European Council President Donald Tusk and Prime Minister Boris Johnson have clashed over who would be to blame in the case of a no-deal Brexit.

Mr Tusk said Mr Johnson risked being remembered as “Mr No Deal” – but the PM responded by saying it was Mr Tusk who would become “Mr No-Deal Brexit”.

The pair are due to meet for talks at the G7 summit in France on Sunday.

Mr Tusk added the EU was “willing to listen” to the PM’s ideas for Brexit – as long as they are “realistic”.

But speaking at his press conference in Biarritz, Mr Tusk said he would “not co-operate on [a] no-deal”.

Since becoming PM, Mr Johnson has said the UK will leave the EU on 31 October.

Mr Johnson has repeatedly stated he would prefer to leave the EU with a deal, but insists the backstop – the insurance policy designed to avoid a hard border on the island of Ireland – must be removed from the withdrawal agreement.

“I’ve made it absolutely clear I don’t want no deal and that we’ve got to get rid of the backstop from the treaty and if Mr Tusk doesn’t want to go down as Mr No-Deal Brexit I hope that point will be borne in mind too,” he said.

Earlier in the day, Mr Tusk had used the same moniker when talking about Mr Johnson.

“I still hope Prime Minister Johnson will not like to go down in history as Mr No Deal,” he said.

“The EU has always been open to co-operation. One thing I will not co-operate on is a no deal.

“We are willing to listen to ideas that are operational, realistic and acceptable to all EU member states.”

‘All signs point to a no-deal Brexit’

When Boris Johnson met President Emmanuel Macron and Chancellor Angela Merkel this week, he got a relatively positive response.

Both leaders indicated they were willing to listen to any ideas the prime minister may have to avoid a no-deal Brexit.

But Mr Johnson’s meeting with Donald Tusk at the G7 summit on Sunday may now prove more problematic.

The spat between both men – both of them warning they could go down in history as Mr No Deal – shows that both sides are engaged in a blame game.

Neither side wishes to be seen as the intransigent partner in a negotiation that leads to no deal.

Mr Macron and Ms Merkel were implicit in this, while Mr Tusk was explicit, prompting an equally blunt response from Mr Johnson.

It is, of course, still possible that some political space may be carved out to allow for a compromise at the last minute. But all the signs still point towards a no-deal Brexit at the end of October.

The G7 summit – a get-together of most of the leaders of the world’s largest economies – comes with just over two months until the UK is scheduled to leave the EU at the end of October.

Mr Johnson wants to renegotiate the Irish backstop – a key Brexit sticking point – but the EU has consistently ruled this out.

Speaking on Saturday, Mr Johnson said: “We’ve made it very clear we won’t be instituting any kind of checks or controls at the Northern Irish border. We don’t think such controls are necessary.

“There are a large range of alternative arrangements – these we will be discussing in the coming weeks.”

If implemented, the backstop – a last resort should the UK and the EU not agree a trade deal after Brexit – would see Northern Ireland staying aligned to some rules of the EU single market.

It would also see the UK stay in a single customs territory with the EU, and align with current and future EU rules on competition and state aid.

At a news conference on Wednesday with Mr Johnson, German Chancellor Merkel suggested an alternative to the backstop might be achievable, adding that the onus was on the UK.

But the next day French President Macron said the backstop was “indispensable” to preserving political stability and the single market.

After visiting his counterparts in Paris and Berlin this week, Mr Johnson said there was “new mood music”, but reaching a new deal would not be “a cinch”.

He has insisted the UK will leave the EU on 31 October, whether or not a new deal is reached.

Mr Johnson will also meet with US President Donald Trump, who arrived in France around Saturday lunchtime.

Asked if he would be telling Mr Trump not to escalate the US-China trade war, Mr Johnson said: “You bet.”

He added one of his priorities for the summit was “the state of global trade”.

More than a week after a trio of historic wildfires around the Bay Area prompted their first evacuation orders, some residents got the OK to return home, and more approvals were on the horizon.

But that return home could still be a week away or more for those in the most affected areas — and there were still some new evacuation orders being issued north of the Bay Area late in the week, even as firefighters largely wrangled the three fires under control.

Altogether, they have burned nearly 820,000 acres, damaged or destroyed more than 2,000 structures and forced tens of thousands to flee. Six deaths have been attributed to the fires.

The CZU Lightning Complex, in the Santa Cruz Mountains, had burned 81,333 acres and was 21% contained Thursday morning. It had destroyed 646 structures and claimed the life of one Santa Cruz County man.

The LNU Lightning Complex, in the North Bay, had burned 368,868 acres and was 33% contained Thursday morning. It had damaged or destroyed more than 1,300 structures and killed five people. It trails only the 2018 Mendocino Complex fires as the largest in California’s history.

The SCU Lightning Complex, in the South Bay and further east, had burned 368,671 acres and was 35% contained Thursday morning. It trails only the LNU Complex and the 2018 Mendocino Complex fires as the largest in California’s history.

Cal Fire estimates another month before CZU Complex fully contained | Update 1:30 p.m.

Although an absence of significant wind and a break from hot, dry weather is helping firefighters control the fire above Ben Lomond in Santa Cruz County, “We’re not completely out of the woods yet,” said Cal Fire spokesman Dan Olson.

Crews have cut, scraped and burned a firebreak that runs across the mountainside above the town, but the fire up beyond it is still burning and as of Thursday afternoon it was not clear when evacuated Ben Lomond residents might be able to return, Olson said.

