MOSCOW (Reuters) – The Kremlin said on Monday that Washington would need Russian consent to publish transcripts of phone calls between U.S. President Donald Trump and his Russian counterpart Vladimir Putin.
Congress is determined to get access to Trump’s calls with Putin and other world leaders, the U.S. House Intelligence Committee’s chairman said on Sunday, citing concerns that the Republican president may have jeopardized national security.
Asked about those comments, Kremlin spokesman Dmitry Peskov told reporters Russia would be prepared to discuss the issue with Washington if it sent Moscow a signal, but that such disclosures were not normal diplomatic practice.
“Of course their publication is to some extent only possible by mutual agreement of the parties. This is a certain diplomatic practice,” Peskov said.
“To be more specific, perhaps, diplomatic practice in general does not envisage their publication. If there are some signals from the Americans, then we will discuss (them).”
The Democratic-led House last week launched an impeachment inquiry into Trump in the aftermath of a whistleblower complaint alleging that Trump had solicited interference by Ukraine in the 2020 U.S. election for his own political benefit.
The White House released a memo summarizing Trump’s July 25 phone call with Ukrainian President Volodymyr Zelenskiy after the allegations set off a U.S. domestic political storm.

Vindman, a Ukraine specialist on the National Security Council (NSC), has not yet been formally contacted by House impeachment investigators about public testimony but has said he is willing to, ABC News reported Thursday, citing a source familiar with his thinking.
“I was concerned by the call. I did not think it was proper to demand that a foreign government investigate a U.S. citizen, and I was worried about the implications for the U.S. government’s support of Ukraine,” Vindman said in his opening statement.
“I realized that if Ukraine pursued an investigation into the Bidens and [natural gas company] Burisma, it would likely be interpreted as a partisan play, which would undoubtedly result in Ukraine losing the bipartisan support it has thus far maintained,” he added.
Vindman is the first witness to have been personally present for the call. He reportedly testified that he took his concerns to John Eisenberg, the NSC’s top lawyer, during a meeting that also included NSC attorney Michael Ellis. Eisenberg reportedly suggested moving the call transcript to a system for classified, sensitive national security information.
The House is seeking to depose Ellis and Eisenberg next week, although it is unclear whether they will comply, according to ABC.
The Hill has reached out to Vindman’s attorney for comment.
WASHINGTON (Reuters) – The U.S. government was to begin a partial shutdown at midnight on Friday after Republican senators failed to muster the votes needed to approve $5 billion that President Donald Trump wants for a border wall fiercely opposed by Democrats.
Trump sought to blame Democrats, who responded by reminding him that he said last week he would be “proud” to shut down key parts of the federal government in order to get funding for a wall on the U.S. border with Mexico.
“We’re going to have a shutdown. There’s nothing we can do about that because we need the Democrats to give us their votes,” Trump said in a video posted to his Twitter account about two hours before a midnight deadline to pass a stop-gap spending bill. “The shutdown hopefully will not last long.”
Republican and Democratic senators had this week reached a deal on short-term funding legislation that did not include the $5 billion Trump wants, but the president said on Thursday he would not sign it.
The shutdown was the latest evidence of dysfunction in Washington and does not bode well for next year, when Democrats will have a stronger hand as they take control of the House of Representatives.
“President Trump has thrown a temper tantrum and now has us careening toward a ‘Trump shutdown’ over Christmas,” Senate Democratic leader Chuck Schumer said on the Senate floor.
“You’re not getting the wall today, next week or on January 3rd, when Democrats take control of the House,” Schumer added.
Hours before the midnight deadline, lawmakers met Vice President Mike Pence and other White House officials in a last-ditch effort to find a compromise funding bill acceptable to both political parties and Trump.
But they were unable to reach a deal, and the House of Representatives and the Senate adjourned, ensuring a partial shutdown.
Talks between Trump’s team and Republican and Democratic leaders were expected to continue over the weekend. The Senate was set to return from recess at midday on Saturday, although it was not clear if it would have any new proposals to consider.
Three-quarters of federal government programs are fully funded through next Sept. 30, including those in the Defense Department, Labor Department and Health and Human Services.
Funding for all other agencies, including the departments of Homeland Security, Justice and Agriculture, was set to expire at midnight on Friday (0500 GMT).
A partial shutdown begins with affected agencies limiting staff to those deemed “essential” to public safety.
‘PROUD’
Whenever there is a government shutdown, Republicans and Democrats typically fight to blame each other.
Trump’s efforts to do that this week were undermined by his own comments during a televised argument with Schumer in the White House on Dec. 11.
