Georgia Gov. Brian Kemp on Thursday signed a massive overhaul of election laws, shortly after the Republican-controlled state legislature approved it. The bill enacts new limitations on mail-in voting, expands most voters’ access to in-person early voting and caps a months-long battle over voting in a battleground state.

“With Senate bill 202, Georgia will take another step toward ensuring our elections are secure, accessible and fair,” Kemp told reporters Thursday evening.

Kemp’s remarks during the signing appeared to have been cut short as Democratic state Rep. Park Cannon was escorted out of the building and arrested by Georgia State Patrol. Cannon was seen on video before that knocking on the governor’s door as he spoke. According to the Fulton County Department of Public Safety website, Cannon was charged with willful obstruction of law enforcement officers by use of threats or violence and preventing or disrupting general assembly sessions.

The Georgia State Constitution states that lawmakers “shall be free from arrest during sessions of the General Assembly” except for treason, felony, or breach of the peace.

The 96-page bill makes dramatic alterations to Georgia’s absentee voting rules, adding new identification requirements, moving back the request deadline and other changes after a record 1.3 million absentee ballots overwhelmed local elections officials and raised Republican skepticism of a voting method they created.

Previous plans to require an excuse to vote by mail, as well as restrict weekend voting hours primarily used in larger Democratic-leaning counties, were scrapped amid mounting opposition from voting rights groups, Democrats and county elections supervisors.

On a 100-75 party-line vote, the state House approved SB 202 early Thursday, and the Senate voted later Thursday to agree with the House changes 34-20 on a party-line vote as well.

“Included in SB 202 are topics that are important to all Georgians,” Ethics Committee Chair and state Sen. Max Burns said when presenting the bill, ticking through provisions like a new fraud hotline for the attorney general’s office to a new expansion of early voting.

Earlier law required three weeks of in-person early voting Monday through Friday, plus one Saturday, during “normal business hours. The new bill adds an extra Saturday, makes both Sundays optional for counties, and standardizes hours from 9 a.m. to 5 p.m. or as long as 7 a.m. to 7 p.m.

SB 202 also criminalizes passing out food or drinks to voters waiting in line, except for a self-serve water station.

Many of the measures in SB 202 will streamline the election administration process at the local level, such as allowing officials to process absentee ballots sooner, require them to count ballots nonstop once the polls close and allow flexibility with voting equipment for smaller, lower-turnout races. Poll workers could serve in neighboring counties, after the pandemic saw a shortage of trained workers.

Precincts with more than 2,000 voters that have lines longer than an hour at three different points throughout the day have to add more machines, add more staff or split up the poll. The absentee ballot request window is narrower, starting for most Georgians 11 weeks before the election and ending 11 days before.

Third-party absentee ballot applications must be more clearly labeled, and state and local governments are not be allowed to send unsolicited applications.

The bill will also shorten Georgia’s nine-week runoff period to four weeks by sending military and overseas voters instant-runoff ranked choice absentee ballots and only requiring in-person early voting starting the Monday eight days before election day.

Democrats opposed several pieces of the bill, including language that removes the secretary of state as chair of the State Election Board, allowing the SEB and lawmakers a process to temporarily take over elections offices and limiting the number, location and access to secure absentee drop boxes.

Drop boxes were enacted as an emergency rule of the SEB because of the coronavirus pandemic, so this codifies their existence, requires all counties to have at least one, and would only allow voters to use the drop boxes during early voting hours and inside early voting locations.

“How does this bill help to build voter trust and confidence?” state Rep. Debbie Buckner said. “The bill adds up to more burdens and cost and returns to old practices that were abandoned years ago for security, convenience and safety.”

Voters who show up to the wrong precinct will not have provisional ballots counted, unless it’s after 5 p.m. and they signed a statement they could not make it to the correct poll.

A performance review of local elections officials could be initiated by the county commission or a certain threshold of General Assembly members. The SEB could also create an independent performance review board, and no more than four elections superintendents could be suspended at any given time.

Democratic Rep. Kim Alexander said county elections officials shared concern about the timing and the cost of the legislation, including a requirement for more expensive security paper for ballots.

“We have heard testimony from county election officials … that more time is needed to fully understand the fiscal and logistical impacts the provisions in these bills would have,” she said. “Given the substantial changes we’d be making with this legislation, why not take more time to get county input on the proposed legislation and take this up next session?”

In the Senate, Democrats objected to the bill being brought up without a fiscal analysis of the cost to the state and counties, but Lt. Gov. Geoff Duncan ruled that the bill did not meet requirements that needed that sort of analysis.

Elsewhere in the bill, the secretary of state will be required to conduct a pilot of posting scanned ballot images from elections, and those images would be public records. Ballots used in the election will have to be on special security paper, which will cost more to use.

Overall, the bill will touch nearly every facet of elections, like a section that aims to provide more information about vote totals as results come in.

As soon as possible, but no later than 10 p.m. on election night, counties must publish the total number of votes cast by each method, and all absentee ballots have to be counted by 5 p.m. the day after the election, otherwise a county supervisor could face the state’s new performance review process.

The 20-candidate special election to fill the remainder of Sen. Johnny Isakson’s term and accompanying runoff between then-Sen. Kelly Loeffler and current Sen. Raphael Warnock is no more: special elections have special primaries.

Fulton County is no longer be able to use its two mobile voting buses for early voting, as the bill limits mobile polls to emergencies.

