Former President Jimmy Carter issued a statement Thursday rejecting President Donald Trump’s newly proposed Middle East peace plan, which calls for the Israeli annexation of key swaths of Palestinian-held land.

The statement issued Thursday by the Carter Center in Atlanta describes Trump’s offer as “fragmented statehood” which leaves Palestinians “without control of their borders … and undercuts prospects for a just peace between Israelis and Palestinians.” 

Trump unveiled the long-awaited plan Tuesday in Washington alongside Israeli Prime Minister Benjamin Netanyahu. 

Trump’s plan sides with Israel on key contentious issues that have derailed peace efforts in the past, including borders and the status of Jerusalem and Jewish settlements, according to reporting by The Associated Press.

The plan attaches nearly impossible conditions for granting the Palestinians their hoped-for state, such as allowing the Palestinians to establish a capital on the outskirts of east Jerusalem but leaving most of the city under Israeli control, the AP reported.

“If implemented, the plan will doom the only viable solution to this long-running conflict, the two-state solution,” Carter said in the statement.  

Palestinian President Mahmoud Abbas also dismissed the plan as “nonsense” and vowed to resist it, the AP reported.

“We will not kneel, and we will not surrender,” Abbas said, according to the AP. 

The announcement of the plan sparked widespread protests in the West Bank.

The Palestinians favor a two-state solution based on borders that were in place before the 1967 Arab-Israeli war. 

The United Nations has already issued several resolutions declaring all Israeli settlements in the West Bank illegal, contrary to Trump’s solution. 

Trump’s plan “violates the two-state solution based on the 1967 borders, which is codified in a long line of United Nations Security Council resolutions from 242 (1967) to 2334 (2016),” Carter said. 

“Further, the proposal breaches international law regarding self-determination, the acquisition of land by force, and annexation of occupied territories,” according to Carter’s statement. “By calling Israel ‘the nation state of the Jewish people,’  the plan also encourages the denial of equal rights to the Palestinian citizens of Israel.” 

Carter ends the statement by urging the UN “to adhere to UN Security Council resolutions and to reject any unilateral Israeli implementation of the proposal by grabbing more Palestinian land.” 

The Palestinians see the West Bank as the heartland of a future independent state and east Jerusalem as their capital. Most of the international community supports their position, but Trump has reversed decades of U.S. foreign policy by siding more with Israel.

William Barr was invited to meet justice department officials last summer, on the same day he submitted an “unsolicited” memo that heavily criticized special counsel Robert Mueller’s investigation into obstruction of justice by Donald Trump.

Barr, who was a private attorney at the time, met the officials for lunch three weeks later and was then nominated to serve as Trump’s attorney general about six months later.

The revelation about the meeting, which was arranged by Steve Engel, the head of the Office of Legal Counsel at the Department of Justice, and which has not previously been publicly disclosed, raises new questions about whether the White House’s decision to hire Barr was influenced by private discussions he had about his legal views on Mueller’s investigation.

Barr announced last month he had concluded there was “not sufficient” evidence found in the special counsel’s investigation to establish that Trump had committed obstruction of justice. He made the decision, he wrote in a letter to Congress, after consulting with Engel – who is a legal adviser to the White House – and Rod Rosenstein, the deputy attorney general.

Barr’s decision is controversial because, months before he was hired, he sent a 20-page memo to two top officials at the DoJ – Engel and Rosenstein – that called Mueller’s obstruction theory “fatally misconceived” and “legally insupportable”. Barr, who served as attorney general under George HW Bush, said he had written the memo in order to “make sure that all of the lawyers involved carefully considered the potential implications of the theory” that Mueller appeared to be pursuing.

Unnamed officials told the Wall Street Journal, which first reported the memo’s existence, that the memo played no role in the decision to hire Barr.

In written answers to questions posed by senators as part of his confirmation hearing, Barr said he had provided copies of his memo to Rosenstein and Engel on 8 June 2018. He said he had discussed his legal opinions with Rosenstein at lunch in early 2018 and then later, on a separate occasion, he briefly discussed his views with Engel. He then said in written answers that after writing the memo: “There was no follow-up from any of these Department officials”.

But a person with knowledge of the matter said that Engel extended an invitation to Barr on 8 June last year – the day the memo arrived at the justice department – for a “brown bag” lunch, in which he was invited to speak to justice department staff.

The lunch then occurred on 27 June.

A spokeswoman for the DoJ confirmed that the lunch occurred. “The timing was coincidental and the memo was not discussed,” the spokeswoman said.

“OLC regularly brings back the former heads of OLC (as do other divisions) to eat with the new team and share experiences from their time at OLC,” she added.

