WASHINGTON — Manufacturing giant 3M pushed backed against President Trump in a statement on Friday that suggested it would not comply with a White House order to stop exporting masks to Canada and Latin America.

The Trump administration on Thursday invoked the Defense Production Act, compelling 3M to prioritize orders for desperately needed N95 respiratory masks for the US government’s national stockpile.

The Minnesota-based company, one of the largest manufacturers of the masks, said it was looking forward to implementing the order and had already been going “above and beyond” in recent weeks to churn them out as quickly as possible amid the coronavirus pandemic.

But 3M criticized a previously unreported request from the White House that it also stop sending any N95 masks to Latin America and Canada, citing “significant humanitarian implications” given the great need for them in the US and complaints from governors around the country, including New York’s Andrew Cuomo, that they wind up in bidding wars for supplies against each other and other countries.

“The Administration also requested that 3M cease exporting respirators that we currently manufacture in the United States to the Canadian and Latin American markets,” the Friday morning statement read.

“There are, however, significant humanitarian implications of ceasing respirator supplies to healthcare workers in Canada and Latin America, where we are a critical supplier of respirators,” it continued.

The manufacturing company said it feared other countries would retaliate if it stopped exporting masks made in the US, “as some have already done.”

“If that were to occur, the net number of respirators being made available to the United States would actually decrease. That is the opposite of what we and the Administration, on behalf of the American people, both seek.”

The bombshell sparked a diplomatic scramble, with Ontario Premier Doug Ford telling US Trade Representative Robert Lighthizer that the new order would potentially jeopardize the health of Canada’s frontline workers, he said in a tweet.

Canadian Prime Minister Justin Trudeau called the order a “mistake.”

“It would be a mistake for both of our countries to limit our access to goods and personnel,” Trudeau said Friday morning, saying Canada would “continue to keep trade open with the United States.”

The president and his top trade adviser, Peter Navarro, both lashed into the Minnesota-based company on Thursday night, criticizing 3M for continuing to send respirators overseas when the US is facing a critical domestic shortage.

Trump tweeted that his administration “hit 3M hard today after seeing what they were doing with their masks,” and threatened the company “will have a big price to pay.”

At a White House briefing Thursday evening, Navarro said he’d experienced issues making sure 3M products manufactured around the world were “coming back here to the right places.”

In its statement, 3M said it would ramp up overseas production and was exporting 10 million N95 respirators manufactured by its factory in China.

Several other companies including General Electric, Phillips and General Motors have also been recently compelled to produce ventilators in separate Defense Production Act cases.

The Republican National Committee has responded to a cease-and-desist letter from former President Trump that demanded that the RNC and other GOP campaign committees stop using his name and likeness in their fundraising materials.

The RNC told the ex-president’s lawyer that it “has every right to refer to public figures as it engages in core, First Amendment-protected political speech.” The RNC’s response was first reported by Politico

RNC lawyer Justin Riemer, asserted that the party would continue to refer to public figures, and he stated that Mr. Trump had in fact “reaffirmed” with RNC Chair Ronna McDaniel just this past weekend that he approves of the RNC’s use of his name to raise money. The RNC continued to use Mr. Trump’s name in its correspondence, including one email on Sunday that urged supporters to “DEFEND President Trump’s America First policies.”

Last week, Politico reported that attorneys for Mr. Trump sent cease-and-desist letters to the RNC, the National Republican Congressional Committee, and National Republican Senatorial Committee for — according to them — using his name in fundraising merchandise and emails. Other “faux PACs” that were also using Mr. Trump’s name also received letters.

The cease-and-desist letter to the RNC asked the committee to “immediately cease and desist the unauthorized use of President Donald J. Trump’s name, image and/or likeness in all fundraising, persuasion and/or issue speech.”

The Trump campaign and RNC joint fundraising committee, Trump Victory, raised $366 million dollars in 2019 and 2020. In his speech at the Conservative Political Action Conference, Mr. Trump encouraged donors to give to his new PAC, Save America, which will have him competing with other GOP groups for money.

“There’s only one way to contribute to our efforts to elect America first Republican conservatives and in turn, make America great again and that’s through Save America PAC and DonaldJTrump.com,” Mr. Trump said. He repeated the fundraising pitch in a statement Monday night and said, “No more money for RINOS (Republican in name only). They do nothing but hurt the Republican Party and our great voting base – they will never lead us to Greatness.”

His move to control the use of his image sets up a competition with the GOP for donations that could result in giving Mr. Trump more power to recast the Republican Party in his image. While in many cases their interests will be aligned, the former president and Republicans could clash during the primaries. The RNC does not take a position in primaries, and the campaign arms of the Senate and House GOP are likely to stand by any GOP incumbents, though their levels of support may vary.

But Mr. Trump has already signaled he’s out for vengeance and looking for people to challenge the Republican lawmakers who voted to impeach him earlier this year. He has already endorsed Max Miller, a former aide who is running to unseat Ohio Congressman Anthony Gonzalez, one of the ten House Republicans who voted for Mr. Trump’s impeachment.

“Get rid of them all,” Mr. Trump said during his CPAC speech, referring to the Republicans who backed impeachment.

The third stimulus check is already hitting some bank accounts, just one day after President Joe Biden signed the American Rescue Act into law. But while some households will see the funds within the next few days, others may be in for a longer wait.