All in all, it could be about a month before the CZU Complex is controlled and mopped up to the point that the battle can be handed off to local departments now working under the agency’s command. Many firefighters will continue to be away from their homes and families indefinitely, as the fire is still burning and far from contained.

“We’re dealing with large, 100-year-old redwoods that once they start to burn it takes a lot to suppress,” Olson said. Mop-up will be a “long and drawn-out process,” he added. “This isn’t something that will be resolved in days or even weeks.”

Swaths of San Mateo County reopen for residents to return | 12 p.m.

Evacuation orders for the La Honda, Pescadero, and San Gregorio parts of San Mateo County have been lifted as of noon Thursday, allowing residents to go home after days away.

“The local crews in La Honda have done such a great job with holding back this fire and also addressing and protecting the towns that are there,” said Sheriff’s Office Detective Rosemerry Blankswade in a briefing. “We feel confident … to be able to let the neighbors back in those areas without creating any danger or risk.”

Blankswade would not estimate when other evacuation orders may be lifted, noting Cal Fire crews still expect a “long haul” along the most active parts of the burn zone in Bonny Doon and Boulder Creek. Details of the noon changes are below.

More Lake and Solano County residents expected to head home in next two days | Update 11 a.m.

Evacuees across parts of Lake and Solano counties who fled from the LNU Complex may be homeward bound over the next 72 hours, Cal Fire officials said Thursday morning.

As crews corral the southern edges of the fire, officials are making plans to repopulate more areas near Fairfield and Winters, according to Chief Sean Kavanaugh. To the north, the Hennessey fire just south of Middletown remains firefighters’ main priority after it jumped Highway 16; those flames are largely contained on a plateau above the highway.

As for the Walbridge fire that had threatened Healdsburg and Calistoga earlier this week, Cal Fire Chief Waters said that Wednesday’s cooler weather and marine layer made for a “very good day.”

“We hope to make significant progress today,” Waters added.

Parts of Colusa County told to evacuate | Update 9 a.m.

While residents of Vacaville and Atlas Peak began heading home, fresh evacuation orders and warnings were handed down further north in Colusa County Thursday morning — including all residents those north of the Yolo County line, east of Highway 16, west of Sand Creek and south of Spring Valley Road.

LNU Complex overtakes SCU Complex in size | Update 7:45 a.m.

The LNU Complex burned another 8,000 acres overnight and fire crews’ containment of the fires remained at 33%, CalFire officials said in a Thursday morning update, enough to overtake the SCU Complex, which is burning simultaneously in Santa Clara and Alameda counties, and further east.

The blaze had grown in total size to 368,868 acres and damaged 1,080 structures, with another 272 damaged and more than 30,000 still threatened by the flames. Its growth overnight made it just larger than the SCU Complex, making it the second-largest wildfire in the state’s history, behind only the 2018 Mendocino Complex fires.

Both zones in the LNU Complex, the Hennessey Fire to the east and the Walbridge Fire to the west, were still burning strong Thursday morning. West of Healdsburg, the Walbridge Fire grew to 55,353 acres and remained at 19% containment. Near Lake Berryessa, the Hennessey Fire also grew in size overnight to 311,222 acres and remained 33% contained.

As recently as Wednesday evening, new evacuation orders and warnings were issued in parts of Yolo and Lake counties, on the northern edges of the LNU blazes.

Meanwhile, the SCU Complex grew by about 1,000 acres overnight, increasing its total acreage to 368,671 — about 200 acres smaller than the LNU Complex burning north of it. Crews increased their containment of the SCU Complex to 35%, the most of any of the fires currently burning around the Bay Area.

More progress made vs. CZU Complex, despite complications | Update 6:45 a.m.

Changes in the weather forced firefighters to call an audible Wednesday in their strategy to contain the CZU Lightning Complex fires burning in the Santa Cruz Mountains.

The fire has grown by about 1,200 acres in the last 24 hours and crews have increased their containment to 21%, but they weren’t able to proceed with the controlled burn on the south edge of the flames, nor were they able to use the same level of air support as in recent days.

But still they have had “a lot of success” over the past few days and were moving “toward the potential of repopulation,” fire chief Mark Brunton said Wednesday morning. Fire officials were hopeful they would get an even tighter grip on the flames before the weather shifts again this weekend, with more hot, dry air and winds from the north.

Evacuation orders for parts of the UC Santa Cruz campus were lifted Wednesday evening, and the community of Scotts Valley could soon follow. It, however, is likely to be a longer wait for those in Bonny Doon, Boulder Creek and other harder-hit areas. Residents can see if they’ve been cleared to return on this official map.

“Over the course of the next 48 hours we’re going to be looking at repopulating different areas in and around this fire,” said incident commander Billy See. “It has to be a coordinated and methodical process.”

Multiple agencies have to coordinate to reactivate power and water to the evacuated areas, as well as inspect roadways for any possible damage. Crews were still working to gain access to Highway 236, which runs through Big Basin State Park.

Damage inspection crews discovered another 100 structures destroyed by the CZU fires in Santa Cruz County. These were places that burned previously and are only now being evaluated. The total destruction was at 646 structures Thursday morning, with another 23,000 under threat from the flames. CalFire officials said they had completed about 55% of the damage inspection.

Officials also said they had located one of the three people still unaccounted for, Henry Reinke, and they didn’t believe the other two were victims of the fires.

Rudy Giuliani, attorney to President Donald Trump, got into it with CNN’s Chris Cuomo during a raucous interview on Thursday night.

