Maputo — The European Union election observation mission, which observed the 16 October general elections in Mozambique, has accused the publicly owned television channel TVM, and the pro-government daily “Noticias” of serious bias in their coverage.

The final report from the EU mission carries an analysis of press coverage of the election campaign, concluding that TVM’s reporting on the campaign was “clearly tendentious” in favour of the presidential candidate of the ruling Frelimo Party, Filipe Nyusi. 64 per cent of TVM’s presidential campaign coverage was devoted to Nyusi, 19 per cent to Daviz Simango, candidate of the Mozambique Democratic Movement (MDM), and 17 per cent to Afonso Dhlakama, leader of the former rebel movement Renamo.

The TVM coverage of the political parties was also unbalanced – 56 per cent of the time went to Frelimo, 22 per cent to Renamo, 17 per cent to the MDM and five per cent to minor parties.

The imbalance was truly startling when it came to TVM panel discussions – overwhelmingly the guests TVM chose to invite were pro-Frelimo, and hostile to both opposition parties. The EU Mission report divided the tone used in these talk shows into positive, negative and neutral. It found that all the mentions of Nyusi were positive, while nothing positive was said about the other two candidates.

80 per cent of the mentions of Dhlakama in these programmes were negative and 20 per cent neutral. For Simango, the TVM panels were unrelentingly hostile, with 100 per cent negative mentions.

As for “Noticias”, the EU report found that 60 per cent of its presidential coverage went to Nyusi, 23 per cent to Dhlakama and 17 per cent to Simango. For the parties, 60 per cent of the coverage went to Frelimo, 14 per cent to the MDM, 12 per cent to Renamo and an astounding 14 per cent to the gaggle of 27 minor parties most of whom ran no campaign at all.

The report found Radio Mozambique and the main independent media group, SOICO, much fairer in their coverage. Thus in the presidential campaign, 39 per cent of the Radio’s coverage went to Nyusi, 33 per cent to Dhlakama and 28 per cent to Simango. But Nyusi was always the first candidate mentioned in the radio newscasts.

The EU mission thought that the radio’s coverage of the parties was also “reasonably balanced” – although Frelimo took 47 per cent of the time, compared with 23 per cent each for Renamo and the MDM and seven per cent for others.

The SOICO television channel, STV, was clearly making a serious attempt at balance.

The Report found that 41 per cent of its presidential campaign coverage went to Nyusi, 32 per cent to Simango and 27 per cent to Dhlakama. As for the parties, STV gave 37 per cent of the time to Frelimo, 33 per cent to Renamo, 28 per cent to the MDM and two per cent to the minor parties.

The coverage by the SOICO daily paper, “O Pais”, came close to equality between the three presidential candidates: Simango received somewhat more coverage than either of his opponents, with 37 per cent, compared to 33 per cent for Nyusi and 30 per cent for Dhlakama.

As for the parties, “O Pais” gave 39 per cent to Renamo, 38 per cent to Frelimo, 16 per cent to the MDM, and seven per cent to the most serious of the minor parties, the PDD (Party for Peace, Democracy and Development).

At the time, Ms. Lightfoot was one of only a handful of figures willing to run against Mr. Emanuel, who was widely expected to appear on the ballot until announcing in September that he would not. As the field of candidates grew more vast, including the entrance of Ms. Preckwinkle, Ms. Lightfoot forged ahead with her campaign.

There were reasons for skepticism: Ms. Lightfoot was relatively unknown in the city’s political realm, and her ballot petition signatures were briefly challenged last year. But she surged in at least one poll in the final days before the February election, and was endorsed by The Chicago Sun-Times.

“She has the vision, values, qualifications and policies to be an effective leader for the whole city, from the hedge fund managers to the fast food workers,” the newspaper’s editorial board wrote. “She is calm, focused, principled and independent.”

In the weeks since, as the race took on a venomous tone, Ms. Lightfoot tallied up endorsements across the city, including from several of her former opponents.

Ms. Lightfoot repeatedly portrayed Ms. Preckwinkle, with whom she agrees on most major policy issues, as a part of the Democratic machine that long dominated Chicago government.

Ms. Preckwinkle was fond of noting Ms. Lightfoot’s work as a “corporate lawyer” and her service in city government under the previous two mayors. And Bridget Gainer, a county commissioner who supported Ms. Preckwinkle, said her candidate’s political experience was in fact an asset.

“We need results, not just rhetoric,” Ms. Gainer said in February. “Chicago is not a training wheels job.”