About 85% of people will receive one of the $1,400 checks, Mr. Biden said on Friday. But it’s likely that some of the issues that stymied delivery for some people in the previous two rounds could cause a repeat situation. For instance, some people who didn’t have a bank account on file with the IRS during the previous two rounds of checks had to wait several weeks for debit cards or paper checks to reach their homes.

It’s most likely that people who have filed their 2020 or 2019 tax returns and have a bank account on file with the tax agency will quickly receive their stimulus checks through direct deposit, based on the prior payment rollouts. That’s because the IRS prioritizes getting the stimulus money out quickly to those that it knows it can reach — and it’s a massive effort, given that the tax agency has $422 billion in funds to distribute to more than 100 million taxpayers.

“You don’t need to do anything to get your stimulus check,” a TurboTax spokesperson told CBS MoneyWatch in an email.  “The IRS will determine eligibility based on your last tax return (either 2019 or 2020) and will likely send your payment to the bank account where your tax refund was deposited.”

The TurboTax spokesperson added, “If you haven’t filed your 2020 return yet, you can do that now to give your most recent information to the IRS, including bank account or address information to help ensure your stimulus check goes to the right place.”

One financial institution told CBS MoneyWatch it began receiving payments from the IRS for its customers starting around 11 a.m. ET on Friday. The bank, Current, said customers were receiving their stimulus payments faster because some had updated their bank account information with the IRS when they filed their 2020 tax returns — and added that some accounts had received stimulus payments as high as $9,800.

Congress passes third COVID-19 relief bill

03:41

Even while some payments are landing just one day after the bill was signed, the IRS has until the end of 2021 to distribute the checks, according to the legislation.

Here’s what could hold up some people from receiving their money, or receiving the incorrect amount.

You haven’t filed your 2019 or 2020 tax returns

Many people probably haven’t filed their 2020 tax returns yet, given that the deadline for getting in your tax forms is April 15. In that case, there’s no reason to worry — the IRS will use your 2019 tax return to determine how much you should receive.

But this becomes trickier for people who aren’t required to file tax returns, such as those with no or very little earnings, which can be the case for some people on Social Security.

That became an issue with the first round of stimulus checks, especially since many of these people were in deepest need of the first round’s $1,200 payments — and it wasn’t an insignificant number. The IRS said it distributed more than 22 million stimulus payments last year that weren’t based on filed tax returns.

Because of that issue, the IRS last year created a website specifically for non-filers, where they could provide their bank account information or addresses to the agency, as well as provide their number of dependents, who were each eligible for $500 in stimulus aid at the time.

But the non-filers website has been closed since late last year, and IRS and Treasury officials said on a Friday conference call with reporters that they are urging non-filers to file a 2020 tax return to ensure they get all the payments and tax credits they are owed.

You filed a paper return

The IRS warned earlier this year that people who file paper tax returns could face delays. That’s because the IRS is still dealing with a logjam of tax returns filed in 2019 — and it’s likely that 2020 returns filed on paper will also face processing delays.

The tax agency’s backlog is partially due to the pandemic, which prompted the IRS to shift its workers to remote work. When that happened, it stored paper tax returns in trailers until it could get to them. At the end of January, it still had 6.7 million returns awaiting processing.

People should file an electronic return in 2020 to ensure faster processing of their taxes, as well as their refunds and stimulus payments, IRS and Treasury officials said on Friday.

You moved or changed your bank account

This could be a worry for people who received a mailed check or pre-paid debit card but recently moved, as well as people who changed their bank accounts.

The IRS said it will open up its “Get My Payment” tool on IRS.gov next week. The site will inform people about the status of their payment, but won’t allow them to update their bank account information, Treasury and IRS officials said on Friday. However, the officials added that the agencies have been working on checking whether the bank account information they have is correct for consumers.

The downside: If a check is issued to a closed or incorrect account, the IRS will need to reissue the payment in a check and mail it to your house. That could add to your wait.

You have new or older dependents

Some people may get their checks quickly, but find that the amounts are incorrect — that could most likely be due to their dependents.

The third stimulus check entitles dependents to receive $1,400 each, but the IRS might not be aware of your children in some cases. For instance, if you had a baby in 2020 but haven’t yet filed your tax return, the IRS will rely on your 2019 tax return to determine how much you are owed, which won’t show the new child because they hadn’t yet been born.

For instance, a couple with a baby born in 2020 should receive $4,200, but if the IRS doesn’t have their 2020 tax return, it will issue a payment of $2,800 for the two adults in the family. But IRS and Treasury officials said on Friday that families in this situation can be assured they will eventually get the additional $1,400 for their baby.

Millions of families will get child tax credi…

05:37

When they file their 2020 tax return, the IRS will check if they are owed more, such as in the case of a baby born last year. If that happens, the IRS will automatically issue the additional $1,400 check to the family, officials said.

Similar issues could occur for people who normally don’t file tax returns and who used the non-filers tool to report their dependents last year. Because the first two rounds of checks excluded dependents above the age of 17, the IRS didn’t count older teens and adult dependents on the non-filer tool.