The former New York City mayor shouted at Cuomo, repeatedly contradicted himself, declared Cuomo to be “the enemy” and at one point, placed his head on his hand and closed his eyes, showing off a New York Yankees World Series ring:

Cuomo began the segment by recapping the latest news about a whistleblower complaint, which both The New York Times and The Washington Post reported on Thursday involved Trump’s contact with Ukraine. The news was released amid House Democrats’ investigation of allegations that Trump and Giuliani “sought to manipulate the Ukrainian government into helping the Trump reelection campaign.”  




Earlier this year, Giuliani canceled a trip to Ukraine in which he was allegedly planning to pressure the government to investigate former Vice President Joe Biden and his son, Hunter Biden. The elder Biden is seeking the Democratic nomination to run against Trump during next year’s presidential election.  

Giuliani told Cuomo that it was a “scandal of major proportions which all of you have covered up for five or six months.” He also revived right-wing conspiracy theories about billionaire George Soros, claiming he was in on the “major” scandal with Biden. 

But Giuliani first denied trying to encourage Ukraine to investigate Biden. 

“Did you ask the Ukraine to investigate Joe Biden?” Cuomo asked. 

“No,” Giuliani said. “Actually, I didn’t.” 

Giuliani said he asked Ukraine to investigate if that country tried to help Hillary Clinton in the 2016 election.

“You never asked anything about Hunter Biden? You never asked anything about Joe Biden?” Cuomo asked. 

Giuliani then admitted he asked Ukraine to look into a conspiracy theory related to Biden.

“So you did ask Ukraine to look into Joe Biden?” Cuomo asked again. 

“Of course I did!” Giuliani said. 

“You just said you didn’t!” Cuomo said.

“No, I didn’t ask them to look into Joe Biden,” Giuliani replied.

El ministro de Transportes, Bruno Giuffra, anunció este domingo por la mañana en RPP Noticias que la construcción del aeropuerto de Chinchero se hará como obra pública. Por la tarde, el primer ministro, Fernando Zavala, se pronunció sobre el hecho.

“Buena decisión ministro. Sigamos avanzando”, escribió en su cuenta de Twitter. Con esto, el contrato que firmó el gobierno con el consorcio Kuntur Wasi quedó disueldo de mutuo acuerdo, según informó Giuffra.

Cambios. El Gobierno va a seguir con la fase 1 del proyecto en la que se contempla la remoción del terreno, esta vez como obra pública. Luego, se convocará a una nueva licitación para las obras de infraestructura. 

Según los funcionarios del Ejecutivo, la gestión de Pedro Pablo Kuczynski tiene como prioridad solucionar las controversias y sacar adelante los proyectos de desarrollo, entre ellos este terminal aéreo que los cusqueños esperan.

5. Negociar el TLCAN 2.0 en tiempo récord, el objetivo

México, Estados Unidos y Canadá iniciarán este miércoles la primera ronda de negociaciones del Tratado de Libre Comercio de América del Norte (TLCAN) con la indicación de sus gobiernos de acelerar el proceso desde el primer día para concluirlo tan pronto como sea posible.

As the U.S. closed its consulate in Wuhan and prepared to extract all its diplomats, Chinese President Xi Jinping warned Saturday of a “grave situation” in the rapid spread of the coronavirus that has claimed 41 lives.

The virus, which broke out in Wuhan last month, has infected more than 1,200 people in 29 provinces and cities and killed 41 people in China, according to the National Health Commission. 

Among the latest victims is Liang Wudong, a 62-year-old doctor at Hubei Xinhua Hospital who died Saturday after treating patients in Wuhan, according to the state-run Global Television Network.

A second case in the U.S. was confirmed Friday in Chicago,  along with three cases in France. There have been no deaths outside of China. 

The U.S. State Department arranged a charter flight for Sunday to bring out all its diplomats and other U.S. citizens — about 230 people — after temporarily closing the Wuhan consulate, the Wall Street Journal and New York Times reported, quoting an individual familiar with the operation.

OAKLAND — Californians could attend church services and get their hair trimmed in the coming weeks, while the vast majority of counties can allow restaurant dining soon, Gov. Gavin Newsom said Monday as he eased reopening standards due to continued improvements in California’s coronavirus trend lines.

The governor cited declining hospitalization and intensive care unit rates as indicators that California can move deeper into its nascent economic reopening. Newsom said the state is prepared to allow roughly 53 of 58 counties to enter the next phase of reopening, which include restaurant dining and in-store shopping with social distancing recommendations.

Newsom also said California could allow pro sporting events to resume by June, although games would be without spectators and with “very prescriptive conditions.” In the preceding months, Newsom has been wary of major sporting events functioning as hubs for transmission.

Newsom also said relief could come to reeling cosmeticians and shaggy-headed residents in the weeks ahead if the trend lines of declining cases hold. His reopening framework put cosmetology services in a later phase, after manufacturing and curbside retail, but Newsom said encouraging numbers could accelerate the process.

Churches and other religious institutions could also start welcoming back the faithful for in-person services in the coming weeks, Newsom said, if trend lines hold. Defiant religious leaders have opened their doors and sued Newsom for halting such services.

Under the new regional guidelines, counties would need a test positivity rate of less than 8 percent or a rate of 25 cases per 100,000 residents or less. Newsom said the state would account for “hot spots within counties” like skilled-nursing facilities that are often viral epicenters driving up counties’ overall numbers.

