As former Minneapolis police officer Derek Chauvin awaits sentencing after his conviction on three counts of murder in the death of George Floyd, policymakers in Minneapolis are trying to figure out how to improve policing.
Concurrently, the Justice Department has launched an investigation into the city’s police department to address possible patterns of discrimination and excessive force.
“We very much welcome the investigation,” Minneapolis Mayor Jacob Frey told All Things Considered on Wednesday. “I was on the phone with the DOJ earlier today, and I believe strongly that it’s an opportunity to continue working towards that deep change and accountability that we know that we need in the Minneapolis department.”
The MPD has been under scrutiny for the last year, but Black people’s grievances against the department go back decades. Now, the city council is mulling giving voters an option on the ballot this November to replace the police department outright with a new entity based around public health.
This interview has been edited for length and clarity.
Interview Highlights
In your view has there been a pattern of unlawful, unconstitutional policing in Minneapolis?
We’ve certainly had issues in our Minneapolis Police Department, like many other police departments throughout our country. And now I feel like we’ve reached a point when people are pushing very clearly for change. We’re making sure that the precision of our actions right now match the precision of the harm that has been inflicted over quite some time. And let’s be clear, we’ve got a mandate right now for that change. These cycles of trauma and tragedy, they’re not going to interrupt themselves, so we need to act.
Let’s stay with the changes that you would like to see happen. What are your prioritizing?
There have been a litany of changes that have already taken place. There are also more changes that are underway and that need to happen. Our Black community continues to demand these changes of the highest order. And that’s everything from the George Floyd Justice and Policing Act at the federal level, that’s state law changes and we need safety beyond policing as well. Noting that not every single 911 one call needs response from an officer with a gun.
The Minneapolis City Council is working to give voters an option on the ballot to eliminate the police department. Now in past you have not supported moves like that. Where are you now?
I very much support a comprehensive strategy to public safety that includes the aspects that I just talked about, whether it’s a mental health co-responder approach or social workers or individuals that have experience working with those experiencing homelessness. That’s important and that doesn’t need to have response from an officer. The part where we diverge is twofold. One, I do not believe we should be defunding/abolishing the police department in a way that we would be significantly reducing the already very low number of officers that we have on a per capita basis in Minneapolis. And two, I don’t support a move that would have the head of public safety or the chief of police report to 14 individuals. I believe that that diminishes accountability and it clearly diminishes the ability to provide clear direction.
How are you thinking about helping your city heal?
Our city has gone through a barrage of trauma over this last year, in many respects culminating in the trial and the verdict that we just saw yesterday. This is a moment perhaps centuries in the making — a centuries in the making reckoning around racial justice. And also, I want to note that we don’t want to shortchange that moment in a way that we limit the conversations to simply aspects of policing. The conversation needs to be about economic inclusion. It needs to be about rights in housing. We need to be making clear moves towards racial equity in every shape and form, towards justice and to healing. And that can’t simply focus on policy reforms and policing itself. Of course, that’s part of it. But we need to go well beyond.

El mandatario ecuatoriano, según informó Paúl Mena Erazo, colaborador de BBC Mundo en Ecuador, se refirió al incidente durante su programa habitual de los sábados.
“Por hacerme mal, hay un video dizque ordenando a los pobres damnificados que se callen o los detengo. Y cortan el video porque después la gente aplaude“, señaló Correa.

El jueves, Rafael Correa fue captado por cámaras y celulares mientras se dirigía a un grupo de víctimas del terremoto que lo rodeaba.
“Aquí nadie me pierde la calma, nadie grita o lo mando detenido. Sea joven viejo, hombre o mujer. Nadie me empieza a llorar o a quejarse”, afirmó de acuerdo a los videos.
“Hay que mantener un gran liderazgo”, expresó Correa este sábado y añadió que “en zonas de desastre, cuando la gente está en shock, nerviosa, se necesita poner mucha calma, guardar mucho la cabeza fría, mantener mucho el orden o las consecuencias pueden ser terribles”.