Broadsided by floods and powerful tornadoes, the Philadelphia region was stunned by Ida’s deadly intensity.

But to scientists, clues were abundant Ida might prove formidable when it made landfall near Port Fourchon, La., as a Category 4 hurricane on Aug. 29. The scene was set 1,100 miles away for it to make history here three days later. The Philadelphia region was already pumped full of water and primed by heat to make whatever remnant tracked its way even worse — a signature of climate change.

Consider that as Ida was forming in the tropics in late August, Philly’s weather had been much hotter and wetter than normal all month. The average temperature was 79.2 degrees — 2.3 degrees above normal. And 6.18 inches of rain had fallen, 144% over the average for the last 20 years.

Climate experts and a growing chorus of political leaders agree climate change can make the impact of storms far more dramatic and even deadly.

”Ida fed on an extreme level of heat content in the Gulf of Mexico,” Michael Mann, a Penn State climate scientist and director of the school’s Earth System Science Center, said in an email. “That record heat is tied directly to human-caused warming. That heat favored the dramatic, rapid intensification of Ida. So in short, yeah — this is climate change.”

Jessica Spaccio, a climatologist at the Northeast Regional Climate Center at Cornell, says there’s little doubt climate change contributed to Ida’s power.

“To what degree is a harder question to answer,” Spaccio said. “But that it played a role is not a question. We are in a warming world. These storms are just so devastating. We definitely need to take climate change seriously and adapt.”

“Some people say Ida would not have happened if not for climate change. Well, that’s not true,” said Sean Sublette, a meteorologist with Climate Central, a nonprofit comprising scientists and journalists. “But climate change was unquestionably a factor.”

Sublette estimates that Philly likely got 10% more rain than it would have had if it weren’t for climate change. Warmer, wetter conditions do more than increase rainfall; they might be enough to push a hurricane’s wind speeds from a Category 3 to a much more destructive 4.

“When we try to quantify how much rain came down as a result of climate change it is exceedingly difficult,” Sublette said. “It might have rained like hell anyway. But instead of a near-record flood, you got a record flood. So instead of getting an inch or two of flooding on the Vine Street Expressway, you get enough for people to jump in and float.”

Scientists also agree that events like Ida are not freak occurrences.

“We’ve shown that these extreme floods are becoming more common in the past several decades,” said Dartmouth earth sciences researcher Evan Dethier, who lived in Philadelphia for several years. “There’s not really any reason for us right now to believe that they won’t continue to do so.”

Weather is defined as a single meteorological event, perhaps spanning days or weeks. Climate spans decades or longer. So it’s overly simplistic to blame every bad day on climate change. What scientists look for are patterns.

Scientists say the connection between warming and climate change is well understood. A warmer, moister atmosphere generates more energy for storms to feed on. Based on an Inquirer analysis of moisture in the air, as measured by the dew points, 2021 was likely the muggiest summer since 1995.

Looking at data from the last 50 years, Augusts in Philadelphia are getting hotter, leading to a 1.8-degree increase in average temperatures. And more days are cresting 90 degrees.

So, a rainstorm that might have dumped 5 inches without a changed climate might dump 6 inches. While that might not seem like much, it translates to millions of gallons of additional water flowing into regional waterways.

Precisely how climate change could contribute to tornadoes is trickier to establish, Sublette said. Cornell’s Spaccio said more research is needed.

Though the United States has not experienced an increase in days of tornado outbreaks, on days when there are outbreaks, more tornadoes are spawned than in the past.

That’s what happened here. On Wednesday evening, seven tornadoes struck the Philly region. Tornado ratings are based on the EF scale of 1 to 5, with 5 being the highest winds. The tornado that struck Gloucester County was an EF-3 with peak winds of 150 mph and carved a 12-mile path, well over a typical path of 1.5 miles. Though EF-3s are rare in the region, consider that one struck Bensalem Township on July 29.

But even before Wednesday, tornadoes already were accelerating in Pennsylvania and New Jersey.

As big as Ida may seem, consider it was only little more than a year ago that remnants of Hurricane Isaias dumped 9 inches of rain in some local areas, caused the Schuylkill to overflow, flooded Boathouse Row, ruined homes in the city’s Eastwick neighborhood, and even trapped a dredge barge at the I-676 ramp to I-76 in Center City, forcing the road to close.

During Ida, the Schuylkill at 30th Street Station in Philadelphia rose to 16.28 feet. Flood stage is nine feet, and 14 feet is considered a major flood. The average flow at the location is 1,460 cubic feet per second. It reached a flow of 125,000 cubic feet per second on Thursday.

Dozens of sewage and storm-water pipes overflowed, emptying untreated water directly into Philadelphia’s major waterways. So if you saw pictures on social media of people diving into the water and paddling around for fun, they were almost assuredly swimming in diluted sewage.

During big storms, 60% of the city’s aging sewage lines are designed to bypass at-capacity water treatment plants and flow directly into the Delaware River and the Schuylkill, as well as creeks such as the Tacony.

Philadelphia is not alone in its aging storm-water system. As climate change makes storms heavier, officials from around the region fear their systems won’t be able to keep up.

The damage from more intense storms gets even more expensive because of development near waterways. Water runs over paved surfaces directly into streams and rivers instead of being absorbed into the ground. Aging storm systems were not designed to handle such heavy loads.