Newsom did not name the five counties that would remain ineligible, but said he believes Los Angeles will be more cautious.

“We are empowering our local health directors and county officials,” Newsom said, noting that areas with more dire outbreaks like Los Angeles and the Bay Area can retain tougher controls.

WASHINGTON – The conservative takeover of the Supreme Court that was anticipated following President Donald Trump’s two selections has been stalled by a budding bromance between the senior and junior justices.

Chief Justice John Roberts and the court’s newest member, Brett Kavanaugh, have voted in tandem on nearly every case that’s come before them since Kavanaugh joined the court in October. They’ve been more likely to side with the court’s liberal justices than its other conservatives.

The two justices, both alumni of the same District of Columbia-based federal appeals court, have split publicly only once in 25 official decisions. Their partnership has extended, though less reliably, to orders the court has issued on abortion funding, immigration and the death penalty in the six months since Kavanaugh’s bitter Senate confirmation battle ended in a 50-48 vote.

Roberts and Kavanaugh have obvious reasons for their reluctance to join the court’s three other conservatives in ideological harmony. The chief justice has voiced concern about the court being viewed as just another political branch of government. Kavanaugh, a former top White House official under President George W. Bush who was accused of a 1980s sexual assault during his confirmation, may just be laying low.

“Justice Kavanaugh seems to share some of the chief justice’s institutional concerns, but I think he also cares about his own perception as an even-handed judge,” said Amir Ali, a civil rights lawyer who won a 6-3 decision in February when Roberts and Kavanaugh joined the four liberal justices to uphold a criminal defendant’s appeal rights.

The chief’s wingman

Similarities between the two men are striking, despite their decade apart in age. Roberts, 64, is earnest and soft-spoken, but pointed in his questions to both sides during oral arguments. Kavanaugh, 54, is more demonstrative, but he tempers that with an inquisitive, open-minded manner.

Whatever their reasons, the chief justice and the newest justice together have provided ballast for a court in transition. Following Kavanaugh’s replacement of retired Associate Justice Anthony Kennedy, Roberts has become the court’s swing vote, and Kavanaugh often appears to be his wingman. 

Examples include the court’s action last October giving those challenging a citizenship question in the 2020 census access to additional information about the plan; its refusal in December to consider Republican-led states’ efforts to defund Planned Parenthood; and its ruling in February that Texas cannot execute a prisoner who claims to have an intellectual disability

In all three of those actions, Associate Justices Clarence Thomas and Neil Gorsuch dissented; Associate Justice Samuel Alito made known his opposition in two of them. Roberts and Kavanaugh appear to have voted with the court’s liberals, though the breakdown was not made public.

Their differences have been rare but noteworthy. In addition to one public vote in a criminal procedure case, Roberts sided with the liberals in temporarily blocking Louisiana abortion restrictions, while Kavanaugh would have let them go into effect.

And while they refused to hear a New Jersey county’s effort to include churches in a historic preservation program and a California high school coach’s plea to conduct prayers on the football field, Kavanaugh warned of the need to protect religious liberty.

Kavanaugh v. Gorsuch

Kavanaugh, perhaps in seeking a low profile, has voted with the majority in almost every case so far. Unless he is the author, that usually means just signing on to the opinion. But he often writes separately to explain his vote – a habit he picked up at the U.S. Court of Appeals for the District of Columbia Circuit.

“Kavanaugh always had more of a moderate streak, even on the D.C. Circuit,” said Josh Blackman, a South Texas College of Law associate professor who follows the Supreme Court closely. “He feels the need to explain himself, that he’s not that right-wing.”

The Roberts-Kavanaugh bromance stands in stark contrast to the differences evident to date between Trump’s two nominees. While Kavanaugh seems eager to be a team player – he touted the court’s “team of nine” during his confirmation hearing – Gorsuch dissents often.

The two newest and youngest justices served together as Supreme Court law clerks a quarter century ago, but they have been on opposite sides six times already this term in cases dealing with workers’ rights, consumers’ rights, American Indian rights and more.

Their differences were on display last month, when Kavanaugh wrote the court’s 6-3 ruling that said Navy contractors must warn about asbestos exposure even if they didn’t add the asbestos to their products. Gorsuch penned a pointed dissent.

“Maritime law has always recognized a special solicitude for the welfare of those sailors who undertake to venture upon hazardous and unpredictable sea voyages,” Kavanaugh said in summarizing his opinion from the bench.

Gorsuch’s dissent reasoned that “a home chef who buys a butcher’s knife may expect to read warnings about the dangers of knives but not about the dangers of undercooked meat.”

The two were on opposite sides again when Kavanaugh and Roberts agreed with the court’s liberals that a criminal defendant was mistreated when his lawyer failed to appeal a conviction, even though the defendant had waived his right to appeal. Gorsuch signed on to Thomas’s dissent, which went so far as to question whether the Constitution requires taxpayer-funded lawyers for those who cannot afford one.

“You couldn’t imagine a bigger shakeup for the criminal justice system,” said Ali, whose client won the case. 

“Justice Kavanaugh has not taken the bench aiming to rewrite every area of law,” Ali said. “Justice Gorsuch’s philosophy, however, has led him to advocate some momentous change.”

Left-right splits the exception

It’s still relatively early in the court’s term, with more than half the cases to be decided, so trend lines among the justices may not hold through June.

The biggest cases – on the census citizenship question, partisan gerrymandering of congressional districts, the constitutionality of a mammoth Latin cross honoring deceased veterans, and others – likely will tell more about the Roberts-Kavanaugh alliance and the Gorsuch-Kavanaugh division.