The information is provided by Wilen Manteli, president of the Brazilian Association of Port Terminals (ABTP, in the Portuguese acronym), who delivered the workshop “The new regulatory framework of the Brazilian ports”, this Wednesday (16th), at the head office of the Arab Brazilian Chamber of Commerce, in São Paulo. At the event, he was welcomed by the organization’s CEO, Michel Alaby.
Manteli recalled that, currently, Brazil only has 34 public ports and 129 private terminals, and the latter moved almost 70% of the cargo in the country. In 2013, Brazil moved 931 million tonnes of goods via ports.
“For 2014, we are projecting to reach 960 million tonnes and, in 2015, we should reach one billion tonnes”, he pointed out. “There is a sense of urgency in creating new terminals”, he said.
For the president of ABTP, however, it is also important to focus on building new terminals in regions such as North and Northeast. “There are 50 tonnes of soy and maize that come from the country’s central region and they should be transported via Pará, Maranhão, which are closer, rather than by truck to Santos, Paranaguá and Rio Grande”, he said.
He also criticized the excessive paperwork required for the construction of new terminals in the country. “There is an excess of public bodies that interfere in the port activity. There are many bodies and not one that is definitive. One of our proposals is to unify these sectors. If we had the Secretariat for Ports, which handles the public policies of the ports, and the National Water Transport Agency (Antaq) to oversee and regulate, it would be enough”, he said.
According to the executive, the port situation could only be improved by the privative initiative “To develop (the port system), the option is always private terminals, public ones suffer too much intervention”, he pointed out.
Manteli also stressed the need for the businessmen to mobilize so that improvements will be made in the sector’s regulatory framework, as, according to him, the businessmen kept away during the passing of law 12.815/2013, which introduced new rules for the ports and their operations. “We are starting a process of regrouping the business entities. We want to introduce changes to perfect the regulatory framework.”

National Border Patrol Council President Brandon Judd says President Trump had to threaten tariffs to force Mexico to step up and publicly agree to the deal.
Even as he again hailed his administration’s last-minute, much-heralded deal on Friday with Mexico as a “successful agreement” to address illegal immigration at the southern border, President Trump on Sunday bluntly suggested he might again seek to impose punishing tariffs on Mexico if its cooperation falls short in the future.
The president and other key administration officials also sharply disputed a New York Times report claiming the Friday deal “largely” had been negotiated months ago, and hinted that not all major details of the new arrangement have yet been made public.
In its report, the Times acknowledged that Mexico’s pledge to deploy up to 6,000 national guard troops to its southern border with Guatemala “was larger than their previous pledge,” and that Mexico’s “agreement to accelerate the Migrant Protection Protocols could help reduce what Mr. Trump calls ‘catch and release’ of migrants in the United States by giving the country a greater ability to make asylum-seekers wait in Mexico.”
U.S. officials had been working to expand the migrant program, which already has led to the return of about 10,000 people, and said Friday’s agreement was a major push in that direction. Nevertheless, the Times, citing unnamed officials from Mexico and the U.S., reported that the concessions already had been hashed out in a more limited form.
“Another false report in the Failing @nytimes,” Trump wrote. “We have been trying to get some of these Border Actions for a long time, as have other administrations, but were not able to get them, or get them in full, until our signed agreement with Mexico. Additionally, and for many years Mexico was not being cooperative on the Border in things we had, or didn’t have, and now I have full confidence, especially after speaking to their President yesterday, that they will be very cooperative and want to get the job properly done.”
That might have been a reference to discussions about Mexico becoming a “safe third country,” which would make it harder for asylum-seekers who pass through the country to claim refuge in the U.S. The idea, which Mexico has long opposed, was discussed during negotiations, but Mexican Foreign Minister Marcelo Ebrard has said his country did not agree to it, even as Mexican diplomats said negotiations on the topic will continue.
And, acting Homeland Security Secretary Kevin McAleenan, speaking on “Fox News Sunday,” insisted “all of it is new,” including the agreement to dispatch around 6,000 National Guard troops — a move Mexico has described as an “acceleration.”

