Mr. de Blasio’s push is likely to be unpopular with some D.O.E. employees, but is broadly supported by the city’s powerful teachers’ union. The city is still negotiating with the United Federation of Teachers and other unions representing education staff on what will happen to employees who do not comply with the mandate. The city announced last month that educators who did not comply with the requirement to be vaccinated or submit to testing would be suspended without pay, and a similar consequence is likely for staffers who refuse to be vaccinated under the new mandate.

On Monday, Michael Mulgrew, U.F.T. president, acknowledged that the city had the legal right to create such a mandate, but said key details were still being hashed out.

“While the city is asserting its legal authority to establish this mandate, there are many implementation details, including provisions for medical exceptions, that by law must be negotiated with the U.F.T. and other unions, and if necessary, resolved by arbitration,” Mr. Mulgrew said in a statement.

Mr. de Blasio said that, even if bargaining is stalled or does not succeed, the mandate will still go forward.

The mayor and Meisha Porter, the schools chancellor, said they expect a high level of compliance from schools staff on the new mandate. “I do not expect a staffing shortage,” Ms. Porter said.

WASHINGTON – President Donald Trump said Friday he will nominate Rep. John Ratcliffe to become Director of National Intelligence, just six months after the Texas congressman took his name out of the running for the job.

“I am pleased to announce the nomination of @RepRatcliffe(Congressman John Ratcliffe) to be Director of National Intelligence (DNI),” Trump wrote on Twitter while en route to South Carolina for a political rally.

Trump said the nomination process would have been completed earlier, but Ratcliffe wanted to wait until an inspector general’s report was completed on how the FBI handled an investigation into whether Trump’s presidential campaign coordinated with Russia.

“John is an outstanding man of great talent!” Trump wrote.

Trump’s announcement that he had settled on Ratcliffe for the top spy job comes just two weeks after he tapped Richard Grenell to serve as acting director. That decision stirred concern because Grenell, a Trump loyalist who has been serving as U.S. ambassador to Germany, has no intelligence experience.

At least 24 people were shot and five people were killed Saturday in a series of shootings in the area of Midland and Odessa, Texas, an Odessa city official told Fox News.

A suspect, who local police identified only as a white male in his mid-30s, was shot and killed at an Odessa movie theater, local police said.

Odessa police chief Michael Gerke said that the tally of victims included three injured law enforcement officers and at least 21 civilians. It was not clear whether the number of dead included the shooter, nor was it clear whether that number was included among the 21 civilian victims.

The Texas Department of Public Safety (DPS) said the rampage began when two troopers attempted to stop a gold car on Interstate 20 westbound at 3:13 p.m.

“Prior to the vehicle coming to a complete stop, the male driver (and only occupant in the vehicle) pointed a rifle toward the rear window of his car and fired several shots toward the DPS patrol unit,” the DPS sad. “The patrol unit was occupied by two Troopers, and one was hit by the gunfire.”

“The suspect fled the scene and continued shooting innocent people, including a Midland police officer and an Odessa police officer. The Trooper is in serious but stable condition, and the two other officers are in stable condition at a local hospital,” the department said.

After the initial shooting, the suspect continued west into Odessa and shot another person on Interstate 20 before driving around the eastern part of the city, where there are multiple scenes and victims, the official said. At some point, the subject stole a mail van and committed additional shootings, officials said.

The suspect then traveled back east in the stolen mail truck toward the movie theater, where various law enforcement agencies contacted him. Gunfire was exchanged, and the suspect was killed.

Gurke declined to name the suspect but said he had some idea of who the man was.

Medical Center Hospital in Odessa said it received 13 shooting victims, seven of whom were in critical condition. Two others were in serious condition and one patient was deceased. One victim, a 17-month-old child, was airlifted to a level one trauma center in Lubbock, about two hours north of Odessa. The other two victims had been treated and released as of Saturday evening.

Midland Memorial Hospital said it was treating six wounded victims. Three of those victims were in critical condition and three were in stable condition.

“I was born and raised here, I do not recall anything like this ever happening,” Midland Mayor Jerry Morales told Fox News. “It’s hard to swallow. It’s hard to understand. […] There’s a lot of learning going on. It was very rapid.”

The suspect’s killing brought an end to a chaotic afternoon, during which police initially reported that there were two shooters in two separate vehicles. At a news conference Saturday evening, Gerke said police believe the suspect killed at the movie theater was the only gunman.

The Texas Department of Public Safety (DPS) urged the public to avoid I-20 in Odessa, Midland and Big Spring. Residents of Midland and Odessa were also urged to stay inside.

Dustin Fawcett was sitting in his truck at a Starbucks in Odessa when he heard at least six gunshots ring out less than 50 yards behind him.

At first, he thought it might have been a tire blowing but he heard more shots and spotted a white sedan with a passenger window that had been shattered. That’s when he thought, “Oh man, this is a shooting.”

Fawcett, 28, an Odessa transportation consultant, “got out to make sure everyone was safe” but found that no one had been struck by the gunfire nearby. He said a little girl was bleeding, but she hadn’t been shot, and that he found out she was grazed in the face.

Fawcett said authorities responded quickly and when police pulled out their rifles and vests he knew that “this is not a drive-by. This is something else, this is something bigger.”

President Trump was briefed on the shooting and the White House is monitoring the situation, White House Press Secretary Stephanie Grisham said.

Justice Department spokesman Kerri Kupec tweeted that Attorney General William Barr was monitoring the situation.

“Just briefed by Attorney General Barr about the shootings in Texas. FBI and Law Enforcement is fully engaged. More to follow,” Trump later tweeted.

Vice President Mike Pence, speaking shortly before departing on a trip to Poland, told reporters: “Our hearts break for the families who have loved ones who’ve been injured, those who have loved ones who have lost their lives in the wake of this latest mass shooting, and the president and I remain absolutely determined to work with leaders of both parties in the Congress to take such steps so we can address and confront this scourge of mass atrocities in our country.”