3. Giant Motors busca bajar la contaminación en la CDMX

Giant Motors, trabaja en un prototipo de taxi eléctrico para reemplazar a los actuales contaminantes vehículos de transporte de pasajeros de Ciudad de México, dijo a Reuters un ejecutivo de la compañía.

La firma se asoció con el fabricante de vehículos eléctricos Moldex, una unidad de Grupo Bimbo, y con cuatro universidades mexicanas, para producir el vehículo amigable con el ambiente que eventualmente reemplazará parte de los más de 130,000 taxis registrados en la capital mexicana, dijo Elías Massri, director ejecutivo de Giant Motors Latinoamérica.

President Biden announced Friday that the U.S. will suspend normal trade relations with Russia as part of the ongoing effort to punish President Vladimir Putin for his unprovoked war in Ukraine.

“Putin is the aggressor and he must pay the price,” Biden said in remarks from the White House, declaring that sanctions already imposed by the West are “crushing” Russia’s economy and warning that Moscow would pay “a severe price” if it deploys chemical or biological weapons in Ukraine, as the White House suggested this week it may be plotting to do.

The latest move, which came in concert with the Group of 7 and European Union, paves the way for the administration to increase tariffs on Russian imports above the levels pledged to all World Trade Organization members.

Thanking lawmakers for holding off on legislation until he could coordinate with allies, Biden announced that “each of our nations is going to take steps to deny most favored nation status to Russia,” which he said will “make it harder for Russia to do business with the United States.”

Biden’s remarks from the White House Roosevelt Room came shortly after a phone call with Ukrainian President Volodymyr Zelensky, who sought to bolster his country’s resolve in a video message on the 16th day of fighting and as Russian forces slowly move closer to the capital city of Kyiv.

Russia intensifies its assault on Ukraine, edging toward Kyiv as more Ukrainians attempt to flee the war and Biden bans Russian imports including vodka.

Zelensky tweeted that it was a “substantive” conversation that focused on the next steps of the West’s response to Russia. A short White House readout said that Biden “highlighted how the United States is continuing to surge security, humanitarian, and economic assistance to Ukraine” and updated Zelensky on the latest moves.

Biden on Friday emphasized the importance of moving in lockstep with Europe against Russia, adding that “doing it in unison with other nations that make up half of the global economy will be another crushing blow to the Russian economy that has already suffered very badly from our sanctions.”

The president fully threw his support behind a bipartisan proposal that has gained steam in Congress in recent days that would revoke Russia’s Permanent Normal Trade Relations status and direct the U.S. trade representative’s office to seek Russia’s ouster from the WTO.

The top Democrats and Republicans on the House Ways and Means Committee and the Senate Finance Committee first proposed the move in a letter Monday. House Speaker Nancy Pelosi (D-San Francisco) said that the House will take up legislation to formalize the revocation next week and that she anticipates a bipartisan vote.

Booting Russia from the WTO requires a vote and support from two-thirds of the organization’s 164 member nations. As such, most experts don’t believe it is likely to occur. But nothing prevents individual countries from revoking Russia’s WTO privileges, as Canada and Ukraine have already done.

Biden also announced a newly signed executive order banning Russian imports of seafood, vodka and diamonds. A dozen more are members of the Duma and the family of Putin’s spokesman, Dmitri Peskov.

The U.S. is not a major destination for Russian goods, which account for only about 1% of total imports. Thus, the new potential tariffs on Russian products are unlikely to have a major impact on American consumers, who are already bearing the brunt of inflation spiking to a 40-year high.

More than half of what the U.S. buys from Russia are petroleum crude and oil products. Other major imports include iron, frozen crabs and such precious metals as palladium, which is a critical component of catalytic converters.

In a joint statement by all G-7 members, the world’s leading democracies vowed to work toward barring Russia from obtaining financing from major multilateral institutions including the International Monetary Fund and the World Bank. “Russia cannot grossly violate international law and expect to benefit from being part of the international economic order,” the statement read.

When the war began more than two weeks ago, the administration focused its initial response by leveling sanctions against Russian oligarchs and the country’s banks. As support has deepened for Ukraine across the West, the U.S. and Europe have taken additional steps, expanding sanctions to Putin himself and members of his inner circle. Earlier this week, they took action to reduce their dependence on Russian energy.

On Tuesday, Biden announced the U.S. would ban imports of Russian oil, gas and coal. Europe, which is far more reliant on Russian energy, has also proposed a plan to cut its use of natural gas from Russia by two-thirds this year.

