Two hikers who had been missing for nearly five days on their way to reach California’s Cucamonga Peak have been located, officials said Thursday.

Gabrielle Wallace, 31, and Eric Desplinter, 33, were spotted by an aviation crew, according to the San Bernardino County Sheriff’s Department. A search team followed two sets of footprints in Cucamonga Canyon that led them to a camp fire — and two people.

“It is confirmed these were the two hikers that had been lost for nearly five days,” the department posted on Facebook.

Early Thursday morning, a rescue team was preparing to hoist the pair out one at a time. They will be flown to a nearby fire station, where they will be reunited with their families.

Volunteers have been searching an area of about 19,000 acres looking for the pair since they were reported missing in the snowy mountains over the weekend. The hike to Cucamonga Peak takes nearly four hours and spans 7 miles from Mount Baldy, according to Google Maps

The duo was last seen by other members of their group at about 10 a.m. Pacific time Saturday. They were reported missing at 8 p.m. after they did not make it home an hour earlier as intended, according to a news release from San Bernardino County Sheriff’s Department.

They were believed to have little food and water.

France is to become the first country in Europe to introduce a tax on tech giants like Facebook, Amazon and Google. The move has upset the US.

So how does it work, what are other countries doing and what could the impact be on these huge companies?

What is the new digital tax?

The French government has approved a 3% tax on large tech companies’ local revenues. This is their total sales in France, rather than the profits they make.

It will apply to tech companies with global sales of over £674m (€750m), and which make more than £22.5m (€25m) a year in France. The government argues they pay little or no tax in France.

The tax will target tech firms that put other companies in touch with customers (like Amazon), digital advertising, and the sale of data for advertising purposes.

The law will be backdated to 1 January 2019.

What will this mean for tech companies?

French Finance Minister Bruno Le Maire has said that about 30, mostly US-based companies, will be hit with the new tax.

It’s thought it will apply to just one French company, advertising firm Criteo, as well as some Indian, British and Chinese firms.

The new tax is expected to raise £360m (€400m) for the French government in 2019, after which it could grow.

Some have argued that it could go even further, given tech companies’ huge incomes.

Jessie Denton, a Paris-based tax lawyer, said the French tax is more of a “symbol” than an effective tax measure. She said the amount it will raise for the French government is below what they’d like from the digital economy.

The move has not been well received in the US, where many of the companies are based, with claims they are being unfairly targeted.

President Donald Trump has ordered an investigation into the tax – which could result in retaliatory tariffs.

Where do tech giants pay tax at the minute?

Global tech companies have been accused of finding ways to avoid tax. It is said they do this by paying most of their taxes in the EU countries where they have headquarters, rather than where they make their sales.

Often, they have offices in countries like Ireland or Luxembourg, where there are very low tax rates.

It can mean the firms end up paying very little tax in countries such as France or the UK, despite having lots of customers there.

For example, Amazon UK’s 2017 tax bill totalled £1.7m, or less than 0.1% of its £2bn turnover.

But big US tech companies, including Amazon, have consistently argued they are paying all the tax they are required to under law.

What do people think of the French tax?

Following the gilets jaunes (“yellow vests”) anti-government protests, French President Emmanuel Macron said businesses must pay their fair share of tax.

Protests included a blockade at an Amazon warehouse in the southern town of Montélimar, on Black Friday last November.

But critics have warned that the new tax could undermine the government’s efforts to create a “start-up nation”.

Paris Mayor Anne Hidalgo oversaw a former railway station being converted into the world’s largest incubator for tech companies.

Foreign visas for tech entrepreneurs have been overhauled to make it easier to work there.

Some economists have also suggested that the new tax could be hard to collect.

That’s because it’s meant to apply to income generated from French customers. But, that data isn’t stored anywhere centrally.

What are other countries doing?

The United Kingdom, Spain and Italy are all looking at introducing their own versions of a digital tax.

In the UK, digital companies will be taxed 2% of their revenues, from April 2020. It will apply to companies with revenues of £500m worldwide and is expected to raise about £400m a year.

The question of taxing digital companies has been an issue in the UK for some time.