People who typically don’t file taxes are urged to file a 2020 return this year, Treasury and IRS officials said. That would help the IRS identify whether they have dependents who qualify for the third stimulus check. It would also potentially unlock other tax benefits that those households otherwise might not have claimed, such as the Child Tax Credit or Earned Income Tax Credit, both of which were expanded in the American Rescue Plan

You lost income in 2020 but not yet filed a return

Some people could also receive less than they are entitled to if their income dropped in 2020 but they haven’t yet filed their 2020 tax returns. This could happen for a single person who earned $90,000 in 2019, which is above the cutoff of $80,000 to receive a payment, but lost their job in 2020 and only earned $45,000 last year as a result.

If that person hasn’t filed their 2020 return yet, they won’t receive a stimulus payment because the IRS will base its calculation on their 2019 return, which showed they aren’t eligible. But as soon as they file their 2020 tax return with the lower income, the IRS will issue stimulus payment to them, IRS and Treasury officials said.

Former White House Press Secretary and Fox News contributor Kayleigh McEnany told “The Story” on Monday that she warned the press corps in the final days of the Trump administration that the suddenly rare appearances by Donald Trump would be a primer for how the Biden administration would interact with the media.

MCENANY: I actually warned some of the reporters there in the press corps. In the waning days of the Trump administration, he didn’t do as much press availabilities every day as he walked to [Marine One] or those press conferences.

I said to the correspondents, ‘You’re getting a little taste of what it will be like in the Biden administration.’ I said I wouldn’t expect to see much of him. We haven’t. We’re still waiting on that solo press conference, we’re still waiting for the day, apparently by the end of the month.

He warned that the fire was “knocking on the door” of the Lake Tahoe region, even after crews were encouraged by progress of getting the fire 5% contained over the weekend. Now, they’re just hoping the amenable weather lasts.

“We have all efforts in place to keep it out of the basin,” Porter said, “but we need to be aware that it is a possibility based on the way the fires have been burning.”

More than 1,700 firefighters and support personnel were working the dense, mountainous terrain as telltale signs of wildfire descended upon one of California’s most famous natural landmarks. Lake Tahoe’s sapphire-blue water looked an ominous shade of orange. Smoke choked the air as schools closed and resorts shuttered summer operations. Tourists and locals alike debated when it might be time to leave, especially with parts of busy Highway 50 closed.

All the uncertainty comes at a crucial moment for both the state and the mountain communities near Tahoe. Across California, the more than 1.5 million acres burned this year mark a 42% increase from the same early point in the fire season last year. Tahoe was also already grappling with an influx of remote workers and tourists seeking outdoor refuge from mask mandates and coronavirus anxiety, increasing competition for housing and adding to congestion.

As fire posed a new threat this week, some Tahoe locals called for tourists to stay away. Others said the onus was on would-be vacationers to monitor the situation.

“We don’t want to be in the business of suggesting whether they should or shouldn’t come up, because we don’t know about their health conditions or how they might be affected,” said Carol Chaplin, president and CEO of the Lake Tahoe Visitors Authority. “It changes so much. We don’t know what’s going to happen.”

Signs of the Caldor Fire, along with the Dixie Fire burning farther north, were also visible in the Bay Area. Smoke drifting south from the fires was expected to linger, causing hazy skies. The Bay Area Air Quality Management District extended an air quality advisory through Tuesday, but because most of the smoke was expected to stay high in the air, a Spare the Air alert wasn’t needed. Air quality across the region was expected to be in either the “good” or “moderate” range Tuesday, the air district said.

The Dixie Fire burning in Butte, Plumas, Tehama, Lassen and Shasta counties slowed on Sunday because of cooler temperatures and increasing humidity, Cal Fire reported. It grew just over 1,700 acres Sunday night, burning a total of 725,821 acres after leaving a trail of near total destruction in towns like Greenville in recent weeks.

On the front lines of the Caldor Fire in El Dorado and Amador counties, more than 17,000 structures remained threatened on Monday, Cal Fire said. Fewer than 200 residents in El Dorado County were under evacuation orders, but wider warning zones remained.

With air sensors in the Tahoe area already maxing out above 500 AQI — meaning the air is hazardous and likely to impact healthy people — many locals started to evacuate even without an official order to do so.

Instead of dropping off their 2-year-old son for his first day of preschool in North Tahoe on Monday morning, Mike Rogge and his wife loaded up their car for an eight-hour drive south to Palm Springs to evade the hazardous air. Rogge, a magazine publisher, woke up with a scratchy throat and decided with his wife to evacuate — for at least a week.

“We’re not the first ones to leave, and I imagine we won’t be the last,” Rogge said. “I guess this is just part of living here now. It’s sad.”

For the past week, firefighters have been battling the Caldor Fire along with the Tamarack Fire — measured at more than 68,000 acres with 82% containment — south of the lake basin.

Last week, the U.S. Forest Service shut down all national forests in Northern California through Sept. 6., including those surrounding Tahoe, where some of the region’s most popular trails, campgrounds, lakes and backcountry areas are located.

California State Parks also banned campfires at campgrounds in the High Sierra last week, including the Tahoe and Truckee regions. The agency followed up over the weekend by shutting down popular West Shore parks — D.L. Bliss, Ed Z’berg Sugar Pine Point and Emerald Bay — until further notice “to help reduce traffic and visitation in the area.”

Through it all, Tahoe hotel operators and business owners are fielding endless phone calls from prospective visitors as the Labor Day holiday weekend approaches.

“The most common question of course is, ‘Is it going to be smoky on “X” day?’ which is difficult to answer,” said Andy Chapman, chief marketing officer for the North Lake Tahoe Convention and Visitor Bureau. “We’re telling people, it shifts and things change.”

