The E.U. Seems Ready to Put Brexit on Ice. But for How Long? – The New York Times

One argument against a long extension, which France makes, is that Britain could create difficulties with a new budget and other key issues, since it would remain a member with all of a member’s rights and responsibilities. President Emmanuel Macron is seeking some form of guarantee from Mrs. May that Britain would behave responsibly.

Mr. Macron has suggested quarterly “reviews” of Britain’s behavior during any long extension, which others find difficult legally. But it may be that as a compromise, diplomats suggest, the extension would run only to the end of October.

The idea is to give time for Britain to sort itself out and decide what kind of future relationship it wants. But in any case, European officials emphasize, the withdrawal agreement, including the Irish backstop, designed to guarantee no hard border between Northern Ireland and Ireland, will not change.

There is little expectation in Brussels that Mrs. May’s current negotiations with the opposition Labour Party will come to a positive conclusion, hence the willingness for a long extension. But whether that means the end of Mrs. May’s premiership and new elections is not Europe’s concern, the officials say.

The difference now, in contrast to the last emergency council meeting last month, is that the European leaders have decided to take control over the length of any extension. What might happen at the end of it — including a no-deal Brexit, or a decision to stay in the European Union — would be up to Britain.

Rep. John Ratcliffe confirms his questions to former FBI general counsel James Baker uncovered the claims first reported by the New York Times; Catherine Herridge has the details.

The former top lawyer at the FBI has been under federal investigation for leaking to the media, a letter from House Republicans revealed Tuesday.

The letter from GOP Reps. Jim Jordan and Mark Meadows cited the transcript of a congressional interview with former General Counsel James Baker and his lawyer last fall, where the probe conducted by seasoned U.S. Attorney John Durham was confirmed.

“You may or may not know, [Baker has] been the subject of a leak investigation … a criminal leak investigation that’s still active at the Justice Department,” lawyer Daniel Levin told lawmakers, as he pushed back on questions about his client’s conversations with reporters.

Jordan and Meadows’ letter was sent to Durham, the U.S. attorney for Connecticut, and requested additional information about the probe later this month.

“As we continue our oversight and investigative work, we felt it prudent to write to you seeking an update. Without being apprised of the contours of your leak investigation and Baker’s role, we run the risk of inadvertently interfering with your prosecutorial plans,” they wrote.

The transcript of the closed-door interview and the letter do not include details explaining why the investigation is being led out of the Connecticut office. The status of the investigation is not publicly known.

But the disclosure marks the latest confirmation of a leak investigation involving FBI figures who have since left the bureau.

Last year, former FBI Deputy Director Andrew McCabe saw his leak case referred to the U.S. attorney in Washington, D.C. McCabe was fired for lying to federal investigators about his role in a media leak regarding the Clinton Foundation on the eve of the 2016 presidential election.

The letter from the GOP lawmakers cited other concerns that arose as part of their own investigation when Republicans controlled the House:

“The Committees learned that in some instances, high-ranking DOJ and FBI officials, including the FBI General Counsel James Baker and DOJ Associate Deputy Attorney General Bruce Ohr, took the self-described ‘unusual’ step of inserting themselves into the evidentiary chain of custody.”

Documents reviewed by Fox News indicate that Ohr became the back-channel between Christopher Steele, author of the controversial and unverified anti-Trump “dossier,” and the FBI after he was fired by the bureau for lying about his contact with the media. According to a January 2018 memo by House Intelligence Committee Republicans on government surveillance practices, “Steele was suspended and then terminated as an FBI source for what the FBI defines as the most serious of violations — an authorized disclosure of his relationship with the FBI in an October 30, Mother Jones article.”

According to the DOJ website, Durham is a seasoned prosecutor who has been tapped by Republicans and Democrats to handle high-profile, national controversies.

Durham has held various positions in the District of Connecticut for 35 years, prosecuting organized and violent crime, as well as public corruption. From 2008 to 2012, he also served as the acting U.S. attorney for the Eastern District of Virginia, where he investigated the destruction of CIA interrogation tapes of senior Al Qaeda operatives and, prior to that, he reviewed alleged criminal wrongdoing by FBI personnel in Boston connected to the Whitey Bulger case.

Fox News is reaching out to FBI and Baker, as well as the U.S. Attorney’s office in Connecticut, for comment on the new letter.

