WASHINGTON — President Donald Trump, who has faced numerous allegations of inappropriate conduct with women, tweaked former Vice President Joe Biden, a potential 2020 rival, Tuesday night over allegations that the longtime Delaware senator made women uncomfortable with his touching.

“Our former vice president. I don’t know him well,” Trump said at a fundraising dinner for the National Republican Congressional Committee in Washington. “Was gonna say, welcome to the world, Joe. You having a good time, Joe? Are you having a good time?”

Trump also said he considers most of the Democrats running for president to be socialists, but not Biden, and appeared intent on exploiting suggestions this week that supporters of Sen. Bernie Sanders, a candidate for the Democratic nomination, might be behind the recent allegations against Biden.

“The socialists are really taking care of him,” Trump said.

Biden and his camp have adamantly denied that he did anything inappropriate following allegations by Nevada politician Lucy Flores, who wrote last week that he had put his hands on her shoulders, smelled her hair and kissed the back of her head during a campaign event five years ago and Amy Lappos, a former aide to Rep. Jim Himes, D-Conn., who said Monday that Biden had touched her face and rubbed noses with her a decade ago.

“In my many years on the campaign trail and in public life, I have offered countless handshakes, hugs, expressions of affection, support and comfort,” Biden said in a statement released Sunday. “And not once — never — did I believe I acted inappropriately. If it is suggested I did so, I will listen respectfully. But it was never my intention. I may not recall these moments the same way, and I may be surprised at what I hear.”

In October 2016, an outtake video surfaced of Trump — who has been accused by multiple women of various forms of sexual misconduct — bragging about aggressive behavior with women.

“I’m automatically attracted to beautiful — I just start kissing them. It’s like a magnet. Just kiss. I don’t even wait. And when you’re a star, they let you do it. You can do anything,” Trump said in the video from between takes during filming of an “Access Hollywood” episode.

The video jolted his campaign just weeks before the November election that year, but it did not end up costing him the presidency.

Biden, who served as vice president for eight years under President Barack Obama and as a senator from Delaware for 36 years before that, is considering a run for the 2020 Democratic presidential nomination.

Sanders campaign manager Faiz Shakir said Tuesday that his team had not pressured women to come forward.

“Neither the Bernie Sanders campaign, nor anyone involved in it, planted, planned, persuaded, cajoled or otherwise urged Lucy Flores or anyone else to tell their story,” Shakir told The Daily Beast. “Full stop, period, end of sentence. I don’t want to hear it. We didn’t play a role.”

Democratic congressional leaders on Monday said they will try to pass a bill that both prevents a government shutdown and suspends the U.S. debt limit as they try to dodge two possible crises in one swoop.

Congress faces a Sept. 30 deadline to fund the federal government. Separately, Treasury Secretary Janet Yellen has told lawmakers that the U.S. will likely not be able to pay its bills sometime in October if Congress does not suspend or raise the debt ceiling.

The House plans to vote this week on legislation that addresses both issues. The bill would fund the government through December and suspend the debt ceiling through the end of 2022, House Speaker Nancy Pelosi, D-Calif., and Senate Majority Leader Chuck Schumer, D-N.Y., said in a joint statement.

The bill’s fate is uncertain. Republicans have said they will not join Democrats in voting to suspend the debt ceiling, raising the prospect of a default that could devastate the global economy.

Pelosi and Schumer on Monday said the GOP has an obligation to address the debt limit because the party helped to pass sprawling coronavirus aid plans last year.

“Addressing the debt limit is about meeting obligations the government has already made, like the bipartisan emergency COVID relief legislation from December as well as vital payments to Social Security recipients and our veterans,” they said, adding that a default “could plunge the country into a recession.”

Democrats also noted that the funding bill will include relief money for a recent string of natural disasters — which could make it more appealing to GOP lawmakers who represent states hit by storms. Sen. John Kennedy, R-La., told NBC News he is inclined to back a funding bill that includes a debt ceiling suspension because it would include “critical” relief funding for his state, which was recently battered by Hurricane Ida.

Senate Minority Leader Mitch McConnell, R-Ky., has tried to force Democrats to suspend the debt ceiling as part of their up to $3.5 trillion bill to invest in the social safety net and climate policy. He did not back down from his position on Monday.

“They have every tool to address the debt limit on their own,” he said.