The Barr luncheon was, however, not an entirely routine affair. While brown bag lunches had been a tradition at DoJ in the past, a person with knowledge of the matter said the Barr lunch was meant to kickstart the tradition again, after two years in which no such lunches had occurred.

The DoJ spokeswoman initially disputed that account and promised to give the Guardian a list of names and dates of other former officials and notable individuals who had attended such “brown bag” luncheons before Barr. But the spokeswoman then did not provide any further information.

“This revelation adds yet another data point that suggests Barr’s outlandish memo signaled he would protect Mr Trump even on highly dubious or erroneous legal grounds, and that he was swept into the administration on that basis,” said Ryan Goodman, a law professor at NYU and former special counsel at the Department of Defense.

While Mueller’s investigation was believed to be focused on Trump’s decision to fire James Comey, who was the head of the FBI and was conducting an investigation into a possible conspiracy between Russia and the Trump campaign, Barr argued in his memo that a true act of obstruction had to involve explicit destruction of evidence. Such acts might include witness tampering or other deliberate acts to impair the integrity of evidence.

The DoJ has played down the significance of Barr’s June memo. Rosenstein told the WSJ that Barr had not sought or received any non-public information regarding the ongoing investigation, and that Barr’s memo had “no impact” on the investigation.

A person with knowledge of the matter said that any discussions between Barr and Engel would be relevant because it would have informed the DoJ, and possibly the White House, of Barr’s views on executive power.

Engel has kept a relatively low profile in his role at the Office of Legal Counsel. He served on the Trump campaign transition team and is known to be a close friend of the supreme court justice Brett Kavanaugh.

Engel does not serve as a personal attorney to Trump. In his capacity at the OLC he offers advice to the White House on the scope of their powers, sometimes offering legal justification for certain White House actions.

Trump recently told Senate Republicans that he had great affection for Barr.

“I love the AG. He works fast. I love this guy. You told me I would,” he told the group, according to a report in the New York Times.

The president also announced plans to build “safety and opportunity and dignity” by increasing access to capital for minority-owned small businesses and confronting health care disparities in communities of color.

The United States has been swept by protests since Floyd’s death on May 25 in Minneapolis, when a white officer pinned his knee on Floyd’s neck for more than eight minutes in an episode that onlookers captured on cellphone video.

In the past weeks, Trump has mainly focused his ire on looters in American cities while calling on the military to intervene on the streets. The president has largely ignored the widespread peaceful protests demanding an end to police brutality.

“China sought stability in its relationship with the United States, did not view either election outcome as being advantageous enough for China to risk getting caught meddling,” the report said.

Beijing “assessed its traditional influence tools—primarily targeted economic measures and lobbying—would be sufficient to meet its goal of shaping U.S.- China policy regardless of the winner.”

However, one expert — the National Intelligence Officer for Cyber — assessed that China “did take some steps to try to undermine former President Trump’s reelection.”

Those assessments, each of which were delivered with “high confidence,” came in a declassified report released through the Office of the Director of National Intelligence. The investigation was carried out by the Departments of Justice and Homeland Security, FBI and the Cybersecurity and Infrastructure Security Agency, or CISA.

The report also found that, unlike in the previous presidential election cycle, there were no indications that foreign actors attempted to alter voter registration, ballots or vote tabulation in the 2020 U.S. elections.

“We assess that it would be difficult for a foreign actor to manipulate election processes at scale without detection by intelligence collection on the actors themselves, through physical and cybersecurity monitoring around voting systems across the country, or in post-election audits,” the authors of the intelligence report wrote.

In a statement, House Intelligence Committee Chairman Adam Schiff, D-Calif., stressed that the report shows Russia remains the biggest threat to U.S. elections.

While China and Iran also “took specific steps related to U.S. elections,” Schiff said, they were at “a far less significant or systematic level than those undertaken by Russia.”

“We must be clear and direct with the American people that different countries have differing intents and capabilities, and are not equal threats to our free and fair elections,” Schiff said.

Senate Intelligence Committee Chairman Mark Warner, D-Va., said that while the U.S. has strengthened its defenses against foreign interference, “the problem of foreign actors trying to influence the American electorate is not going away and, given the current partisan divides in this country, may find fertile ground in which to grow in the future.”

In addition to Iran and Russia, the investigation found that Cuba, Venezuela and Lebanese Hezbollah also worked to influence the election, though on a smaller scale.

The unclassified assessment published on Tuesday builds on the analysis that the intelligence community provided to policymakers throughout the 2020 election cycle.

