    “However, Boeing’s timely or earlier communication with the operators would have helped to reduce or eliminate possible confusion,” the F.A.A. said.

    The anti-stall system, created to compensate for the Max’s large new engines, will push down the nose of the plane if the angle of attack sensors indicate the plane is dangerously close to stalling.

    But the system relied on only one of the two angle of attack sensors, introducing a potential single point of failure into a critical flight system. And the anti-stall system was also changed late in the design process to make it much more powerful.

    Airlines and pilots were not informed about the system until the Lion Air crash.

    When Boeing explained to pilots in one meeting how systems on the Max worked, the company said that the disagree alert would function on the ground. In the late November meeting, Boeing told pilots for American Airlines (which had bought the add-on) that their disagree alert would have notified them of problems before takeoff.

    “We were told that if the A.O.A. vane, like on Lion Air, was in a massive difference, we would receive an alert on the ground and therefore not even take off,” said Dennis Tajer, a spokesman for the union representing American Airlines pilots. “That gave us additional confidence in continuing to fly that aircraft.”

    But in the last several weeks, Boeing has been saying something different. Mr. Tajer said the company recently told American pilots that the system would not alert pilots about any sensor disagreement until the aircraft is 400 feet above the ground.

    A Russian passenger jet burst into flames on Sunday while attempting an emergency landing at a Moscow airport, leaving as many as 41 passengers dead and more injured.

    Video from Moscow’s Sheremetyevo airport shows the plane bouncing along the tarmac before it suddenly burst into flames. The tail section of the Russian Sukhoi Superjet 100 became engulfed by fire, discharging thick, black smoke as crew members evacuated passengers using emergency slides. Fire engines sped toward the blaze while some passengers were seen fleeing across the tarmac in tears. Some were carrying luggage.

    The death toll, originally reported as 19, rose sharply as Russian emergency workers painstakingly retrieved the bodies of the dead from the smouldering wreckage.

    Early reports indicate that most of those killed were trapped in the tail section of the plane. Russia’s Investigative Committee said two of the victims were children.

    “There were 78 people including crew aboard the airliner,” said a government spokeswoman. The latest tally showed that 37 had survived.

    No official cause has been given for the disaster. The Investigative Committee said it had opened an inquiry and was looking into whether the pilots had breached air safety rules.

    Some passengers blamed bad weather and lightning.

    “We took off and then lightning struck the plane,” the Komsomolskaya Pravda daily cited one surviving passenger, Pyotr Egorov, as saying.

    “The plane turned back and there was a hard landing. We were so scared, we almost lost consciousness. The plane jumped down the landing strip like a grasshopper and then caught fire on the ground.”

    The plane was flying to Murmansk, a Russian city in the Arctic circle, when the pilots reported an emergency onboard and turned back. Aeroflot, the carrier managing the flight, said that the reason may have been an engine fire.

    While attempting to land, the plane struck the runway several times, damaging the fuel tanks and igniting the fire in the rear section of the fuselage.

    It took the firefighters battling the blaze more than an hour to reach passengers in the tail section.

    The Flightradar24 tracking service showed that the plane had circled twice over Moscow before making an emergency landing after just under 30 minutes in the air.

    Interfax cited a source as saying the plane had only succeeded making an emergency landing on the second attempt and that some of the aircraft’s systems had then failed.

    Aeroflot currently operates 50 Russia-made Sukhoi Superjets in its fleet of 255 passenger aircraft. The carrier has ordered another 100 Superjets from Sukhoi, which is slated to deliver the aircraft between 2019 and 2026.

    There have been concerns with the plane’s reliability before the incident. In 2012 a Sukhoi Superjet crashed into a mountain in Indonesia during a sales demonstration flight, killing 37 people. In 2016, a reported 11 Sukhoi jets had been grounded because of issues with the plane’s tail stabiliser.

    The Superjet entered service in 2011 and was the first new passenger jet developed in Russia since the fall of the Soviet Union.

    It has been hit, however, by sporadic concerns over safety and reliability, including a December 2016 grounding after a defect was discovered in an aircraft’s tail section.

    Russia’s Investigative Committee has opened a criminal investigation into safety violations leading to the death of two or more people, a common step following mass casualty events in Russia.

    Officials have also confirmed that at least 11 people were injured, and some were hospitalised with burns.

    The Russian prime minister, Dmitry Medvedev, and president, Vladimir Putin, issued condolences to the families of the victims.