“I am proud to shut down the government for border security, Chuck, because the people of this country don’t want criminals and people that have lots of problems and drugs pouring into our country,” Trump said then. “I’ll be the one to shut it down.”
Before the House and Senate adjourned on Friday, negotiators were discussing $1.6 billion for a range of border security measures – not specifically for a wall – and retaining financial assistance for areas hit by natural disasters that was added by the House, a Republican Senate aide said.
That $1.6 billion would only be $300 million more than the amount that both parties in the Senate approved in a temporary funding bill on Wednesday, only for Trump to reject it.
Trump made a wall along the U.S.-Mexican border to combat illegal immigration and drug trafficking a key campaign promise in the 2016 election, when he said it would be paid for by Mexico.
He sees it as a winning issue for his 2020 re-election campaign. Democrats oppose the wall, calling it unnecessary and ineffective.
Republican Senators Lamar Alexander and Marco Rubio expressed frustration with what they said was Trump’s shifting position.
Rubio said that earlier in the week Republican senators went with the bipartisan funding bill because Pence had told them the White House was open to such a proposal.
“We had a reasonable path and there was every indication from the president that he would sign it,” Alexander said.
In a series of early-morning tweets on Friday, Trump called on Senate majority leader Mitch McConnell to use a “nuclear option” to allow a Senate vote on legislation with a simple majority, rather than the standard “supermajority” of 60 votes.
But there was not enough support among Republican senators to do so.
The possibility of a government shutdown fed investor anxieties and contributed to another down day for U.S. stocks on Friday. The Dow Jones Industrial Average fell 1.82 percent, the S&P 500 lost 2.06 percent and the Nasdaq Composite dropped 2.99 percent.
The showdown added to tensions in Washington as lawmakers also grappled with Trump’s sudden move to pull troops from Syria, which prompted Defense Secretary Jim Mattis to resign.

Special Counsel Robert Mueller’s investigation of Russian meddling in the 2016 election and possible collusion by Trump’s campaign team is also hanging over the White House.
In a shutdown, critical workers – including U.S. border agents, and nonessential employees – would not get paid until the dispute ends. National parks also would close unless the government declares them essential.
More than half of the 1,700 people who work for the executive office of the president would be “furloughed,” meaning they would be put on temporary leave.

“MURIENDO POR CRUZAR,” AN INVESTIGATION INTO THE INCREASING NUMBER OF IMMIGRANT DEATHS ALONG THE BORDER, THIS SUNDAY, AUGUST 3 AT 6 P.M./5 C
Carmen Dominicci and Neida Sandoval present the Telemundo and The Weather Channel co-production
Miami – July 31, 2014 –Telemundo presents “Muriendo por Cruzar”, a documentary that investigates why increasing numbers of immigrants are dying while trying to cross the US-Mexican border near the city of Falfurrias, Texas, this Sunday, August 3 at 6PM/5 C. The Telemundo and The Weather Channel co-production, presented by Noticias Telemundo journalists Carmen Dominicci and Neida Sandoval, reveals the obstacles immigrants face once they cross into US territory, including extreme weather conditions, as they try to evade the border patrol. “Muriendo por Cruzar” is part of Noticias Telemundo’s special coverage of the crisis on the border and immigration reform.
“‘Muriendo por Cruzar’” dares to ask questions that reveal the actual conditions undocumented immigrants face as they try to start a new life in the United States,” said Alina Falcón, Telemundo’s Executive Vice President for News and Alternative Programming. “Our collaboration with The Weather Channel was very productive. They have a unique expertise in covering the impact of weather on people’s lives, as we do in covering immigration reform and the border crisis. The result is a compelling documentary that exposes a harrowing reality.”
“Muriendo por Cruzar” is the first co-production by Telemundo and The Weather Channel. Both networks are part of NBCUniversal.
The founder of Insys Therapeutics John Kapoor has become the first pharmaceutical boss to be convicted in a case linked to the US opioid crisis.
A Boston jury found Kapoor and four colleagues conspired to bribe doctors to prescribe addictive painkillers, often to patients who didn’t need them.
The former billionaire was found guilty of racketeering conspiracy for his role in a scheme which also misled insurers.
Tens of thousands of deaths have been caused by opioid overdoses in the US.
Indian-born Kapoor founded drugmaker Insys Therapeutics in 1990 and built it into a multi-billion dollar company.
The jury found Kapoor had also misled medical insurance companies about patients’ need for the painkillers in order to boost sales of the firm’s fentanyl spray, Subsys.
During the 10-week trial, jurors were also shown a rap video made by Insys for its employees on ways to boost sales of Subsys.