São Paulo – Economist Eduardo Gianetti da Fonseca outlined three possible scenarios for Brazil’s economy following the presidential elections due in October this year. A professor at the Brazilian Capital Markets Institute (Ibmec, in the Portuguese acronym) and presidential campaign advisory team member for the political party PSB, which should confirm the former minister Marina Silva as its candidate, Fonseca delivered a lecture at the Arab Brazilian Chamber of Commerce’s offices in São Paulo last Tuesday (19th).

He foresaw similar macro- and microeconomic scenarios in case either opposition candidate wins, Silva or Aécio Neves (PSDB), and two possibilities in case president Dilma Rousseff (PT) is re-elected.

Gianetti said Brazil’s macroeconomic tripod – floating exchange rate, inflation targeting and primary surplus – is extremely fragile and the opposition will need to carry out corrective actions early on in their term in office, should they be elected, so as to reconnect with the economic scenario seen in Fernando Henrique Cardoso’s second term (1999-2002) and Luiz Inácio Lula da Silva’s first term (2003-2006).

“We will have adjustments for two or three quarters,” he said, referring to actions required in order for economic tripod to regain strength.

In the case Rousseff is re-elected, Fonseca said one possibility would be a learning curve, whereby the president would acknowledge her administrative mistakes and work on correcting them, moving back towards the tripod and creating the conditions for private sector investment in infrastructure. Another scenario would be the prevalence of a “I did so well they re-elected me” line of thinking and the ensuing “Argentinization” of Brazil, culminating in a financial crisis.

Fonseca gave an overview of the status of Brazil’s economy and explained the events that led to the current conjuncture. He remarked that the country remained virtually unscathed throughout the 2008/2009 crisis, after a period of growth, social inclusion, rising income, full employment and stable macroeconomics. “This illusion lasted until 2010,” he said.

According to him, the Brazilian economy is now faced with a worrisome combination of three issues: low growth rate, inflation near the top end of the target range and a current account deficit. “Whenever you have low growth, inflation should be well-behaved,” he said.

How has Brazil come to this situation? One factor, he said, was the change in external environment. “Global winds were blowing in our favour,” said Fonseca, citing high prices of the commodities sold by Brazil (like agricultural products and ores) in relation to the cost of products the country imports and the low interest-based monetary policy of developed countries, which caused an influx of capital to the country. Commodities prices have not plummeted, but have not kept rising either, and foreign money is now taking the opposite route.

Another factor he mentioned is Brazil’s fiscal situation, which harks back to the Constitution of 1988, when the State went from centralized to federative and states and municipalities became endowed with public sector attributions. Nonetheless, federal government spending increased instead of declining, and taxes were created under the guise of “contributions,” a gap left open by the Constitution. Brazil’s gross tax burden went from 24% to 25% of the Gross Domestic Product (GDP), in 1988, to a current 36%. “The gross tax burden grew linearly in every administration that followed,” he said.

A large portion of spending goes to Social Security, which currently soaks up 12% of the GDP, according to the economist. “This is an astronomical amount for a country that is still young.” This, according to him, explains Brazil’s low capacity for investing in both physical and human capital. According to him, the country cannot solve the Social Security issue without productivity gains. Each Brazilian needs to be more productive.

Another factor that has caused the economy to deteriorate, according to Fonseca, was the quality of economic policy. According to him, the transition from the FHC administration into Lula’s was conducted in utterly competent fashion. “It was a great, welcome surprise,” he says, noting that the economic tripod was maintained, with a floating exchange rate, an inflation targeting system and fiscal targets. “This pact would only be broken later on, in Lula’s second term, but more so during Rousseff’s administration,” said Fonseca.

 Other factors which undermined the tripod, according to the economist, include a reduced primary surplus, as the government resorted to “creative accounting” such as delaying payments to meet the target, contracting debt on one end to transfer funds to another; the top end of the inflation target, which became the new mid-range, and government-controlled collective transport and fuel prices; and finally, intervention in the foreign exchange market to stave off price hikes. 

According to him, the government started micromanaging, taking the place of the market and picking out sectors to be the “victors.” The economist believes this is a mistaken philosophy. Government measures must be horizontal, i.e. benefit the business environment across the board. This, says Fonseca, causes the market to become distrustful of regulation.

The event was presented and hosted by the Arab Chamber president Marcelo Sallum and former director Mário Rizkallah. It is part of the lecture cycle held by the organization on economics, culture, careers and other subjects.

A survivor of Friday’s deadly mass shootings in New Zealand has spoken out about the moment his friend tackled the gunman and wrestled his weapon away from him as he opened fire on worshippers.