    Palestinian officials say a ceasefire agreement has been reached with Israel to end a surge of violence in the Gaza Strip and southern Israel that has led to the deaths of at least 23 Palestinians and four Israelis.

    Gaza officials confirmed to Al Jazeera that a deal was reached at 1:30 GMT, and no Israeli air raids on the Palestinian territory have been reported since the deal came into effect.

    The officials said Egypt and Qatar helped mediate an end to days of attacks between Gaza and Israel.

    There was no confirmation from the Israeli side. However, the Israeli army early on Monday lifted all protective restrictions imposed near the Gaza area during the weekend’s flare-up.

    The Home Front Command instructed residents of the south to return to their routines.

    The Israeli Transportation Ministry announced that all public bus routes in the south would return to full and normal operation. The railway line between the cities of Ashkelon and Beersheba was also set to resume later in the morning.

    An Islamic Jihad official, on condition of anonymity, said the truce agreement was based on Israel easing its blockade of the Gaza Strip.

    Among the steps, he said, were the easing of limits on the fishing zone to 12 nautical miles off the coast of Gaza and improvements in Gaza’s electricity and fuel situation.

    An Egyptian official also confirmed the deal on condition of anonymity.

    The flare-up was the most serious clash between the two sides since a spate of fighting in November.

    Rocket sirens in southern Israel, which had gone off continuously over the weekend, sending residents running for cover, were quiet for a few hours straight before dawn on Monday.

    On Sunday, Israeli Prime Minister Benjamin Netanyahu had ordered “massive strikes” on the Gaza Strip after a two-day escalation in which Israeli warplanes and gunboats targeted Gaza as fighters in the besieged enclave fired a barrage of rockets into southern Israel.

    A 34-year-old Hamas commander was killed on Sunday in what the Israeli military described as a targeted strike.

    An army statement accused Hamad al-Khodori of “transferring large sums of money” from Iran to armed factions in Gaza.

    Other Palestinian victims included two pregnant women and three infants. In Beit Lahiya, a town in the northern Gaza Strip, an Israeli air raid hit a residential building, killing a four-month-old baby and her father.

    In the Israeli city of Ashkelon, a 58-year-old Israeli man was killed after being struck by shrapnel from a rocket attack. Two other Israelis, critically wounded in a separate rocket attack on a factory on Sunday afternoon, later died.

    Around two million Palestinians live in Gaza, the economy of which has suffered years of Israeli and Egyptian blockades as well as recent foreign aid cuts and sanctions by the Palestinian Authority, Hamas’ West Bank-based rival.

    An on-duty police officer was shot and killed outside a station house in Biloxi, Mississippi.

    The officer, who hasn’t yet been identified, was shot multiple times late Sunday night by a suspect who escaped, James Griffin, a spokesperson for the Gulfport Police Department, confirmed to ABC News.

    The male suspect is described as thin, 5-foot-7 to 5-foot-10, and wearing a black T-shirt, navy shorts and a red skull cap.

    No additional information on the circumstances surrounding the shooting, such as whether it was targeted, was immediately available, according to authorities.

    Biloxi police have asked the Gulfport PD to take over the investigation.

    The United States is deploying an aircraft carrier strike group and a bomber task force to the Middle East on short notice in response to “clear indications” Iran and Iranian proxies were planning an attack on U.S. forces in the region, a U.S. official told said.

    Late Sunday night, the White House made a surprise announcement that the USS Abraham Lincoln and a bomber task force were being deployed in response to unspecified “troubling and escalatory indications and warnings.”

    A statement from National Security Adviser John Bolton said the deployments were intended “to send a clear and unmistakable message to the Iranian regime that any attack on United States interests or on those of our allies will be met with unrelenting force.”

    “The United States is not seeking war with the Iranian regime, but we are fully prepared to respond to any attack, whether by proxy, the Islamic Revolutionary Guard Corps, or regular Iranian forces,” the statement continued.

    A U.S. official told ABC News the deployments were in response to “clear indications” Iranian and Iranian proxy forces were preparing for a possible attack, and that the decision to send forces was made on Sunday.

    “The movement of the aircraft carrier USS Abraham Lincoln to the region was expedited, and it was ordered there effective immediately,” said the official.

    The carrier is currently in the Mediterranean after leaving Norfolk, Virginia, on April 1. The Navy no longer provides destinations for its carrier deployments, but the carrier likely would have had to transit through the Middle East toward its new home port of San Diego at the end of its deployment.