Biden’s Approval Rating Hits A New Low After The Afghanistan Withdrawal – NPR

The U.S. withdrawal from Afghanistan, which saw scenes of desperation and violence inside and outside of Kabul’s airport, has coincided with a drop in President Biden’s approval rating. Biden has fiercely defended the evacuation.

Amid the chaos of the U.S. withdrawal from Afghanistan, President Biden’s approval rating slid to just 43% in the latest NPR/PBS NewsHour/Marist poll.

That is down 6 percentage points from a survey conducted in July and is the lowest mark for Biden in the poll since taking office. The decline is principally due to independents — just 36% of them approve of the job he’s doing, a 10-point drop.

That a majority of independents now disapprove of his performance is bad news for Biden and Democrats. They’re a key swing group, one Biden won in 2020 but who now think he’s off track.

Biden hopes his decision on the withdrawal looks better as time goes by, but for now, he has taken a political hit.

It took seven months, but this is now a polarizing presidency

Republicans have struggled to drum up the kind of animus toward Biden as they did for, say, Hillary Clinton. But now, seven months into his presidency, they seem to have found what to grind their teeth about, from cultural and economic issues to Afghanistan.

A whopping 41% of U.S. adults, including 82% of Republicans, now strongly disapprove of the job Biden is doing. That is similar to the unprecedented enmity shown toward President Donald Trump.

Afghanistan is seen as a failure all around, but refugees are welcome at this point

On Afghanistan, 61% disapprove of Biden’s handling of the withdrawal, including 71% of independents. A majority also disapproves of Biden’s handling of foreign policy in general.

Still, an overwhelming 71% think the war in Afghanistan was a failure, and while they disapprove of how Biden handled the exit, they’re split on what they think should have been done — 38% think the U.S. should have withdrawn but left some troops, 37% think it should have pulled out completely, and just 10% said no troops should be withdrawn.

Only 29% of respondents think the U.S. has a duty to continue its involvement in the beleaguered nation; 61% think it needs to be up to Afghans to determine their future without U.S. involvement.

But they do seem to feel the U.S. has a duty to Afghan refugees and visa holders. Nearly three-quarters — 73% — say they support allowing refugees to come to the United States.

While that support seems to be broad, it has become a flashpoint and split Republicans; some are fighting for Afghans to be resettled while others, like Trump, are using nativist rhetoric in calling to keep them out of the country.

The survey reflects that as well — 49% of Republicans approve of refugees coming to the U.S., while 44% do not.

The U.S. has a long history of not being very welcoming to refugees. Gallup found:

In 2015, 60% were against accepting Syrian refugees.
In 1979, just a third were supportive of bringing in Vietnamese refugees after the war there.
In 1946, after World War II, just 16% supported accepting European refugees, including Jews — after the Holocaust.

The blame game

As for which president they blame for that failure, that mostly splits along partisan lines. Overall, the most — 36% — goes to former Republican President George W. Bush, who sent troops to Afghanistan in the first place. The Taliban were largely run out of power, but al-Qaida leader and 9/11 mastermind Osama bin Laden remained on the lam.

Democrats pointed to Bush and Trump, who negotiated the exit deal with the Taliban without the then-Afghan government at the table.

Republicans mostly blamed Biden and former President Barack Obama. Obama escalated involvement in Afghanistan after he felt Bush ignored it for the wrong war — in Iraq. Obama announced bin Laden had been killed in 2011, drew down U.S. troops significantly and vowed to withdraw all from Afghanistan, but never entirely did so.

Domestic terrorism is seen as the bigger threat

With the 20-year anniversary of the 9/11 attacks coming up this month, a plurality — 44% — thinks the country is less safe than it was before the attacks, while 30% say it’s safer and a quarter say about the same.

Politics is at play in this question as well, however. Two-thirds of Republicans said the U.S. is less safe.

Overall, more believe domestic terrorism — 49% — is a greater threat than international terrorism — 41%.

Almost 7 in 10 Republicans said it was international terrorism, though, that was the bigger threat, while 7 in 10 Democrats said it was domestic terrorism.

Still, the overall number is a big shift from 2002 after 9/11 when by a 56%-to-30% margin in a CBS News poll, people said the opposite.