Kapoor and his co-defendants – Michael Gurry, Richard Simon, Sunrise Lee and Joseph Rowan – face up to 20 years in prison.
A statement from Kapoor’s lawyer said he was “disappointed” with the verdict. The men had denied the charges and have indicated that they plan to appeal.
Forbes listed Kapoor’s net worth as $1.8bn (£1.4bn) in 2018, before dropping off the publication’s billionaire rankings this year.
His conviction marks a victory for US government efforts to target companies seen to have accelerated the opioid crisis.
The US Centres for Disease Control and Prevention has said that opioids – a class of drug which includes everything from heroin to legal painkillers – were involved in almost 48,000 deaths in 2017.
The epidemic started with legally prescribed painkillers, including Percocet and OxyContin. It intensified as these were diverted to the black market.
There has also been a sharp rise in the use of illegal opioids including heroin, while many street drugs are laced with powerful opioids such as Fentanyl, increasing the risk of an overdose.
Brasília – The number of people in the world who require humanitarian aid has never been so high in history. So has warned the United Nations Office for the Coordination of Humanitarian Affairs (Ocha). On this Tuesday (19th), World Humanitarian Day, the organization sets out to raise awareness to humanitarian issues and international cooperation efforts to support people in situations of extreme vulnerability.
The date marks the worst attack ever to a UN building, 11 years ago in Baghdad. The attack caused the deaths of 22 employees, including Brazil’s Sergio Vieira de Mello, then the special representative of the UN secretary general in Iraq.
According to the Ocha, this is a day for remembering all the people who have lost their lives while performing humanitarian services and to celebrate the spirit that inspires said work around the world. “Thousands of people around the globe are doing amazing work every day, but unfortunately some pay too high a price. On this World Humanitarian Day, we honour these people who have faced danger to help the neediest.”
One of the countries that require humanitarian aid the most today, according to the UN, is Syria, where nearly half the population – 10.8 million people – needs assistance. The scenario is considered the main humanitarian crisis in the world today, since the struggle between government forces and opposing groups makes working in the region difficult.
In Brasília, the date will be marked by the launch of a postage stamp honouring Sergio Vieira de Mello. In Mogadishu, Somalia, a 5 kilometre trek/race will take place. In London, England, a crown of flowers will be placed at the Westminster Abbey. The UN should release an overview of the humanitarian scenario worldwide.
Furthermore, Doctors Without Borders (MSF, in the French acronym) warns of the Ebola outbreak in Sierra Leone, Liberia and Guinea. A total of 675 agents are providing assistance to the victims and the organization says these countries need further aid. “More professionals to “get their hands dirty’ are crucial in order to help implement and develop new approaches and strategies,” the organization has said in a press release.
MSF has added that it needs not only epidemiologists, physicians and Ebola specialists, but also people with backgrounds in disaster management. As all health services turn to fighting the spread of the virus, basic attention is put on the back burner. According to the organization, this may cause an increase in deaths by common causes such as malaria and diarrhoea.
According to a report from the Religion News Service, a website dedicated to raising funds for Christian endeavors has allowed supporters of accused Kenosha shooter Kyle Rittenhouse to accumulate over $250,000 for his defense.
Rittenhouse, 17, is facing extradition to Wisconsin and has been charged as an adult with two counts of first-degree homicide and one count of attempted homicide in addition to charges of recklessly endangering two other victims and possessing a weapon while under the age of 18.
As RNS reports. the fundraising site Give Send Go has been hosting the plea for money for Rittenhouse, reaching $223,000 by early Sunday morning — exceeding its goal of $200,000.
The Give Send Go campaign for Rittenhouse, titled “Raise money for Kyle Rittenhouse Legal Defense,” contains a statement reading, “Kyle Rittenhouse just defended himself from a brutal attack by multiple members of the far-leftist group ANTIFA – the experience was undoubtedly a brutal one, as he was forced to take two lives to defend his own. Now, Kyle is being unfairly charged with murder 1, by a DA who seems determined only to capitalize on the political angle of the situation. The situation was clearly self-defense, and Kyle and his family will undoubtedly need money to pay for the legal fees. Let’s give back to someone who bravely tried to defend his community.”
RNS notes that Give Send Go bills itself as the “#1 free Christian crowdfunding site,” with a mission statement that reads, “Outside the obvious funding for mission trips, GSG also can be used to raise funds for medical expenses, business ventures, personal needs, churches, nonprofits, ministries or any ‘God Adventure’ you embark on.”

For Xu Guoqi, a Chinese historian, Beijing’s reluctance to denounce Vladimir Putin’s invasion of Ukraine is alarming. “I’m a historian of the first world war. Europe sleep-walked into a huge conflict over 100 years ago, which also had had enormous consequences for China,” Xu said. “The world may be at the point of no return again”.
