton Rosenberg, who served as legal adviser to the House general counsel.

Trump’s White House and personal lawyers have repeatedly counterpunched Democrats, using harsh and hostile terms and painting a portrait of a frantic White House under siege from an opposition party out to destroy the president.

“The Democrat Party, with its newfound control of the U.S. House of Representatives, has declared all-out political war against President Donald J. Trump,” Trump’s personal attorneys wrote in a court filing challenging a subpoena for his financial records from an accounting firm. “Democrat Party” is a term often used by conservatives that Democrats consider intentionally disrespectful.

“Instead of working with the president to pass bipartisan legislation that would actually benefit Americans, House Democrats are singularly obsessed with finding something they can use to damage the president politically,” added the attorneys, William Consovoy and Stefan Passantino.

Trump allies have echoed that partisan framing in their arguments that Democrats are making illegitimate requests.

“No one should be surprised that this White House is following a time-honored tradition of ignoring partisan subpoenas,” said a former Trump adviser who remains close to the White House.

In recent days, the White House has begun instructing current and former White House officials, including former White House personnel security director Carl Kline, to not cooperate with Congress. The White House will also try to block McGahn — who is emerging as a star witness for House Democrats — from testifying by asserting executive privilege, according to two people familiar with the plans.

Trump, for his part, told The Washington Post that the White House Counsel’s office had not made a “final, final decision.” But he indicated he had no intention of complying with House Democrats.

“There is no reason to go any further, and especially in Congress where it’s very partisan — obviously very partisan,” Trump said.

“I don’t want people testifying to a party, because that is what they’re doing if they do this,” he added.

House Judiciary Chairman Jerry Nadler (D-N.Y.) subpoenaed McGahn to appear before the panel May 21 as part of its obstruction of justice investigation into Trump. But lawmakers have raised questions about whether Trump is able to claim executive privilege on anything revealed in special counsel Robert Mueller’s report because the report is now a public document. It includes detailed testimony from McGahn, they said, which is effectively an affirmative decision by Trump to waive the privilege.

“As such, the moment for the White House to assert some privilege to prevent this testimony from being heard has long since passed,” Nadler said in a statement Tuesday. “I suspect that President Trump and his attorneys know this to be true as a matter of law — and that this evening’s reports, if accurate, represent one more act of obstruction by an administration desperate to prevent the public from talking about the president’s behavior.”

Oversight Chairman Elijah Cummings (D-Md.) said he would schedule a vote to hold Kline in contempt for refusing to comply with the committee’s subpoena for a deposition before the panel, which was scheduled for Tuesday.

Trump’s lawyers aren’t the only ones making their case in acerbic terms. Cummings released a scathing statement Tuesday ripping the Trump administration for routinely shivving congressional oversight requests.

“It appears that the president believes that the Constitution does not apply to his White House, that he may order officials at will to violate their legal obligations, and that he may obstruct attempts by Congress to conduct oversight,” Cummings said. “It also appears that the White House believes that it may dictate to Congress — an independent and co-equal branch of government — the scope of its investigations and even the rules by which it conducts them.”

Kline is accused of overriding career national security officials to approve security clearances for officials whose applications were initially denied. The allegations against him were revealed to the committee by Tricia Newbold, a whistleblower who told the Oversight Committee that Kline and others put national security at risk by granting security clearances to more than two dozen officials.

“It’s true with all of the committees — the White House is fighting each and every one,” said Ed Passman, Newbold’s lawyer. “This is just another example. It’s really disappointing because my client has come forward at great personal risk.”

In addition to Nadler and House Intelligence Chairman Adam Schiff (D-Calif.), Cummings has emerged as a leading persona non grata in Trumpworld. And now, he’s become the latest in a long line of defendants in a Trump lawsuit.

“Elijah Cummings is a gentlemen who treats everybody with decency and respect,” Raskin said. “And it seems pretty shocking to me that the president has injected this kind of negative personal tone into the whole thing.”