Pence added that Trump has deployed the federal government in response to the shootings and that the FBI is already assisting local law enforcement.

Texas Gov. Greg Abbott decried what he called a “senseless and cowardly attack.”

“The state of Texas and the Department of Public Safety are working closely with local law enforcement to provide resources as needed and deliver justice for this heinous attack,” Abbott said in a statement. “I thank the first responders who have acted swiftly and admirably under pressure, and I want to remind all Texans that we will not allow the Lone Star State to be overrun by hatred and violence. We will unite, as Texans always do, to respond to this tragedy.”

“I am horrified to see such a senseless act terrorize the fine people of the Permian Basin,” Texas Attorney General Ken Paxton said in a statement. “Thank you to the courageous local and state first responders who worked quickly today to stop this evil attack. I have asked my law enforcement division and my crime victims services team to assist in any way necessary. Please join Angela and me as we pray for comfort for those who have been impacted by this violent act.”

“Tonight we are one with the entire Midland-Odessa community, especially the victims of this horrific tragedy. I want to thank law enforcement and first responders for their courage in an impossible situation,” Sen. John Cornyn, R-Texas, said. “In the face of unspeakable violence, Texans have come together before. We will again.”

Texas’ other senator, Ted Cruz, said he and his wife Heidi are “heartbroken by this heinous attack.”

“We are thankful for the law enforcement officers who heroically risked their lives and acted swiftly to stop the shooter and save others. Their courage helped prevent even more senseless deaths, and we honor their tireless commitment to protecting us all,” Cruz said. “We Texans are standing together tonight united against all forms of hatred and violence.”

Saturday’s shooting came exactly four weeks after a gunman killed 22 people and wounded 24 others at a Walmart in El Paso. The suspect in that massacre reportedly told authorities he was targeting Mexicans. Earlier this week, Abbott held two meetings with lawmakers about how to prevent mass more shootings in Texas.

The University of Texas of the Permian Basin was on lockdown for several hours. The lockdown was lifted at around 6:30 p.m.

Odessa is about 20 miles southwest of Midland. Both cities are more than 300 miles west of Dallas.

Pero no siempre fue así. Y las razones detrás de su dominio del chino son bastante dramáticas: un accidente de auto.

“Recuerdo esa mañana, desayunando en la cama pero, aparte de eso, no recuerdo nada más”, le contó a la BBC.

Ben sufrió un horrible accidente automovilístico, que le dejó una semana en coma.

Y, cuando despertó, su vida había cambiado completamente. Sólo era capaz de hablar en chino mandarín.

Laberinto cerebral

El joven, que ahora tiene 24 años, había estudiado el idioma en la escuela, pero nunca lo llegó a hablar con fluidez.

Al menos antes de que ocurriera el accidente.

Pero, además, Ben era incapaz de recordar cómo expresarse en inglés, su lengua materna.

¿Qué sucedió? ¿cómo era posible que, de repente, pudiera comunicarse en chino perfectamente?

Otro trastorno común, similar a este fenómeno, es el síndrome del acento extranjero, que hace que quienes lo sufren hablen su lengua natal con un acento completamente diferente al habitual.

Aunque no sabemos exactamente qué pasó en el cerebro de Ben después del accidente, sí sabemos que estaba sentado en el lado izquierdo del auto cuando ocurrió.

Y sufrió daños en el lado izquierdo de su cabeza, especialmente en el lóbulo frontal.

En 2010, hubo un caso muy parecido de una joven croata de 13 años, que despertó de un coma hablando alemán, incapaz de recordar cómo expresarse en su croata natal.

Al igual que Ben, había estudiado alemán en la escuela pero nunca lo llegó a hablar con fluidez.

Y en 2013 un hombre estadounidense, Michael Boatwright, se despertó hablando sueco.

Por suerte para Ben, cuando se redujo su inflamación cerebral, recuperó su capacidad para hablar inglés.

Y esto podría haber supuesto el fin de su dominio del chino, pero no fue así. Ben mantuvo su nueva capacidad lingüística.

Por lo visto, el accidente de auto desbloqueó de forma permanente su capacidad de hablar con fluidez el segundo idioma. Y cambió su vida para siempre.

De hecho, acaba de encontrar pareja en la edición australiana de un popular concurso de citas chino, “If you are the one”, con una joven australiana -de origen chino- que se apuntó al programa para practicar su mandarín natal.

Tal vez -al menos en lo que respecta al idioma- haya encontrado su media naraja.

House Speaker Nancy Pelosi said Thursday she could support a border security deal that adds new Normandy fencing along about 30 miles of open border.

But she won’t bring a bill to the floor that includes Trump’s vision for a wall or steel-slat barrier, she said.

“There is not going to be any wall money in the legislation,” Pelosi told reporters Thursday. Pelosi controls the House floor, and her approval of a border security deal is required for legislation to make it to the president’s desk by a Feb. 15 deadline.

Pelosi said she’d back Normandy fencing used to finish approximately 700 miles authorized by the 2006 Secure Fence Act. A 2017 government report determined about 50 miles of that authorized fencing are incomplete, although Republicans have put forward higher estimates. Pelosi said only 30 miles are incomplete.

Normandy fencing includes movable barriers that allow vehicles to pass through and the barriers are low enough to climb over. Pelosi said that’s as far as she’ll go on a barrier.

“If the president wants to call that a wall, he can call it a wall,” Pelosi said. “Are there places where enhanced fencing, Normandy fencing, will work? Let them have that discussion.”

Pelosi said hundreds of miles of border don’t require barriers because of cliffs and rivers.

A border security deal hinges on a bipartisan group of 17 House and Senate lawmakers who met for the first time Wednesday to try to hammer out an agreement. The group has until Feb. 15, when a short-term funding measure expires and a quarter of the federal government would be partially shuttered for a second time this year.

Senate Republican and Democrat appropriators agreed last summer to provide $1.6 billion for 65 miles of pedestrian fencing in the Rio Grande Valley, which the GOP said could be used as a starting point in the negotiations.