Next term, beginning in October, might include major cases on abortion and immigration, gay rights and gun control, and the court’s third debate over Obamacare. And for justices in their 50s and 60s with lifetime appointments, there will be many years or even decades in which to evolve or stand firm.

What’s clear after Kavanaugh’s first six months is that traditional left-right splits are more the exception than the rule.

The court has divided 5-4 along ideological lines just twice in merits cases, on detaining noncitizens with criminal records and executing prisoners with rare medical conditions. The same lineup also allowed the administration’s partial ban on transgender troops to take effect while challenges continue and denied a Muslim prisoner‘s request to have his imam in the execution chamber. 

For now, Kavanaugh and Roberts “are just treading carefully,” said Lisa Blatt, who has argued more cases before the Supreme Court than any other woman and was a character witness for Kavanaugh during the confirmation process.

Experts released two orcas from the so-called “whale jail” on Thursday

Russia has started to release a group of nearly 100 captive whales which have been kept in small pens in the far east of the country.

It comes after the so-called “whale jail” provoked an international outcry, with marine scientists and celebrities calling for the mammals to be released.

In total, 11 killer whales (orcas) and 87 belugas are being kept in cramped enclosures on the Sea of Japan.

They will be released in stages and the process will take several months.

“We have taken the only sensible decision at the recommendation of scientists to release the animals to their natural habitat where they were caught,” Deputy Prime Minister Alexei Gordeyev told reporters on Thursday.

“This operation will take about four months,” he added. Eight whales will reportedly be freed in the first stage of the process.

President Vladimir Putin praised the decision during his annual televised phone-in in which he fields questions from members of the public.

“The killer whales alone – as far as I know – are worth around 100 million dollars,” he said. “When it’s big money, problems are always hard to solve. Thank God things have started moving.”

What was the “whale jail”?

The juvenile whales were caught last year in the Sea of Okhotsk. They were then transported more than 1,300km (800 miles) south and kept in cramped pens near the port town of Nakhodka.

Although Russia allows the capture of whales for scientific purposes, experts feared the animals were bound for theme parks or aquariums in China.

Individual orcas, often caught illegally, can fetch millions of dollars. Belugas are sold for tens of thousands of dollars.

Greenpeace Russia, an environmental group, raised the alarm about the animals last October. They believe at least four of the whales died while in captivity.

Many are known to be in poor health and some have shown signs of hypothermia. In the wild whales swim tens of kilometres every day – and that keeps them warm – but in small pens they get cold.

In January, Greenpeace also reported that some of the whales were showing skin lesions and flipper deterioration. Some of those injuries may have been caused by bumping into the sea ice.

Who campaigned for their release?

The confined whales scandalised scientists, politicians and activists around the world.

Environmental groups demanded the release of the mammals and celebrities have also campaigned to rescue them.

Hollywood star Leonardo DiCaprio urged his social media followers to sign a petition – and more than 1.5m people have done so.

Pamela Anderson, the former model and Baywatch TV star, wrote to President Vladimir Putin, urging action to release the whales. She is active in the International Fund for Animal Welfare (IFAW).

Earlier this month, the companies that caught the whales were fined for breaking fishing rules. One company – White Whale – was fined 28.1 million rubles ($433,000; £430,000).

Charles Vinick, executive director of the Whale Sanctuary Project, said the release should be conducted “as humanely as possible”.

“We have provided extensive recommendations [about how to do this],” he told the BBC. “While they are not able to follow all of our recommendations, we hope they can follow as many as possible.”

“It’s all about the welfare of the animals,” he added.

President Donald Trump’s personal lawyer Rudy Giuliani said that he “forced” former Ukraine Ambassador Marie Yovanovitch out of her role and leveled another round of allegations against the ousted diplomat in a series of recent interviews.

Speaking to multiple media outlets over the last few days, Giuliani shed light on his influence in removing Yovanovitch, who was recalled from her post after she was targeted by what impeachment witnesses described as a “smear campaign.”

Giuliani told The New Yorker in a November interview published Monday that he believed Yovanovitch was in the way of his attempts to pursue investigations Trump wanted.

The president is accused of putting pressure on Ukraine President Volodymyr Zelensky to open investigations into 2020 frontrunner and former Vice President Joe Biden and his son, Hunter Biden, who had ties to a Ukrainian company. Two articles of impeachment on abuse of power and obstruction of Congress are up for a House vote this week.

Justin Trudeau’s Liberal Party has retained power in a narrow Canadian election win but he will now be prime minister of a minority government.

The Liberals are projected to win 157 seats, 13 short of a majority, and will find it harder to pass legislation in Mr Trudeau’s second term.

The opposition Conservatives are expected to win the popular vote but have not translated that into seats.

They are projected to take 121, up from the 95 they held before.

Although Monday night’s results saw a sharp decline in seats for the country’s left-leaning New Democratic Party (NDP), its leader, Jagmeet Singh, could become the kingmaker.

The NDP is projected to take 24 seats in the 338-seat parliament.

Quebec’s separatist party, the Bloc Quebecois, which competes only in that province, fared much better. It is expected to take 32 seats, compared to the 10 it won in 2015.

Turnout is currently listed at 65%.

The federal election was seen as a referendum on Mr Trudeau, who had a bumpy first term, tainted by scandal.

Mr Trudeau told cheering supporters in Montreal that voters had “rejected division and negativity… and they rejected cuts and austerity and voted in favour of a progressive agenda and strong action on climate change”.

