São Paulo – The Brazilian Federal Prosecution Service (MPF, in the Portuguese acronym) and the United Nations High Commissioner for Human Rights (UNHCR) signed this Friday (15th), in Brasília, a memorandum of understanding to develop actions of assistance to the refugee population in Brazil.

The agreement provides for the exchange of information on the inclusion of these foreigners into existing public policies and the teaching  of a course on the International Rights of Refugees to MPF officials. This agreement also provides for the implementation of refugee policies and actions to explain the matter to the population. The partnership was signed by the UNHCR representative in Brazil, Andrés Ramirez, and by the Brazilian General Prosecutor, Rodrigo Janot.

According to Ramirez, the partnership with the MPF had already been discussed. “This agreement creates opportunities for training in this area. We can supply material explaining the international law regarding refugees,” said Ramirez, as a case in point for what actions may take place under the agreement. According to the UNHCR representative, this partnership is “strategic” so that the country can better welcome these foreigners.

After receiving clearance to live in Brazil, refugees enjoy the same rights a Brazilian citizens do. They become entitled to an identification card and an employment registration/social welfare card. In spite of that, they encounter difficulties adapting to the local culture, joining the labour market and enjoying health and education services, for instance.

The memorandum also provides for research to be conducted in partnership with various organizations about the presence of refugees in Brazil. “These research actions should offer a better understanding of the presence of refugees in Brazil, which is a large, continent-sized country,” said Ramirez. In the next few days, UNHCR and MPF technicians will meet to decide on the first measures to be adopted by both organizations.

Refugee status requests

A total of 6,588 refugees live in Brazil. It is a relatively small number compared to the 55,000 Colombians driven to seek asylum in Ecuador due to conflict between government and armed guerrillas, or to the nearly 2.6 million Syrians who have fled the Arab country since the beginning of the conflict between rebels and the government, in 2011. The number of refugees in Brazil is increasing, though.

According to data from Brazil’s National Committee for Refugees (Conare), in 2010 Brazil received 566 asylum requests. In 2013, 5,256 requests were made. At the first plenary meeting to grant refugee status held by the Conare this year, 680 requests were accepted, most of them placed by Syrians.

Carmen Dominicci and Neida Sandoval present the Telemundo and The Weather Channel co-production

Miami – July 31, 2014 – Telemundo presents “Muriendo por Cruzar”, a documentary that investigates why increasing numbers of immigrants are dying while trying to cross the US-Mexican border near the city of Falfurrias, Texas, this Sunday, August 3 at 6PM/5 C.  The Telemundo and The Weather Channel co-production, presented by Noticias Telemundo journalists Carmen Dominicci and Neida Sandoval, reveals the obstacles immigrants face once they cross into US territory, including extreme weather conditions, as they try to evade the border patrol.  “Muriendo por Cruzar” is part of Noticias Telemundo’s special coverage of the crisis on the border and immigration reform.

“‘Muriendo por Cruzar’” dares to ask questions that reveal the actual conditions undocumented immigrants face as they try to start a new life in the United States,” said Alina Falcón, Telemundo’s Executive Vice President for News and Alternative Programming.  “Our collaboration with The Weather Channel was very productive. They have a unique expertise in covering the impact of weather on people’s lives, as we do in covering immigration reform and the border crisis. São Paulo – Businessmen and investors who were in Brazil during the World Cup this year, invited by the Brazilian Export and Investment Promotion Agency (Apex-Brasil), will do business amounting to US$ 6 billion with Brazilian companies in the next twelve months. The project brought to Brazil, between June and July, 2,836 businessmen, investors and foreign opinion makers, from those 81 were Arabs. They engaged in matchmaking, got to know companies and watched the matches.

Press release

Guests saw World Cup matches

“The delight of the guests, including the Arabs, was very positive,” says the Relationship Marketing manager at Apex-Brasil, Jacy Braga. There were 104 participating countries, including 15 Arab nations.

The manager says that the majority of the participants came from nations which are already leading markets for Brazilian products, such as the United States, Latin American and European countries. “But the participation of new markets such as the Arabs was very important for the Apex-Brasil and for the Brazilian companies,” Braga told ANBA in an interview. The fact that Qatar will host the World Cup in 2022, according to him, helped bring together Brazilians and Arabs who attended the project.