“This is the first time we’ve heard anything like this kind of number of law enforcement being deployed in Mexico to address migration, not just at the southern border but also on the transportation routes to the northern border and in coordinated patrols in key areas along our southwest border,” he said, adding that “people can disagree with the tactics” but that “Mexico came to the table with real proposals” that he said will be effective, if implemented.
The agreement between the U.S. and Mexico headed off a 5 percent tax on all Mexican goods that Trump had threatened to impose starting Monday. The tariffs were set to rise to 15 percent on August 1, 2019, to 20 percent on September 1, 2019, and to 25 percent on October 1, 2019.
But, Trump suggested Sunday, the threat of tariffs is not completely removed.
“Importantly, some things not mentioned in [yesterday’s] press release, one in particular, were agreed upon,” Trump continued. “That will be announced at the appropriate time. There is now going to be great cooperation between Mexico & the USA, something that didn’t exist for decades. However, if for some unknown reason there is not, we can always go back to our previous, very profitable, position of Tariffs – But I don’t believe that will be necessary. The Failing @nytimes, & ratings challenged @CNN, will do anything possible to see our Country fail! They are truly The Enemy of the People!”
President Trump suspends plan to impose tariffs after Mexico agrees to take ‘strong measures’ to stem the flow of Central American migrants into the U.S.; insight from acting Homeland Security Secretary Kevin McAleenan.
Bernie Sanders, for example, derided Trump on Sunday for purportedly picking unnecessary and economically costly fights with a variety of countries.
“I think what the world is tired of and what I am tired of is a president who consistently goes to war, verbal war with our allies, whether it is Mexico, whether it is Canada,” Sanders said.
But, in a tense moment on CNN’s “State of the Union,” Sanders struggled when asked by host Dana Bash why he had called the situation at the southern border a “fake crisis” engineered by the White House.
“Immigration officials have arrested or encountered more than 144,000 migrants at the southern border in May, the highest monthly total in 13 years,” Bash began. “Border facilities are dangerously overcrowded; migrants are actually standing on toilets to get space to breathe. How is that not a crisis?”
Sanders responded that the president has been “demonizing” immigrants.
Beto O’Rourke, in a separate interview, conceded only that Trump may have helped accelerate the implementation of a previously existing arrangement.
“I think the president has completely overblown what he purports to have achieved. These are agreements that Mexico had already made and, in some case, months ago,” O’Rourke said on ABC News’ “This Week.” “They might have accelerated the timetable, but by and large the president achieved nothing except to jeopardize the most important trading relationship that the United States of America has.”
Mexican officials, meanwhile, insisted that they would remain engaged in active negotiations with the Trump administration.
“We want to continue to work with the U.S. very closely on the different challenges that we have together, and one urgent one at this moment is immigration,” Mexican diplomat Martha Barcena said Sunday.
She told CBS News’ “Face the Nation” that the countries’ “joint declaration of principles… gives us the base for the road map that we have to follow in the incoming months on immigration and cooperation on asylum issues and development in Central America.”
Barcena added that the U.S. wanted to see the number of migrants crossing the border to return to levels seen in 2018.

The chances of President Trump listening to or acting upon any re-election advice that I offer is slim to none. However, a course of action I’m about to suggest is actually more about presidential leadership and less about 2020 politics. But, since everything is about 2020 politics, let’s first dive into a Politico piece from Tuesday that chronicled Trump’s reaction to the Mueller report during a private Capitol Hill luncheon with Senate Republicans. The piece was headlined, “‘He’s doing a victory lap’: Rejuvenated Trump pushes aggressive agenda post-Mueller.”
The “victory lap” quote was from Sen. Johnny Isakson of Georgia, but here is what I consider most significant:
“I look at this as sort of a new election. A fresh start,” said Sen. Lindsey Graham, a close Trump ally. He said Trump put it this way: “I’ve got this behind me now. It’s a fresh start. So let’s see what we can do — starting with health care.”
Whether the president has been offered a “fresh start” on his road to re-election is still legally and politically debatable, given that the entire Mueller report has yet to be released and other investigations continue. But, if Trump thinks and acts like he has been granted a fresh start, then, by golly, it is a fresh start.
Proof of his new attitude was seen Wednesday in the Drudge Report headline “Unshackled Trump May Attend White House Correspondents Dinner.” If true, that is tantamount to the action of a conquering king.
And, one can only imagine the exuberant sound bites that will emanate from his mouth during the first post-Mueller report rally in Grand Rapids, Mich., on Thursday night.
Hence, Trump’s perception of triumphing over his enemies is the foundational basis for the advice that I now offer him and his re-election campaign:
Give an Oval Office prime-time speech expressing his willingness to help heal a divided nation. Trump should ask all Americans to move beyond the Mueller report, leave the 2016 election in the rear-view mirror, and have a new attitude of working together to solve our nation’s most pressing problems.
This is a golden opportunity to show presidential leadership. Just imagine the benefits of a speech that was at once contrite, humble and authentic in tone. The president has everything to gain by asking the American people for a new opportunity to be president of all Americans, not just his base.
The speech should be billed as “State of the Union 2.0” with a message that Trump is willing to mend fences with the media, the intelligence community, Democrats, and his enemies at large, for the good ofthe nation.
Furthermore, he could offer to “smoke the peace pipe” with his “enemies” in the press by proposing a White House meeting with media leaders to reset their relationship, again, for the good of the nation. I would bet that media outlets whose credibility was damaged by Mueller’s findings would be receptive to the offer.
Imagine if a new “unshackled” Trump gave such a speech, showing that he was capable of more even-tempered traditional presidential leadership? The ratings would be record-breaking and Trump would love that.
Perhaps it would even increase his job approval rating. It currently stands at a static sub-44 percent with 51.9 disapproving, according to the RealClearPolitics polling average — even after Trump tweeted on Sunday, “No Collusion, No Obstruction, Complete and Total EXONERATION. KEEP AMERICA GREAT!”
Unfortunately, less than 24 hours later, that elation translated into troubling overreach when Tim Murtaugh — the communications director for Trump’s 2020 campaign — sent a memo asking networks to ban well-known guests from the airwaves. Among the names listed were House Judiciary Committee Chairman Jerrold Nadler (D-N.Y.) and Intelligence Committee Chairman Adam Schiff (D-Calif.).
With memos like that, the president risks turning his new-found victory into defeat. After all, haven’t the American people had enough White House drama?
Therefore, a “fresh start” backed with a “healing” speech — while standing on a strong economy and his record of accomplishment — offers the president the opportunity to begin a new phase in his relationship with the American people, Congress, and the media.
Hey, Tim Murtaugh — please consider my suggestion (a “wild” rally speech does not begin to qualify). But most important, and under no circumstances, should you use Trump’s “victory lap” as a justification for revenge. Such behavior is beneath the office of the president.