On Monday, fire crews planned to focus on building and strengthening containment lines, especially on the fire’s eastern edge. One of the biggest challenges is rollouts — a term referring to dry, dead timber burning and smoldering as it rolls down hill, which is “easily igniting other vegetation,” said Cal Fire spokesman Keith Wade.

Fire crews were also carrying out an air fight against the fire and have dropped thousands of gallons of water and retardant on the flames in recent days. Heading into the new week, the weather “was, and still is, favorable for us,” Wade said.

So far, Tahoe tourism leaders say the uncertainty isn’t leading to an unusually high number of hotel cancellations. It seems, they said, that many Labor Day visitors are waiting to make the call until the last minute.

Residents like Rogge hope they’ll reconsider to leave roads open for emergency crews.

“Please leave Tahoe alone right now,” he said. “I understand that this is a tourism community, but it is a community first.”

It is hard to believe that it is December. Trust me, I am not complaining. I am writing this column while sitting outside, and it certainly feels like October. However, I hope we get a white Christmas; everything sprinkled with a little snow would feel magical.

This past Friday, Dec. 11, was the Brazilian-American Friendship Lunch at the high school, organized by Elaine Weintraub and her Brazilian History class students who, over the years, have worked so hard to make the celebration a success. There was capoeira (a form of movement mixing dance and martial arts which originated from Brazilian slaves) and a home-cooked Brazilian meal, during which three MVRHS members of the jazz band serenaded guests by playing bossa-nova-inspired live music. This was the first year the luncheon featured music.

The Backwater Trading Co. store in Edgartown has a festive Brazilian display Photo by Gabriela Mendonça Lima

Jane McGroarty Sampaio, a MVRHS Portuguese teacher who attended the Brazilian-American Friendship Lunch, said that as she enjoyed herself at the event, she reflected on its brilliance: “The students in that room are so well prepared for the multicultural world we all live in,” she said. “In that room was a celebration of the courageous, a shared reflection on the obstacles that have been overcome, a time to appreciate the friendships and shared experience within the high school.

“So many think of Brazil as the land of Carnaval — and it certainly is a big part of the nation’s culture — but what many don’t realize is that there are also many Brazilians who dread its arrival each year,” Ms. Sampaio said. “Some may even say they hate Carnaval. But in all of my time in Brazil and among Brazilians here in the U.S., I have never ever met anyone who didn’t believe it is important to gather and celebrate together. This is the piece of Brazilian culture that for many, myself included, is so attractive and intriguing. Life must be celebrated, people must gather, and this luncheon brings this essential piece of Brazilian culture to our school each year.”

As Christmas fast approaches, there are many fantastic events happening. On Saturday, Dec. 19, at 4 pm at the First Baptist Church on Spring Street in Vineyard Haven, there will be a concert of traditional Irish music and Christmas carols played on fiddle, cello, flute, and guitar, featuring fiddle students of Mary Wolverton and guest musicians. The audience is invited to sing along with carols. The event is free.

Thursday, Dec. 17, at 4 pm the Vineyard Haven library is hosting “Gingerbread Houses in the Making” for kids 5 and older. Free admission and supplies provided.

Santa and Mrs. Claus will make an appearance at the Portuguese-American Club on Sunday, Dec. 20, from 1 to 2:30 pm.

This Friday, the Paint Corner Art Bar is hosting an evening of painting and dining in the restaurant at the beautiful Harbor View Hotel. It’s an opportunity to paint the view of the lighthouse all decked out for the holidays. Have fun creating a one-of-a-kind gift while you enjoy cocktails and Henry’s full restaurant menu. The restaurant offers a Friday lobster special. No experience is needed, and the event is $45.

Sen. Josh Hawley, R-Mo., on Wednesday became the first Republican senator to publicly say he will object to the certification of the presidential election results when a joint session of Congress meets in one week to formally certify President-elect Joe Biden‘s 306-232 Electoral College victory over President Trump.

Roughly a dozen Trump supporters in the House – led by Rep. Mo Brooks of Alabama – have said they will challenge the slate of electors from six battleground states where Biden narrowly edged Trump in last month’s election. But the challenge of at least one senator is needed for both houses of Congress to debate the objections.

GROWING NUMBER OF HOUSE REPUBLICANS TO CHALLENGE BIDEN’S VICTORY OVER TRUMP

Hawley, a conservative lawmaker and Trump supporter, said in a release issued Wednesday that in his objection he’ll highlight what he said was the failure of some states – most notably Pennsylvania – to follow their own election laws. A number of states – including Pennsylvania – allowed for a greater use of absentee balloting due to serious health concerns over in-person voting at polling stations amid the coronavirus pandemic.

“I cannot vote to certify the electoral college results on January 6 without raising the fact that some states, particularly Pennsylvania, failed to follow their own state election laws,” the senator highlighted in a statement.

Hawley also charged, “I cannot vote to certify without pointing out the unprecedented effort of mega corporations, including Facebook and Twitter, to interfere in this election, in support of Joe Biden. At the very least, Congress should investigate allegations of voter fraud and adopt measures to secure the integrity of our elections. But Congress has so far failed to act.”