Analysts believe Washington can still go further in squeezing Russia economically. Brian O’Toole and Daniel Fried of the Atlantic Council, a Washington think tank, suggested that the U.S. could expand sanctions on major Russian state-owned banks such as Gazprombank and Russian Agricultural Bank by locking them out of the international financial system and target Russian stock markets.

Friday’s move to halt trade was largely symbolic, indicating that the U.S. doesn’t see Russia as a trading partner. But coming in coordination with European allies that trade more heavily with Russia, the move will further isolate Russia from the global trading system.

Gary Hufbauer, a trade expert at the Peterson Institute for International Economics, said even if the move is mostly symbolic, doing it legislatively would establish a significant and likely enduring precedent.

Once Permanent Normal Trade Relations “is revoked for Russia, the path will be established for congressional voices to call for revocation against China, and then, as conflicts arise, against other countries,” he said. “And once PNTR is revoked, it will take a new act of Congress to restore PNTR. This will put a burden on future presidents, since side issues will likely be attached to restoration, even when U.S. relations with the partner country are harmonious.”

The three men convicted of killing Ahmaud Arbery are set to be sentenced Friday.

A Georgia jury in November, after deliberating for about 11 hours, convicted the three white men of chasing and fatally shooting Arbery, a 25-year-old Black man who was out on a Sunday jog in February 2020.

Travis McMichael, 35, delivered the deadly shot and was convicted on all nine charges: malice murder, four counts of felony murder, aggravated assault with a shotgun, aggravated assault with a pickup truck, false imprisonment and criminal intent to commit a felony.

His father, Gregory McMichael, 65, a former Georgia police officer, was found not guilty of malice murder but was convicted on the other charges, including the felony murder counts.

The McMichaels’ neighbor, William “Roddie” Bryan, 53, was found guilty of three felony murder counts as well as charges of aggravated assault with his pickup truck, false imprisonment and criminal intent to commit a felony.

In the courtroom, Arbery’s father Marcus Arbery reflected on the loss of his son.

“The man who killed my son has been sitting in this courtroom, every single day, next to his father,” said Marcus. “I’ll never get that chance, to sit next to my son ever again, not at the table, not at a holiday.”

Arbery’s sister, Jasmine, remembered Arbery as a “big personality.”

“Ahmaud had dark skin that glistens in the son,” she said. “He had curly hair and would often like to twist it. Ahmaud had a broad nose and the color of his eyes was real, with melanin. He was tall with an athletic build and enjoyed running. Ahmaud had an appreciation for being outdoors.”

She added: “These are the qualities that made these men assume that Amaud was a dangerous criminal and chase him with guns. To me, those qualities reflect a young man full of life and energy who look like me and the people I love.”

His mother Wanda Cooper-Jones began her statement to court with a message to her son, Arbery.

“This verdict doesn’t bring you back,” she said. “But it does help bring closure to this very difficult chapter of my life. I made a promise to you, I’ll lay you to rest. I told you I love you and someday, somehow I would get you justice. Son, I love you as much today as I did the day that you were born. Raising you was the honor of my life and I’m very proud of you.”

All three men had pleaded not guilty to the nine-count state indictment. Each faces a maximum sentence of life in prison.

The three men also have been indicted on federal hate crime charges, and all have pleaded not guilty. Jury selection for that trial is set to begin Feb. 7.

Civil rights attorney Benjamin Crump, who is representing Arbery’s family, spoke in a press conference before the sentencing, calling the guilty verdict “an awakening in America.”

“What we pray for is that this is a new, precedent in America that harkens back to the words written in 1776 when we say we hold these truths, that all men are created equally,” Crump said. “We pray that we see that same spirit in a sentence of these killers, this lynch mob. We want to make sure that they don’t get a slap on the wrist.”

India on Saturday reported its highest ever single-day COVID-19 death toll, as cases continued to rise and states imposed stricter lockdowns.

India’s health ministry reported 4,187 fatalities over the past 24 hours, taking the overall death toll to just under 240,000. Cases rose by 401,078, increasing the total since the start of the pandemic to 21.9 million.

Medical experts say the real numbers of COVID-19 cases and fatalities are likely to be far higher than official tallies.

Tamil Nadu, known for its automobile manufacturing including BMW (BMWG.DE), Daimler (DAIGn.DE), Hyundai (005380.KS), Ford (F.N), Nissan (7201.T) and Renault (RENA.PA), said it would move from a partial to a full lockdown on Monday, stopping public transport and shutting state-run alcohol retailers.