But looking at how Chinese diplomats are responding to it, and how Chinese people have talked about it on social media in the past week, he said, “I’m afraid it seems we still have not learned the lessons of the past tragedies. As a historian I’m very disappointed.”
On Saturday morning, five renowned Chinese historians – Xu included – wrote an open letter denouncing Russia’s action on its neighbour and calling for peace. The authors of the letter hope to persuade Beijing to make its stance clearer: that what Russia is doing is wrong, and China should say it out loud.
“What will this war lead to? Will it lead to a large-scale world war?” the historians asked. “Great catastrophes in history often started with local conflicts. We strongly opposed Russia’s war against Ukraine. Russia’s invasion of a sovereign state by force … is a violation of the norms of international relations based on the United Nations charter and a breach of the existing international security system.”
In public, China opposes any act that violates territorial integrity. China’s foreign minister, Wang Yi, articulated this position again in a late-night post published on his ministry’s website on Friday. But over the course of the past week, as civilians were killed and western sanctions intensified, Beijing continued to echo Putin’s argument that Moscow’s action is a response to Nato’s eastward expansion.
“Do they genuinely believe in that? Is it worth [it] for China to undermine its own credibility to defend the indefensible? I’m afraid they were fooled by Putin,” Xu said, emphasising that he and his colleagues wrote this letter because they love the country, and they do not wish a potential worldwide tragedy to stall China’s future.
“This is simply a black and white matter,” he continued. “This is an invasion. As the Chinese saying goes: you cannot call a deer a horse. As Chinese historians, we do not wish to see China being dragged into something that will fundamentally harm the current world order. For the love of mankind, world peace and development, we should make this clear.”
But Xu and his colleagues’ open letter was quickly taken down by internet censors after two hours and 40 minutes online. And, perhaps unsurprisingly, pro-war Chinese trolls denounced the authors – who are based in Nanjing, Beijing, Hong Kong and Shanghai – as “shameful” and “traitorous”. “Why did you not say anything during the west’s invasion in Iraq,” one quipped sarcastically.
Is Beijing changing its thinking?
It is difficult to gauge the public opinion in China, but in the past few days, while Beijing’s diplomats struggle with a coherent argument, many Chinese nationalists expressed their admiration of Putin online. Some called the Russian leader “the greatest strategist of this century”. Others said China should leverage the current situation to “take Taiwan back”.
But at the same time, censors are not taking down all anti-war posts, either. On WeChat, for example, many have also been discussing the situation in Ukraine. On Sunday, as Putin ordered his military to put Russia’s nuclear deterrence forces on high alert, some users posted a 1994 statement in which China urged all nuclear-weapon states not to use or threaten to use nuclear weapons against states that do not have them, including Ukraine.
On social media, some of those who are against Russia’s action are also speaking out – although they are often met with pro-war trolls who accuse them of being “weak” and “naive”. “If Russia has issues with Nato, it should deal with Nato, why invade Ukraine?” one questioned in a WeChat video that attracted over half a million views in a span of hours. Nearly 9,000 users liked the video and more than 23,000 shared it.
There is a long history of Chinese intellectuals speaking out, individually or collectively, on major domestic and international issues, including in ways that challenge official policies, said Prof Jeff Wasserstrom, a historian of modern China at the University of California, Irvine. “Sometimes the risks involved are small but at other points it is truly daring to engage in this time-honoured practice.”
But Wasserstrom said the five prominent Chinese historians’ letter was particularly noticeable because of the tightening of the freedom of speech on Chinese campuses – both on the mainland and in Hong Kong – in recent years. Several high-profile Chinese academics have been barred from teaching.
As the war intensifies, there are signs that Beijing may be changing its thinking. On Friday, China abstained at the end of the UN security council vote condemning the Russian aggression. Western diplomats saw this as a sign that Beijing is increasingly uneasy at being seen as defending Putin’s action, which has drawn worldwide condemnation.
“Sooner or later, they’ll have to come to [their] senses,” Xu said. “The Chinese are very pragmatic. They need to understand they are a big beneficiary of the current world order, under which China also prospered. This is an opportunity for all of us to demonstrate we are a real responsible stakeholder.”

On Thursday’s Late Night, Seth Meyers turned his trademark Closer Look to the dire shortage of ventilators and the negligent federal response, advised by Donald Trump’s son-in-law, Jared Kushner, to address the problem. “We have a situation where states are begging for life-saving ventilators and the Trump team is in disarray,” Meyers explained.