A contempt vote against Kline, who now works at the Defense Department, would be the first since Trump took office. That could lead Congress to ask a judge to force the administration to cooperate. It could also lead the U.S. attorney in Washington to press charges, though that’s unlikely to happen.

“This is as close to anarchy as I have seen,” said Charles Tiefer, former solicitor and deputy general counsel of the House who is now a professor at the University of Baltimore. “The administrations seems to think it has floated off into space and no longer subject to oversight.”

White House deputy counsel Michael Purpura sent a letter Monday asking Kline not to answer questions because it “unconstitutionally encroaches on fundamental executive branch interests.”

Kline’s attorney, Robert Driscoll, wrote a subsequent letter to the committee saying that Kline would not answer questions. “With two masters from two equal branches of government, we will follow the instructions of the one that employs him,” Driscoll wrote in the letter to the committee.

Democrats had hoped they would quickly receive documents and information about the Trump administration, but it has become clear that a long and frustrating fight with the president’s lawyers lies ahead. The fight could end up in court and could take several months, possibly stretching well into 2020 as the president runs for reelection.

Since 2007, Congress has held two officials in contempt — White House counsel Harriet Miers during George W. Bush’s tenure and Attorney General Eric Holder during Barack Obama’s presidency — but still failed to receive all the information it has requested.

A lawyer who worked in Obama’s White House said a White House requesting an official not cooperate is not unusual but it is unusual to do so without invoking executive privilege, which allows a president to shield certain communications from legislative and judicial branches. “It’s a very difficult situation unless they invoke executive privilege,” the lawyer said.

Nearly every House committee has launched investigations into the Trump administration, on everything from the easing of sanctions on businesses tied to a Russian oligarch to the federal government’s lease with the Trump International Hotel in Washington.

“When faced with choice of cooperation or confrontation, Chairman Cummings picked confrontation,” a spokesman for the Republican side of the Oversight panel said Tuesday, slamming Cummings for his “insatiable quest to sully the White House.”

In total, the administration has at least 30 times refused or delayed turning over documents to 12 House committees, according to House Democrats. A half dozen officials have refused to appear before five committees while two officials have refused to come in for interviews with two other committees, they say.

On Monday, Trump sued Cummings in an effort to block the Oversight Committee’s subpoena to accounting firm Mazars USA. The committee is seeking eight years of Trump’s financial records from the company.

The White House and Driscoll did not respond to a request for comment.

President Trump’s 2020 campaign has quickly created a new website as part of efforts to capitalize on a controversy that has engulfed Democratic rival Joe Biden — after the former vice president said that black Americans who have a hard time “figuring out” whether to support him or Trump “ain’t black.”

Biden made the remarks in an interview Friday morning with “The Breakfast Club,” a nationally broadcast morning talk show popular with black listeners. After host Charlamagne tha God said he had “more questions” for him before November, Biden defended his record with on issues affecting black Americans.

“I tell you, if you have a problem figuring out whether you’re for me or Trump, then you ain’t black,” he said.

Biden walked back the remarks the same day, later saying: “I shouldn’t have been so cavalier.”

“I shouldn’t have been such a wise guy,” Biden said. “… No one should have to vote for any party, based on their race or religion or background.”

But the remarks drew swift criticism from across the political spectrum, in particular from the Trump campaign — which sought to highlight the remarks.

Within hours it created www.youaintblack.com. The website, with the logo “Black Voices for Trump 2020,” quotes the remarks in massive lettering, and includes a video that repeats Biden remarks with the word “racist” over his face and a number that supporters are encouraged to text “Woke.”

“Joe Biden actually told Black Americans they ‘AIN’T BLACK’ if they support President Donald J. Trump!” the website says. “Sport this shirt and make sure NO ONE forgets the words #YouAintBlack came out of Joe Biden’s mouth!”

Despite his campaign boasting in advance of massive demand for the event, the rally at the BOK Center, which has a capacity of 19,000, drew just 6,200 people.