Neighbouring Karnataka state extended a total shutdown late on Friday. The state capital Bengaluru is a major tech hub, home to major offices of companies including Google (GOOGL.O), Amazon (AMZN.O) and Cisco (CSCO.O).

India is yet to impose a national lockdown as it did during its first wave last year, but around half of all its states have imposed a total shutdown. The rest are under a partial shutdown.

Though it is the world’s biggest vaccine maker, India is struggling to produce and distribute enough doses to stem the wave of COVID-19.

Although the country has administered over 167 million vaccine doses, its rate of inoculation has fallen sharply in recent days and only around 2% of its 1.4 billion people have received the two doses needed to be fully immunised.

A CRISIS IN THE SOUTH

While cases in the country’s northern and western areas have borne the brunt of the pandemic, southern states including Karnataka and Tamil Nadu have seen infections surge.

The second wave of the coronavirus pandemic in India has brought the healthcare system to the brink of collapse, with patients dying due to lack of oxygen or access to hospital beds.

Prime Minister Narendra Modi has been criticised for his handling of the oxygen shortage, though the government says it is doing all it can.

Tamil Nadu chief minister M.K. Stalin said in a letter to Modi late on Friday Tamil Nadu’s medical oxygen demand could double in the next two weeks.

“The availability of oxygen in Tamil Nadu is very very critical,” Stalin said, adding that 13 patients died in a hospital on the outskirts of Chennai due to the lack of oxygen.

Californians will decide on Tuesday whether to keep Gavin Newsom in office as a recall election that has left the Democratic governor fighting for his political life draws to a close.

The gubernatorial recall effort is only the second in California’s history to make it on to the ballot and a rare chance for Republicans to seize control in a deep blue state. Voters are being asked two questions: should Newsom be removed from office, and, if he is recalled, who should take his place? Millions of Californians have already cast their ballots, either by mail or at early voting locations, and registered voters will have until Tuesday evening to make their choice, in a special election that is costing the state $276m.

Newsom, who has been a broadly popular governor since he was elected in 2018, found himself in a peculiar position after a Republican-led recall effort gained steam amid the worst of the state’s pandemic.

He appeared confident heading into the final stretch, spending Monday campaigning with Joe Biden. Polls that had signaled peril for him during the summer have recently given him a more comfortable lead. Meanwhile, the leading Republican challenger, the rightwing radio host Larry Elder, has been laying a groundwork of misinformation to falsely imply that the election, if he loses, was rigged against him.

Early returns show that of those who have already cast their votes, most have been Democrats who are likely to oppose the recall. More Republicans are expected to vote in person on election day.

No major Democratic candidates are running against Newsom, who has encouraged supporters to leave the question of his replacement blank on their ballots. If even a hair more than 50% of voters opt to boot the governor, Elder or any other challenger with a plurality could take office and upend politics in an overwhelmingly Democratic state.

Such an outcome would cause national reverberations by placing a potentially antagonistic Republican leader at the helm of the nation’s most populous and economically productive state, and potentially dooming Democrats ahead of the midterm elections. The implication that a Republican could unseat a Democrat in deep-blue California would fuel criticism that the party is out of touch with voters. An upset in the Golden state “could also encourage recall elections potentially around the country”, said Mindy Romero, who heads the California Civic Engagement Project at the University of Southern California.

After initially dismissing the recall as a Republican-led distraction, Democrats and Newsom’s campaign have pivoted in recent weeks to characterizing it as a referendum on Trumpism in California, one with “life or death” consequences. Voters who remained lukewarm on Newsom said they still saw him as the better of bad choices. “I’m with a lot of people who might like to recall Gavin, but aren’t necessarily in favor of having Larry Elder in there,” said John Friedrich, a retiree living in Stockton, California, about an hour south of the capital, Sacramento.

“There’s just all kinds of stuff going on this past year – just devastating stuff,” he added. “Any governor would have a tough job.”

A doctor whose wife was killed in Saturday’s synagogue attack had started emergency CPR on her — unaware of who he was helping, according to a family friend.

Shooting victim Lori Gilbert-Kaye, 60, had been with her husband celebrating Passover at the Chabad of Poway Synagogue near San Diego when authorities say gunman John T. Earnest, 19, burst in and opened fire with “an AR-type weapon.”

Unaware that his wife had been fatally wounded when she leaped in front of Brooklyn-born Rabbi Yisroel Goldstein, saving his life, her physician-hubby raced over to help victims of the bloodbath.

He started emergency CPR on one woman — unaware she was his wife, family friend Dr. Roneet Lev told The San Diego Union-Tribune.