House Democrats on Wednesday pitched their own border security plan, and it did not include money for any wall of barrier. President Trump has indicated that he won’t sign legislation without wall funding.

For Xu Guoqi, a Chinese historian, Beijing’s reluctance to denounce Vladimir Putin’s invasion of Ukraine is alarming. “I’m a historian of the first world war. Europe sleep-walked into a huge conflict over 100 years ago, which also had had enormous consequences for China,” Xu said. “The world may be at the point of no return again”.

But looking at how Chinese diplomats are responding to it, and how Chinese people have talked about it on social media in the past week, he said, “I’m afraid it seems we still have not learned the lessons of the past tragedies. As a historian I’m very disappointed.”

On Saturday morning, five renowned Chinese historians – Xu included – wrote an open letter denouncing Russia’s action on its neighbour and calling for peace. The authors of the letter hope to persuade Beijing to make its stance clearer: that what Russia is doing is wrong, and China should say it out loud.

“What will this war lead to? Will it lead to a large-scale world war?” the historians asked. “Great catastrophes in history often started with local conflicts. We strongly opposed Russia’s war against Ukraine. Russia’s invasion of a sovereign state by force … is a violation of the norms of international relations based on the United Nations charter and a breach of the existing international security system.”

In public, China opposes any act that violates territorial integrity. China’s foreign minister, Wang Yi, articulated this position again in a late-night post published on his ministry’s website on Friday. But over the course of the past week, as civilians were killed and western sanctions intensified, Beijing continued to echo Putin’s argument that Moscow’s action is a response to Nato’s eastward expansion.

“Do they genuinely believe in that? Is it worth [it] for China to undermine its own credibility to defend the indefensible? I’m afraid they were fooled by Putin,” Xu said, emphasising that he and his colleagues wrote this letter because they love the country, and they do not wish a potential worldwide tragedy to stall China’s future.

“This is simply a black and white matter,” he continued. “This is an invasion. As the Chinese saying goes: you cannot call a deer a horse. As Chinese historians, we do not wish to see China being dragged into something that will fundamentally harm the current world order. For the love of mankind, world peace and development, we should make this clear.”

But Xu and his colleagues’ open letter was quickly taken down by internet censors after two hours and 40 minutes online. And, perhaps unsurprisingly, pro-war Chinese trolls denounced the authors – who are based in Nanjing, Beijing, Hong Kong and Shanghai – as “shameful” and “traitorous”. “Why did you not say anything during the west’s invasion in Iraq,” one quipped sarcastically.

Is Beijing changing its thinking?

It is difficult to gauge the public opinion in China, but in the past few days, while Beijing’s diplomats struggle with a coherent argument, many Chinese nationalists expressed their admiration of Putin online. Some called the Russian leader “the greatest strategist of this century”. Others said China should leverage the current situation to “take Taiwan back”.

But at the same time, censors are not taking down all anti-war posts, either. On WeChat, for example, many have also been discussing the situation in Ukraine. On Sunday, as Putin ordered his military to put Russia’s nuclear deterrence forces on high alert, some users posted a 1994 statement in which China urged all nuclear-weapon states not to use or threaten to use nuclear weapons against states that do not have them, including Ukraine.

On social media, some of those who are against Russia’s action are also speaking out – although they are often met with pro-war trolls who accuse them of being “weak” and “naive”. “If Russia has issues with Nato, it should deal with Nato, why invade Ukraine?” one questioned in a WeChat video that attracted over half a million views in a span of hours. Nearly 9,000 users liked the video and more than 23,000 shared it.

There is a long history of Chinese intellectuals speaking out, individually or collectively, on major domestic and international issues, including in ways that challenge official policies, said Prof Jeff Wasserstrom, a historian of modern China at the University of California, Irvine. “Sometimes the risks involved are small but at other points it is truly daring to engage in this time-honoured practice.”

But Wasserstrom said the five prominent Chinese historians’ letter was particularly noticeable because of the tightening of the freedom of speech on Chinese campuses – both on the mainland and in Hong Kong – in recent years. Several high-profile Chinese academics have been barred from teaching.

As the war intensifies, there are signs that Beijing may be changing its thinking. On Friday, China abstained at the end of the UN security council vote condemning the Russian aggression. Western diplomats saw this as a sign that Beijing is increasingly uneasy at being seen as defending Putin’s action, which has drawn worldwide condemnation.

On Sunday, the Chinese envoy to Kyiv, Fan Xianrong, stressed in a video address that China respected Ukraine’s sovereignty and territorial integrity. He also urged Ukraine-based Chinese nationals not to reveal their identity or display any signs of their nationality, reversing his embassy’s earlier advisory that encouraged citizens to stick the national flag on their cars.

“Sooner or later, they’ll have to come to [their] senses,” Xu said. “The Chinese are very pragmatic. They need to understand they are a big beneficiary of the current world order, under which China also prospered. This is an opportunity for all of us to demonstrate we are a real responsible stakeholder.”

A teenager accused of injuring her 16-year-old friend by pushing her off a 60-foot bridge in southwestern Washington in August pleaded guilty Monday to misdemeanor reckless endangerment.

Taylor Smith appeared in Clark County District Court, where a state prosecutor recommended no jail time. She will be sentenced on March 27.

Smith pushed Jordan Holgerson off the Moulton Falls Regional Park bridge northeast of Vancouver on Aug. 7. Holgerson suffered six broken ribs and punctured lungs.

Smith, 19, was charged with one count of reckless endangermentabout a week and a half after the incident, a misdemeanor which carries a maximum penalty of a year in jail and a $5,000 fine.

She pleaded not guilty in December. Last month, Smith was offered a plea deal, the details of which were not shared in court.

The 10-second video clip of the incident captured on a cellphone went viral.

Holgerson initially planned to jump off the bridge into a river about 60 feet below, but has said she changed her mind.

She said in a recent interview on NBC’s “Today” that while she was looking forward to Smith being sentenced, she was uncertain what punishment Smith should face.

