By noon, the Dow Jones industrial average was up nearly 1,100 points, or more than 5.1 percent, at 22,155. The Standard & Poor’s 500 index had climbed 5.2 percent to 2,618 and the tech-heavy Nasdaq was up 5.1 at 7,750.