He pointed out that “following both the 2004 and 2016 elections, Democrats in Congress objected during the certification of electoral votes in order to raise concerns about election integrity. They were praised by Democratic leadership and the media when they did. And they were entitled to do so. But now those of us concerned about the integrity of this election are entitled to do the same.”

PENCE APPARENTLY DOESN’T BACK LAWMAKER’S PLAN TO OBJECT TO ELECTION RESULTS

The president has repeatedly claimed he beat Biden, who topped the president by more than 7 million votes. Trump has charged that widespread voter fraud aided Biden’s victory. Trump has unsuccessfully urged states with GOP governors or Republican controlled legislatures to overturn Biden’s victories in their states. And dozens of legal challenges by the president and his allies have been shot down. Plus, Attorney General William Barr, who has since stepped down, said last month that his Justice Department has not seen fraud on the kind of scale that could flip the election.

Trump met at the White House last week for a strategy session with some of the House Republicans who have said they will object to the election certification.

Senate GOP leaders are against this effort to challenge Biden’s win, with Senate Majority Leader Mitch McConnell recognizing the former vice president’s victory, and behind closed doors urging Senate Republicans not to contest the election results.

But with Hawley joining the small group of House Republicans in objecting, the joint session of Congress on Jan. 6 would be dissolved and the House and Senate would then meet separately for two hours to debate a contested state’s electoral vote.

US DOWN A RABBIT HOLE OF QUESTIONING ELECTION INTEGRITY

Each body would then vote whether to accept or reject that state’s slate of electoral votes. Then the House and Senate reconvene in the joint session. The last time this happened (and only the second time in U.S. history) was in January 2005, following President’ George W. Bush’s narrow reelection victory over Democratic challenger Sen. John Kerry of Massachusetts. One Senate Democrat – Sen. Barbara Boxer of California – and one House Democrat – Rep. Stephanie Tubbs Jones – objected. In 2017, a handful of House Democrats objected to Trump’s victory over Democratic nominee Hillary Clinton, but no Senate Democrats joined them.

A state’s slate of electoral votes would only tossed if both the House and Senate vote to do so.

But with the Democrats controlling the House and most Senate Republicans not expected to back the push to contest the results, it’s extremely unlikely there would be enough votes to reject any state’s certification.

While Hawley is the first GOP senator to say he’d object to the certification, Senator-elect Tommy Tuberville of Alabama, Sen. Kelly Loeffler of Georgia, and Sen. Ted Cruz of Texas could potentially join their colleague from Missouri.

The Senate voted Wednesday to begin debate on a $1.2 trillion bipartisan infrastructure package just hours after negotiators from both parties announced they had reached agreement on the key points of the bill.

Lawmakers voted 67-32 to end the filibuster on a motion to proceed to the measure, with 17 Republicans joining all 50 Democrats to vote to begin debate.

Wednesday’s vote is likely to begin several days of attempts by senators from both parties to amend the bill before expected votes to end debate — which requires 60 “yes” votes — and final passage early next week.

The announcement that an agreement had been reached earlier Wednesday was panned by former President Donald Trump, who called the package a “terrible deal.”

“Hard to believe our Senate Republicans are dealing with the Radical Left Democrats in making a so-called bipartisan bill on ‘infrastructure,’ with our negotiators headed up by SUPER RINO Mitt Romney,” raged the 45th president in an emailed statement.

“This will be a victory for the Biden Administration and Democrats, and will be heavily used in the 2022 election. It is a loser for the USA, a terrible deal, and makes the Republicans look weak, foolish, and dumb. It shouldn’t be done.”

The Biden administration trumpeted the bill, which includes $550 billion in new spending on public works projects, as “the largest federal investment in public transit ever” and “the largest federal investment in passenger rail since the creation of Amtrak.”

Key provisions of the measure include $110 billion for roads and bridges, $66 billion for passenger and freight rail, $65 billion for broadband internet, more than $50 billion for water infrastructure, $25 billion for airports, and $7.5 billion for electric vehicle charging stations. It also provides $73 billion for “clean energy transmission … including by building thousands of miles of new, resilient transmission lines to facilitate the expansion of renewable energy,” and $21 billion toward environmental remediation, which the White House called “the largest investment in addressing the legacy pollution that harms the public health of communities and neighborhoods in American history.”

Republican negotiators have touted the bill to their colleagues by noting that it would be paid for in part by tapping $205 billion in unspent COVID-19 relief aid and $53 billion in unemployment insurance aid that more than two dozen Republican-run states have declined. It also relies on economic growth to bring in $56 billion.

However, Trump said the package “sets an easy glidepath for Dems to then get beyond what anyone thought was possible in future legislation. It will be a continued destruction of our Country.

“Our Borders are horrible, crime is at an all time high, taxes and inflation are going way up, the economy is going way down, and now this,” he concluded. “Don’t do it Republicans—Patriots will never forget! If this deal happens, lots of primaries will be coming your way!”

Trump has repeatedly implored Republicans to walk away from negotiations, saying Monday that they should “wait until after we get proper election results in 2022 or otherwise, and regain a strong negotiating stance.”

Wednesday’s vote is likely to begin several days of attempts to amend the bill by senators from both parties. Senate Majority Leader Chuck Schumer (D-NY) has signaled that he is willing to delay the start of the August recess, due to begin Aug. 9, to complete work on both the infrastructure bill and a larger budget resolution.