Like other scientists, Dethier said he can’t “explicitly connect” the size of Ida to climate change. But the storm is part of the “dominant signal” researchers are seeing, given the sogginess of the Northeast this summer.

“It’s sort of like the precursor to having a big event like this,” Dethier said. “Because if you get eight inches of rain, but it’s been really dry, you might be able to absorb it and it might result in a minor flood. But in this case, it’s sort of like the system was primed to have a big event. We had the rain from Ida that just pushed it over the top.”

Another point of universal agreement: Preparing for more Idas will cost billions in infrastructure improvements. AccuWeather estimates Ida caused $95 billion in damage.

As Gov. Phil Murphy toured an area of Gloucester County devastated by a tornado spawned during Ida, he said he hopes Congress approves the Biden administration’s infrastructure bill to pay for roads, bridges, and utility systems that can handle ever-bigger storms.

“The world is changing,” Murphy said. “These storms are coming in more frequently, they’re coming in with more intensity. … We have got to get a leap forward and get out ahead of this.”

Sen. Bob Casey, who also toured flood damage, agreed.

”I don’t think anyone should have any doubts in the aftermath of this storm about the gravity of the threat that we face from climate change,” Casey said.

En rueda de prensa el jefe de campaña del Comando Zamora 200, Jorge Rodríguez, condenó el doble rasero internacional hacia Venezuela en torno a los hechos violentos sucedidos durante la elección de la Asamblea Nacional Constituyente.

“El pueblo ayer mandó un mensaje al mundo entero y el mundo entero tiene que escuchar ese mensaje, si no lo escuchan estarían cometiendo una profunda irresponsabilidad”, dijo el representante político.

En sus declaraciones, Rodríguez condenó la actuación de los medios internacionales que reseñaron los actos de violencia y no la participación del pueblo venezolano en el proceso comicial que “con el  97 por ciento de las actas transmitidas más de ocho millones de votantes hicieron un llamado a la paz y a la vida”, indicó.

El chavismo recuperó su votación histórica, aseguró Rodríguez en el encuentro con medios de comunicación.

Asimismo, denunció los actos de la oposición para impedir la voluntad del pueblo venezolano.

Ante el desconocimiento de los resultados por parte de los sectores opositores, el dirigente político dijo: “La derecha tiene la costumbre de no reconocer los resultados electorales cuando pierden, sólo ellos reconocen cuando ganan, así es fácil ser demócrata”, aseveró.

Rodríguez dijo que se habilitaron centros en varios de los municipios y zonas donde la oposición tiene mayoría “en esos centros votaron cientos de personas”.

El reputado vidente local Jucelino Nóbrega da Luz acudió a una notaría de Sao Paulo para registrar una de sus visiones.

Según él, el vuelo JJ3720 de las 8:30, del miércoles 26 de noviembre ruta Sao Paulo-Brasilia presentaría un problema en las turbinas y se estrellaría contra un edificio en la avenida Paulista, tras despegar del aeropuerto de Congonhas.

Ante, ello, TAM modificó sólo para ese día el número de vuelo, que renombró JJ4732.

“TAM reitera que la seguridad es un valor imprescindible en todas sus operaciones. En razón de eso, la compañía informa que consideró la alerta y permanecerá atenta a las operaciones en el período citado”, dijo la aerolínea en una nota enviada a la AFP.

“Agregamos que la red de rutas aéreas es dinámica y los cambios pueden ocurrir para cualquier adecuación necesaria y de forma puntual”, agregó.

Pese a la visión, de acuerdo con el portal de noticias G1, el Servicio Regional de Protección a Vuelos de Sao Paulo, así como pilotos, explicaron que los aviones no pasan por encima de la avenida Paulista, tras despegar de Congonhas.

El aviso también provocó que el administrador de un edificio cerca de donde ocurriría el accidente pidiera una copia de la declaración del vidente ante la notaría y la difundiera entre los vecinos para que tomen sus precauciones.

Según ha contado el vidente a la prensa, tuvo esta visión en un sueño de 2005.

“Hechos naturales no tenemos cómo alterarlos, como terremoto, huracán. Pero un hecho mecánico como este, sí. No es como en las películas, que la muerte va a seguir a la gente. Si no pasa nada en ese día, no va a suceder más”, aseguró.

Nóbrega da Luz asegura que, a lo largo de su trayectoria, predijo muertes como las de la princesa Diana, Ayrton Senna e incluso la del candidato presidencial Eduardo Campos, fallecido en un accidente aéreo en agosto pasado.

Sin embargo también previó que en el 2006, Geraldo Alckmin sería elegido presidente de Brasil, cuando fue reeligido Luiz Inácio Lula da Silva, y que en el 2008 se descubriría la vacuna contra el sida.

En 2005, pidió a Estados Unidos el pago de una recompensa porque, según él, les informó el paradero exacto de Sadam Husein en Irak.

Embattled Venezuelan President Nicolas Maduro said he was willing to negotiate on Wednesday in an interview with a Russian television program. “I am ready to sit at the negotiating table with the opposition,” Maduro said on RIA Novosti, “so that we can talk for the good of Venezuela, for peace and its future.”

His words, however, were not all forward-looking and optimistic. Indeed, in the same interview, he accused President Trump of plotting to have him killed, although he gave no evidence to support the claim.

Russia also took advantage of its ties to Caracas to push back on what it likely sees as heavy-handed U.S. influence in negotiations with Foreign Minister Sergey Lavrov demanding that preconditions for talks be dropped: “We call on the opposition to refuse ultimatums and to work together independently, guided only by the interest of the Venezuelan people.”