The survey of 1,241 adults was conducted Aug. 26 through Tuesday, via landline and mobile telephones. Survey questions were available in English and Spanish. The margin of error of the full sample was 3.8 percentage points. The margins of error for the subsets of Democrats, Republicans and independents were all larger.

Trump, RNC raise over $200M on vote fraud claims, but some big-money donors aren’t backing his fight – CNBC

President Donald Trump told a crowd of supporters in October that if he really wanted to overcome Joe Biden’s fundraising supremacy, he could call the heads of any major company and they would come to his aid.

“All I have to do is call up the head of every Wall Street firm, head of every major company, the head of every major energy company, ‘Do me a favor, send me $10 million for my campaign.’ Yes, sir,'” Trump told the crowd of supporters in Arizona in October.

However, new Federal Election Commission records, tracking fundraising from Oct. 15 to Nov. 23, show that wealthy GOP financiers largely did not help Trump in the final weeks of the bruising battle with Biden as he dropped in the polls or parachute in millions toward his current legal fight.

It’s the latest sign that many executives could be ready to work with President-elect Biden. In the case of the legal fight, some of the leading party donors had previously maxed out to the campaign and Republican National Committee, leaving Trump’s political team unable to turn to them for financial assistance.

The Trump campaign, the Republican National Committee, his two joint fundraising committees and the president’s leadership committee, Save America, raised over $200 million since Election Day. Save America will likely be used to fund any political initiatives Trump is planning after he leaves the White House, including possibly running for president again in 2024.

Trump’s fraud pitch, while apparently not moving many business leaders, appears to be resonating with small-dollar donors, who may be convinced that their money is going expressly to the fraud fight, and likely provided much of the money raised in the period.

Steve Schwarzman, the CEO of private equity behemoth Blackstone, and a longtime Trump confidant, did not contribute to any pro-Trump groups in recent weeks, according to election filings. Instead, he gave $15 million in November to the Senate Leadership Fund, a super PAC aligned with Sen. Mitch McConnell, R-Ky.

As CNBC reported, Schwarzman was one of the many Wall Street executives who walked away from helping Trump in the final stretch of the election. Schwarzman said in late November that, after supporting the president for the past four years, he’s now ready to move on to “help President-elect Biden and his team as they confront the significant challenges of rebuilding our post-Covid economy.”

Since Election Day on Nov. 3, the Trump campaign has initiated dozens of legal fights in states where Biden has been deemed the winner, including in Pennsylvania, Michigan and Georgia. Trump and his allies have lost or withdrawn essentially every court case related to the election, failing to invalidate any votes for Biden.

Attorney General William Barr this week said that the Justice Department has found no evidence of widespread ballot fraud, much less any fraud that would overturn Biden’s projected victory. The campaign spent millions on legal fees linked to the “recount,” filings say, including $600,000 that went toward the law firm Kasowitz Benson Torres. The firm was founded by longtime Trump attorney Marc Kasowitz.

The Trump campaign requested a partial recount in Wisconsin, for which it paid $3 million.

But Reuters reported last month that large chunks of contributions are, in fact, not going toward efforts to overturn the election results and instead are going to Save America or the Republican National Committee. The fine print on the Trump election defense fund donation page says that “75% of each contribution [goes] first to Save America, up to $5,000,” suggesting that a majority of contributions to the legal matter actually go to Trump’s committee for other purposes.

“We enjoy unprecedented financial support from an ever-growing group of investors, large and small, because President Trump and Republicans continue to fight on the issues that a majority of Americans care about, most notably ensuring the integrity of our elections and defending the Republican majority in the Senate,” Cassie Smedile, RNC deputy communications director, said in a statement.

Representatives for the Trump campaign did not respond to requests for comment.

Trump donor Dan Eberhart told CNBC that many Republican business leaders were not interested in investing in a candidate that had flailing public poll numbers in the final weeks of the election or his next moves in politics. By Election Day, a Real Clear Politics national polling average had Biden up by seven points.

“Only the crazies still believe,” Eberhart told CNBC when discussing who is still giving to Trump. “This is grassroots, true believers,” he added.

A former senior campaign official told CNBC on the condition of anonymity that big-money donors that hadn’t yet given to the cause had shied away by the end of the campaign because the president wasn’t taking part in certain in-person events because of the coronavirus pandemic and some executives wouldn’t attend if he wasn’t there. This person declined to be named in order to speak freely.