    The aircraft carrier USS John Stennis operated in the Persian Gulf twice during its recent deployment, for three weeks earlier this year and a week in early April.

    “It’s something we’ve been working on for a little while,” Secretary of State Mike Pompeo told reporters traveling with him to Europe. “It is absolutely the case that we have seen escalatory actions from the Iranians, and it is equally the case that we will hold the Iranians accountable for attacks on American interests.”

    Pompeo did not provide specifics on Iran’s potential actions, but said Iran “should understand about how we will respond to actions they may take” and that for any actions by related third-parties or proxies “we will hold the Iranian leadership directly accountable for that.”

    U.S. President Donald Trump’s threat of increased tariffs on Chinese goods is an indication that U.S.-China trade negotiations “might have reached a sticking point,” Goldman Sachs said on Sunday.

    The bank said in a note that chances of a successful deal are now lower, but suggested that an increase in tariffs could still be avoided — especially if the Chinese delegation still attends its meeting with U.S. negotiators this week.

    Referring to Trump’s latest gambit, Goldman economists said: “This represents a shift from the optimistic statements from US officials over the last few weeks and suggests that the probability of a near-term agreement is at least slightly lower than it seemed to be recently.”

    U.S. officials had claimed in recent weeks that trade talks were going well, and sources had told CNBC that a deal was possible by this Friday. But major sticking points were said to remain, such as intellectual property theft and a disagreement as to whether tariffs should remain in place as a way to ensure Beijing sticks to its commitments.

    Trump said in a Sunday afternoon Twitter post that the current 10% tariffs on $200 billion worth of Chinese goods will rise to 25% on Friday. He also threatened to impose 25% levies on an additional $325 billion of Chinese goods “shortly.”

    Yet Goldman said it believes an agreement could still be reached, adding that it is still “slightly” more likely to happen than an increase in duties. It put the odds of a tariff escalation by the end of the week at 40% currently.

    Investors will have a very clear signal to monitor, the bank added.

    “The most important near-term indicator to watch will be whether the large delegation of Chinese officials comes to Washington on May 8, as scheduled. If they do, this would indicate that they believe a deal is still reasonably likely,” Goldman said.

    If both sides end up meeting after all, the tariff rate would rise only if they are unable to reach an agreement by Thursday — before the hike takes effect on Friday, it added.

    Chinese Vice Premier Liu He had planned to bring a large delegation to Washington on Wednesday to hash out a trade deal. But two sources briefed on the talks told CNBC the Chinese side may back out of this week’s negotiations.

    Goldman warned that could be a sign of an extended trade war: “If the upcoming visit is canceled, an agreement in the coming week would then seem very unlikely. In such a scenario an increase in the tariff rate to 25% would become the base case.”

    The U.S. imports goods from China totaling $539.5 billion and the trade deficit stood at $419.2 billion in 2018, according to the Office of the U.S. Trade Representative. If Trump follows through with his threats, virtually all goods imported from China to the U.S. would face some sort of tariff.

    But there is still hope yet, as Trump has the power to “walk the policy back through an executive order if negotiations progress favorably throughout the week,” Goldman said.

    President Trump said Sunday that special counsel Robert Mueller should not testify before Congress — reversing his position from days ago, when he said he’d defer to Attorney General William Barr. Across two tweets, Mr. Trump wrote, “why would the Democrats in Congress now need Robert Mueller…to testify. Are they looking for a redo because they hated seeing the strong NO COLLUSION conclusion?”

    Mr. Trump added, “Bob Mueller should not testify. No redos for the Dems!”

    Mr. Trump’s tweet came soon after Democratic Rep. David Cicilline, who sits on the House Judiciary Committee, announced that he is working on arranging Mueller’s testimony. The Rhode Island congressman said he is hoping to bring Mueller in on May 15, but a date hasn’t been confirmed.

    Mr. Trump said last week that he would let Barr decide on Mueller’s testimony. During Barr’s own testimony before the Senate Judiciary Committee last Wednesday, the attorney general said he had “no objection” to letting Mueller testify.

    The Justice Department didn’t immediately comment on Mr. Trump’s tweets. 

    Some House Democrats pushed back against the president, saying Mueller will end up testifying one way or another.