MEXICO CITY (Reuters) – Mexican President Enrique Pena Nieto faced fresh questions on Wednesday about his dealings with a company at the center of a conflict-of-interest scandal, after it emerged that he enjoyed rent-free use of a house belonging to the firm as a campaign office.
Already under pressure over the government’s handling of the presumed massacre of 43 students abducted by corrupt police in southwestern Mexico in September, Pena Nieto is facing his most difficult period since taking office two years ago.
On Nov. 3, the government announced a Chinese-led consortium had won a no bid contract to build a $3.75 billion high-speed rail link in central Mexico.
Three days later, the government abruptly canceled the deal, just before a report by news site Aristegui Noticias showed that a subsidiary of Grupo Higa, a company that formed part of the consortium and had won various previous contracts, owned the luxury house of first lady Angelica Rivera.
Under public pressure, Rivera said she would give up the house. But neither she nor Pena Nieto have addressed the apparent conflict of interest stemming from the government’s business with Grupo Higa.
On Wednesday, Aristegui Noticias published a new story that said Pena Nieto used a different property belonging to another Grupo Higa subsidiary as an office when he was president-elect in 2012.
Eduardo Sanchez, the president’s spokesman, said Pena Nieto unwittingly used the property. Sanchez said it was leased from the Grupo Higa firm by Humberto Castillejos, the president’s legal adviser, who lent it rent-free to Pena Nieto’s team.
“If I invite you to my house, do you come to my house and ask me under whose name it is? Neither does the president,” Sanchez said, denying there were conflicts of interest.
The spokesman also said there were no more properties Pena Nieto or his team had used belonging to Grupo Higa.
“No, there is no other house that was used in a professional capacity,” Sanchez said.
Castillejos could not immediately be reached for comment.
Jorge Luis Lavalle, a senator with the opposition conservative National Action Party, said the public saw a clear conflict of interest in the dealings of Pena Nieto and his government with Grupo Higa.
“It needs to be investigated. All these doubts need to be dispelled fully and clearly,” he said. “We now have another case with no explanation.”
Top Senate Republicans are making a concerted effort to quash the creation of a 9/11-style commission to investigate the Capitol attack, deeply endangering the bill’s passage amid fears about what a high-profile inquiry into the events of 6 January might uncover.
The Republican Senate minority leader, Mitch McConnell, has said he opposes the commission bill in its current form and several Republicans who have previously expressed support said they could no longer back it.
McConnell’s opposition brings into sharp relief the treacherous path ahead for the legislation , which Senate Democrats could introduce as soon as this week, according to a source briefed on the matter.
The reasons publicly offered by Republicans for rejecting the creation of a commission are myriad: it might impede existing congressional and justice department investigations into 6 January. It might become politicized. It might make pro-Trump rioters “look bad”.
But in the end, the stance reflects the fear from McConnell and top Senate Republicans that extending their support to an inquiry likely to find Donald Trump at fault for inciting the Capitol attack could be used as a cudgel against Republicans ahead of the 2022 midterm elections.
Both McConnell and House minority leader Kevin McCarthy are determined to put Republicans in the majority in both chambers next year, and both leaders regard the commission as an obstacle in their paths.
The political calculations looming large echo many of the same concerns that arose during the debate to establish the 9/11 commission, which was opposed by a Bush administration anxious that the disclosure of security lapses could jeopardise their 2004 election chances.
But while lawmakers then were able to put aside months of disagreements to form an inquiry – the bill passed in the House with three votes against and by voice vote in the Senate – the Capitol attack has become just another partisan issue in a divided Congress.
The positions of the two Republican leaders also underscores the fear of what a full accounting of 6 January might uncover about the roles that Republicans may have played ahead of the insurrection, potentially inviting unwelcome scrutiny of Trump’s lies about election fraud they helped promulgate.
The House minority leader, Kevin McCarthy, in particular could be left exposed should a 9/11-style commission ultimately be impanelled.
McCarthy called Trump as rioters breached the Capitol building and begged him to call them off, only for the former president to side with the rioters, saying they appeared to care more about overturning the election results than Republicans in Congress. Five people eventually died as the mob looted the Capitol and hunted for politicians, including Vice-President Mike Pence.
McCarthy, in his desperation, also spoke with senior White House advisor and Trump’s son-in-law, Jared Kushner, to try and stop the attack after his pleas to Trump went unheeded, a former administration source said.
Those conversations between Trump and McCarthy – addressing the crucial question of what Trump was doing and saying privately as the Capitol was overrun – would almost certainly be examined, raising the specter that McCarthy himself would have to testify, voluntarily or under subpoena.