“Some days, I kind of want her to be put in jail,” Holgerson said. “And some days, I think that might be too harsh.”

Fearing public controversy, which might damage the government’s financial interests, the agency did urge that Mr. Trump divest himself of his financial interest in the property in a Jan. 31, 2017, meeting with his oldest sons, Donald Trump Jr. and Eric Trump, the report said. After his election, Mr. Trump turned management of the business over to them.

The contracting officer on the case “pushed hard for divestiture” in that meeting, but did not insist upon it because he did not believe that the new president’s interest in the property, a historic building known as the Old Post Office, created a problem that constituted a breach of the lease, the report said.

Two months later, the contracting officer, Kevin Terry, issued a certificate declaring that the Trump Organization was in full compliance with the provisions of the lease and that the lease was “valid and in full force.” Although Mr. Terry knew the constitutional issue was open, “nonetheless, he did not qualify his certification,” the report said.

Agency officials acknowledged that they may be forced to revisit the lease, depending on what the courts decide. But the inspector general, Carol F. Ochoa, noted that the agency has already agreed with the Trump Organization that President Trump’s interest does not violate the lease’s language prohibiting profits to elected officials. The report identified that as a “problem.”

It recommended that the agency’s lawyers conduct a “formal legal review” on how the emoluments bans relate to the agency’s business.

In his response to the report, Jack St. John, the General Services Administration’s general counsel, said he was “gratified” that the inquiry found no evidence of political interference in the agency’s decision-making.

“In fact, your office found no undue influence, pressure or unwarranted involvement of any kind by anyone, including the Executive Office of the President,” he wrote in response to the inspector general.

Un hombre realizó un ataque con un hacha en una estación de trenes de la ciudad de Düsseldorf en Alemania. Se cree que por lo menos hay 5 personas heridas y que el sujeto dejó la escena ante la confusión que generó su ataque.

De acuerdo a Bild, la Policía arrestó a dos personas y ya inició una redada con un helicóptero y ha cercado la ciudad para buscar a otras dos personas que habrían estado involucradas en el ataque. Un oficial comentó que aproximadamente 5 personas habían resultado heridas, pero que ninguna estaba grave.

Servicio se detuvo. Todos los trenes fueron detenidos poco después del ataque. Sin embargo, el flujo fue reestablecido evitando aunque por el momento no realizan paradas en la estación donde ocurrió el ataque.

En tanto, un fuerte contigente policial llegó a la estación y acordonó la zona del ataque, además varias ambulancias llegaron para atender a los heridos. La estación de Düsseldorf es la principal en la ciudad y transporta diariamiente a 250 mil personas.

Emergencia. Alemania permanece en estado de emergencia tras los ataques que han sufrido en los últimos 12 meses. El último fue el que hubo en la navidad del año pasado cuando un sujeto asesinó a doce personas atropellándolas con un camión en un mercado de Berlin.

FBI Director Christopher Wray on Tuesday refused to tell senators the cause of death for Capitol Police Officer Brian Sicknick, whose death heavily influenced coverage of the Capitol riot.

Reports after Jan. 6 originally said Sicknick died after being bludgeoned by a fire extinguisher while fighting off then-President Donald Trump’s supporters, which authorities didn’t deny at the time. The claim became part of the impeachment trial case against Trump for allegedly inciting the riot — though his family now says it’s untrue.

Wray cited an “ongoing” investigation into Sicknick’s death.

“I certainly understand and respect and appreciate the keen interest in what happened to him — after all, he was here protecting all of you. And as soon as there is information that we can appropriately share, we want to be able to do that. But at the moment, the investigation is still ongoing,” Wray said at a Senate Judiciary Committee hearing.

Sen. Chuck Grassley (R-Iowa) asked if that meant the FBI “have not determined” the cause of Sicknick’s death.

“That means we can’t yet disclose a cause of death at this stage,” Wray said.

Grassley pressed on, asking Wray to confirm whether the FBI has determined a cause of death.

“I didn’t say that. We’re not at a point where we can disclose or confirm the cause of death,” Wray said.

Sicknick’s cremated remains had the rare distinction of lying in honor last month in the Capitol Rotunda.

Recent news reports say the FBI believes that a capsaicin-based “bear spray” may have caused Sicknick’s death, though those reports also have not been confirmed on the record by authorities.

The officer’s mother said in a recent interview that the family also remained in the dark, though they believed that being bludgeoned was not the cause of death.

“He wasn’t hit on the head, no. We think he had a stroke, but we don’t know anything for sure. We’d love to know what happened,” said Sicknick’s mother, Gladys Sicknick.

Sicknick’s family previously said he voted for Trump.

Four pro-Trump activists died on Jan. 6 during the Capitol riot and two police officers and at least one alleged rioter died by suicide afterward.

Grassley, the top Republican on the Senate Judiciary Committee, said he believed Democrats were pushing a double standard by focusing on right-wing members of the pro-Trump crowd while ignoring left-wing violence last year following the killing of George Floyd by Minnesota police.

“Yes, white supremacy movements may be considered the most dangerous at a given time, but somehow it wasn’t last summer,” Grassley said.

“It hardly registered in the media when Marshals and Secret Service officers defended courthouses and the White House. That’s not Sen. Durbin’s fault, that’s the media’s fault. They were called ‘Stormtroopers’ by the speaker of the House, like they aren’t even human beings. Vice President [Kamala] Harris, when she was a senator, supported the Minnesota Freedom Fund, an organization that helped bail out violent rioters in Minnesota.”

Grassley said the Capitol riot shouldn’t be used as a reason to redirect funds away from focusing on left-wing extremists.

“We aren’t going to defund the anarchistic extremism program, or any other domestic terrorism,” Grassley said.

“It can’t be that the FBI needs a fully funded art theft program, but can’t afford to fight both right-wing and left-wing extremism.”