In 2018, the UK retail sector lost around 70,000 jobs and saw companies like Debenhams and M&S announce plans to shut hundreds of shops. Increasing internet sales were a major factor, according to the Housing, Communities and Local Government Committee.

Labour leader Jeremy Corbyn recently sent Amazon a birthday card wishing it “many happy tax returns” on its 25th birthday.

Earlier this year, the European Commission also outlined proposals for a 3% tax on the revenues of large internet companies, with global revenues above €750m (£675m) a year.

But, critics fear an EU-wide tax could breach international rules on equal treatment for companies around the world.

And EU tax reforms need the backing of all member states to become law.

Japan, Singapore and India are reportedly planning similar schemes of their own.

Any tax measures introduced by individual countries will stay in place until a global agreement is reached.

The Organisation of Economic Development and Co-operation (OECD), an international economic organisation, is hoping to come up with a solution by the end of 2019.

Businesses large and small are grappling with how to adapt to the Centers for Disease Control and Prevention’s surprise guidance on Thursday that Americans who are vaccinated against COVID-19 can hang up their masks.

The CDC’s announcement that people who are fully vaccinated can go maskless indoors is leaving companies across the country scrambling over how to align the new recommendations with their own safety practices, including whether to treat inoculated customers and employees differently from people who have yet to get their shots.

Some of the nation’s largest retailers said Friday they have no immediate plans to change their policies and would continue requiring both customers and workers to wear masks while on the premises. Other businesses said they’re re-evaluating their protocols, while tourism players like Disney are chomping at the proverbial bit to ease mask rules for visitors. Grocery chain Trader Joe’s became the first prominent U.S. retailer Friday to drop its mask policies for vaccinated shoppers.

Then came Walmart, the country’s No. 1 retailer, with more than 4,700 stores in the U.S. Walmart said in a memo to employees that as of Friday vaccinated customers can shop without masks. Fully vaccinated employees will be able to work without masks as of May 18, although workers who haven’t been fully vaccinated will still need to wear masks, it added. The company also said it is giving $75 bonuses to vaccinated workers as “a thank you for getting vaccinated,” but employees will need to provide proof of vaccination to get the money.

“We will continue to request that non-vaccinated customers and members wear face coverings in our stores and clubs. We will update the signage in our facilities to reflect this,” the memo to both Walmart and Sam’s Club employees said.

No mask, no service

Kroger, the largest U.S. supermarket chain, said the company would still require everyone in its stores to wear masks and continue to encourage social distancing. The company also said it is reviewing the CDC’s latest guidance to develop “the next phase of our policy.”

Retailers Home Depot and Target also said they would maintain their coronavirus policies for now, including demanding that customers and workers wear masks and continue to social distance.

“Target will continue to require all of our coronavirus safety measures in all stores, including masks and social distancing, while we review [Thursday’s] guidance from the CDC and re-evaluate the guidance we offer our team and guests,” a spokesperson said in a statement to CBS MoneyWatch.

Macy’s, Starbucks and other major retailers are also weighing the guidance before ditching their mask requirements.

Fully vaccinated people don’t need masks: CDC…

05:51

The decision by some businesses to continue enforcing mask policies is understandable given the ongoing health risks and public sensitivities about getting vaccinated, said Helen Rella, an employment and labor attorney at law firm Wilk Auslander.

“Unfortunately, in retail settings that are open to the public, there is no way to determine if patrons are vaccinated short of asking for proof prior to entry, which is not likely to happen,” she said.

Roughy 36% of people in the U.S. are fully vaccinated and have received CDC-issued vaccine cards as proof. But scammers also have seized the opportunity to forge the low-tech cards, as well as sell stolen authentic cards to unvaccinated individuals.

“Very big news” for Disney

Walt Disney CEO Bob Chapek celebrated the CDC’s new guidance and said he expects it to have an immediate effect on business.

The health agency’s revised guidelines are “very big news for us, particularly if anybody’s been in Florida in the middle of the summer with a mask on,” Chapek told investors in an earnings call on Thursday after the CDC change in policy was revealed. “We’ve already started to increase our capacities” at Disney attractions, added Chapek, who predicted that the relaxed recommendations would quickly boost attendance at Disney’s theme parks, water parks and other venues.