Some GOP megadonors had given big earlier in the election cycle toward Trump’s joint fundraising committees, which allow donors to write six-figure checks, or pro-Trump super PACs, which accept an unlimited amount of money from contributors. Most recently, many decided to spend millions on the battles being waged in both the Senate and House campaigns.

Of the top Republican big-money donors that, combined, gave over $500 million throughout the 2020 election cycle to Trump and other GOP campaigns, only a handful gave to entities supporting the commander-in-chief over the six-week period from mid-October to late November.

Those few Republican megadonors that did spend heavily for the president in the final weeks of the election include casino magnates Sheldon and Miriam Adelson, who contributed a combined $15 million to the pro-Trump PAC Preserve America. Bernard Marcus, a co-founder of Home Depot, gave a $5 million contribution to the same PAC. That PAC is currently not involved with the president’s legal battle, and records show that those big donations came in the final two weeks of October.

The new records show that Miriam Adelson recently gave $106,500 to the RNC, as did Marcus. The Adelsons finished the 2020 election cycle donating at least $200 million toward Republican efforts.

Richard and Elizabeth Uihlein, the founders of shipping supply company Uline and longtime Trump supporters, also virtually disappeared in financially assisting the president, recording minimal contributions since mid-October. The couple, who recently tested positive for the coronavirus, had previously spent over $65 million on GOP-related causes this cycle.

Timothy Mellon, the chairman of Pan Am Systems, gave $5 million to the Senate Leadership Fund in November. Pro-Trump groups saw very little from him over that same period, after he gave millions to the president’s cause earlier in the campaign.

In September, Ike Perlmutter, chairman of Marvel Entertainment and a reputed outside advisor to Trump on the Department of Veterans Affairs, combined with his wife to give $21 million to America First Action. Since mid-October, records show no sign of the Perlmutters spending in the latter stages of the campaign to help Trump.

Even some of Trump’s friends who supported him in the past seem to be distancing themselves from the president’s future endeavors. Ronald Lauder, the heir of Estee Lauder Companies and a friend of Trump’s, donated $3.5 million to the Senate Leadership Fund in October. The most recent records show that since the late stages of the election, he has not given anything to the president.

CNBC reported in August that Lauder has gone quiet on supporting Trump.

Rabbi Yisroel Goldstein holds emotional press conference after deadly Chabad Poway shooting in San Diego – CBS News

The rabbi who heroically survived the deadly shooting at Chabad of Poway on Saturday addressed members of the media and offered words of courage and inspiration. Speaking in front of Chabad of Poway on Sunday afternoon near San Diego, Rabbi Yisroel Goldstein said, “We need to battle darkness with light,” and thanked President Trump for giving him a personal phone call following the fatal shooting.

“I see a sight that is indescribable,” the rabbi recalled of running into the gunman. “Here is a young man with a rifle, pointing right at me. And I look at him. He has sunglasses on. I couldn’t see his eyes. I couldn’t see his soul. I froze.” Goldstein ended up losing a couple of fingers in the shooting, raising his bandaged hands to the camera throughout his press conference.

Police say the suspect, John Earnest, 19, opened fire on worshippers celebrating the last day of Passover at Chabad of Poway, leaving one woman dead and three others injured. The woman who was killed has been identified as Lori Gilbert-Kaye, 60, who friends said was shot while trying to protect the rabbi. She was pronounced dead after being taken to the hospital.

“For those of us who know Lori, she is a person of unconditional love,” Goldstein said. “I have known her for close to 25 years and she was a pioneer member of our congregation. She used to work for Wells Fargo … and she helped secure us the loan for [the synagogue]. She was the one who always went out of her way for those in need.”

“I walk into the lobby and I see Laurie laying on the floor unconscious,” the rabbi recounted. “And her dear husband, Dr. Howard Kay, who’s like a brother to me, is trying to resuscitate her and he faints, and he’s lying on the floor there next to his wife. And then their daughter Hannah comes out screaming, ‘Daddy, Mommy what’s going on?’ It’s the most heart wrenching sight I could have seen. I was frozen in time.”

The shooting occurred shortly after 11:30 a.m. Saturday morning, when Earnest allegedly entered Chabad of Poway and opened fire on worshippers with what appeared to be an AR-15 rifle, San Diego County Sheriff William Gore said Saturday. After engaging in a firefight with an off-duty Border Patrol agent, Earnest fled the scene and later called police to turn himself in, Gore said.