Syed Mazharuddin was praying at the Linwood mosque in Christchurch on Friday around lunchtime when a man wearing protective gear entered and began shooting at men, women and children inside. In the chaotic moments that followed, Mazharuddin said his friend found the chance to tackle the gunman and disarm him.

“The young guy who usually takes care of the mosque … he saw an opportunity and pounced on [the gunman] and took his gun,” Mazharuddin told the New Zealand Herald. “The hero tried to chase and he couldn’t find the trigger in the gun … he ran behind him but there were people waiting for him in the car and he fled.”

The gunman, described as a white man in his 20s, also attacked the  Al Noor Mosque in Christchurch during prayers on Friday.

The death toll has now reached 49, and the shootings left at least 20 people seriously injured.

NEW ZEALAND COMMUNITY RUSHES TO AID MOSQUE SHOOTING VICTIMS AMID GUNFIRE, REPORTS SAY

Seven people died at the Linwood mosque and one died later on of their injuries at a nearby hospital. Mazharuddin said that people all around him, including his friends, were shot and bleeding heavily, and that it took ambulances about half an hour to get there.

“I ran out and then the police came and they didn’t let me come back in again so I couldn’t save my friend, he was bleeding heavily,” he said. “It took almost half an hour, more than half an hour by the time the ambulance could arrive and I think he must have died.”

About 10 minutes away, at the larger Al Noor Mosque, another man attempted to stop the gunman when he opened fire but was unsuccessful. A witness there described a worshipper jumping at him and trying to take the gun away, but being shot “straight away.”

The shooter, a 28-year-old Australian native who has been charged with murder, disturbingly live-streamed at least one of the shootings. Social media platforms like YouTube, Facebook and Twitter have been scrambling to keep the video from circulating online in the hours since it went live.

New Zealand’s Prime Minister said Friday’s shootings are being treated as acts of terrorism and called it “one of New Zealand’s darkest days.”

Scores of police supporters gathered Sunday in downtown Kenosha where protesters have been demonstrating against police brutality since the shooting of Jacob Blake last weekend.

Some attending the rally in the Wisconsin city wore “back the blue” shirts. Others carried American flags. They applauded when law enforcement vehicles rolled by.

“With the things that they face on a daily basis, they need that little extra push of love and to show that they are needed,” said Jennifer Peyton, 44, who attended the rally. “I mean, if you went in to work every day, and you were told that you were bad or had things thrown at you, I think it would weigh on your psyche a little bit, too.”

A Kenosha police officer shot Blake in the back  Aug. 23, leaving the 29-year-old Black man paralyzed.

Protesters have marched in Kenosha every night since Blake’s shooting, with some protests devolving into unrest that damaged buildings and vehicles. Authorities say a teenager from northern Illinois shot and killed two protesters in Kenosha on Tuesday night.

A 7 p.m. to 7 a.m. state of emergency curfew that was set to expire Sunday has been extended through 7 a.m. Wednesday, the Kenosha County sheriff’s office said.

Blake’s shooting sparked renewed protests against racial injustice and police brutality several months after  George Floyd’s May 25 death touched off a wider reckoning on race.

Floyd, another Black man, was handcuffed and died after a Minneapolis officer pressed his knee into Floyd’s neck.

Blake was shot after three Kenosha officers responded to a domestic dispute call.

In cellphone video recorded by a bystander, Blake walks from the sidewalk around the front of an SUV to his driver-side door as officers follow him with their guns drawn and shout at him. As Blake opens the door and leans into the SUV, an officer grabs his shirt from behind and opens fire. Three of Blake’s children were in the vehicle.

City officials have identified Rusten Sheskey as the officer who shot Blake.

The Kenosha police union said Blake had a knife and fought with officers. State investigators have said only that officers found a knife on the floor of the car.

Blake is being treated in a hospital. His father, Jacob Blake Sr., said he’s paralyzed from the waist down.

Ben Crump, an attorney for the family, told CBS’ “Face the Nation” on Sunday that the younger Blake suffered “catastrophic injuries” that include a pierced spinal cord and shattered vertebrae. He has lost his colon and most of his intestine, Crump said.

Like Floyd’s death, Blake’s shooting has fueled a national movement against police brutality and the slayings of Black people by law enforcement officers.

The movement has further exposed deep divisions in the country.

MOST ARRESTED IN KENOSHA UNREST HAD ADDRESSES OUTSIDE CITY, POLICE SAY

Some people at Sunday’s rally signed petitions urging the recall of Gov. Tony Evers and Lt. Gov. Mandela Barnes, both Democrats, and added messages of support on handwritten posters thanking police as heroes.