Christine Lagarde, directora gerente del Fondo Monetario Internacional (FMI) —ese arma homicida contra los populismos de las décadas de los 70, 80 y 90— acaba de dar una mala noticia: América Latina crecerá un 1,3% en 2014 y un 2,2% en 2015, en este caso siete décimas por debajo de las previsiones del propio organismo hace seis meses.

Nadie entiende qué está pasando. La crisis de 2008 supuso el final de una época, un hecho que se le escapó a los Gobiernos, a los pueblos, pero, sobre todo, a esos sumos sacerdotes de la ortodoxia que son los economistas del FMI y del Banco Mundial (BM).

Todo terminó en 2008. No hay ningún político, ni gobernante, ni líder social —más allá de los muchachos que salen a las calles, ocupan las plazas e invaden los jardines de Wall Street—, que se atreva a decir que esto no tiene solución.

Vamos de mal en peor. El ejemplo es Estados Unidos, el imperio en decadencia, cuyo presidente, Barack Obama, hizo lo impensable: perdió su poder por no saber qué hacer con él y se dio la estocada final al confesar que no tenía una estrategia para derrotar al Estado Islámico. Es más, que la ofensiva yihadista en Irak y Siria fue una sorpresa para la Casa Blanca.

Por desgracia, la América que habla español tampoco se salva. Cada año se promete un mayor crecimiento, pero eso no es suficiente. Por citar un país, México necesitaría crecer como mínimo al 5,5% sólo para absorber su excedente laboral. Ya no cuenta con el aliviadero social que era brincar “al otro lado” ni desde luego emplearse en el narcotráfico.

El caso brasileño es más dramático porque los países que han soñado y caído tienen la ventaja de haber probado el sabor del polvo. Sin embargo, el bajo rendimiento de Brasil (un 0,3% este año), que fue una maravilla económica durante las dictaduras y donde gracias al fútbol, la samba y el coctel racial parecía que no pasaba nada, resulta incomprensible. Es como la cara de desconcierto de su bienintencionada, pero muy limitada presidenta Dilma Rousseff, cuando se pregunta: ¿qué es lo que quieren si los hemos sacado de la pobreza para llevarlos a la clase media?

Ningún pueblo está preparado para una crisis en la que el capitán no tiene plan ni mapa del rumbo a seguir. No sólo se ha enterrado un modelo económico fracasado, sino que no hay otro para sustituirlo.

La parálisis de los Gobiernos contrasta con la ebullición social que, gracias a la revolución de las telecomunicaciones, se ha vuelto universal. Por ahora, la gente se manifiesta sólo para decir “¡no más!”, pero qué pasará cuando alguien se suba a un tenderete y se plantee ocupar el poder, como pudo haber ocurrido en México en 2006 si el aspirante a la presidencia Andrés Manuel López Obrador se hubiera decidido a dar cien pasos más para tomar el Palacio Nacional.

Sin duda, como Argentina es Argentina, su caso es particular. La guerra de su Gobierno contra los fondos buitre y los buitres en general tendrá consecuencias limitadas.

Sin embargo, cuando Rousseff o Aécio Neves, da lo mismo, se sienten en Brasilia y comiencen a descontar todo lo que no se puede hacer, a alguien se le ocurrirá preguntar por qué el FMI y el BM siguen rigiendo la economía y, lo que es más importante: ¿hasta cuándo los países intervenidos por este desmadre internacional seguirán considerando Nueva York como la capital financiera del mundo?

Dicho esto y observando lo que sucede en Latinoamérica, las preguntas son claras: ¿para qué pagamos al FMI y al BM? ¿Para producir otro Lehman Brothers y todos los productos tóxicos de las hipotecas? Es decir, cuando pagamos a un banco, ¿qué estamos haciendo?

¿En qué están pensando los ministros de Hacienda para pedir a la población que pague impuestos en los países latinoamericanos? ¿Qué les ofrecerán a cambio? ¿Seguridad, educación, atención hospitalaria, infraestructuras? ¿Qué?

¿Quién se atreverá a preguntar para qué sirven hoy las recetas preparadas por quienes ya han fracasado tanto?

Confieso que tengo un problema. Cada vez que discrepo de mis hijos o que veo a los jóvenes en las calles, no sé qué decirles. Temo que me pidan cuentas. Y, desde el punto de vista formal, el balance sería bueno: pueden votar y, si son capaces de quitarse los yugos del dominio intelectual y de los monopolios de las televisoras y de las telecomunicaciones, quizá hasta puedan elegir con buen criterio. Pero una vez dicho eso, ¿qué mundo les diré que les estamos entregando? ¿Cuál es el modelo? ¿Hacia dónde vamos?

¿Se puede castigar con la mano derecha a Rusia, con la izquierda a Argentina, cuestionar a China o ignorar a México y seguir pidiendo que vayan a Wall Street?

Si trabajase en el FMI o en el BM me preguntaría: ¿qué hemos hecho? Porque el Fondo no entiende tres cuestiones fundamentales: la primera, ya no tiene un amo a quien servir porque el amo quebró; la segunda, en el mundo moderno los números no son en sí mismos una razón de Estado y la tercera, así como en otras épocas el desafío fue consolidar la democracia, el mundo tiene hoy como principal reto consolidar unas condiciones sociales, económica y políticamente viables para responder a la demanda social.

Alianza Lima vive su mejor momento del año al haber salido campeón del Torneo Apertura 2017. Tras ello, el gerente deportivo del club, Gustavo Zevallos, conversó con el programa Fútbol Como Cancha de RPP Noticias y contó que hay una intención de que el técnico Pablo Bengoechea se quede por algunas temporadas más.

“Definitivamente ya lo hemos conversado con Pablo. Le hemos hecho saber la intención de que él continúe con nosotros. No hemos profundizado pero él es responsable directo de lo que sucede ahora en el plantel, que es muy solidario. Sería bueno tenerlo algunos años más en el club”, dijo.

Incorporaciones. Gustavo Zevallos también confesó que Alianza está interesado en el delantero suizo-argentino Kevin Gissi. El atacante sería el ‘9’ que tanto necesita la plantilla para tener un mejor funcionamiento e incluso podría ser presentado esta semana.