“Miraculously, just miraculously, the gun jammed,” Goldstein said of Saturday’s attack. “After the shooter left, this terrorist left, I turn around to assess the situation … I said ‘I gotta do something’ — I got up on a chair, right there and I looked at our congregation and I said ‘We are a Jewish nation that will stand tall, we will not let anyone or anything take us down. Terrorism like this will not take us down. We just came from Passover at the savior table. We sang the song that God has protected us, that every generation they rise up against us but God will protect us. Yesterday this horrific terrible event that occurred here in my own interpretation, Laurie took the bullet for all of us, she died to protect all of us. She didn’t deserve to die.”

Goldstein suggested that the United States possible take time to mandate moments of silence before each school day, so students can reflect on what makes life meaningful.

“How does a 19 year old have the audacity the sickness, the hatred to publicize such anti-Semitism in his manifesto?” the rabbi said Sunday night. “How does he come here to our house of worship and do what he did? Perhaps we need to go back a little earlier and think about what are we teaching our children? What are we educating our children? We need to perhaps think about reintroducing in our public school system a moment of silence where children can start the day pausing and thinking, ‘Why am I created? Why am I here? And what am I going to do?'”

“It could’ve been a much worse massacre … we need to battle darkness with light, no matter how dark the world is we need to think of a little bit of light pushes away a lot of darkness,” Goldstein said. “A lot of light will push away a lot more. And the Rabbi would say we all need to teach everyone, we need to do random acts of kindness, we need to tilt the scale. There’s so much darkness now in the world but you and I have the ability to change.”

Rabbi Golstein said President Trump personally called him during his recovery period yesterday, offering support. Goldstein said he and the Mr. Trump spoke for over 10 minutes.

The mayor of the California city where a gunman opened fire at a synagogue Saturday called the shooting “an affront to humanity” that made him “sick to my stomach.”

“This is an affront to our community and an affront to humanity for this to happen,” Steve Vaus, the mayor of Poway, California, said in an interview Sunday on CBSN. “Hate has no place in any community, least of all a community like Poway.”

Brazil learns Morocco’s irrigation system – Brazil-Arab News Agency (ANBA)

São Paulo – The Brazilian government visited irrigation projects in Morocco and Spain with the objective of bringing back to the country knowledge of different global experiences in the segment. The Brazilian secretary for Irrigation at the Brazilian Ministry of National Integration, Guilherme Costa, visited the Arab country in the first four days of this month and saw up close the project in the Taroudant region, East of Agadir. The mission was promoted by the World Bank.

“They are heroes, they farm a difficult soil, in a difficult climate, they are hardworking, engaged, I was in awe with what they are doing with the resources they have,” the secretary told ANBA in an interview. Costa says that the irrigation project he has visited was sponsored by the Moroccan government. The producers who benefit from it also contribute financially, but the system is primarily supported by the public sector.

The crops in the region are predominantly of citrus fruit. However, some other products such as greens are also grown there. The secretary says that Morocco and Brazil share some similarities in the distribution of wealth, therefore the Moroccan experience can be used in Brazil. “Sometimes the government needs to contribute without getting anything in return,” he said.

Costa stayed from September 28th to 30th in the other country he visited, Spain, and there the projects are developed in a partnership between government and private enterprises. In one of the regions he visited, first the rural producers organized the project, then the government made the investments and later the project was passed on to private enterprises for improvement, maintenance etc. The producers pay a fee to use it. “We believe we need to have solutions to cater to several segments, this irrigation model needs to be in our portfolio,” said Costa about the Spanish system.

Currently there are six million hectares of irrigated land in Brazil, 95% of which are owned by private enterprises and 5% by the public sector. The government’s goal, according to the secretary, is to double this area in ten years’ time. Public-private partnerships are considered another option for this expansion, but Costa says different models are needed for each segment. Brazil’s irrigation projects span several regions, such as Northeast, Southeast, South and Midwest.

The mission Costa took part in also had officials from other countries: Uruguay, Argentina, Peru and Guatemala. A similar trip, this time to Peru, should take place next March. The World Bank wants to create a forum for international debate and knowledge exchange in the area.