China, which like Russia has investments tied up in Venezuela, also has criticized U.S. involvement. Chinese Foreign Ministry spokesperson Geng Shuang warned, “We believe that Venezuela’s affairs must and can only be chosen and determined by its own people, and we oppose unilateral sanctions.” He added, “China will continue to advance across-the-board cooperation with Venezuela to deliver more benefits to the people in both countries.”

In the United States, President Trump made clear that U.S. support for opposition leader Juan Guaido wasn’t going away. On Wednesday he spoke with Guaido and offered additional public support after imposing new sanctions against Maduro on Monday, tweeting:

Those split alliances, with Russia and China siding with Maduro and the United States and its allies backing Guaido, form the subtext for Maduro’s calls for international mediation. Any successful talks would require cooperation from both sides and their international backers.

Should those negotiations be successful, paving the way for new elections, a peaceful transition, and setting Venezuela on the path of recovery, that would be a tremendous victory for diplomacy and demonstrate that the world is not yet so polarized that world powers cannot work together to solve regional crises.

The other possibility, of course, is that entrenched differences and escalating tensions between Washington and Beijing and Moscow make negotiations impossible, leading to an ongoing standoff in Venezuela — or something worse. Given the billions of dollars at stake in lost investments, competing interests in Venezuela’s vast oil reserves, and the lure of a foothold in Latin America for Russia and China, that’s not an unlikely outcome.

However the negotiations on Venezuela’s future play out, the international interests at play make the conflict a key indicator of global stability and the reality of renewed Cold War-style tensions. It’s surely a fight to watch with broad implications for future conflicts.

Nada cambia cuando se enfrentan los Spurs a LeBron James (15 puntos y un pobre 6 de 17 tiros de campo, frenado por ‘MVP’ Leonard), porque los actuales campeones de la NBA ganaron 90-92 a los Cavaliers de ‘King’ James.

De nuevo también el veterano Tim Duncan, el mismo que fue verdugo de los Cavaliers en las Finales de la NBA del 2007 cuando los barrieron 4-0, a sus 38 años lideró el ataque de los Spurs que tuvieron a cuatro jugadores con números de dos dígitos.

Duncan, que logró un doble-doble de 19 puntos, 10 rebotes, repartió tres asistencias, recuperó dos balones y puso dos tapones, impuso su clase bajo los aros y en la labor de equipo.

El ala-pívot francés Boris Diaw, la carta sorpresa que se sacó de la manga el entrenador de los Spurs, Gregg Popovich, también cumplió con 19 puntos, 7 asistencias y 6 rebotes.

Pero si hubo un jugador decisivo fue Kawhi ‘MPV’ Leonard, que comienza a estar en plenitud de forma física, superados los problemas que tuvo con la infección del ojo derecho, y aportó un doble-doble de 12 tantos, 10 rebotes, incluidos nueve defensivos, dio cuatro asistencias y recuperó dos balones. Crawford lidera la victoria de los Clippers
El escolta Jamal Crawford aportó 22 puntos para Los Ángeles Clippers en la victoria a domicilio por 90-114 ante los Magic de Orlando. El ala-pívot Blake Griffin logró 20 tantos y el base Chris Paul llegó a los 16 puntos y entregó nueve asistencias para los Clippers, que tienen marca ganadora de 6-4.

El pívot De Andre Jordan se mantuvo como el jugador más importante dentro de la pintura al capturar 11 rebotes, incluidos 10 que fueron defensivos, y puso dos tapones.

Bass lideró a los Celtics y Sixers siguen sin ganar
El ala-pívot reserva Brandon Bass consiguió 23 puntos en la victoria de los Celtics de Boston, que derrotaron a domicilio 90-101 a los Sixers de Filadelfia, que siguen sin conocer el triunfo en lo que va de temporada.

Bass fue apoyado por el también ala-pívot Jared Sullinger, que logró 22 puntos y nueve rebotes con los que los Celtics volvieron al camino del triunfo después de haber sufrido tres derrotas consecutivas.

El equipo de Filadelfia (0-11) sumó la undécima derrota de la temporada sin que hayan conocido todavía la victoria desde que se inició la competición. El escolta-alero reserva Tony Wroten anotó 21 puntos y encabezó el ataque de los Sixers, que empataron la marca de los Nets de Nueva Jersey del 2009-10, como la peor racha perdedora en la historia de la NBA en inicio de competición. Nowitzki define el quinto triunfo seguido de los Mavericks
El ala-pívot alemán Dirk Nowitzki encestó un triple decisivo y selló la quinta victoria seguida de los Mavericks de Dallas, que derrotaron a domicilio 102-105 a los Wizards de Washington.

Los Mavericks sumaron cinco triunfos seguidos, la mejor racha ganadora actual en la liga, que comparten con los Trail Blazers de Portland. Knight sella la victoria de Bucks en regreso de Kidd a Nueva York
El base Brandon Knight fue protagonista en los tres tiempos de prórroga y al final selló el triunfo a domicilio de los Bucks de Milwaukee por 118-122 sobre los Nets de Brooklyn.
Knight falló una canasta que habría dado el triunfo los Bucks en la primera prórroga, mientras que en la segunda anotó triple para empatar y forzar a la tercera, en la que aseguró el triunfo al encestar canasta cuando restaban 5,6 segundos para el final.