“Queremos poder cubrir las necesidades inmediatas. Vamos a trabajarlo a partir de mañana y diría que en un par de días o el fin de semana debemos tener noticias”, expresó. The city of Richmond, Va., is under a state of emergency Monday morning as thousands of gun ownership enthusiasts and armed militia members gather at the Virginia State Capitol for a large rally aimed at quashing new gun laws. Gov. Ralph Northam has temporarily banned firearms from Capitol grounds, and some of Richmond’s streets are barricaded as officials try to ensure the demonstration takes place peacefully.

The Richmond gun rally is expected to draw a wide range of people, from staunch believers that the Second Amendment guarantees wide access to guns to religious leaders calling for peace.

“This is about losing one of the base freedoms that we have. Without it, all the others fall right behind it,” gun rights supporter Todd McManus of Shepherdstown, W.Va., told member station VPM’s Ben Paviour.

The rally includes a slate of speeches that started at 11 a.m., for those gathered on the lawn below the white-columned Capitol. The speakers include an official from Gun Owners of America, along with state politicians. Two law enforcement officials also spoke.

“At least two county sheriffs have spoken at this gun rights rally in Richmond,” NPR’s Sarah McCammon reports via Twitter. She adds that Sheriff Scott Jenkins of Culpeper County “says he will deputize ‘thousands’ of gun owners” if Virginia enacts new gun restrictions.

While people were blocked from carrying weapons within a rectangle-shaped vicinity of the Capitol, many rally attendees walked with their guns in plain sight on Richmond’s nearby streets.

Some people wore camouflage and helmets, while a few dressed in Revolutionary War costumes. Others wore jeans or suits, but with rifles slung across their chests. And many people simply bundled up against the cold — it was several degrees below freezing in Richmond early Monday. In the streets near the Capitol, there were chants against Virginia’s Democratic governor as well as shouts of “USA! USA!”

Right-wing media outlets were also a notable presence. Breitbart produced a livestream of video from the event, and InfoWars’ Alex Jones rode parade-style in a Terradyne armored vehicle, popping out of the top hatch to address the crowd through a microphone.

Vendors also descended on the city, setting up tables and portable racks to sell pro-Trump T-shirts and pro-gun paraphernalia.

The gun rights event, held on a holiday that honors a civil rights leader who himself became a victim of gun violence, has generated anxiety that it could draw white supremacists and violent extremists.

When Northam declared an emergency, he noted the possibility that some attendees might try to use the rally as an excuse to launch “insurrection” and violent attacks. A large counter-protest was called off, with several leaders saying the chance of violence was too high.

The FBI and other law enforcement agencies made high-profile arrests of suspected members of neo-Nazi group The Base in three states last week, including one group that allegedly had built a functioning assault rifle. Law enforcement officials told NPR that some of those members had discussed attending the gun rally in Richmond.

The Richmond rally is part of Lobby Day, a push against gun control laws that the Virginia Citizens Defense League organizes annually. But this year’s event gained new importance after a wave of Democrats took control of the state’s legislature — and promised to make gun control a priority. Lawmakers opened their legislative session on Jan. 8 and were in session Monday.

“Virginia Democrats are following through with an election-year pledge to pass new gun laws following a mass shooting in Virginia Beach last spring,” Whittney Evans of VPM reports from Richmond. “This has prompted a groundswell of grassroots activism from gun owners who say their constitutional rights are under attack.”

Speakers at the Lobby Day event include Stephen Willeford — who is credited with stopping a mass shooting at a church in Texas — and Dick Heller, the defendant in the landmark Supreme Court case of District of Columbia v. Heller, which struck down the district’s ban on gun ownership.

Northam and other law enforcement officials hope to avoid the deadly violence that flared up at another controversial rally in Virginia. Clashes between white nationalists who gathered for the 2017 Unite the Right rally in Charlottesville and anti-racism protesters left protester Heather Heyer dead and 19 others injured. Two state troopers also died when their helicopter crashed.

When Northam banned weapons from the Capitol area, he cited “credible intelligence” that tens of thousands of people were planning to converge on Richmond’s Capitol Square. Seeming to refer to The Base and other groups, Northam added, “a substantial number of these demonstrators are expected to come from outside the Commonwealth, may be armed, and have as their purpose not peaceful assembly but violence, rioting, and insurrection.”

The ban is broad, including not only pistols and rifles, but “sticks, torches, poles, bats, shields, helmets” along with pepper spray, laser pointers, drones, and “any item that can inflict bodily harm that is visible, other than firearms.”

Northam’s emergency order took effect at the start of the weekend and is to remain in effect until Tuesday afternoon.

Metropolitan Police in London have confirmed that 28-year-old Usman Khan was the attacker who killed two people and wounded three others with a knife on London Bridge Friday before police shot and killed him.

Khan had been living in the Staffordshire area, north of Birmingham, police said. They said Khan had been known to authorities in Britain, having been convicted in 2012 of “terrorism offenses.”

According to a 2012 article in The Guardian, Khan had been part of a nine-person plot to bomb the London Stock Exchange and build a training camp for terrorists. Although he had originally been sentenced to prison for public protection — an indefinite term until a parole board decided he was no longer a threat — his sentence was revised in 2013 to 16 years with an eight-year minimum, The Guardian reported.

Police said they are not actively seeking any other individuals connected to Saturday’s attack and have confirmed that it was being investigated as a terrorist incident.

“[Khan] had been released a year ago on the provision that he had agreed to wear an electronic tag, submit to curfews and restrictions to his movements,” Lucy Fisher, defense editor of The Times in London, said in an interview on NPR’s Weekend Edition Saturday morning. Khan had been released on license, Britain’s equivalent of parole, serving only eight years of his 16-year sentence.

“And it was while he was subject to these conditions that he performed this horrific attack yesterday,” Fisher said.