Even before the rally began, workers began breaking down a stage set up outside in an area set aside for what was expected to be thousands of people who could not get into the arena.

Just dozens of people gathered in that outside area by the time that Vice President Mike Pence was set to begin talking inside the arena in advance of Trump.

At the Phoenix church event on Tuesday, attendees also will have to sign a waiver for admittance, which says, “By attending this convention, you and any guest voluntarily assume all risks related to exposure to COVID-19 and agree not to hold Turning Point Action, their affiliates, Dream City Church, employees, agents, contractors, or volunteers liable for any illness or injury.”

The Phoenix City Council last week passed an ordinance requiring people 6 years and older to wear face masks in public.

“We’ve seen tremendous compliance with the mask ordinance that went into effect this weekend. Everyone attending tomorrow’s event, particularly any elected official, should set an example to residents by wearing a mask,” said Phoenix Mayor Kate Gallego in a statement.

“This includes the President,” Gallego said.

Trump has refused to wear a mask in public despite the federal Centers for Disease Control and Prevention urging all Americans to do so.

Dream City Church Pastor Luke Barnett and church Chief Financial Officer Brendon Zastrow on Monday appeared in a YouTube video saying that recently installed clean-air technology at the church “kills 99.9% of COVID-19 within 10 minutes.”

“So you can know when you come here you’ll be safe and protected,” Barnett says on the video.

“Thank God for great technology and thank God for being proactive!”

Former Trump Secretary of State Mike Pompeo accused the National Institutes of Health of trying to suppress his department’s investigation into the true origins of the coronavirus pandemic, as until recently theories that the pathogen leaked from a Wuhan, China lab were often viewed as conspiratorial.

On “The Ingraham Angle,” Pompeo remarked that outside of typical pushback within his own department from people who didn’t like him or President Donald Trump, he was also dealing with “internal debate” from the National Institutes of Health.

“[NIH] folks were trying to suppress what we were doing at the State Department as well,” he said.

NIH Director Dr. Francis Collins, an Obama appointee, recently said on Fox News’ “The Story” that he never ruled out a lab leak, but that it matched astrobiologist Carl Sagan’s mantra of “extraordinary claims require extraordinary evidence.”

Pompeo also said Anthony Fauci, who runs the NIAID under the NIH umbrella, sounded like he was spreading Chinese government talking points in daytime interviews earlier Thursday:

“To hear Fauci this morning talk about how the Chinese have an interest in us discovering what happened is just crazy talk. The Chinese have a deep interest in covering it up. They have done so pretty darn effectively,” he said.

Fauci, 80, voiced “the exact same theories that the Chinese Communist Party has presented for over a year now,” said Pompeo, adding that such corollaries appear ill-timed:

“He implies good faith for the Chinese Communist Party: We are on the 32nd anniversary of the Tiananmen Square [incident] For Dr. Fauci to go out and think the CCP cared that there were people in Wuhan who were dying… is just naïve beyond all possible imagination.”

Pompeo went on to back up reporting from Vanity Fair that said a State Department official named Miles Yu, who can speak Mandarin, was actively translating and “mirroring” documentation on the Wuhan Institute of Virology’s website in order to compile a dossier of questions about its research to the secretary.

Pompeo praised Yu, a former commander at the U.S. Naval Academy in Annapolis, Md., saying that what Yu reported was “pretty clear.

“When I received that [dossier] it was in early May [2020]. I was on TV talking about what I could get declassified at that point. We worked diligently to get them to declassify more,” he said.

“[Then-DNI Director John Ratcliffe] was a great partner in trying to do that. But there were folks all over the community who did not want to talk about this … who did not want the world to know the Chinese Communist Party was in the process of covering up several million losses of life,” the former Kansas congressman said.

Authorities said Monday that the remains of 10 people have been found in the collapse of a 12-story beachfront condominium in Florida. The Associated Press has been reporting brief descriptions of the dead and the missing. 