Rival amusement park operator Six Flags Entertainment said in an email to CBS MoneyWatch that the company is reviewing the new CDC guidance and would adjust its mask policy “with the health and safety of our guests and team members top of mind.”

Six Flags currently requires all guests over age 2 to wear face masks at its 27 amusement parks across North America.

CDC Director Walensky on new mask guidelines

05:33

Casino operator Wynn Resorts was among the first businesses to tell guests they can stop wearing masks, citing the CDC’s new guidance.

“Beginning this evening, Wynn Las Vegas and Encore will communicate to guests that they are not required to wear a mask if they are fully vaccinated and are required to wear a mask if they are not. The resort trusts guests to take the appropriate precautions based on their personal vaccination status,” the company said in a statement Thursday.

The same policy applies to Wynn’s employees, the company said.

Despite the urgency to ease COVID-19 protocols by some businesses, a union representing 1.3 million food and retail workers said the CDC’s latest guidance could put its members at risk. The new policy fails to consider the safety of workers across the country who must deal directly with the public in stores and supermarkets, the United Food and Commercial Workers said in a news release.

Frontline workers are again being put in the position of having to police whether customers are following public safety rules — in this case enforcing mask-wearing among the unvaccinated, according to the labor group.

“While we all share the desire to return to a mask-free normal, [the CDC] guidance is confusing and fails to consider how it will impact essential workers who face frequent exposure to individuals who are not vaccinated and refuse to wear masks,” Marc Perrone, the UFCW’s international president, said in a statement.

Trader Joe’s: “We trust our customers”

The supermarket chain Trader Joe’s became one of the first big-name retailers on Friday to drop mask requirements for customers who are fully vaccinated. The company has 530 stores in the U.S., and masking remains a must for employees.

A spokeswoman for grocer told CBS MoneyWatch explained the new policy thusly: “In accordance with CDC guidelines, customers who are fully vaccinated are no longer required to wear masks while shopping in our stores. We do not require proof of vaccination, as we trust our customers to follow CDC guidelines. At this time, masks are still required for our Crew Members.”

Costco: Local rules apply

At Costco’s nearly 560 stores across the country, it’s the local rules that matter. Craig Jelinek, president and CEO of the membership-only retailer said in a statement Friday that fully vaccinated members and guests can enter without face masks or face shields at Costco stores where the state or local jurisdiction does not have a mask mandate.

In those Costco locations where state or local mask mandates remain in place, masks are still required, Jelinek said.

The Trump administration has agreed to settle a lawsuit with a dozen Central American families who challenged the government’s cancellation of a program that was designed to reunite children in that region with their parents living in the U.S.

As a result, some 2,700 children living in Central America may be allowed to enter the U.S. at a time when the Trump administration is actively trying to dissuade other migrants from attempting to come to this country.

The program, called the Central American Minors program, was initiated during the Obama administration in 2014 in response to a surge of unaccompanied minors who sought to join their parents. Minors in Central America who had parents residing legally in the U.S. were eligible to apply for permanent residence as refugees, or for parole — a designation allowing someone to legally reside in the U.S. Over 1,335 minors arrived in the United States, according to a 2018 court order.

That order followed the Trump administration’s termination of the program in August 2017. The government also rescinded parole for about 2,700 minors who already had been conditionally approved, but had not yet traveled to the U.S.

The International Refugee Assistance Project and the law firm Arnold & Porter Kaye Scholer LLP, filed suit on behalf of the families whose children essentially were in the pipeline when the administration canceled the program. The plaintiffs alleged that there was a “secret shutdown” of the program in the early days of the Trump administration, even as the government continued to solicit and accept funds from applicants to pay for medical examinations and travel to the U.S.

U.S. Magistrate Judge Laurel Beeler ruled in December 2018 that the administration’s mass revocation of the conditional approvals for the minors was illegal. In a March 1 ruling, she ordered the government to resume processing the children. But she did not compel the Department of Homeland Security to “reach any particular outcome with respect to the processing of any individual beneficiary.”

Under the terms of the settlement, the United States Citizenship and Immigration Service “agrees to process the approximately 2,700 individuals who were conditionally approved for parole prior to the CAM Parole program’s termination and then issued rescission notices, as well as any later born children who are classified as add-ons.”