He said: “Thank you for having faith in us to move our country in the right direction.”

And to those who did not back him, he promised his party would govern for everyone.

His weakened grip on power is being seen as a rebuke of his record but the result is bitterly disappointing for Conservative leader Andrew Scheer.

Why has Trudeau’s popularity fallen?

Mr Trudeau swept into power in 2015 promising “real change” and a slew of progressive pledges.

But after four years in power, Mr Trudeau faced criticism for his ability to follow through.

His environmental record, for example, has been undercut by his support for the Trans Mountain oil pipeline expansion project.

And Mr Trudeau’s vow to institute federal electoral reform was quickly abandoned, angering some left-leaning voters excited by the prospect of seeing an alternative voting system

Still, according to an independent assessment by two dozen Canadian academics, Mr Trudeau has kept – fully or partially – 92% of these promises, the most by any Canadian government in 35 years.

An ethics scandal early this year, known as the SNC-Lavalin affair, took a major toll on his support.

Last month an ethics watchdog found the prime minister had violated federal conflict of interest rules by improperly trying to influence a former minister in relation to a criminal trial facing major Canadian engineering firm SNC-Lavalin.

Mr Trudeau’s election odds then seemed at risk when images of the prime minister wearing blackface make-up in three separate instances were widely circulated.

The images were seen as a major hit to Mr Trudeau’s cultivated political image, characterised by compassion and inclusion.

What have the leaders said?

In his speech, Mr Trudeau also addressed Quebec and the provinces in western Canada, where his party had not fared well, saying: “I’ve heard your frustration.”

Mr Scheer said he was “incredibly proud” of the larger Conservative team going to Ottawa.

He said the country was “further divided” and that his party had put Mr Trudeau “on notice, his leadership is damaged and his government will end soon”.

The Conservatives are projected to take 34.4% of the popular vote, compared to the Liberals’ 33%. However, the first-past-the-post system – awarding victory to the candidate with most votes in any given constituency – means that has not translated to seats won.

Speaking from his home district in Burnaby, British Columbia, Mr Singh acknowledged some disappointing results but focused on the future, promising to make “Canadians’ life… better”.

Green Party leader Elizabeth May said the election had been a success. It is expected to take three seats, compared to one in 2015.

US President Donald Trump tweeted his congratulations to Mr Trudeau.

What next for Canada?

Minority governments are not uncommon – there have been three in the past 15 years.

A coalition government, however, is rare. It was last attempted in 2008 by the Liberals and NDP, but was disbanded when then-Prime Minister Stephen Harper, a Conservative, prorogued parliament.

Analysts believe the obvious link would again be between the Liberals and the NDP. They also believe the Bloc Quebecois – which has softened its stance on demands for independence – will neither enter a coalition nor force another election.

Indeed, in his post-results speech, Bloc leader Yves-François Blanchet said: “We have to find a way to make this parliament work.”

Without any agreed coalition, Mr Trudeau would clearly need to compromise to get policies through.

Mr Scheer will have to assess his position. He pitched himself to Canadians as the candidate speaking up for issues which directly affect voters’ lives and wallets.

But instead he faced scrutiny over where the Conservative Party stood on gay marriage and abortion.

The US has charged four Chinese military officers over the huge cyber-attack of credit rating giant Equifax.

More than 147 million Americans were affected in 2017 when hackers stole sensitive personal data including names and addresses.

Some UK and Canadian customers were also affected.

Announcing the indictments Attorney General William Barr called the hack “one of the largest data breaches in history”.

According to court documents, the four are allegedly members of the People’s Liberation Army’s 54th Research Institute, a component of the Chinese military.

They spent weeks in the company’s system, breaking into security networks and stealing personal data, the documents said.

The nine-count indictment also accuses the group of stealing trade secrets including data compilation and database designs.

The whereabouts of the suspects is unknown and it is highly unlikely that they would come to the US for a trial.

FBI Deputy Director David Bowdich said: “We can’t take them into custody, try them in a court of law, and lock them up – not today, anyway.”

What happened in 2017?

Equifax said hackers accessed the information between mid-May and the end of July 2017 when the company discovered the breach.

The accused allegedly routed traffic through 34 servers in nearly 20 countries to try and hide their true location.

The credit rating firm holds data on more than 820 million consumers as well as information on 91 million businesses.

Mr Bowdich said there was no evidence so far of the data being used to hijack a person’s bank account or credit card.

Equifax CEO Mark Begr said in a statement that the company was grateful for the investigation.

“It is reassuring that our federal law enforcement agencies treat cybercrime – especially state-sponsored crime – with the seriousness it deserves.”

After the hack was identified, Equifax paid a $700m (£541m) settlement to the Federal Trade Commission.

The US regulator alleged the Atlanta based firm failed to take reasonable steps to secure its network. At least $300m of the settlement went towards paying for identity theft services and other related expenses run up by the victims.

In a statement Mr Barr said: “This was a deliberate and sweeping intrusion into the private information of the American people.

“Today we hold PLA hackers accountable for their criminal actions, and we remind the Chinese government that we have the capability to remove the internet’s cloak of anonymity and find the hackers that nation repeatedly deploys against us.”

China has not yet commented on the charges.


This is not the first time the US has charged members of the Chinese military with hacking US companies.

The first indictment came back in 2014 and helped lead to a deal the following year to try and restrain such activity.

But clearly the US feels that it needs to return to the weapon of public indictments to increase pressure again.