About 1,000 people attended a rally to protest police violence Saturday.

The city’s mayor, John Antaramian, said Sunday that he will ask the state for $30 million to rebuild parts of Kenosha destroyed or damaged by the violence, according to the Kenosha News.

President Donald Trump has spoken out against the summer-long protests. He is expected to visit Kenosha on Tuesday to meet with law enforcement and survey damage from the demonstrations.

Evers wrote to Trump on Sunday, urging the president to reconsider his plans to visit Kenosha.

“I, along with other community leaders who have reached out, are concerned about what your presence will mean for Kenosha and our state. I am concerned your presence will only hinder our healing. I am concerned your presence will only delay our work to overcome division and move forward together,” Evers wrote.

Barnes indicated that Trump may not be welcome.

“I don’t know how, given any of the previous statements that the president made, that he intends to come here to be helpful and we absolutely don’t need that right now,” Barnes told CNN on Sunday.

Crump said the Blake family “has not been contacted at this time” by Trump.

On Sunday, some Kenosha residents gathered around a Family Dollar as volunteers passed out donations and painted messages of peace on boarded up buildings. A DJ played house music and hip-hop while volunteers danced, wearing masks to protect against the coronavirus.

“I needed this today,” said David Sanchez, 66, who is retired. “I went to church this morning and it was all about Jacob Blake and his family. It’s 100% positive.”

Sanchez said the Blake shooting forced Kenosha to “come out of the closet.”

“There’s been a lot of prejudice here, for years,” said Sanchez, whose family relocated to San Antonio, Texas, in the 1950s. “We need to confront it.”

ALBANY, N.Y. – New York Gov. Andrew Cuomo on Thursday pledged support for allowing a statue of Christopher Columbus to remain at the center of Manhattan’s Columbus Circle, calling it a symbol of the “Italian American legacy.”

The Democratic governor reiterated his support for the statue Thursday after similar Columbus monuments have been vandalized or toppled in cities across the country amid protests following the police killing of George Floyd.

Protesters, who have also targeted Confederate monuments across the country, say Columbus’ exploration shouldn’t be idolized because it led to the massacre and forced migration of Native Americans.

But Cuomo, who speaks frequently of his Italian-American heritage and upbringing, said he supports the iconic Manhattan monument because it has come to represent the assimilation of Italian-American people.

Cuomo’s comments drew an immediate rebuke from Betty Lyons, president of the American Indian Law Alliance, who said those who ignore Columbus’ role in promoting racism and dehumanizing indigenous people “must be called to task.”

ALBANY, N.Y. (AP) — Gov. Andrew Cuomo acknowledged for the first time Sunday that some of his behavior with women had been “misinterpreted as unwanted flirtation,” and said he would cooperate with a sexual harassment investigation led by the state’s attorney general.

In a statement released amid mounting criticism from within his own party, the Democrat maintained he had never inappropriately touched or propositioned anyone. But he said he had teased people and made jokes about their personal lives in an attempt to be “playful.”

“I now understand that my interactions may have been insensitive or too personal and that some of my comments, given my position, made others feel in ways I never intended. I acknowledge some of the things I have said have been misinterpreted as an unwanted flirtation. To the extent anyone felt that way, I am truly sorry about that,” he said.

He made the comments after the state’s attorney general demanded Cuomo grant her the authority to investigate claims he sexually harassed at least two women who worked for him.

Cuomo’s legal counsel said the governor would back a plan to appoint an outside lawyer as a special independent deputy attorney general.

Top Democrats statewide appeared to be abandoning Cuomo in large numbers as he tried to retain some say over who would investigate his workplace conduct.

Attorney General Letitia James, a Democrat who has been, at times, allied with Cuomo but is independently elected, appeared to emerge as a consensus choice to lead a probe.

Over several hours Sunday, she and other leading party officials rejected two proposals by the governor that they said could potentially have limited the independence of the investigation.

Under his first plan, announced Saturday evening, a retired federal judge picked by Cuomo, Barbara Jones, would have reviewed his workplace behavior. In the second proposal, announced Sunday morning in an attempt to appease legislative leaders, Cuomo asked James and the state’s chief appeals court judge, Janet DiFiore, to jointly appoint a lawyer to investigate the claims and issue a public report.

James said neither plan went far enough.

“I do not accept the governor’s proposal,” she said. “The state’s Executive Law clearly gives my office the authority to investigate this matter once the governor provides a referral. While I have deep respect for Chief Judge DiFiore, I am the duly elected attorney general and it is my responsibility to carry out this task, per Executive Law. The governor must provide this referral so an independent investigation with subpoena power can be conducted.”