“My humble opinion is that there’s some information that [McCarthy] would deem troubling for the Republican party if it got out. And I think he will do everything possible to prevent that,” said the House Democrat Bennie Thompson.
McCarthy is also vulnerable to having his own senior aides investigated by a 6 January commission, having hired Brian Jack, the former political director of the Trump White House, who was involved in organizing the “Stop the Steal” rally that preceded the Capitol attack.
The bill to create a 9/11-style commission passed the House on Wednesday with bipartisan support after 35 Republicans, in a stinging rebuke, defied McCarthy and an emergency recommendation from the office of the House minority whip, Steve Scalise, office to oppose the legislation.
But McConnell’s new resistance – a reversal from his previous openness to having a commission, as well as his sharp denunciation of Trump for inciting the Capitol attack – betrays the fraught political situation the bill faces in the Senate.
The bill, in its current form, would need the endorsement of at least 10 Senate Republicans before it can be brought to the floor for debate. It would also need 10 Senate Republicans to cross the aisle and join Democrats to defeat an expected filibuster.

Senate Democrats could chart a narrow path to 10 votes based on the seven Republicans – Mitt Romney, Susan Collins, Lisa Murkowski, Richard Burr, Bill Cassidy, Ben Sasse and Patrick Toomey – who voted to convict Trump at his second impeachment trial.
The Senate majority leader, Chuck Schumer, and his leadership team were still hopeful in recent days of securing enough bipartisan support to push the bill through, according to a source familiar deliberations, with other Republicans, such as Rob Portman, remaining undecided.
The Senate minority whip, John Thune, who has been bullish about the prospects of having a commission to tightly focus on 6 January and not unrelated leftwing violence, as suggested by McCarthy, has previously said that Republicans had not yet whipped against the bill.
Zach Wamp, a member of the original September 11 commission and the former top Republican on the committee overseeing the US Capitol Police, condemned efforts from Republicans to doom an inquiry into Jan. 6.
“We need to know exactly what happened,” Wamp said. “So I would appeal to my fellow Republicans in the House and the Senate: Do the right thing here. We need to actually clear this up; do it together as Americans. Put our country above any political interests.”
But the bill’s chances of becoming law hit a further snag last week after at least one senator who voted to convict Trump announced he would oppose the commission. “I don’t believe establishing a commission is necessary or wise,” Burr said in a statement.

Equipamiento:
La ministra para la Salud, Nancy Pérez, informó que el próximo miércoles llegarán al país un mil 500 trajes de bioseguridad fundamentales para atender estos casos.
Igualmente, anunció que Venezuela adquirió un laboratorio de bioseguridad. Éste es un container que estará equipado para realizar los exámenes de sangre necesarios para confirmar o descartar la presencia del virus en la persona.
Pérez dijo que se instalará una sala situacional en la que se divulgará información actualizada del comportamiento del Ébola en el mundo.

Por otro lado, Trump causó ayer controversias por lanzar nuevas amenazas veladas a los medios y prometer quitarle su “licencia” de transmisión al canal NBC News (no es posible quitarle la licencia) después de que este publicara información según la cual Estados Unidos ha estado aumentando su arsenal nuclear.
Asimismo, Estados Unidos se salió de la Unesco (Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura) por segunda vez en su historia (la primera fue en 1983 y se quedó fuera hasta 2003) ante el presunto sesgo anti-Israel del organismo de las Naciones Unidas, que cuenta a Palestina como Estado miembro. El retiro entraría en vigor en diciembre de 2018. Estados Unidos ya había suspendido el financiamiento durante el gobierno de Barack Obama por la misma razón justo después de que Palestina fuera admitido.