The US has become increasingly concerned not just at the alleged theft of economic secrets but also the intelligence risks.

Equifax was one of a series of large data breaches linked to China – others include health care providers and, most significantly, the theft of data from the Office of Personnel Management which carried sensitive records for almost all US federal employees.

One of the concerns for US security officials is how Chinese spies may be able to put together these vast databases about US citizens.

Officials say the information could be used to create ‘targeting packages’, establishing which individuals have access to sensitive information and potential vulnerabilities which would allow them to be approached. They add though that so far they have not seen the Equifax information being used for that purpose.

Según la ley de inteligencia (ley 25.520), “el personal afectado” a “actividades de inteligencia”, así como “la documentación y los bancos de datos de los organismos de inteligencia” tienen una “clasificación de seguridad”. Además, “el acceso” a esa información “será autorizado en cada caso por el Presidente de la Nación”.

“La clasificación sobre las actividades, el personal, la documentación y los bancos de datos se mantendrá aun cuando el conocimiento de las mismas deba ser suministrado a la justicia en el marco de una causa determinada”, establece la norma.

Qué pasó

Antonio “Jaime” Stiuso, ex director general de Operaciones de la Secretaría de Inteligencia (SI), hoy es apuntado por la muerte del fiscal Alberto Nisman .

El espía más poderoso de la década kirchnerista fue citado a declarar como testigo en la causa por la muerte del titular de la Unidad Fiscal AMIA. La citación fue dispuesta anoche por la fiscal del caso, Viviana Fein , porque peritajes revelaron que Nisman recibió en su Nextel, horas antes de morir, una llamada de Stiusso.

La versión del kirchnerismo sobre la muerte de Nisman apunta a Stiuso: funcionarios del oficialismo hablan de una supuesta traición del espía al fiscal con el hipotético objetivo de perjudicar al Gobierno, que lo había echado de la SI un mes antes del disparo que mató a Nisman.

La presidenta Cristina Kirchner echó a Stiuso el 19 de diciembre pasado, un día después del relevo de sus jefes, Héctor Icazuriaga y Francisco Larcher.

Stiusso-Nisman

Nisman no negaba su relación con el poderoso espía. En una de sus últimas entrevistas, dijo que a Stiusso se lo había presentado Néstor Kirchner como la persona que más sabía de la causa AMIA. Dijo que era un “excelente profesional” y relató: “Stiuso me presentaba muchas cosas, pero yo sólo validaba lo que le podía validar jurídicamente”.

Además, Stiuso fue, según sugirió la Presidenta, el autor en las sombras de la denuncia que Nisman presentó contra ella como responsable de una confabulación para encubrir a responsables iraníes del atentado a la AMIA. (Una de las tareas de la SI es colaborar con la Justicia en la investigación de casos de terrorismo. Como consecuencia del caso AMIA, Nisman se había acercado mucho a él).

Cristina Kirchner, en su última carta sobre el caso Nisman, no sólo nombró a Stiuso: también adhirió a la sospecha de que dirigió la investigación del caso AMIA y sostuvo: “Personalmente creo que hacía algo más que dirigirla”.

Beliz

En julio de 2004, el entonces presidente Néstor Kirchner le pidió la renuncia a su ministro de Justicia por los ataques públicos a la SIDE. Un día después, Beliz mostró una foto con el rostro de Stiuso en el programa de Mariano Grondona Hora clave. También lanzó una serie de denuncias que desnudaron el manejo de la millonaria caja de inteligencia.

Poco después decidió emigrar a Washington, Estados Unidos. Y Stiuso inició un juicio por haber violado secretos de Estado y por afectar la seguridad nacional al mostrar su fotografía.

Hace más de dos años, la Cámara de Casación penal anuló el fallo que había absuelto a Beliz por haber mostrado esa foto, apartó a los jueces que lo habían dictado y mandó a hacer un nuevo juicio.

Florida Governor Ron DeSantis is taking executive action to suspend all local COVID-19 emergency mandates immediately and is issuing an executive order to outlaw all local COVID-19 emergency mandates in the state effective July 1.

DeSantis cited the ample availability of vaccines in the Sunshine State and said supply has now eclipsed demand. According to Centers for Disease Control and Prevention data, 20.9 million doses have been distributed to the state, and 15.5 million shots have been administered in a state with a population of roughly 21.5 million people. DeSantis made the announcement as he signed a bill that bans entities, including private businesses, from requiring so-called “vaccine passports” and that amends the state’s Emergency Management Act by placing limits on local emergency powers.

“What I’m going to do is sign the bill, it’s effective July 1,” DeSantis said at the bill signing Monday in St. Petersburg. “I will also sign an executive order pursuant to that bill invalidating all remaining local emergency COVID orders effective on July 1. But then to bridge the gap between then and now, I am going to suspend, under my executive power, the local emergency orders as it relates to COVID. I think that’s the evidence-based thing to do.”

DeSantis said his administration wants people to “enjoy themselves” and “live freely in the state of Florida.”

DeSantis had already unilaterally banned even private businesses from requiring proof of vaccination to enter. The law banning vaccine passports, effective July 1, entails a $5,000 fine any time a business or school requires proof of vaccination for entry.

DeSantis, a Republican and potential 2024 presidential contender, has been among the governors quickest to drop COVID-19 safety protocols.