Many of the biggest names in New York politics lined up quickly behind James.

The state legislature’s two top leaders, Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie, both said they wanted her to handle the investigation.

New York’s two U.S. senators, Charles Schumer and Kirsten Gillibrand, both said an independent investigation was essential.

“These allegations are serious and deeply concerning. As requested by Attorney General James, the matter should be referred to her office so that she can conduct a transparent, independent and thorough investigation with subpoena power,” Gillibrand said.

White House press secretary Jen Psaki said, “There should be an independent review looking into these allegations.” She said that’s something President Joe Biden supports “and we believe should move forward as quickly as possible.”

The calls for an investigation into Cuomo’s workplace behavior intensified after a second former employee of his administration went public Saturday with claims she had been harassed.

Charlotte Bennett, a low-level aide in the governor’s administration until November, told The New York Times Cuomo asked inappropriate questions about her sex life, including whether she ever had sex with older men, and made other comments she interpreted as gauging her interest in an affair.

Her accusation came days after another former aide, Lindsey Boylan, a former deputy secretary for economic development and special adviser to the governor, elaborated on harassment allegations she first made in December. Boylan said Cuomo subjected her to an unwanted kiss and inappropriate comments about her appearance.

Cuomo, 63, said in a statement Saturday he had intended to be a mentor for Bennett, who is 25. He has denied Boylan’s allegations.

The furor over the sexual harassment allegations comes amid a new round of criticism over his leadership style and actions his administration took to protect his reputation as an early leader in the nation’s coronavirus pandemic.

Cuomo had won praise as a strong hand at the helm during last spring’s crisis of rising case counts and overflowing morgues. His book, “American Crisis: Leadership Lessons from the COVID-19 Pandemic,” was published in October.

But in recent weeks his administration was forced to revise its count of COVID-19 deaths in nursing homes following criticism that it had undercounted the fatalities to blunt accusations that some of his administration’s policies had made the situation in the homes worse.

James fueled some of that criticism by issuing a report that raised questions about whether the Cuomo administration had undercounted deaths.

Cuomo was also criticized after a state Assembly member went public with a story of being politically threatened by Cuomo over comments he made to a newspaper about the governor’s coronavirus leadership. Cuomo said his comments were being mischaracterized.

Now, his support is eroding faster.

“Lindsey Boylan and Charlotte Bennett’s detailed accounts of sexual harassment by Gov. Cuomo are extremely serious and painful to read,” U.S. Rep. Alexandria Ocasio-Cortez said on Twitter Sunday. “There must be an independent investigation — not one led by an individual selected by the Governor, but by the office of the Attorney General.”

A group of more than a dozen Democratic women in the state Assembly said in a statement: “The Governor’s proposal to appoint someone who is not independently elected, has no subpoena authority, and no prosecutorial authority is inadequate.”

A US judge said the proposal would cause “irreparable harm” to families

A US judge has temporarily blocked a rule proposed by President Donald Trump that would require immigrants to prove they will have health insurance within 30 days of arrival in the US, or can pay for medical care.

Judge Michael Simon, a district judge in Oregon, granted a preliminary injunction against the proposal.

Seven American citizens and an NGO had filed a lawsuit opposing the rule.

They argued it would block hundreds of thousands of legal migrants.

The lawsuit said the number of immigrants who enter the US with family-sponsored visas would drop considerably, or be eliminated altogether.

Judge Simon said the potential damage to families justified a US-wide ban.

“Facing a likely risk of being separated from their family members and a delay in obtaining a visa to which family members would otherwise be entitled is irreparable harm,” his legal order read.

Would-be immigrants had been struggling to establish how to get the required insurance coverage. The US healthcare system is complex, and has not generally catered to people yet to arrive there.

The policy is part of Mr Trump’s effort to shift the US away from a family-focused immigration system.

Judge Simon’s 28-day temporary restraining order will prevent the rule from coming into effect on 3 November, but the legal battle is likely to continue.

The Trump administration has argued that legal immigrants are about three times more likely to lack health insurance than US citizens, and that taxpayers should not bear their medical costs.

However, US policy experts say immigrants are less likely to use the healthcare system than American citizens.

Research from George Washington University found that recent immigrants without insurance made up less than a tenth of 1% of US medical fees in 2017.

Undercover agents and investigators posed as minors or sex buyers and chatted on several social media sites with people during the sting from Thursday to Monday. When people arrived at an arranged meeting place, they were arrested.

Law enforcement also found 28 people, including one juvenile, who were being trafficked. Several nonprofit organizations provided services to them, according to the BCA-led Human Trafficking Investigators Task Force.