España celebró hoy el Día de la Hispanidad con marchas en contra del independentismo en Cataluña y consignas como “Cataluña sí, España también”. En Barcelona hubo manifestaciones con banderas tanto españolas como catalanas, mientras que en Madrid se dejaron entrever muestras de un creciente patriotismo durante el desfile de las fuerzas armadas y del rey Felipe VI: hubo una asistencia histórica y gritos enfáticos de “Viva España”.
Los festejos fueron ensombrecidos por el fallecimiento de un piloto después de las maniobras del desfile. Asimismo, en Barcelona hubo algunos manifestantes que se pelearon en la plaza Cataluña –lanzaron sillas y otros objetos, según reportes–, sin que haya reportes de heridos.
Las fuertes tensiones entre los gobiernos en Madrid y Barcelona por el independentismo catalán continúan. Ayer el presidente Mariano Rajoy le exigió al líder regional Carles Puigdemont que aclarara a más tardar el lunes si declaró formalmente la independencia en un discurso algo ambiguo al respecto, y el mandatario español también dio los primeros pasos para invocar el artículo 155 de la Constitución, que permitiría asumir las funciones administrativas de Cataluña. Puigdemont después tuiteó: “Demandamos diálogo y responden poniendo el 155 sobre la tema. Enterados”.

• El acuerdo de paz entre el gobierno colombiano de Juan Manuel Santos y las Farc fue blindado ayer: la corte constitucional estableció que los próximos tres gobiernos del país –que celebra elecciones presidenciales el próximo año– no podrán contravenir el pacto. Uno de los componentes de este, el programa para la justicia para la paz por delitos como narcotráfico o reincidencia, está siendo discutido en el congreso y parece que va encaminado hacia la aprobación.
• El director de orquesta venezolano Gustavo Dudamel, al frente del programa de educación musical El Sistema, acusó hoy al gobierno de Nicolás Maduro de haber cancelado una gira de los integrantes de esa orquesta a Asia. Hace unas semanas, otra gira a Estados Unidos también fue cancelada, posiblemente por las críticas que Dudamel ha lanzado hacia el régimen de Maduro. “A mis queridos hermanos y hermanas en Venezuela, manténganse fuertes y orgullosos”, escribió Dudamel. “Seguiré defendiendo la libertad de expresión”.

• El presidente guatemalteco, Jimmy Morales, quedó ayer exento de otro proceso jurídico en su contra. Ya sobrevivió un proceso para quitarle la inmunidad ante una investigación de corrupción en el financiamiento de su campaña y ahora el tribunal supremo de Guatemala rechazó abrir un antejuicio en contra del mandatario por recibir fondos adicionales a su sueldo a modo de un “bono” militar. La solicitud fue hecha por el Ministerio Público y la Comisión Internacional contra la Impunidad en Guatemala (CICIG), organismo vinculado a la ONU cuyo líder, Iván Velásquez, casi fue expulsado por Morales en agosto.
Quien sí enfrentará de nuevo un juicio es el guatemalteco Efraín Ríos Montt. Los procesos en su contra habían sido frenados desde mayo del 2016 y se reanudarían mañana.

El productor hollywoodense Harvey Weinstein está en el centro de un escándalo en Hollywood, después de que varias mujeres han alzado la voz en la última semana con historias muy similares de tocamientos indeseados, acoso sexual e incluso violación a los revelados en una investigación de The New York Times.
Fue despedido de su empresa, The Weinstein Company, que ha dicho que las acusaciones fueron sorpresivas. Sin embargo, un nuevo reportaje del Times sugiere que estaban al tanto del comportamiento desde, por lo menos, 2015; habrían tenido presente que había llegado a acuerdos monetarios fuera de tribunales para intentar pagar por el silencio de algunas mujeres.
Una de ellas, la actriz Rose McGowan, se ha vuelto de las críticas más vocales de aquellos en Hollywood que no se han pronunciado respecto a las revelaciones. Twitter suspendió ayer su cuenta, posiblemente por sus comentarios sobre si Ben Affleck sabía lo que había sucedido.

El rechazo dentro de la industria hacia Weinstein también ha crecido: la asociación de premios británicos Bafta y Cannes lo denunciaron y algunos políticos en el Reino Unido han pedido que se le retire un título honorario de la Orden del Imperio Británico.