Mientras que el base griego Giannis Antetokounmpo surgió como el jugador clave en las acciones dentro de la pintura al conseguir un doble-doble de 18 puntos, 12 rebotes, incluidos 11 que fueron defensivos, repartió cuatro asistencias y recuperó dos balones.

El pívot cubano estadounidense Brook López lideró el ataque de los Nets (4-7) al aportar 26 puntos, siete rebotes, dos asistencias, y puso tres tapones, pero cometió siete perdidas de balón. Bojan Bogdanovic logró 19 puntos, incluidos cuatro triples en 11 intentos, y capturó siete rebotes, mientras que el base Deron Williams y el alero Joe Johnson anotaron 18 tantos cada uno que no impidieron la quinta derrota consecutiva de los Nets.

Martin y Timberwolves detienen mala racha y hunden a Knicks
El escolta Kevin Martin encestó 37 puntos y los Timberwolves de Minnesota detuvieron una racha de cinco derrotas seguidas al vencer 115-99 a los Knicks de Nueva York.
Con su triunfo, los Timberwolves (3-7) también abandonaron el fondo de la División Noroeste para quedar en el penúltimo lugar de la clasificación.

Los Timberwolves consiguieron la victoria a pesar de no contar con tres de sus titulares.
El alero Thaddeus Young estuvo ausente por el fallecimiento de su madre, mientras que el base español Ricky Rubio y el pívot montenegrino Nikola Pekovic siguen de baja por sendas lesiones.

El alero Shabazz Muhammad logró 17 tantos y tanto el base Mo Williams como el escolta reserva Corey Brewer colaboraron con 14 puntos cada uno.

Los Knicks (3-10), que no pudieron sumar victorias seguidas, fueron conducidos por el alero Carmelo Anthony, que anotó 20 puntos y cuatro rebotes, pero que no evitaron la derrota. Los reservas, el ala-pívot reserva Amare Stoudemire sumó 19 puntos, el pívot Jason Smith llegó a los 14, y el veterano base argentino Pablo Prigioni que encestó ocho tantos y dio tres asistencias.

Bledsoe lidera la victoria de Suns ante los devaluados Pistons

Maputo — The European Union election observation mission, which observed the 16 October general elections in Mozambique, has accused the publicly owned television channel TVM, and the pro-government daily “Noticias” of serious bias in their coverage.

The final report from the EU mission carries an analysis of press coverage of the election campaign, concluding that TVM’s reporting on the campaign was “clearly tendentious” in favour of the presidential candidate of the ruling Frelimo Party, Filipe Nyusi. 64 per cent of TVM’s presidential campaign coverage was devoted to Nyusi, 19 per cent to Daviz Simango, candidate of the Mozambique Democratic Movement (MDM), and 17 per cent to Afonso Dhlakama, leader of the former rebel movement Renamo.

The TVM coverage of the political parties was also unbalanced – 56 per cent of the time went to Frelimo, 22 per cent to Renamo, 17 per cent to the MDM and five per cent to minor parties.

The imbalance was truly startling when it came to TVM panel discussions – overwhelmingly the guests TVM chose to invite were pro-Frelimo, and hostile to both opposition parties. The EU Mission report divided the tone used in these talk shows into positive, negative and neutral. It found that all the mentions of Nyusi were positive, while nothing positive was said about the other two candidates.

80 per cent of the mentions of Dhlakama in these programmes were negative and 20 per cent neutral. For Simango, the TVM panels were unrelentingly hostile, with 100 per cent negative mentions.

As for “Noticias”, the EU report found that 60 per cent of its presidential coverage went to Nyusi, 23 per cent to Dhlakama and 17 per cent to Simango. For the parties, 60 per cent of the coverage went to Frelimo, 14 per cent to the MDM, 12 per cent to Renamo and an astounding 14 per cent to the gaggle of 27 minor parties most of whom ran no campaign at all.

The report found Radio Mozambique and the main independent media group, SOICO, much fairer in their coverage. Thus in the presidential campaign, 39 per cent of the Radio’s coverage went to Nyusi, 33 per cent to Dhlakama and 28 per cent to Simango. But Nyusi was always the first candidate mentioned in the radio newscasts.

The EU mission thought that the radio’s coverage of the parties was also “reasonably balanced” – although Frelimo took 47 per cent of the time, compared with 23 per cent each for Renamo and the MDM and seven per cent for others.

The SOICO television channel, STV, was clearly making a serious attempt at balance.

The Report found that 41 per cent of its presidential campaign coverage went to Nyusi, 32 per cent to Simango and 27 per cent to Dhlakama. As for the parties, STV gave 37 per cent of the time to Frelimo, 33 per cent to Renamo, 28 per cent to the MDM and two per cent to the minor parties.

The coverage by the SOICO daily paper, “O Pais”, came close to equality between the three presidential candidates: Simango received somewhat more coverage than either of his opponents, with 37 per cent, compared to 33 per cent for Nyusi and 30 per cent for Dhlakama.

As for the parties, “O Pais” gave 39 per cent to Renamo, 38 per cent to Frelimo, 16 per cent to the MDM, and seven per cent to the most serious of the minor parties, the PDD (Party for Peace, Democracy and Development).

Noticias RCN tiene en exclusiva documentos que demuestran que Gilberto Rondón, uno de los candidatos a Contralor General de la República, visitó al menos dos veces en la cárcel de máxima seguridad de La Picota al narcotraficante, jefe del cartel de Cali, Gilberto Rodríguez Orejuela.