    “Today, Trump announced he is opposed to Mueller testifying before Congress. Before the American people,” Democratic Rep. Adam Schiff of California, the chairman of the House Intelligence Committee, said on Twitter. Schiff pointed out that Mr. Trump has also opposed letting former White House counsel Don McGahn testify.

    “They will testify. The American people deserve the truth,” Schiff said.

    Mueller’s testimony would mark his first public comments since giving the Justice Department his report on Russian election interference and President Trump’s potential obstruction of justice. Since the release of the redacted report, there have been open conflicts between Mueller’s team and Barr about the investigation’s conclusions. Mueller did not make a judgment on whether Mr. Trump obstructed justice, but Barr and Deputy Attorney General Rod Rosenstein cleared the president.

    More conflicts erupted last week during Barr’s Senate testimony. Democrats on the committee accused Barr of minimizing actions described in the report that Mueller said could be counted as obstruction. In one instance, the report said McGahn defied an order from the president to remove Mueller from the investigation.

    A letter leaked the day before Barr’s testimony showed that Mueller objected to Barr’s initial four-page summary of the report. Mueller said Barr’s letter “did not fully capture the context, nature, and substance” of the findings. 

    Barr had previously said in congressional testimony that he was not aware of Mueller’s reaction. After his Senate testimony, House Speaker Nancy Pelosi said Barr committed a crime by lying to Congress.

    The death toll from Sunday’s Russian passenger jet crash has risen to 41 people.

    The passenger jet, an Aeroflot Superjet-100, burst into flames Sunday during an emergency landing.

    The plane took off from Sheremetyevo airport in Moscow Sunday evening, but began an emergency landing at the same airport just minutes after taking off. There were 78 people on board and of those 41 were killed, among the dead are two children.

    The Russian-made Sukhoi Superjet was seen spewing smoke and flames as it made the emergency descent. After it came to stop perpendicular to the runway, passengers were seen running from the burning plane.

    The jet was en route to Murmansk, a city in northern Russia. It is not yet clear what prompted the emergency landing or caused the fire.

    Russian Investigative Committee spokeswoman Svetlana Petrenko said that the cause of the fire is not yet known.

    “Investigators soon will begin interviewing victims, eyewitnesses, airport staff, and the airline carrier, as well as other persons responsible for the operation of the aircraft,” Petrenko said.

    Gaza militants had fired approximately 600 rockets toward Israel as of Sunday, with Israel launching airstrikes on 260 targets across Gaza, the Israeli Defense Forces (IDF) said.

    The IDF has denied killing a 1-year-old baby and the baby’s mother in Gaza, claiming their deaths were caused by a Hamas rocket.  

    Hamas has reportedly called for a ceasefire. 

    Tlaib, the first Palestinian American woman elected to Congress, has been outspoken about her support for the Palestinian people and rejection of the Israeli government.     WASHINGTON, May 5 (Reuters) – U.S. President Donald Trump said on Sunday that he plans to appoint Mark Morgan, a border patrol chief under former President Barack Obama who supports Trump’s border wall, to head the U.S. Immigration and Customs Enforcement agency.

    “I am pleased to inform all of those that believe in a strong, fair and sound Immigration Policy that Mark Morgan will be joining the Trump Administration as the head of our hard working men and women of ICE,” Trump wrote on Twitter.

    Morgan, who headed border patrol for six months, came out in support of Trump’s border wall in January.

    Trump’s hardline immigration policy is likely to be a top issue in the 2020 presidential election. The wall has been one of Trump’s top goals since the 2016 campaign, but has so far failed to materialize amid opposition from Democrats and lack of an agreement on how to fund it.

    The body of one of two people still missing after Friday’s explosion at the AB Specialty Silicones factory in Waukegan was recovered Sunday afternoon.

    Crews found the missing man at approximately 2:30 p.m. in the rubble of the building, according to Waukegan Fire Marshall Steven Lenzi.

    Lake County Coroner Dr. Howard Cooper did not identify the body, but said its recovery might help in the location of the other body.

    “We do have an idea of where we will search now using the information we have of where this body was found,” Cooper said. “But it’s not a guarantee, because in an explosion things move to the path of least resistance.”

    Thirteen people are dead after a passenger jet burst into flames during an emergency landing.

    The plane took off from Sheremetyevo airport in Moscow Sunday evening, but began an emergency landing at the same airport just minutes after taking off. There were 78 passengers on board, and although the extent of the casualties is not yet known, Russian media is reporting that 13 were killed.