“My goal remains to pass both the bipartisan infrastructure bill and a budget resolution during this work period. Both,” Schumer said after Wednesday’s vote. “It might take some long nights. It might eat into our weekends. But we are going to get the job done, and we are on track.”

Sen. Kyrsten Sinema said she wouldn’t support the $3.5 trillion reconciliation bill.

However, Democrats will likely need to pare the budget resolution after Sen. Kyrsten Sinema (D-Ariz.) announced earlier Wednesday that she would not support it at a price tag of $3.5 trillion. With the Senate split 50-50, Democrats must keep Sinema and her fellow moderate, Joe Manchin of West Virginia, on their side if they want to pass the resolution without Republican support through the parliamentary tactic of reconciliation.

A further complication arises in the form of House Speaker Nancy Pelosi (D-Calif.), who has said she will not consider the bipartisan bill until the larger reconciliation package is passed.

RIO DE JANEIRO – A gang of gunmen reportedly attacked a bar in the capital of Brazil’s northern Pará state Sunday afternoon, killing 11 people.

The state security agency confirmed late Sunday only that six women and five men died in the incident in the Guamá neighborhood of the Pará state capital, Belém.

The G1 news website said police reported that seven gunmen were involved in the attack, which also wounded one person. The news outlet said the attackers arrived at the bar on one motorcycle and in three cars.

“A massacre is confirmed,” Pará state spokeswoman Natalia Mello said.

In late March, the federal government sent National Guard troops to Belém to reinforce security in the city for 90 days.

Brazil hit a record high of 64,000 homicides in 2017, 70% of which were due to firearms, according to official statistics.

Much of Brazil’s violence is gang related. In January, gangs attacked across Fortaleza, bringing that city to a standstill with as commerce, buses and taxis shut down. Rio de Janeiro experiences daily shootouts between rival gangs and also police that often kill innocent bystanders.

Rio de Janeiro, the country’s second biggest city, experiences daily shootouts between rival gangs and also between police and criminals, battles that often result in the deaths of innocent bystanders. Fogo Cruzado, a group that monitors shootings in the Rio metropolitan area, says there were 2,300 shootings in Rio and its suburbs during the first 100 days of this year.

One of new President Jair Bolsonaro’s main campaign promises was that he would loosen Brazil’s strict gun laws, arguing that because criminals are well-armed with illegally obtained guns, “upstanding citizens” should have the right to defend themselves with legally bought guns.

Bolsonaro has made good on that campaign promise with two presidential decrees that make buying guns easier, though federal prosecutors are seeking to get the courts to block that move.

Mark Harris, GOP candidate in North Carolina’s 9th District Congressional race, fights back tears at the conclusion of his son John’s testimony during the third day of a public hearing on voting irregularities in Raleigh. | Travis Long/The News & Observer via AP, Pool

Elections

In emotional testimony Wednesday, the son of North Carolina Republican Mark Harris said he warned his father about the absentee ballot strategy used by Leslie McCrae Dowless, the political operative now at the center of an election fraud scandal in the state’s 9th Congressional District.

John Harris testified before the North Carolina State Election Board Wednesday about allegations of election fraud. Though Mark Harris led Democrat Dan McCready by 905 votes in the unofficial ballot count on election night in November 2018, the election board refused to certify a winner, pointing to the accusations of fraud.

Story Continued Below

John Harris, an attorney himself, said early on he was suspicious of Dowless’ operation and shared his thoughts with his father and mother. John’s testimony appears to refute comments made by his father that he was never warned about Dowless, who held prior felony convictions of fraud and perjury.

After Mark met with Dowless, John sent his father an email on April 7, 2017, that included text of the law on the illegality of collecting a person’s absentee ballot.

“Good test is if you’re comfortable with the full process he uses being broadcast on the news,” John emailed his father as Mark Harris contemplated hiring Dowless.

John said he believed his father’s mind was already made up despite his warnings.

John added that there’s no reason for him to believe his father, mother or anyone else within the Harris campaign knew what Dowless was doing.

“I raised red flags at the time the decision was made to hire Mr. Dowless,” said John, whose testimony dominated the third day of the hearing.

“I love my dad and I love my mom. I certainly have no vendetta against them, no family scores to settle,” John said, holding back tears. “I think that they made mistakes in this process and they certainly did things differently than I would have done them.”

After investigating the fraud allegations, the board began its evidentiary hearing this week. A state election board official kicked off the proceedings Monday by presenting evidence that implicated Dowless in an illegal absentee ballot collection “scheme.” State officials and individuals employed by Dowless testified that Dowless illegally paid people to collect and manipulate ballots.

Mark Harris is set to start the fourth day of testimony on Thursday. It is unclear if the board will conclude its proceedings Thursday or stretch into a fifth day. Upon conclusion of the hearing, the board is expected to either vote for a new election, certify a winner or potentially reach an impasse.

Insurgent Democrat presidential candidate Pete Buttigieg acknowledged at the Fox News town hall in Claremont, New Hampshire Sunday evening that he needs to do more to appeal to “black and brown” voters, even as he confidently parried a series of policy questions — and, on several occasions, went directly after President Trump.

Buttigieg argued that minority voters are “skeptical of people who seem to come out of nowhere,” after moderator Chris Wallace noted that he was polling at one-percent support among nonwhite primary voters according to a recent Fox News poll.