“While the eyes of the basketball world were focused on the court at U.S. Bank Stadium, some were attempting to hide in the shadows of our great community, trafficking and exploiting women and girls, inflicting unimaginable physical and emotional harm, and profiting from pain,” St. Paul Police Chief Todd Axtell said in a statement. “I’m proud to be part of a law enforcement community that wouldn’t stand for it.”

The men’s Final Four games were played in Minneapolis on Saturday and Monday. Law enforcement also conducted similar sex trafficking stings when the Super Bowl was at U.S. Bank Stadium last year.

For this operation, suspects were booked into the Ramsey, Anoka or Hennepin county jails and their cases will be submitted for felony charging consideration. The suspects were mostly from the greater Twin Cities area.

Police arrested 47 people on suspicion of solicitation of a minor or solicitation of someone under age 16. Eleven people were also booked into jail on probable cause sex trafficking, promotion of prostitution.

North Carolina sheriff’s deputies were “justified” in their fatal shooting of a Black man in April because the man ignored their commands and drove his car directly at one of them before they fired any shots, a prosecutor said Tuesday. District Attorney Andrew Womble said none of the deputies involved would be criminally charged in the fatal shooting of Andrew Brown Jr.

“The officers’ actions were consistent with their training and fully supported under the law in protecting their lives and this community,” Womble said during a press conference.

The district attorney said that Brown used his car as a “deadly weapon,” causing Pasquotank County deputies to believe it was necessary to use deadly force. Womble acknowledged Brown wasn’t armed with guns or other weapons as deputies were trying to take him into custody while serving drug-related warrants at his house in Elizabeth City on April 21.

In a statement, the Brown family’s attorneys said Womble was making an “attempt to whitewash this unjustified killing.”

“The bottom line is that Andrew was killed by a shot to the back of the head,” the attorneys said. “Interestingly, none of these issues were appropriately addressed in today’s press conference.”

The prosecutor said he would not release bodycam video of the confrontation between Brown and the law enforcement officers, but he played portions of the video during the news conference. The video came from four body cameras worn by deputies during the shooting.

In the footage played to reporters, the deputies are seen jumping out of the back of a sheriff’s office pickup truck as it pulls up to Brown’s house. The deputies then rush toward Brown, who was in his car.

As the deputies surround the car, one of them, who Womble identified as Deputy Joel Lunsford, tried to open the driver’s side door.

Womble said Brown was holding his phone when the deputies approached the vehicle and that Brown threw the phone down and began to rapidly back the car away from the deputies. As the car backed away, the door handle came out of Lunsford’s hand, Womble said.

Brown then drove the car forward and to the left between two deputies as he was told to stop the vehicle. As the car was moving, Lunsford appeared to briefly brace his left hand against the passenger side of the hood.

“It was at this moment that the first shot is fired,” Womble said. He said the first shot fired at Brown’s car went through the front windshield, not the back as was previously reported.

As Brown drove away, the deputies opened fire with bullets entering the car through the passenger side of the car, the rear windshield and the trunk, according to Womble. He said the incident lasted a total of 44 seconds.

The three deputies involved in the shooting — Investigator Daniel Meads, Deputy Robert Morgan and Corporal Aaron Lewellyn — have been on leave since it happened. The sheriff’s office said Morgan is Black while Meads and Lewellyn are White.

Four others who were at the scene were reinstated after the sheriff said they didn’t fire their weapons.

“Clearly they did not feel that their lives were endangered,” the Brown family’s attorneys said of the four deputies who didn’t shoot.

An independent autopsy released by the family found that Brown was hit by bullets five times, including once in the back of the head. Lawyers for Brown’s family who watched body camera footage say that it shows Brown was not armed and that he didn’t drive toward deputies or pose a threat to them. Womble has previously disagreed in court, saying that Brown struck deputies twice with his car before any shots were fired.

The sheriff has said his deputies weren’t injured.

The Brown family’s attorneys called for the release of the full bodycam video and the State Bureau of Investigation’s report on the shooting. The attorneys also called for the U.S. Department of Justice to “intervene immediately.”

The shooting sparked protests over multiple weeks by demonstrators calling for the public release of the footage. While authorities have shown footage to Brown’s family, a judge refused to release the video publicly pending the state investigation.

Separately, the FBI has launched a civil rights probe of the shooting.

Donald Trump firmó una orden ejecutiva imponiendo nuevas sanciones contra lo que describe como “la dictadura” de Venezuela, informó la Casa Blanca en un comunicado enviado este viernes. La medida prohíbe a ciudadanos estadounidenses comprar nuevas emisiones de deuda y bonos del Estado venezolano y de la estatal Petróleos de Venezuela (PDVSA).