    The Russian-made Sukhoi Superjet was seen spewing smoke and flames as it made the emergency descent. After it came to stop perpendicular to the runway, passengers were seen running from the burning plane.

    The jet was en route to Murmansk, a city in northern Russia. It is not yet clear what prompted the emergency landing or caused the fire.

    WASHINGTON — President Trump said on Sunday that the special counsel, Robert S. Mueller III, should not testify before Congress, setting up another confrontation with Democrats over presidential authority and the separation of powers.

    On Twitter, he argued that Mr. Mueller’s report on Russian interference in the 2016 election, which found no conspiracy between Moscow and Mr. Trump’s campaign but did not exonerate the president on possible obstruction of justice, was conclusive and that Congress and the American people did not need to hear from Mr. Mueller. “Bob Mueller should not testify,” he said. “No redos for the Dems!”

    That puts the president at odds with the Democrats, and with his own attorney general, William P. Barr.

    Democrats have insisted that Mr. Mueller is the best person to provide a detailed interpretation of the 448-page report that he delivered last month to Mr. Barr, and set May 15 as a prospective date for him to appear before the House Judiciary Committee.

    Israeli Prime Minister Benjamin Netanyahu ordered “massive strikes” against militant groups in Gaza on Sunday in response to a barrage of rocket fire, stretching hostilities into a third day and leading to mounting casualties on both sides.

    At a cabinet meeting on Sunday Netanyahu said he also instructed military leaders to boost tank artillery and infantry forces around the Gaza Strip.

    “Hamas bears responsibility not only for its own attacks and actions but also those by Islamic Jihad, for which it pays a very high price,” he said.

    Gaza militant groups have launched at least 600 rockets and mortars at Israel since the latest conflict began, while the military has struck what it says are hundreds of Hamas and Islamic Jihad targets in the coastal enclave, Israel Defense Forces said on Twitter.

    At least three Israeli men and nine Palestinians have been killed since the violence erupted, and more than 100 people have been wounded on each side of the Israel-Gaza border since tensions flared. Among them, a pregnant Palestinian woman and a 14-month-old infant. Gazan health officials blamed Israeli strikes for their deaths, but the IDF disputes that, claiming it was a rocket shot from inside Gaza killed them.

    A 58-year-old man killed by a rocket that hit his home was the first Israeli fatality in the weekend skirmish. The Barzilai University Medical Center in Ashkelon confirmed two Israeli civilians died from rocket fire from Gaza.

    Meanwhile, the Palestinian Islamic Jihad announced that two of its members had been killed in East Gaza City in Israeli airstrikes. And at least four gunman were killed in separate strikes, Reuters reported.

    The IDF said it targeted and killed Hamid Ahmed Abdul Khudri, whom it accused of helping fund the rocket fire attacks by transferring money from Iran to militant groups inside of Gaza.

    “Transferring Iranian money to Hamas & the [Palestinian Islamic Jihad doesn’t make you a businessman. It makes you a terrorist,” IDF wrote in a tweet that included a photo of a charred Toyota engulfed in flames.

    Other Israeli targets include a tunnel, rocket launcher sites, mosques and other military compounds it alleges are used by Hamas and the Palestinian Islamic Jihad.

    An Army spokesman told NPR’s Naomi Zeveloff that at least 150 of the Palestinian-launched projectiles were intercepted by Israel’s Iron Dome missile defense system. He added that the Army is preparing to deploy an armored brigade for an offensive mission if needed.

    The latest conflict was sparked on Friday after militants shot and injured two Israeli soldiers. The attack prompted swift military retaliation, which resulted in the deaths of two militants. That, in turn, led to an onslaught of mortar and rocket fire from within Gaza, unraveling the tenuous calm

    It is one of the most serious conflicts in the region since the 2014 war, which lasted seven weeks and killed dozens of Israeli soldiers and several civilians and on the Palestinian side, left more than 2,000 people dead, including hundreds of civilians and militants.

    The fighting broke out as Egyptian mediators had been trying to negotiate a long term cease fire, in exchange for Israel loosening restrictions on Gaza.

    U.N. Special Coordinator for the Middle East Nickolay Mladenov decried the violence from within Gaza. “I condemn the continuing launching of rockets from Gaza. Enough Palestinian and Israeli lives have been lost, people injured, houses damaged and destroyed!” he said in a tweet, urging both sides to “return to the understandings of the past few months before it is too late.”