En uno de los documentos, una minuta con fecha de apertura del 5 de febrero del año 2003 en la que se registran los ingresos a la penitenciaria La Picota, aparece una visita de Rondón a Rodríguez Orejuela. La fecha de la visita es el29 de abril de 2003, es decir un mes y medio después de haber sido recapturado el narcotraficante. 

En otra minuta, que abre el día 21 de agosto de 2003, se registra que el 17 de diciembre el interno Gilberto Rodríguez Orejuela recibió una visita de su abogado a las 11:00 de la mañana. En la casilla siguiente aparece el nombre de Gilberto Rondón, con la huella digital, sin nombre del interno, pero con la misma hora de visita (vea los documentos en el video relacionado).

Se trata de un hecho que desde hace más de una semana suscitó preguntas al candidato, como en una entrevista con Noticias RCN del pasado 12 de agosto, que permanecía inédita y en la que negó cualquier vínculo con Rodríguez Orejuela. “Totalmente falso, nunca he tenido ninguna relación con él”, indicó Rondón, quien agregó que la denuncia es una guerra sucia por la elección a contralor. 

Este martes, tras las revelaciones de Noticias RCN, Rondón se ratificó en sus afirmaciones. “Manifiesto bajo la gravedad del juramento a todos los colombianos que jamás he sido abogado de Gilberto Rodríguez Orejuela, jamás he asesorado a Gilberto Rodríguez Orejuela. Se me ha violado el sagrado derecho fundamental del debido proceso y de defensa”, dijo.

“Me traen faltando dos horas (para la elección de contralor) un documento que no puedo controvertir. ¿Dónde está demostrada la autenticidad de ese documento? ¿Dónde aparece demostrado que la huella que aparece ahí es la mía? ¿Dónde está demostrado que ese documento se realizó hace cerca de 12 años como me están manifestando?”, agregó (vea las declaraciones en el video relacionado)

Gilberto Rondón es el candidato del expresidente César Gaviria para el ente de control, y precisamente este lunes un grupo de congresistas conservadores se reunieron en la casa del senador Eduardo Henríquez Maya para decidir su respaldo por él. También tendría respaldos del Partido de la U. 

En la plenaria del Senado se enfrentará a Rondón el candidato que tiene el guiño del presidente Juan Manuel Santos, el exprocurador Edgardo Maya, un espaldarazo que le generó al primer mandatario una protesta de Gaviria.

Maya ha sido muy criticado porque supuestamente tiene una inhabilidad. El procurador Alejandro Ordóñez les advirtió a los senadores que tuvieran en cuenta esas denuncias a la hora de decidir su voto.

El tercer candidato es el abogado Carlos Ardila Ballesteros, ternado por la Corte Suprema, y quien también fue magistrado ante el Consejo Nacional Electoral. 

La plenaria del Senado está prevista para este martes a las dos de la tarde.

RETRASA EL ENVEJECIMIENTO

El Día del Café Peruano se celebra cada cuarto viernes del mes de agosto y es un homenaje que se hace a este producto bandera reconocido mundialmente por su alta calidad. Con motivo de esta celebración te explicaremos los beneficios de su consumo.

Sara Abu Sabbah, nutricionista y conductora de Siempre en Casa de RPP Noticias, indicó que hay más garantía de los beneficios del café cuando este es puro, es decir, el grano pasa por un proceso de tostado y molido.

Explicó que el café es un alimento de origen vegetal que contiene minerales, vitaminas y algunas propiedades similares a las frutas y verduras, aunque aclaró que no es necesariamente igual la concentración de nutrientes ni de calorías.

“El café tiene más de mil sustancias químicas, muchas de ellas con capacidad antioxidante, la mayoría tipo polifenoles, que tienen beneficios para la salud y que vienen siendo estudiados y comprobados”, señaló la doctora.

Pero, ¿cuántas tazas de café son las recomendables? La nutricionista Sara Abu Sabbah recordó que la Administración de Drogas y Alimentos de los Estados Unidos (FDA, por sus siglas en inglés) considera que de 3 a 4 tazas de café al día no tendrían por qué dañar la salud en un adulto sano.

No obstante, señaló que este consumo moderado de café no es aplicable para todas las personas, ya que la cafeína altera el sistema nervioso central y en algunas personas ansiosas o niños puede ser contraproducente.

De igual forma, dijo que no es aconsejable para gestantes, pacientes con hipertensión arterial o gastritis, pues a estos últimos les irrita la mucosa del estómago. 

La experta en nutrición sí resaltó la propiedad estimulante de la cafeína para aquellas personas que tienen largas jornadas de trabajo o aquellas que requieren mejorar su nivel de concentración. Anotó que el efecto de este alcaloide ocurre cerca de 20 minutos después de haberla consumido.

Abu Sabbah también señaló que aunque el café puede dar la sensación de pérdida de fatiga y no va en contra de una prueba antidoping, no es sugerida para los deportistas en entrenamiento porque debido a que su capacidad diurética provoca deshidratación.

De igual forma, advirtió que el consumo de café en combinación con refrescos negros o bebidas energizantes, por ejemplo, en el caso de los transportistas que buscan resistir al sueño y estar en estado de alerta, puede ser un riesgo inminente.