Además, limita la negociación de algunos bonos actualmente en manos del sector público venezolano y el pago de dividendos al gobierno de Nicolás Maduro.

Estas son las primeras medidas económicas que adopta el gobierno estadounidense contra el gobierno de Venezuela desde que empezó el distanciamiento entre ambos países con la llegada de Hugo Chávez al poder en 1999.

“La decisión del régimen de crear una ilegítima Asamblea Constituyente, y más recientemente haber hecho que ese cuerpo usurpe el poder de la democráticamente elegida Asamblea Nacional
representa una ruptura fundamental del legítimo orden constitucional en Venezuela”, indica la Casa Blanca.

De acuerdo con la medida, el Departamento del Tesoro dará un período de 30 días de gracia y permitirá que continúe el financiamiento en la mayor parte del intercambio comercial entre ambos países, incluyendo el sector petróleo y transacciones que involucran a Citgo, la petrolera estadounidense propiedad de Pdvsa y que opera en Estados Unidos.

También se darán licencias para mantener algunos papeles de la deuda venezolana actualmente existentes y para el financiamiento de “bienes humanitarios” destinados a Venezuela.

Aunque con Barack Obama se empezaron a adoptar sanciones contra personas o empresas vinculadas al gobierno de Caracas, acusadas de operaciones de narcotráfico o de lavado de dinero, el presidente Trump ha reforzado ese tipo de medidas, sancionando a varios de los más altos jerarcas del gobierno venezolano.

A raíz de la elección de la Asamblea Nacional Constituyente en julio pasado –que casi toda la comunidad internacional considera ilegítima– y de la dura represión durante cuatro meses a las manifestaciones opositoras que dejaron unos 140 muertos, Washington profundizó la política de sanciones individuales incluyendo al vicepresidente Tareck El Aissami, a quien acusa de estar vinculado al narcotráfico.

Judge Carl Nichols of the U.S. District Court for the District of Columbia ordered Trump, the House Ways and Means Committee, and New York officials to confer and file a status report by 6 p.m. Tuesday that either outlines an agreement or lays out the parties’ positions if there’s no agreement.

Nichols issued the order after Trump filed an emergency motion last week. The motion asked the court to enjoin the Ways and Means Committee from requesting Trump’s state tax returns under a new New York law until the president has an opportunity for judicial review. 

The Ways and Means Committee argued that the court lacks jurisdiction to bar it from requesting Trump’s state tax returns. It also argued that its decision about whether to utilize the New York law is protected against a legal challenge under the Constitution’s Speech or Debate Clause.

Nichols said there seems to be a risk that without Trump receiving some sort of relief, the Ways and Means Committee could quickly request and receive Trump’s tax returns, making the case quickly ripe and then moot.

He said he thought it was problematic that the Ways and Means Committee and the New York officials weren’t committing to the court that they wouldn’t request and produce Trump’s state tax returns “tomorrow or Monday, or the Monday after.”

At the same time, Nichols said that it seems inappropriate to enjoin the committee from requesting Trump’s state tax returns because Trump wouldn’t be harmed by the request itself.

Nichols said he wanted the parties in the lawsuit to see if they could reach an agreement to provide relief to Trump that’s as modest as possible; that treads as lightly as possible, if at all, on concerns about separation of powers and the Speech or Debate Clause; and that preserves the ability for the court to adjudicate on the lawsuit only when more information is available.

The law Trump is challenging in the lawsuit allows the chairmen of Congress’s tax committees to request public officials’ state tax returns from the state’s department of taxation and finance.

In court papers filed Monday morning, Trump also suggested that instead of enjoining the Ways and Means Committee, the court could instead enjoin the New York officials, preventing them from providing Trump’s state tax returns to Congress until the president can be heard in court. The New York officials argued that they were blindsided by this request and that the court shouldn’t consider it until they can respond to it.

The lawsuit over the New York law is one of two closely watched ongoing lawsuits in the fight over Trump’s tax returns. At the beginning of the month, the Ways and Means Committee filed a lawsuit against the Treasury Department and the IRS asking a judge to order the agencies to comply with Neal’s request and subpoenas for Trump’s federal tax returns.

Trump last week had argued that the two lawsuits were related and should be handled by the same judge. But Judge Trevor McFadden, who is handling the lawsuit over Trump’s federal tax returns, disagreed, leading the lawsuit over the president’s state tax returns to be randomly assigned to Nichols.