Police said they were called to Fishmonger’s Hall shortly before 2 p.m. local time, where Khan had attended a conference on criminal justice and prisoner rehabilitation, called “Learning Together,” run by the University of Cambridge’s Institute of Criminology. Khan had been wearing a fake suicide vest, police said, adding that the attack started inside Fishmonger’s Hall. Khan stabbed “a number of people” inside the hall, police said, and The Times reported that one of the two killed died inside the hall.

“I am devastated to learn that today’s hateful attack on London Bridge may have been targeted at staff, students and alumni,” University of Cambridge Vice Chancellor Stephen Toope said in a statement posted online.

Police said Khan then left the building and moved to London Bridge, where he continued his attack before being apprehended by bystanders, one armed with a narwhal tusk, another with a fire extinguisher. Videos of the attack posted online show Khan being sprayed by a fire extinguisher as another man jabs forward with the tusk.

As Khan is tackled to the ground, a third individual wrests the knife out of Khan’s hands and backs away, with police closing in with their guns out. They drag a bystander off Khan, then shoot and kill Khan. London Bridge and the surrounding area remain closed on Saturday, and police are asking anyone who was present at Fishmonger’s Hall to come forward with any information.

Amy Coop, a director who attended the Learning Together conference, tweeted that the tusk, 5 feet in length and one of a pair flanking the entrance doors, had been taken off the wall by a man who rushed out of Fishmonger’s Hall to follow Khan.

The Times reported that the tusk-wielder was a Polish man who had worked at Fishmonger’s Hall, “setting up events and managing porters.” The identity of the other individual with the fire extinguisher, or the origin of the extinguisher, is not known.

Those individuals who intervened to stop the attacker were lauded by both the public and British leadership, earning recognition from Queen Elizabeth II on down.

Sadiq Khan, the mayor of London, said on BBC Breakfast that the civilians who intervened had no idea whether the suicide vest was real.

“They ran towards him, to stop him from hurting other people. And I’m so proud, and we should all be really proud, of these people,” Khan said.

In an interview on Sky News, Prime Minister Boris Johnson said that those individuals represent “the best of our country.”

Metropolitan Police Chief Cressida Dick echoed Johnson and Khan’s sentiments in an interview near London Bridge Saturday morning.

“It’s a terrible thing that people found themselves in that position, but as we saw the worst of humankind, we also saw the very best of human spirit and of London,” Dick said.

Friday’s attack reminded many of the 2017 London terrorist attacks. In March 2017, a car jumped the sidewalk on Westminster Bridge, killing five before the driver jumped out and stabbed a police officer to death. The driver was then shot and killed by another police officer.

In June 2017, a van plowed through pedestrians on London Bridge and crashed outside a pub on the south bank of the Thames, a short walk from Fishmonger’s Hall. The rampage continued as three attackers got out of the van, pursuing and stabbing people, killing eight and wounding 48. The attackers had also been wearing fake suicide vests and were killed by police. ISIS had claimed responsibility for the June attacks.

With the country’s general election scheduled on Dec. 12 a showdown between Johnson’s Conservative Party and Jeremy Corbyn’s Labour Party, Britain’s leadership and justice system now grapple with the question: How was a convicted terrorist released from prison eight years early, and how was he able to carry out this attack with an ankle bracelet monitoring his movements?

“For the Conservatives, there will be questions for the home secretary about why, only three weeks ago, she reduced the terror threat in the U.K. from severe to substantial,” the Times‘ Fisher said, adding that cuts to police numbers could have had an impact on their surveillance of Khan.

And in the Labour Party, Corbyn has faced scrutiny over his vague stances on questions of national security, said Fisher. “This week, he was asked in an interview six times whether he would ever be prepared to give the order to kill a terrorist if that terrorist could not be safely apprehended,” she said. “Six times he refused to say if he would give that kill order.”

“In the minds of voters, there are questions about how secure the nation would be in his hands if he became prime minister,” Fisher said.

A gunman killed six members of an extended family Sunday inside a birthday party at a mobile home in Colorado Springs before turning the gun on himself, police said, in what appears to be the fourth deadliest mass shooting in state history, tied for the deadliest mass murder in the city’s history.

The killings happened just after midnight Sunday at the Canterbury Mobile Home Park on Preakness Way off Powers Boulevard, near the airport on the city’s east side. Officers, racing to a reported shooting, arrived at a trailer to find six dead adults and a man with serious injuries, who later died at a hospital, Colorado Springs police said in a Sunday news release.

The suspect, the boyfriend of a female victim, drove to the trailer where a birthday party was being held with friends, family and children. Inside, he began shooting party attendees before taking his own life, police said, adding that the children present “are now with relatives.”

The incident was Colorado’s worst mass shooting since a gunman killed 10 people at a Boulder supermarket March 22. The killings appear to be the deadliest gun-slaying in Colorado Springs history and to tie for the deadliest mass murder in Colorado Springs history, said Colorado Springs Police Department historian Dwight Haverkorn.

The party celebrated the birthdays of Nubia Marquez, 28, and her brother, Melvin Perez, who would have turned 31 this week, as well as their mother, Joana Cruz, who would have turned 54 this week, a family member said on Sunday.

“My mom had always liked celebrating them together,” said Nubia Marquez, who had attended the party with her husband, Freddy Marquez.

Had the couple not left around 10 p.m., their fates might have been different. When they left Joana Cruz’s home around 10 p.m., “everybody was calm,” Freddy Marquez said. “Everybody was good.”

Also killed were Nubia Marquez’s other brother, Jose Guttierez, 21; Melvin Perez’s wife, Mayra Perez, 32; and Mayra’s sister Sandra Ibarra and brother Jose Ibarra, the couple said.

Freddy Marquez identified the suspected shooter as Sandra Ibarra’s boyfriend and described him as “quiet” and “serious,” and  said that he always carried a gun. He had met the alleged gunman only once and said “there was nothing out of the ordinary” about him. The couple knew the man only by the the nickname “Junior.”

Freddy Marquez described his mother-in-law, Joana Cruz, as “loving” and “hard working.”