La actual temporada de huracanes sí ha sido de las peores: de hecho, diez tormentas tropicales se convirtieron en huracanes en el Atlántico, con lo que se empató un récord establecido hace 124 años. Ophelia, que se trasladaría hacia el Reino Unido, es el huracán más reciente.
En el Caribe y en partes de Estados Unidos y México que tocan el golfo todavía se sienten los efectos de varios de estos huracanes. En islas caribeñas que dependen del turismo se han volcado a recuperar el sector cuanto antes, mientras que en Puerto Rico más del 80 por ciento de la nación todavía no tiene luz. De las 45 muertes contabilizadas por el paso de Irma y María, por lo menos cuatro podrían deberse a infecciones poshuracán debido a los problemas que enfrentan los servicios médicos por la falta de electricidad y por la escasez de medicamentos.

Hamas y Fatah, las facciones del liderazgo palestino que han estado en pugna desde 2007, anunciaron hoy que llegaron a un acuerdo de unidad bajo el cual la administración de las fronteras de la Franja de Gaza, regida por Hamas, serán una responsabilidad conjunta con el manto de la Autoridad Palestina.
A cambio, Fatah retirará una serie de sanciones que le había impuesto a Hamas este año.
El pacto entrará en vigor el 1 de diciembre de 2017.

El reconocido periodista Juan Gossaín, en diálogo con EL HERALDO, aseguró que la iniciativa de utilizar Whatsapp como puente de comunicación “es lo ideal entre el ejercicio del periodismo, del medio y de los periodistas con la opinión pública”.
“El periodismo siempre es el mismo. Lo que varía con estas tecnologías nuevas es la forma como se comunica el medio con los ciudadanos y en el caso de EL HERALDO con los lectores. Las tecnologías sirven para mejorar la conexión entre el lector y el periódico, y cuando usted logra que el ciudadano se sienta vinculado con el diario a través de Whatsapp como es el caso de Wasapea y que lo utilice positivamente, en sentido útil, para contar historias y hechos que están pasando, se logran tres cosas”, indicó.
Según Gossaín, lo primero que se consigue es “tener una conexión con el periódico”; lo segundo es “hacer que los periodistas sean más cuidadosos a la hora de verificar, porque es obvio que el periodista no puede recibir un mensaje y salir corriendo a publicar. Lo que hace es ponerse a investigar, a averiguar y a profundizar y eso da como resultado un periodismo cada vez mejor, más seguro, más preciso”. Y el tercer punto, reafirmó el escritor, es que se consigue un ejercicio “vinculado con la opinión pública”.
“En conclusión, la utilización de las tecnologías modernas como el Whatsapp es idónea para hacer que el periódico tenga una mejor información, una mejor conexión y una mejor investigación de las noticias”, puntualizó Gossaín.

1. Caso Angie Mendoza
La muerte de Angie Mendoza, una joven que fue abandonada en un hospital luego de un procedimiento en un centro clandestino, tocó todas las esferas sociales y llamó la atención por la forma como muchas jóvenes se someten a este tipo de intervenciones para modificar su apariencia física.
En este caso en específico, varias imágenes de personas involucradas en la muerte de la mujer fueron reportadas por varios usuarios a través de Wasapea y fueron pilar para la investigación periodística realizada por nuestro diario alrededor del caso.
2. Salvaje golpiza a empleado de bar en la 8
En video publicado en redes sociales y que fue enviado a la línea Wasapea de EL HERALDO, quedó registrado un caso de intolerancia en Barranquilla. En las imágenes se observa como el administrador general de un bar de strippers, ubicado en la carrera 8 entre calles 43 y 44, agredió a uno de sus empleados, luego de que este discutió con él.