The Arab importers invited by the Apex to visit Brazil represented 18 sectors: medical and dental equipment, personal hygiene products, toiletries and perfumery, ceramics and ceramic tiles, pharma chemicals, marble and granite, agricultural machines and equipment, foodstuff, shoe industry, chocolates and chocolate products, fruit and juices, non-ferrous metals, textiles, rubber industry, alcohol industry, dairy and dairy products, rice, defense and multi sector companies, segment which comprises the trading companies.

The World Cup project had the participation of 708 Brazilian companies from 18 estates and 837 separate business schedules were carried out – i.e. sets of appointments to be kept by the international visitors for the duration of the tournament – according to the Apex-Brasil. All of the 64 matches were watched by the foreigners invited by the organization. The best results came from housing and construction, machinery and equipment, foodstuff, beverages and agribusiness, health technology, and also fashion and services. From the Brazilian companies which participated in the program, 70% said sales increased and 30% entered in new markets.

The foreigners’ perception of Brazil and Brazilian production also improved. The Apex-Brasil enquired them before the trip and by the end of it about how they felt about the country. The answers “high” and “very high” increased from 83% to 90% on the question about the quality of the Brazilian products and services, from 65% to 81% about the creativity and innovation of the products and from 77% to 90% about the professionalism of Brazilian businessmen.

Braga also mentions that the project was focused on the business schedules and also on image building.

São Paulo – Exports from Brazil to Arab countries amounted to US$ 1.22 billion in July, up 15.6% from July 2013 according to figures supplied by the Brazilian Ministry of Development, Industry and Foreign Trade and compiled by the Arab Brazilian Chamber of Commerce. It was the second straight month of increase in sales to the region, following a five-month spell of decline.

The highlights among the leading target markets were the United Arab Emirates, at US$ 278 million in exports, up 25.5%; and Egypt, at US$ 238 million, up 84% from July 2013.

Regarding the Emirates, the Arab Chamber’s CEO Michel Alaby noted that the country keeps growing, with “more and more construction works underway,” and therefore needs to meet demand from local population and expatriates, who are the majority, as well as from tourists.

“Egypt, in turn, has a new government, and wants to at least keep its population assured that there are sufficient food supplies,” he said, adding that the country is the leading Arab importer of Brazilian products.

Alaby found the weaker exports to Saudi Arabia to be odd. The country imported the equivalent of US$ 209.6 million from the country, up only 4.2% from July last year. “Saudi Arabia is home to the Hajj, they receive over 2 million pilgrims, and they (the Saudis) stockpile food wildly [in order to meed this demand],” he said.

The Hajj is the annual pilgrimage to Mecca, the holy city of Islam, and will take place in early October this year. “I believe that this month (August) we will see an increase [in exports],” said Alaby, referring to the need to meet the demand from visitors.

The beef industry scenario, however, remains uncertain, the executive says. Arabs rank among the leading buyers of Brazilian poultry and beef, but China’s recent opening to Brazilian beef and the embargo placed by Russia on beef from the United States, European Union, Australia, Canada and Norway should drive up demand for Brazilian product and put pressure on prices.

Just to have an idea, before the embargo was announced, the Russians expanded from 30 to 90 the number of Brazilian meat plants certified to export to their market. The ban came as a response to the sanctions against Russia led by the US and the EU as Moscow gave support to Russian separatists who came into conflict with neighbouring Ukraine’s government.

In July, however, meat was not the leading Brazilian product in exports to the Arab world, sugar, iron ore and soy beans were.

Among the export destinations in the region, it is worth to point out the expressive increase in sales to Libya, Bahrain, Lebanon, Tunisia and Qatar last month.

The increase seen in July, however, was not enough to offset the decline of Arab exports year-to-date. In the first seven months of 2014, exports to the region grossed US$ 7.3 billion, down a little over 4% July-on-July.

Imports

On the other hand, Brazilian imports of Arab products amounted to US$ 887.3 million in July, down 44% July-on-July. Year-to-date, purchases amounted to US$ 6.44 billion, a decline of 11.5% when compared to the first seven months of 2013.

The fall was driven by the decline in imports of oil and oil products.