On fiscal policy, Buttigieg pushed for four distinct tax hikes when asked about the deficit, saying he favored a “fairer, which means higher” marginal income tax, a “reasonable” wealth tax “or something like that,” a financial transactions tax, and closing “corporate tax loopholes.”

“You don’t blow a hole in the budget with an unnecessary and unaffordable tax cut for the very wealthiest,” Buttigieg told Wallace, referring to President Trump’s tax legislation.

PETE BUTTIGIEG TOWN HALL WITH FOX NEWS: AS IT HAPPENED

With little equivocating, Buttigieg largely stuck to reminding voters of his core campaign pledges, and the lessons he learned from his six-month deployment to Afghanistan in 2014: “We do not send young men and women to war when there’s an alternative,” he emphasized.

Throughout, Buttigieg repeatedly drew applause — even when he defended his calls to abolish the Electoral College, a move that would gut New Hampshire’s influence in selecting the next president.

“States don’t vote, people vote,” Buttigieg said. He added that “if we’re going to call ourselves a democracy,” the U.S. should move to a popular vote system.

EXCLUSIVE INTERVIEW: EVEN MAYOR PETE SAYS HE’S SURPRISED BY HIS SURGE IN THE POLLS

Responding to the newly passed pro-life legislation passed in Alabama, as well as similar bills making their way through other state legislatures, the 37-year-old mayor of South Bend, Indiana told Wallace that “abortion is a national right.”

South Bend, Ind. Mayor Pete Buttigieg speaks during the Fox News Town Hall Sunday evening.
(Fox News)

Asked about third-trimester abortions, Buttigieg asserted that such cases were rare and typically involved an unforeseen circumstance, before refusing to endorse any restrictions whatsoever on late-term abortions. Government statistics indicate that in 2015, approximately 1.3 percent of abortions were performed after 20 weeks.

“I trust women to draw the line,” Buttigieg said. “That decision [to have an abortion] is not going to be made any better, medically or morally, because the government is dictating how that decision should be made.”

Vice President Joe Biden is now the clear front-runner in the crowded Democrat Party primary field, but Buttigieg indicated that the long odds didn’t faze him.

“There’s a lot of us running for president on the Democratic side, but I think it’s safe to say I’m not like the others,” Buttigieg told Wallace, noting that seeking the presidency is inherently “audacious” — especially given that he would be the youngest person to ever become president.

“I would say being a mayor in a city of any size in America right now is about as relevant as it gets,” Buttigieg added.

TRUMP TELLS ANTI-ABORTION ACTIVISTS TO STAY UNITED IN 2020

Buttigieg suggested he isn’t too worried about his likely Republican opponent after the primary, either.

“The tweets are — I don’t care,” Buttigieg to raucous applause at one point, referring to Trump’s Twitter posts, including some that mocked Buttigieg.

“It’s a great way to command attention,” Wallace said.

“It’s a great way to command attention from the media,” Buttigieg countered.

In a closing lightning-round of questions, Buttigieg downplayed his comments during a radio interview on Friday, in which he called for removing Thomas Jefferson’s name from buildings and events like the Democratic Party’s annual Jefferson-Jackson dinner.

“You would have thought I would proposed blowing up the Jefferson Memorial in D.C.,” Buttigieg joked, noting that his campaign headquarters is on a street named for Jefferson.

Buttigieg also cited the HBO show “Game of Thrones” as one of his “guilty pleasures,” noting that the finale would be televised shortly after the conclusion of the town hall.

Ultimately, Buttigieg received a standing ovation after delivering his closing remarks.

“Look, what we’re trying to do here is different,” Buttigieg began, as the the town hall wrapped up. “Because the moment that we’re in is different. I get that a millennial, midwestern mayor is not what leaps to mind when you think about a prototypical candidate for president. But I also think we’re living — if it’s hard to figure out what’s going on right now, it’s because we are living on one of those blank pages in between chapters of American history. And what comes next could be ugly or it could be amazing.”

Buttigieg continued: “And I believe running for office is an act of hope, and so is voting for somebody, and supporting somebody and volunteering for somebody. I hope you’ll join me in making sure that that next era is better than any we’ve had so far.”

Before the town hall, Buttigieg took stock of his campaign’s unexpectedly strong position early in the race.

“We were expecting at this stage of the game to still be introducing ourselves and even defending the idea that something this audacious was appropriate,” Buttigieg told Fox News. “Instead we find that we’ve bolted into the top tier.”

In an email to supporters Saturday night, Buttigieg defended his decision to appear at the Fox town hall, as progressives have increasingly pushed for Democrats to appear only on left-leaning networks. On Sunday, Trump himself took aim at Buttigieg’s appearance at the town hall, saying it was “hard to believe” Fox had hosted the candidate.

“If we ignore the viewers of Fox News and every news platform that doesn’t share our worldview, we will surrender our ability to speak directly to millions of American voters,” Buttigieg asserted. “If we don’t show up, the conservative media will tell our side of the story for us.”

Separately, Trump told Fox News’ “The Next Revolution with Steve Hilton” in an interview to air Sunday that “I think it’s absolutely fine” that Buttigieg and his husband, Chasten, are open about their relationship on the campaign trail.

Trump agreed with Hilton that Buttigieg’s candidacy is a sign of progress for the country.

“I think that’s something that perhaps some people will have a problem with,” Trump said. “I have no problem with it whatsoever. I think it’s good.”