According to a statement announcing the settlement, the International Refugee Assistance Project said, “The government anticipates most applicants will be approved for parole and allowed to travel to the U.S.”

One plaintiff, identified in court documents only as “S.A.,” had applied on behalf of her daughter and grandchild.

“My heart jumps and cries for joy because there are so many who need to escape danger. I have faith that I will be together with my daughter and grandson soon,” she said in the IRAP statement.

“We are so pleased that after many years apart our clients will finally have the opportunity to reunite with each other in safety,” said IRAP Litigation Staff Attorney Linda Evarts.

The Justice Department did not immediately respond to an email request for comment.

White House Press Secretary Jen Psaki sidestepped a question Wednesday regarding whether the Biden administration would have publicly disclosed a vaccinated staffer’s recent breakthrough COVID-19 case if it hadn’t been reported in the press.

Psaki confirmed Tuesday there have been multiple breakthrough positive COVID-19 test results among vaccinated staffers, shortly after news outlet Axios reported that an unnamed White House official and a staffer for House Speaker Nancy Pelosi had tested positive following an event last week.

When asked during a press gaggle Wednesday if the White House would have disclosed the case regardless of Axios’ report, Psaki did not directly respond. She said the White House will disclose cases involving individuals who were in close contact with top officials going forward.

“Because of our commitment to transparency, what we’re going to be providing moving forward are updates on any White House official who tests positive for COVID-19 that the White House medical unit deems as having close contact with the president, vice president, first lady, or second gentleman,” Psaki said. “That will be up to the White House medical unit based on the criteria of the CDC.”

VACCINATED PELOSI AND WHITE HOUSE STAFFER TEST POSITIVE FOR COVID-19

“At no point has the president been required to change his behavior or self-quarantine due to close contact with an individual who tested positive for COVID,” she added.

White House staffers were informed of the new policy by email earlier in the day. Relevant details regarding positive cases will be disclosed to the press, as will the name of the infected individual if they allow it.

The White House’s COVID-19 protocols drew renewed scrutiny this week after it was revealed that Vice President Kamala Harris tested negative after meeting with several Texas House Democratic lawmakers who recently contracted the virus. Harris’ office said she was not in close contact with the infected lawmakers and did not have to self-isolate.

Psaki noted that with approximately 2,000 individuals on the White House grounds each day, breakthrough cases among vaccinated staffers “will occur, just like they occur across the country.”

“They have occurred, they will continue to occur. We’re prepared for that,” Psaki said. “As the instance yesterday shows, cases in vaccinated individuals are typically mild or asymptomatic. This is one more reminder of the efficacy of the covid-19 vaccines against severe illness or hospitalization.”

The press secretary said the White House would continue to follow the CDC’s public health guidance to inform its own COVID-19 protocols.

Flames from the Dixie Fire spread through the Greenville community of Plumas County. | AP Photo/Noah Berger

The Dixie Fire burning in two Northern California counties is now the largest single wildfire in recorded state history, exploding in size overnight as drought-stricken lands continue to fuel the flames.

The fire, which has burned for 23 days and forced mass evacuations, razed the Gold Rush town of Greenville on Thursday, destroying 91 buildings and damaging five others. Smoke from the blaze has blown to lower parts of Northern California, including the state capital of Sacramento where the air quality index on Friday reached “unhealthy” levels.

The troubling development reflects not just the dire effects of climate change and neglected forest management, but also that the electric grid remains prone to sparking wildfires. Pacific Gas & Electric disclosed last month that its equipment may have caused the catastrophic blaze.

The Dixie Fire is eerily similar to the 2018 Camp Fire, the deadliest and most destructive blaze in state history — and sparked by PG&E. The two fires started less than 10 miles apart from each other in the Feather River Canyon, a heavily wooded area with decrepit transmission lines.

The Camp Fire leveled the towns of Paradise and Concow, destroying nearly 19,000 structures and killing 85 people. The blaze pushed PG&E to seek Chapter 11 bankruptcy protection. Last summer, the utility pleaded guilty to manslaughter charges for the disaster.