La noticia fue abordada por nuestro equipo de judiciales y el último hecho registrado acerca de este caso fue la captura del responsable, quien dejó en graves condiciones de salud a la víctima.
3. Conglomerado de denuncias sobre las elecciones de autoridades locales
Las elecciones de autoridades locales el pasado 25 de octubre estuvo antecedida de una serie de denuncias sobre irregularidades en los procedimientos electorales. A través de este servicio se recibieron cientos de casos en que ciudadanos alzaban su voz de protesta por situaciones que consideraban atípicas para el correcto ejercicio de la democracia. Uno de los casos registrados fue “Lavadoras, mensualidades de colegio y cámaras de vigilancia a cambio de votos”, que denunciaba el tráfico electoral visto desde un colegio en Soledad.
4. Vecinos de El Parque lanzan SOS por puente
Un usuario del barrio El Parque reportó que el puente peatonal que la comunidad levantó con recursos propios y con el apoyo de una empresa privada se vino abajo. En el reporte el ciudadano dio a conocer la preocupación de los vecinos del barrio porque el puente era utilizado por niños y niñas para asistir a sus colegios. Tras la noticia, el alcalde de Soledad se puso en frente del diagnóstico en aras a la reconstrucción de la obra.
5. El ‘ángel’ motorizado de los perros callejeros
Esta es una de las historias más admirables que EL HERALDO conoció por medio de Wasapea. Se trata de José Martínez, un guarda de seguridad que todos los meses gasta de su propio sueldo $150 mil en concentrado para ayudar a perros callejeros. A la camada de Sabanilla no la deja de alimentar ni en sus días de descanso.
6. Médicos de Soledad salvan vida de paciente
Pese a la crisis hospitalaria que se vive en la Región Caribe, médicos de la ESE Juan Domínguez de Soledad, lograron salvarle la vida a una paciente con una miomatosis uterina.
El médico coordinador de ginecología, Álvaro Fábregas, indicó a través de Wasapea que el tumor extraído a la mujer pesó cinco kilos y que “a pesar de la crisis de los hospitales nuestras instituciones siguen contribuyendo a la salud de los atlanticenses”.
7. Bebé murió en barrio Simón Bolívar al ser atacado por un pitbull
Los trágicos hechos en los que perdió la vida Santiago, el bebé de 19 días de nacido atacado por un perro pitbull, ocurrieron a las 9:30 de la mañana del pasado 8 de diciembre. El reporte fue conocido por el equipo de judiciales de EL HERALDO y al tiempo fue reportado por la línea 310 438 3838.
El caso atrajo la atención de cientos de ciudadanos por la dolorosa manera en que el menor falleció, pero también fue catapulta para abordar la forma como esta raza de perros es cuidada y educada por sus propietarios.
8. Daño a las raíces de 49 árboles
Un ciudadano reportó por medio de este servicio el daño causado a unos 49 árboles en la calle 100 con carrera 53, área posterior de la Liga de Tenis del Atlántico.
Ante reporte de EL HERALDO, Damab inició una investigación para aclarar lo sucedido, mientras que la Liga de Tenis aseguró que las raíces de los árboles afectaban las canchas.
9. Cobran 120 mil pesos a una mujer que dio a luz en un taxi
Sandra Guerrero, de 24 años, tuvo que parir en un taxi porque su bebé se adelantó un mes y por el nacimiento atípico el conductor del vehículo le exigió la suma de 120 mil pesos asegurando que la cifra era para lavar el carro. Así lo informó a EL HERALDO un testigo del hecho que envió la información por medio de nuestro Whatsapp.
10. Hieren a hijo de Beto Zabaleta
Dos delincuentes hirieron en la noche del pasado 26 de noviembre a Alberto Luis Zabaleta Polo, hijo del cantante vallenato Beto Zabaleta, en medio de un intento de atraco para quitarle su celular.
La información que obtuvo este diario por medio de Wasapea señaló que testigos escucharon varios disparos a las siete de la noche, en la carrera 26C 7 con calle 76, barrio El Silencio. Zabaleta se rehusó a entregar el dispositivo e intentó desarmar al delincuente, quien lo baleó.
La Policía informó que los asaltantes fueron identificados como alias Tico y alias Arnold y se ofreció una recompensa que permitiera dar con el paradero de ambos.
Noticias Telemundo and NBC News Anchor José Díaz-Balart received the 2017 Latinovator Award in a ceremony hosted by the NBC4 Southern California reporter and former president of the National Association of Hispanic Journalists (NAHJ) Mekahlo Medina during the the eighth annual Hispanicize 2017 Week (ww.HispanicizeEvent.com). In addition to anchoring the daily newscast Noticias Telemundo and NBC NIGHTLY NEWS Saturday’s edition, Diaz-Balart hosts Telemundo’s Sunday current affairs program “Enfoque con José Díaz-Balart,” and is a regular contributor to NBC’s “Meet the Press”.
Díaz-Balart began his career in 1983 and over the past three decades has witnessed and reported historic events for prestigious news media around the world. He has received numerous accolades for his work, including four Emmy awards, the George Foster Peabody Award, an Alfred I. DuPont-Columbia University Award, and the Broadcasting & Cable/Multichannel News 2012 Award for Outstanding Achievement in Hispanic Television. He was recently honored with the Life Achievement Award by the Hispanic Federation and the Communications Award by the National Council of La Raza (NCLR).
Established in 2012, the Latinovator Awards recognize Latino celebrities, business professionals and other high achievers who have become crossover successes or whose stories of achievements are remarkable or inspirational. Recipients are presented individually with their awards at a special general session and discuss their inspirations, challenges, business habits and road to success.
Previous Latinovator recipients include acting legend Rita Moreno, television icon Don Francisco, veteran actor Luis Guzman, journalist Soledad O’Brien, iconic producer Emilio Estefan, news anchor Maria Elena Salinas, famed musician Sheila E., Cuban dissident and blogger Yoani Sanchez, actor Carlos Ponce, among others.