During his 2016 campaign, Trump suggested he’d appoint conservative justices to overturn a Supreme Court decision legalizing same-sex marriage. But he called the issue “settled” shortly after his election.

A major oil spill off the coast of Southern California has forced Huntington Beach and activities scheduled to take place in the region to shut down.

A leak from an offshore oil production facility leaked 3,000 barrels of oil, which is about 126,000 gallons, on Saturday, said Huntington Beach Mayor Kim Carr.

The U.S. Coast Guard was notified of the spill around 9 a.m. Saturday, Carr said. By early Sunday morning, the oil had reached the shore. It had entered the Talbert Marshlands and the Santa Ana River Trail, fanning out over an area of about 5.8 nautical miles, the city of Huntington Beach announced in a press release Sunday morning.

The size of the spill “demanded prompt and aggressive action,” officials said.

Skimming equipment and booms have been deployed to prevent the oil from flowing into the Bolsa Chica Ecological Reserve and Huntington Beach Wetlands, according to the city. It was not immediately clear what caused the spill.

The final day of the Pacific Airshow was canceled in order to facilitate cleanup operations, city officials announced Sunday morning. In addition, residents were advised not to swim, surf or exercise near the beach due to the potential health hazards, such as toxic fumes.

The oil spill is already affecting wildlife, with dead birds and fish already washing up on the beaches, and the damage to the Talbert Wetlands is “significant,” Orange County Supervisor Katrina Foley tweeted.

Newport Beach Mayor Brad Avery reported to Foley that he saw dolphins swimming through the slick oil plumes as he headed back to shore from Catalina, Foley tweeted.

The California Department of Wildlife has set up a hotline to report wildlife impacted by the oil. Individuals are advised not to handle the wildlife but to report incidents to 877-823-6926.

ABC News’ Matthew Furhman, Ahmad Hemingway and Bonnie Mclean contributed to this report.

Ending months of speculation, former Vice President Joe Biden announced Thursday he is launching his third presidential campaign.  Instantly joining the race as an early frontrunner, the former vice president and more than a dozen major Democratic candidates seek to deny President Trump a second term.

“We are in the battle for the soul of this nation,” he said in the nearly four-minute long video. “If we give Donald Trump eight years in the White House he will forever and fundamentally alter the character of this nation. And I cannot stand by and watch that happen.”

Unlike most of his competitors who only mentioned President Trump in passing when they announced their candidacies, Biden used his video to cast the race as a battle with Mr. Trump for the very soul and character of the country, calling him out by name.

The video opens in Charlottesville, Virginia, the scene of violent clashes between white nationalists and protesters which opens in Charlottesville, Virginia, where in 2017 there were violent clashes between white nationalists and protesters that resulted in the death of one woman. Mr. Trump, at the time, faced a backlash for saying that blame for the violence fell “on many sides.”

Biden announced his bid in a video released on social media. He is expected to hold a fundraiser Thursday evening in Philadelphia and hold his first formal campaign event in Pittsburgh on Monday. In his appeal to voters, Biden recounted the president’s response to the violent white supremacist protests in Charlottesville, Virginia two years ago.

Biden said he’s running for president because everything about American democracy is “at stake” under a Trump presidency. “We have to remember who we are, this is America,” he added in a final appeal to supporters.

Already differentiating himself from the other 17 candidates running, Biden also immediately released Spanish-language advertising to target Latino supporters. None of the other candidates have done this from the start.

For about a year, many Democratic operatives, donors and voters have been encouraging Biden, who served as vice president for eight years under President Obama, to enter the crowded race, capture the nomination and thwart Mr. Trump’s reelection bid in 2020. Despite not having formally announced his bid until Thursday, Biden has been leading several polls among primary voters, with only Vermont Sen. Bernie Sanders coming close to matching the former vice president’s support.

People familiar with the campaign’s plans said Biden plans to place a particular emphasis on South Carolina, an early primary state where he enjoys strong support from longtime Democratic leaders and the state’s large African American community.

Unlike many of the other Democratic candidates in the race, Biden is already a household name across the country, and his allies argue he has the best chance to woo working-class voters in states like Michigan, Wisconsin and Pennsylvania who propelled Mr. Trump to victory during the 2016 presidential election.

The former vice president, however, will also face scrutiny from progressives for some of the positions he held during his long tenure in Congress, where he represented Delaware in the Senate for more than 35 years. He has also come under scrutiny in recent weeks by several women who said that he touched them inappropriately at events over the years.

In the 1970s, Biden opposed busing to desegregate public schools. As chairman of the Senate Judiciary Committee, he oversaw the contentious Anita Hill hearings during the confirmation process for then-Supreme Court nominee Clarence Thomas in 1991. He also helped spearhead efforts to pass the Violent Crime Control and Law Enforcement Act of 1994, which many believe fueled a period of mass incarceration that disproportionately affected African Americans and other minority groups.

Biden has since embraced more progressive policy stances. He staged two campaigns for the Democratic nomination in 1988 and 2008, dropping out during the primary contests in both.

The former vice president joins the largest — and the most diverse — Democratic primary field in U.S. history. To date, 20 other Democrats have declared their candidacy for president, including Sens. Sanders, Kirsten Gillibrand, Kamala Harris, Cory Booker and Elizabeth Warren; Texas Rep. Beto O’Rourke; and South Bend, Indiana Mayor Pete Buttigieg.