By Friday morning, the Dixie Fire had burned 432,813 acres and was just 35 percent contained, according to the California Department of Forestry and Fire Protection. The blaze’s overnight growth gave it the grim distinction of becoming the largest standalone fire in state history, but it still ranks behind two multi-fire conflagrations.

The lightning-ignited 2020 August Complex burned over 1 million acres in seven counties, and the 2018 Mendocino Complex burned more than 459,000 acres in four counties. The latter was infamously caused by a man trying to plug a wasp’s nest with a hammer and stake.

Last week, the Shasta County district attorney said PG&E was “criminally liable” for the 2020 Zogg Fire that killed four people and burned over 56,000 acres. A formal complaint in that case is expected to be filed by the end of September. Earlier in the year, the Sonoma County DA hit PG&E with fire-starting and emissions charges in connection with the 2019 Kincade Fire that burned nearly 78,000 acres and injured four people.

The Dixie Fire has prompted progressives to renew calls for PG&E accountability, with members of the Reclaim Our Power campaign flooding the phone lines during Thursday’s California Public Utilities Commission meeting to urge the agency to increase oversight and enforcement of the company. Activists also want the commission to revoke PG&E’s safety certificate, which is required to access the state’s $21 billion wildfire insurance fund.

Warm temperatures, low humidity and high winds continuing to challenge firefighters working to extinguish the blaze. The Butte County and Plumas County DAs are probing PG&E over the Dixie Fire, although Cal Fire has not yet officially announced the blaze’s cause.

Critics accused President Donald Trump of playing to anti-Semitic tropes during a speech Saturday in Florida at a conference sponsored by the Israeli-American Council, where he said many Jewish Americans do not “love Israel enough.”

“We strongly denounce these vile and bigoted remarks in which the president – once again – used anti-Semitic stereotypes to characterize Jews as driven by money and insufficiently loyal to Israel,” said Halie Soifer, the executive director of the Jewish Democratic Council of America, in a statement.

Soifer’s group is currently running an ad that calls Trump the “biggest threat to American Jews,” and she said his comments Saturday “only reinforce” that belief.

In his address, Trump said the “Jewish State has never had a better friend in the White House” than himself, and he listed his acts since taking office, which he thought demonstrated that friendship.

As he discussed his choice of David Friedman as the U.S. ambassador to Israel, Trump told the crowd in Hollywood, Florida, “We have to get the people of our country, of this country, to love Israel more.”

“We have to get them to love Israel more because you have people that are Jewish people, that are great people – they don’t love Israel enough. You know that.”

KITCHENER, ONTARIO— Dejero announced that Noticias MundoFox has adopted its portable Live+ 20/20 Transmitters for its mobile news teams. As one of the newest Spanish-language television networks in the U.S., Noticias MundoFox is building its entire electronic newsgathering capability on the Dejero Live+ Platform.

Using the Dejero Live+ 20/20 Transmitters, Noticias MundoFox news crews are able to encode and transmit live or prerecorded, HD or SD video using any combination of 3G/4G/LTE cellular networks, Wi-Fi, Ethernet, or satellite links.

“Budget is always a large consideration for a start-up news network. From the beginning, we’ve been committed to operating as cost-effectively as possible without compromising on the quality, immediacy, or completeness of our news coverage,” said Armando Acevedo, director of operations, Noticias MundoFox. “The ability to cover live, breaking news from the source is a critical differentiator but can also be a major expense area, especially if the station has to maintain costly satellite vehicles.”

MundoFox has deployed a Live+ 20/20 Transmitter at each of its news bureaus in Mexico City, Washington D.C., Chicago, and New York City, with two Dejero Live+ Broadcast Servers installed in the network’s headquarters in Los Angeles. With feeds coming into the servers from the Live+ 20/20 Transmitters, operators can access the content and route it as required for playout to a live broadcast, or archive it for use in a later production.

In its first year of operation, Noticias MundoFox has used the Live+ 20/20 Transmitters for live HD coverage of some of the world’s most high-profile events, including the resignation of Pope Benedict and the subsequent election of Pope Francis, memorial events for Nelson Mandela, the election of President Obama to a second term, and the election of Mexican President Enrique Peña Nieto.

“He leído diferentes cosas en diferentes momentos.