“Governors are literally outbidding each other on the open market, and dealing with shady middlemen and price gouging to buy ventilators wherever they can get them,” Meyers said. New York’s governor, Andrew Cuomo, compared the experience to eBay; Connecticut’s governor, Ned Lamont, said it was like Uber surge pricing, except “at the last moment, the car drives away because somebody has outbid you”.
“That’s right, governors are comparing buying life-saving ventilators for a pandemic to surge pricing,” Meyers said. “This is capitalism at its absolute worst. While Trump waits for the market to decide, people are literally going to die, and states are getting ripped off like they’re trying to call an Uber in the rain in midtown after a Broadway show.
“And you’ll never guess who’s in charge of this shitshow,” Meyers continued. “The guy Slenderman has nightmares about: Jared Kushner.” Kushner reportedly pushed back on Cuomo’s request for 30,000 ventilators; he called Cuomo an alarmist and said in a White House meeting: “I have all this data about ICU capacity. I’m doing my own projections, and I’ve gotten a lot smarter about this. New York doesn’t need all the ventilators.”
“Oh, you’re doing your own projections? Did your parents just buy you a TI-84 [graphing calculator]?” Meyers retorted. “You’re not qualified to do anything, let alone tell New York how many ventilators they need. You’re a nepotism case, and you only got the White House job because you married into the family, and because the security guards believed your fake ID.
“I hope when the time for accountability comes, we can all remember that it didn’t have to be like this,” Meyers concluded, noting that countries such as South Korea and Iceland have contained their coronavirus outbreaks better than the US. “Other countries responded to this pandemic with competence, and they avoided the worst. Now, we’re bracing for an unimaginable tragedy and as we speak, the president is leaving besieged states and hospitals to fend for themselves, putting lives at risk.”
Stephen Colbert
On A Late Show, Stephen Colbert noted that “every member of my family has been terrific” on his first week of home-produced TV (including his affable spaniel, Benny) “which statistically means I’m the bad roommate. But what are we going to do? We have no choice. Right now, inside is the place to be, because the news from the outside is alarming.” The government this week predicted a coronavirus death toll of between 100,000 and 240,000 Americans. “That’s why it is so important that everyone stay safe, stay focused and stay inside.
“And I know you, the American people, get it,” Colbert continued, “but some of our elected officials are slow on the uptake.” Republican governors in 11 states have still refused to issue stay-at-home orders. “They’re defiant to the end,” Colbert said, though some are coming around, such as Florida’s governor, Ron DeSantis, who finally ordered people home on Thursday, citing the president’s “demeanor the last couple days”.
“So it wasn’t the data, or the scientists – it was Trump’s demeanor,” Colbert said. “How does that work? Is he the coronavirus groundhog?”
Meanwhile, Georgia’s governor, Brian Kemp, started taking things seriously because “we didn’t know until yesterday” that asymptomatic people can spread the virus (it’s been widely known for months). “You didn’t know that until yesterday? It’s all anyone’s been talking about since January!” Colbert exclaimed. “You’re like a guy saying: ‘You know, I finally started watching this Game of Thrones. No one told me there were dragons in it! This is a game-changer.’”

And on the Daily Social Distancing Show, Trevor Noah discussed the breakout media figure of America’s pandemic, Dr Anthony Fauci, “the man whose calm leadership during this crisis has won him the respect of all intelligent people and President Trump”, said Noah. Fauci has reportedly been assigned a security detail due to conspiracy-related threats.
“Now, unfortunately, getting threats is fairly standard for anyone in the public eye,” said Noah. “But what’s not standard is that Dr Fauci is also receiving lots of ‘unwelcome communications from fervent admirers’. Yes, that’s a nice way to say that your groupies are crazy. And who would’ve thought one day we’d be living in a world where the whole planet would be grounded, and an epidemiologist would be the hottest man on earth.
“People are just like: ‘I gotta get me some of that Fauci. You know he got that vaccine, girl,’” Noah continued. “Who’s sexier than Fauci? No one’s sexier. If People magazine doesn’t put him on the cover, they’re wasting their lives.”

Should the virus continue to spread, it may become impossible for the Democratic presidential campaigns in the United States to avoid changing their event schedules. As companies cancel events and limit travel in the name of caution, candidates are taking a risk by carrying on as normal.
“I think we’ll see, pretty soon, decisions by the campaigns to limit rope line and scale back events to small-town halls and use technology like streaming to reach voters,” said Scott Gottlieb, former head of the Food and Drug Administration under Trump.
“Even if the risk doesn’t merit these steps right now, it’s important they consider the examples they set.” —Hirsch