But other, more liberal jurisdictions are making moves towards nixing COVID-19 restrictions, too. New York City expects to return to fully capacity by July 1. CDC Director Rochelle Walensky has said she thinks July 1 is a reasonable target for essentially returning to normal, if vaccinations continue to increase at the rate they have been and if cases continue to drop at the same pace.

More than 100 million Americans are now fully vaccinated, the White House announced last week.

A South Carolina man was charged Saturday with the kidnapping and murder of University of South Carolina student Samantha Josephson; police say they believe he picked her up in a vehicle, killed her and dumped her body in a wooded area.

Chief William H. Holbrook, with the Columbia Police Department, said at a news conference on Saturday night that authorities had charged 24-year-old Nathaniel Rowland with killing Josephson, 21. A traffic stop reportedly found the victim’s blood in his car.

“Our hearts are broken, they’re broken. There is nothing tougher than to stand before a family an explain how a loved one was murdered,” Holbrook said.

According to police, Josephson was out early Friday with friends at the Bird Dog bar on Harden Street when members of the group got separated. After not being able to contact her at all the following morning, Josephson’s roommates contacted law enforcement.

Police learned that after leaving the bar, Josephson requested a ride from Uber and was last seen getting into a black Chevy Impala.

According to police, Josephson was out early Friday with friends at the Bird Dog bar on Harden Street when the group’s members became separated.

While investigators with the Columbia Police Department began a missing-person inquiry, Clarendon County police responded to a call about 3:45 p.m. that a body had been discovered in a field.

“The body had been found by a couple of people hunting … in a field in what was described by the sheriff to us as a wooded area in a very rural part of the county off of a dirt road — about 40 feet off of a dirt road — in an area  that would be very difficult to get to unless you knew how to get there.”

Police say Rowland resided close to where the body was found.

About 3 a.m. Saturday, a canine officer with the Columbia Police Department detected a black Chevy Impala about two blocks from where the victim was last seen.

Holbrook said the officer initiated a traffic stop and asked the driver — people have identified him as Rowland — to step out of the vehicle.

The suspect took off but was taken into custody after a short pursuit.

Police discovered that after leaving the bar, Josephson had requested a ride from Uber and was last seen getting into this black Chevy Impala.

Upon returning to the vehicle, the officer observed what appeared to be large amounts of blood inside. Police got a search warrant and found similar samples in the trunk and passenger side of the car. Subsequent testing confirmed that the blood belonged to Josephson.

Police also discovered the victim’s cellphone in the vehicle, along with bleach, germicidal wipes and window cleaner. Holbrook said the child safety feature on the rear car doors had been activated, suggesting that Josephson might have been unable to escape.

Said Holbrook: “What we know now is that she had in fact summoned an Uber ride and was waiting for that Uber ride to come, we believe. We don’t’ have a statement or any evidence that suggests this, other than our observations on the video. We believe that she simply mistakenly got into this particular car thinking it was an Uber ride.”

The South Carolina Law Enforcement Division charged Rowland on Saturday with murder and kidnapping.

Holbrook concluded his press conference with condolences to Josephson’s family, calling the case simply “gut-wrenching.”

Russian Foreign Minister Sergei Lavrov played down the possibility of renewed Cold War-era hostilities after the breakdown of an arms control treaty between Washington and Moscow.

Secretary of State Mike Pompeo announced last week that the U.S. will formally withdraw from the Intermediate-Range Nuclear Forces Treaty (INF Treaty) in six months’ time and would suspend adherence to the agreement as of last Friday.

Russia followed suit on Saturday by saying that it too had suspended its involvement in the deal, although President Vladimir Putin said “the doors for talks are open.” The U.S. also said that it “stands ready to engage with Russia on arms control” if Russia complies with the treaty.

Lavrov said his country was not to blame for the pact’s breakdown. “I don’t think that we should talk about a new Cold War. A new era has begun, an era when the United States decides to move towards destroying the entire arms control system, which is regrettable,” he said, according to news agency TASS.

The INF Treaty was created in 1987 by then-Presidents Ronald Reagan and Mikhail Gorbachev and was designed to end decades of bitter relations and arms insecurity between old foes the U.S. and Russia. The treaty states that neither country can produce, possess, or flight-test a ground-launched, intermediate-range ballistic and cruise missiles with a range between 500 and 5,500 kilometers.

Both sides have accused each other of violating the treaty in recent years, however, and diplomatic relations have once again deteriorated.

Russia has said the U.S.’ missile defense system in eastern Europe is a violation of the agreement (the U.S. insists the system is to defend itself and Europe from “rogue states”). Meanwhile, the U.S. has said Russia has violated the treaty with what it says is a “non-compliant missile system” called the 9M729 (or SSC-8) system. Russia refutes this, claiming that it’s just an updated version of an older missile and actually has a shorter range than its predecessor.

Lavrov insisted that Russia does not want an “arms race” but was ready to respond to military threats if necessary.

“Certainly, we will respond with military-technical means to the threats that are being created as a result of the United States’ pullout from the INF Treaty and its plans for creating low-yield nuclear warheads, which, according to all experts in the West, in Russia and in other countries, will drastically lower the threshold of using nuclear weapons,” he said.

Alex Brideau, director of Russia and Ukraine at analysis firm Eurasia Group, said the chances of both sides coming to a solution over disputed missiles was unlikely.

“The U.S. and Russian governments are far apart on the disputed Russian missile that is the basis for the withdrawal,” Brideau said in a research note Friday.

“Furthermore … the skepticism in President Donald Trump’s administration about bilateral arms control treaties will make it far less likely the two could strike a deal on the INF dispute.”