The U.S. Supreme Court on Friday decided it would not step in to block a COVID-19 vaccine requirement for health care workers in Maine, which does not offer religious exemptions.

Most U.S. states with vaccine requirements for health care workers do provide opportunities for religious exemptions, a point some health care workers who legally contested the requirement raised in their request for the Supreme Court to step in ahead of the state’s vaccination deadline.

Associate Justice Neil Gorsuch wrote Friday’s dissenting opinion and was joined by justices Clarence Thomas and Samuel Alito.

In the opinion, Gorsuch contrasted Maine’s lack of religious exemptions with those offered by other states and said those who would prefer a religious exemption option believe the state’s requirement “violates foundational principles of their religious faith.”

Maine Governor Janet Mills introduced the state’s requirement for all health care workers to be vaccinated against the virus in August. Health care workers initially had until October 1 to comply, a deadline that Mills’ office said it would begin enforcing on October 29.

The state noted it “has long required the immunization of employees” at health care facilities in an effort to prevent the spread of dangerous or easily transmissible contagions. “Maine CDC amended the existing rule to include the COVID-19 vaccine to protect the health and lives of Maine people, safeguard Maine’s health care capacity, and limit the spread of the virus,” according to the state government’s website.

The mandate did not provide religious exemptions for health care workers, per a decision made by the state legislature in September 2019 that “eliminated religious exemptions to vaccination requirements for health care workers and mandated the removal of religious exemptions from all Department vaccination requirements.”

In light of Mills’ vaccine mandate, some health care workers argued it violated their right to exercise their religion and filed legal challenges. As those legal challenges began making their way through the court system, the health care workers’ legal representatives filed an emergency request asking the Supreme Court to intervene before Maine’s vaccination deadline went into effect.

The request argued that most other U.S. states do offer religious exemptions for vaccines, while the health care workers in Maine who cited religious reasons for not getting vaccinated were faced with “immediate termination” once the deadline passed. It argued the mandate “completely removes any protections for Plaintiffs’ sincerely held religious beliefs,” and “subjects them to especially harsh treatment,” and violates the First Amendment.

In his dissenting opinion, Gorsuch said the case raised “a serious error” and a constitutional question that he said was worthy of consideration.

In Maine, “healthcare workers who have served on the front line of a pandemic for the last 18 months are now being fired and their practices shuttered. All for adhering to their constitutionally protected religious beliefs,” Gorsuch wrote. “Their plight is worthy of our attention,” he added.

Notre Dame fire: Macron calls for unity to rebuild iconic cathedral

French President Emmanuel Macron will hold a Cabinet meeting Wednesday fully dedicated to the Notre Dame Cathedral fire. In a televised address, Macron, who wants to see the 12th-century cathedral rebuilt within five years, made a call to unity and to set aside political differences to work on rebuilding plans. Experts say repairs could require a delicate balance of restoring the majestic building’s unique look with fortifying the structure for the future. Meanwhile, religious statues that sat atop the cathedral had been removed as part of a $6.8 million renovation of the towering spire that fell to the ground. Notre Dame’s heritage director, Laurent Prades, told The Associated Press that the only piece of architecture damaged inside the building is the high altar, which was installed in 1989. A massive fundraising campaign is already underway, with more than $700 million pledged to rebuild the damaged portions of the cathedral. 

118 million at risk as severe storms, tornadoes, could hit central and southern U.S.

Another severe weather outbreak is forecast for Wednesday through Friday in the central and southern U.S., in what could be a repeat of last weekend’s storms that killed nine people. About 118 million people live where severe storms are possible. “We expect numerous thunderstorms to develop in the Plains, Midwest and South starting Wednesday, spreading eastward Thursday and Friday,” the Weather Channel warned. The main threat Wednesday will be in the southern Plains. The greatest risk for severe storms will be “from southeastern Oklahoma into far western Arkansas and into northern and central Texas,” the National Weather Service said. Dallas-Fort Worth, Austin and Oklahoma City will be most at risk Wednesday.

Hunt for woman ‘infatuated’ with Columbine who created security concerns across Denver

Authorities were hunting for a woman described as “extremely dangerous” and “infatuated” with the Columbine school shooting Wednesday after she created major security concerns across the Denver metro area. Authorities said Sol Pais, 18, made credible but unspecified threats that prompted dozens of schools to increase police presence or cancel after-school activities. The incident comes days before the emotional 20th anniversary of the Columbine High School shooting on Saturday. The Jefferson County Sheriff’s Office and the FBI said Pais traveled to Colorado from Miami on Monday night and bought a pump-action shotgun and ammunition. She was last seen in the foothills west of Denver and should not be approached, authorities said.  

Beyoncé is coming to Netflix with ‘Homecoming’ concert special 

Beychella is coming to Netflix. On Wednesday, the streaming service will release Beyoncé’s “Homecoming” special, a documentary about her celebrated 2018 Coachella performance in Indio, California. The special promises “an intimate look at Beyoncé’s historic 2018 Coachella performance that paid homage to America’s historically black colleges and universities” that will feature “candid footage and interviews detailing the preparation and powerful intent behind her vision.”

Al menos 37 personas han muerto al estrellarse un avión comercial en el aeropuerto para vuelos nacionales de Teherán, informó la agencia de noticias estatal IRNA.

Según las autoridades aeroportuarias iraníes, los fallecidos son 37 pasajeros, y once han sobrevivido.