Police said they identified the remains of Leon and Christina Oliwkowicz, an elderly couple from Venezuela with ties to Jewish communities in Florida and Chicago. They also found the bodies of Luis Bermudez, a young man with muscular dystrophy, and his mother Ana Ortiz, who were from Puerto Rico. 

Authorities said 151 other people remain unaccounted for as rescuers search through the rubble of Champlain Towers South. Among them are Linda March, whose penthouse apartment was ripped apart, leaving her office chair and a set of bunkbeds next to the abyss.

ANA ORTIZ and LUIS BERMUDEZ 

Luis Bermudez, of San Juan, Puerto Rico, had battled with muscular dystrophy for years and used a wheelchair. The 26-year-old man lived with his mother Ana Ortiz on the seventh floor of the Champlain Towers South. 

His father, also named Luis Bermudez, texted the AP saying “my son is a hero.” He also wrote on Facebook that he could not believe he’s gone. 

“Now rest in peace and without any obstacles in heaven,” he wrote. “I will see you soon my Luiyo.” 

Ortiz, 46, had just gotten married with Frankie Kleiman. Alex Garcia, the couple’s close friend, told The Miami Herald he had set them up on a blind date. Kleiman lived with his wife and stepson on the same floor as his brother Jay Kleiman, who was in town for a funeral, and their mother Nancy Kress Levin. The Kleimans and their mother are still missing. 

Ortiz was described as a woman who was committed to giving her son the best possible life. 

“She’s a rock star. And gorgeous,” Garcia told the Herald. “And on top of that a super mom.”

Leon Oliwkowicz, 80, and his wife Cristina Beatriz de Oliwkowicz, 74, lived on the 8th floor of the condo tower for several years, according to Venezuelan journalist Shirley Varnagy, a close friend of their family. 

They were among six Venezuelan natives caught in the building’s collapse. Still missing Monday were Moisés Rodán, 28; Andrés Levine, 27; Luis Sadovnik, 28, and his wife, Nicole Langesfeld, Varnagy said. 

Varnagy said the Oliwkowicz’s daughter had been outside the building waiting for some information about their fate. Her husband answered their phone and asked to be left alone. 

The couple’s daughter, Mrs. Leah Fouhal, works as a secretary at a Jewish school in the Rogers Park neighborhood of Chicago, where the couple donated a Torah in 2019 in a procession that included a vintage fire truck, music and a giant velvet and gold crown, according to COLlive.com, an Orthodox Jewish news outlet that covers Chabad-Lubavitch communities around the world. 

Meanwhile, the parents of Rodán, Levine and Sadovnik live in Venezuela and traveled to the U.S. Friday. “Some did not have a visa, others had an expired passport, but with diplomatic collaboration they were able to arrive,” Varnagy said.

Among the missing was Linda March, who eagerly traded a cramped New York apartment for fresh air and ocean views after surviving a COVID-19 infection. She even bought a bright pink bicycle to cruise around Miami with, best friend Rochelle Laufer said. 

March rented Penthouse 4, and was using the second bedroom of the furnished apartment as her office, Laufer told The Associated Press on Sunday. 

Thursday’s partial collapse of the condominium building left the penthouse’s interior exposed, with bunk beds and an office chair still intact just inside the broken edge where the rest of the 12-story structure crumbled into a pile of debris. 

Another friend, Dawn Falco, said she had been talking on the phone with March until just two hours before the disaster. Falco said she immediately began searching for word on her friend, who she said never leaves the house “without a smile.”

“My heart is breaking as I see the office chair that she just purchased next to the bunkbeds,” Falco said. 

Florida was a new start for the 58-year-old attorney. In the past decade, she’d lost her sister and mother to cancer, her father died a few years later and she and her husband divorced. She had no children. 

“She would say to me, ‘I’m all alone. I don’t have family,’ and I would say, ‘You’re my sister, you don’t have to be born sisters. And I said you always have me,’” Laufer recounted through tears. 

Laufer said March loved the ocean views but hated the incessant noise from nearby construction and had decided to break her lease. “She was looking for another apartment when this happened,” Laufer said sadly.