“She was always laughing,” he said of the mother of four.

Her sons were “just like their mom,” he added. “They were all great people.”

A woman who lives nearby in the mobile home park said she awoke to the sound of what she believes were gunshots and eventually heard crying outside. Two young children were put in the back of a patrol car.

“And on Mothers Day,” said the woman, who did not wish to be named.

In a Sunday statement Colorado Gov. Jared Polis called the mass murder a “terrible act of violence,” occurring as “many of us are spending the day celebrating the women in our lives who have made us the people we are today.”

“Families torn apart, and at a birthday party, no less,” he said.

Colorado Springs Mayor John Suthers called the shooting a “senseless act of violence” and asked for the public’s patience as the police department investigates.

“Today we find ourselves mourning the loss of lives and praying solemnly for those who were injured and those who lost family members,” Suthers said in a Sunday statement. “We think, too, of the emergency personnel who responded to a horrific scene and we keep them in our prayers today.”

Colorado Springs Police Chief Vince Niski said officers and investigators who responded “are all left incredibly shaken.”

“This is something you hope never happens in your own community, in the place that you call home,” he said.

“My vow to this community and to the families who have lost someone today is that this department will do everything we can to find you the answers you deserve and be here for you with an unwavering support.”

The department’s Violent Crimes led the investigation, police said. As of Sunday night a motive was unclear.

The Sunday scene was deadlier than mass killings Colorado Springs has mourned in recent years. In 2015, a man shot three people to death at random before dying in a shootout with police in Colorado Springs on Halloween. Less than a month later, a man killed three people, including a police officer, and injured eight others in a shooting at a Planned Parenthood clinic in the city.

In 2007 a man opened fire on the Youth With a Mission Center in Arvada, killing two and injuring two before escaping. Later that day he made a similar attack on New Life Church in Colorado Springs, killing two and wounding three before shooting himself.

Until Sunday, Colorado Springs’ deadliest gun slaying appears to have occurred May 17, 1986, when five people were gunned down execution-style during two business robberies, according to Haverkorn. The alleged killer killed himself when confronted by police the next day.

Sunday’s events appear to tie with a Sept. 20, 1911, mass murder of six neighbors from two houses — all killed with axes — for the deadliest mass murder in Colorado Springs history. The murderer was never identified.

Statewide, Colorado’s deadliest shooting remains the Columbine High School massacre of 1995, in which two armed teens went on a shooting spree, killing 12 students and one teacher, and wounding more than 20 others. The gunmen then killed themselves.

The state’s second deadliest shooting occurred at an Aurora movie theater in 2012, when an armed gunman opened fire at a midnight showing of “Batman: The Dark Knight Rises,” killing 12 and wounding 70.

The March 22 attack at a south Boulder King Soopers remains with state’s third deadliest mass shooting, with 10 dead, including a police officer. The suspect awaits trial.

Friday’s birthday party massacre becomes the state’s fourth deadliest mass shooting, with six dead, in addition to the alleged gunman, whom police say killed himself.

Colorado was tied for fourth in the nation with Washington for state with the greatest number of mass shootings in the U.S. between 1982 and April 2021, according to Statista.com. California came in first, with 21; Florida second, with 12; and Texas third, with 11.

Colorado is fairly middle of the road when it comes to firearm mortality by state. In 2019 it ranked 19th in the nation, with 14.2 firearm-related deaths per 100,000, according to the U.S. Centers for Disease Control and Prevention. 

In 2018 the state ranked 33rd in the nation for firearm homicides per 100,000 individuals, with 2.31, slightly above half of the national average of 4.12, according to a 2021 repot from the Institute for Health Metrics and Evaluation at the University of Washington, citing data from the global burden of diseases study published in the Journal of the American Medical Association.

Wayne LaPierre, the executive vice president and public face of the National Rifle Association, claims the organization’s board president, Oliver North,  is trying to extort him into stepping down as the gun rights group faces infighting and turmoil in its ranks.

In a Thursday letter to NRA board members, LaPierre said North asked him to resign on Wednesday. North told LaPierre the NRA’s longtime advertising firm, Ackerman McQueen, planned to send a letter to the board through North that would be “bad for me” unless he resigned.

“Yesterday evening, I was forced to confront one of those defining choices — styled, in the parlance of extortionists — as an offer I couldn’t refuse,” the letter, which was obtained by the Wall Street Journal, read. “I refused it.”

He also wrote that North said “the letter would not be sent — if I were to abruptly resign,” adding, “He stated that he could ‘negotiate’ an ‘excellent retirement’ for me.”

A lawsuit filed by the NRA against Ackerman last month claims the company overbilled the group and that North had a conflict of interest because Ackerman paid him.

LaPierre accused North of having “contractual and financial loyalties” to Ackerman.

“As you know, the N.R.A. has over this past year taken steps to strengthen its efforts to document and verify compliance by our vendors with our purchasing practices and their contracts,” LaPierre wrote in his letter on Thursday to the board. “We’ve met extraordinary resistance from one vendor — Ackerman McQueen.”

Prominent members of the NRA board had grown dismayed with Ackerman because of its NRATV service, the New York Times reported. They claimed it had dabbled in excessive content beyond straightforward advocacy for gun owners. North hosts an NRATV series called “American Heroes.”

On Thursday, North released a letter to the board saying he would appoint a special committee to investigate “allegations of financial misconduct related to Mr. LaPierre,” that have been made by Ackerman in the wake of the lawsuit, according to the Times.

Neither North or Ackerman responded to Fox News requests for comment late Friday.

North, 75, a retired U.S. Marine Corps lieutenant colonel, was appointed president of the NRA in May 2018. LaPierre, 69, has been in his current NRA role since 1991 after joining the organization in 1977.

LaPierre’s accusations come as the NRA battles outside forces that criticize its vigorous efforts to protect gun rights and turmoil and infighting within itself. The 5 million-member organization is currently hosting its annual convention in Indianapolis this weekend.