El aparato, una versión iraní del Antonov-140, se estrelló a las 09.45 hora local (06.15 GMT), minutos después de despegar, al sur del aeropuerto de Meharabad, cerca del estadio deportivo Azadí, en el sureste de Teherán. “El avión se estrelló en el bulevar número seis del complejo habitado Azadí. No tenemos informaciones exactas sobre las causas del accidente“, declaró el portavoz de la Media Luna Roja, Hosein Derajshan.

El aparato pertenecía a la aerolínea iraní Taban Airlines y volaba desde Teherán a la ciudad de Tabas, en el este del país, cuando poco después del despegue se le paró uno de sus motores.

El Cuerpo de los Guardianes de la Revolución han desmentido las primeras afirmaciones que aseguraban que el avión era de su propiedad, informó la agencia Fars, cercana a ese cuerpo militar. Irán cuenta con una flota aérea obsoleta y lleva varios años enfrentándose a grandes dificultades para encontrar piezas de repuesto debido a las sanciones internacionales, lo que suele ocasionar graves retrasos en los vuelos internos.

El último accidente grave tuvo lugar en enero de 2011, cuando un avión comercial se estrelló mientras trataba de hacer un aterrizaje de emergencia durante una tormenta de nieve en el norte de Irán, lo que provocó la muerte de 77 personas, informó la cadena estatal de noticias Press TV.

En julio de 2009, otras 168 personas murieron al chocar otro aparato en el noroeste del país tras despegar de la capital.

President Trump underwent his “second periodic physical exam” on Friday and was judged to be “in very good health” by his physician.

“This afternoon at Walter Reed National Military Medical Center, the president participated in a second periodic physical examination,” Sean P. Conley, DO, the physician to the president, said in a statement.

“Over the course of approximately four hours, I performed and supervised the evaluation with a panel of 11 different board-certified specialists. He did not undergo any procedures requiring sedation or anesthesia,” Conley said.

“While the reports and recommendations are being finalized, I am happy to announce the president of the United States is in very good health and I anticipate he will remain so for the duration of his presidency, and beyond,” Conley said.

It wasn’t immediately clear when a full report on Trump’s exam would be released.

Trump’s 2018 examination occurred with much greater fanfare and public attention. His physician at the time, Dr. Ronny Jackson, was peppered with multiple questions by media members about the president’s physical and mental well-being.

“All clinical data indicates the president is healthy and that he will remain so for the duration of his presidency,” Jackson, a rear admiral in the Navy, said at the time.

Jackson recommended that Trump do more dieting and exercise. He said Trump’s blood pressure was 122 over 74, and his total cholesterol was 223, which was higher than recommended.

Jackson was later nominated by the president to run the VA but he was forced to withdraw his nomination following multiple allegations of drinking while on duty.

The president recently re-nominated Jackson for a second star despite an ongoing Pentagon investigation against him.

During his campaign for president in December 2015, Trump released a letter from his longtime personal physician, Dr. Harold Bornstein, predicting he would be “the healthiest individual ever elected to presidency.”

Bornstein later told NBC News that the president’s longtime bodyguard and an attorney, along with another man, raided his office last year to take the president’s medical records. But press secretary Sarah Sanders said the White House simply “took possession” of Trump’s past medical records from Bornstein, denying a “raid” ever took place, calling what happened “standard operating procedure.”

São Paulo – The Brazilian Federal Prosecution Service (MPF, in the Portuguese acronym) and the United Nations High Commissioner for Human Rights (UNHCR) signed this Friday (15th), in Brasília, a memorandum of understanding to develop actions of assistance to the refugee population in Brazil.

The agreement provides for the exchange of information on the inclusion of these foreigners into existing public policies and the teaching  of a course on the International Rights of Refugees to MPF officials. This agreement also provides for the implementation of refugee policies and actions to explain the matter to the population. The partnership was signed by the UNHCR representative in Brazil, Andrés Ramirez, and by the Brazilian General Prosecutor, Rodrigo Janot.

According to Ramirez, the partnership with the MPF had already been discussed. “This agreement creates opportunities for training in this area. We can supply material explaining the international law regarding refugees,” said Ramirez, as a case in point for what actions may take place under the agreement. According to the UNHCR representative, this partnership is “strategic” so that the country can better welcome these foreigners.

After receiving clearance to live in Brazil, refugees enjoy the same rights a Brazilian citizens do. They become entitled to an identification card and an employment registration/social welfare card. In spite of that, they encounter difficulties adapting to the local culture, joining the labour market and enjoying health and education services, for instance.  

The memorandum also provides for research to be conducted in partnership with various organizations about the presence of refugees in Brazil. “These research actions should offer a better understanding of the presence of refugees in Brazil, which is a large, continent-sized country,” said Ramirez. In the next few days, UNHCR and MPF technicians will meet to decide on the first measures to be adopted by both organizations.

Refugee status requests

A total of 6,588 refugees live in Brazil. It is a relatively small number compared to the 55,000 Colombians driven to seek asylum in Ecuador due to conflict between government and armed guerrillas, or to the nearly 2.6 million Syrians who have fled the Arab country since the beginning of the conflict between rebels and the government, in 2011. The number of refugees in Brazil is increasing, though.

According to data from Brazil’s National Committee for Refugees (Conare), in 2010 Brazil received 566 asylum requests. In 2013, 5,256 requests were made. At the first plenary meeting to grant refugee status held by the Conare this year, 680 requests were accepted, most of them placed by Syrians.