The doctor fainted when he realized the victim was his spouse, Lev said.

Lev said Gilbert-Kaye, the mom of a 22-year-old daughter, had gone to the synagogue also to say Kaddish, a Jewish prayer for the dead, for her own mother who had recently passed away.

“The irony is people will be saying it for her now,” Lev, director of emergency operations at San Diego’s Scripps Mercy Hospital, told the paper.

“God picked her to die to send a message because she’s such an incredible person.

“He took her for a higher purpose to send this message to fight anti-Semitism.”

Earnest was arrested after the shooting, which also injured three others, including the rabbi and an 8-year-old girl.

An online manifesto suggests he was inspired by the mass shooting at a New Zealand mosque that killed 50 Muslims on March 15.

Fully vaccinated Americans can now safely shed their masks and skip social distancing, the U.S. Centers for Disease Control and Prevention said this week, sparking a flurry of questions about how the new guidelines will be implemented at businesses, schools and other places where fully vaccinated and unvaccinated people mingle.

“We have all longed for this moment when we can get back to some sense of normalcy,” CDC Director Dr. Rochelle Walensky said Thursday. “Based on the continuing downward trajectory of cases, the scientific data on the performance of our vaccines and our understanding of how the virus spreads, that moment has come for those who are fully vaccinated.”

The CDC’s recommendations are guidance — not a mandate — and it’s up to states whether to adhere to them.

Gov. Gretchen Whitmer said Friday that Michigan will follow the federal recommendations, announcing that as of Saturday morning anyone who is fully vaccinated can shed their masks in public — both indoors and outdoors.

Here’s what it all means.

What does the CDC guidance say?

MASKS AND SOCIAL DISTANCING: Fully vaccinated people can go out — even in crowds — without wearing a mask or social distancing and “resume activities that you did prior to the pandemic,” the CDC says.

You can take off your mask in most places, indoor and outdoor, though there are exceptions. At hospitals and other health care settings, mask requirements still apply to staff, patients and visitors, no matter the person’s vaccination status.

The same goes for when you’re using public transportation such as planes, trains and buses, and at prisons, jails and homeless shelters.

Businesses, libraries and other establishments also can require you to wear masks even if you’ve been vaccinated, and can still ask you to maintain up to 6 feet of social distance at their discretion. 

TRAVEL: Planning to take a summer vacation? If you’re fully vaccinated and traveling in the U.S., you do not need to get a COVID-19 test before or after you go on your trip or self-quarantine afterward.

Two people are dead and another person is in critical condition after a shooting at a church in White Settlement, west of Fort Worth, officials said.

White Settlement police were called about 10 a.m. to the West Freeway Church of Christ at 1900 South Las Vegas Trail, where three people were treated for gunshot wounds.

MedStar spokeswoman Macara Trusty said two of the wounded people — one of whom was the shooter — died at a hospital.

Paramedics resuscitated the third person, who went into cardiac arrest on the way to a hospital. That person remained in critical condition.

Two other people were treated and released at the scene for minor injuries they suffered when they hit their heads while they were ducking for cover, Trusty said.

Fort Worth Fire Department spokesman Mike Drivdahl said the emergency response began when gunfire was reported at the church.

Fort Worth police and fire personnel were assisting at the scene as witnesses were interviewed, and agents with the FBI and Bureau of Alcohol, Tobacco and Firearms were also investigating.

“Our hearts and prayers go out to all the families that were affected by this incident,” Drivdahl said. “We’ll continue to pray for them and continue to do everything we can for them.”

The shooting was captured on a live stream of Sunday’s worship service. In the video, which is no longer available on the church’s Youtube channel, a person stands and pulls out what appears to be a shotgun, then fires twice before someone toward the back of the sanctuary returns fire.

Some congregants holding guns rushed toward the shooter, while others ducked under church pews.

Gov. Greg Abbott called the shooting an “evil act of violence” in a statement Sunday afternoon.

“Places of worship are meant to be sacred, and I am grateful for the church members who acted quickly to take down the shooter and help prevent further loss of life,” Abbott said. “Cecilia and I ask all Texans to join us in praying for the White Settlement community and for all those affected by this horrible tragedy.”

Texas Attorney General Ken Paxton’s office tweeted asking for prayers for the victims and their families and said the office would assist however they’re needed.

Authorities did not release any information about a possible motive in the shooting. Erin Nealy Cox, U.S. Attorney for the Northern District of Texas, said details about the shooter are under investigation.

“No one should be subjected to gunfire in a house of worship,” Nealy Cox said in a tweeted statement.