McConnell said his party would vote for a short-term government funding bill that does not include a debt limit suspension.

The White House has defended Joe Biden’s criticism of the Republican governors of Texas and Mississippi, after the president called their decisions to end mask mandates “Neanderthal thinking”.

Jen Psaki, the White House press secretary, emphasized that the president was comparing the governors’ actions to “the behavior of a Neanderthal, just to be very clear, the behavior”. She also said Biden’s comments were “a reflection of his frustration” about Americans not following public health guidance to limit their risk of contracting coronavirus.

“I don’t think his view on mask wearing is a secret,” Psaki said at the Thursday White House briefing. “And I’m certain when he speaks with them next, he will convey that directly.”

The US president had said on Wednesday that the country was on the “cusp of being able to fundamentally change the nature of this disease” with the distribution of vaccines and added: “The last thing we need is Neanderthal thinking that in the meantime, everything’s fine.”

The Texas governor Greg Abbott hit back at Biden on Wednesday, telling CNBC that the comment was “not the type of word that a president should be using”. Abbott, who has often been criticized for his anti-immigrant rhetoric, then accused the president of “releasing illegal immigrants into our communities who had Covid,” calling it a “Neanderthal-type approach to dealing with the Covid situation”.

Addressing Abbott’s comments on Thursday, Psaki said: “We’re about facts around here. That is not factual.” She added that it was also the responsibility of state and local governments to test-and-trace.

Abbott appeared to be referencing recent reporting from Telemundo, which found that some migrants released by border patrol in Brownsville, Texas, subsequently tested positive for Covid-19. Since the city started testing in January, 108 migrants had tested positive, roughly 6% of all those who took a test, the report said.

Abbott’s move to reopen Texas and drop its mask mandate goes against advice from top US health officials, who have repeatedly urged states not to completely lift Covid-19 restrictions as they warned of a potential fourth surge in coronavirus cases fueled by new variants.

“We’ve been very clear that now is not the time to release all restrictions. The next month or two is really pivotal,” said Dr Rochelle Walensky, director of the Centers for Disease Control and Prevention (CDC), on Wednesday.

The president on Tuesday announced that the US expects to have enough coronavirus vaccines for all adults by the end of May, two months earlier than anticipated, as his administration announced that the drugmaker Merck would help produce rival Johnson & Johnson’s shot that was approved by the Food and Drug Administration (FDA) last weekend for emergency use.

But officials in many states have been easing restrictions, some far more than others. Abbott moved to lift his state’s mask-wearing mandate and a host of other limitations, while Mississippi also rescinded its mask mandate beginning on Wednesday.

Michigan’s Democratic governor Gretchen Whitmer eased capacity limits on restaurants and public and residential gatherings. New York announced that arts and entertainment could resume indoors, at 33% capacity, in April. In Massachusetts, Governor Charlie Baker said residents should continue to wear masks in public, but it was time for more limits on businesses to be eased.

Texas will be the most populous US state that does not require residents to wear face coverings.

The mayor of the state’s largest city, Houston, disagreed with the move. “It’s a step in the wrong direction, unless the governor is trying to deflect what happened a little more than two weeks ago with the winter storm,” Sylvester Turner said, adding: “I’m very disappointed … it makes no sense.”

SACRAMENTO, Calif. (AP) — Gov. Gavin Newsom will order all beaches and state parks closed starting Friday after people thronged the seashore during a sweltering weekend despite his social distancing order that aims to slow the spread of the coronavirus, according to a memo sent to police chiefs around the state.

Eric Nuñez, president of the California Police Chiefs Association, said it was sent to the group’s members Wednesday evening so they have time to plan ahead of Newsom’s expected announcement Thursday.

A message to the governor’s office seeking comment wasn’t immediately returned.

While most state parks and many local beaches, trails and parks have been closed for weeks, Newsom’s order is sure to ignite pushback from communities who argue that they can safely provide some relief to residents who are starved of fresh air.

Pressure is building to ease state and local restrictions that have throttled the economy, closing most businesses and adding nearly 4 million people to the unemployment rolls.

The National Weather Service has issued a Tropical Storm Watch for part of the Georgia Coast as Hurricane Isaias continues its part towards the U.S.

August 1, 2020 – FOX 5 Storm Team Graphic

As of 11:40 Saturday morning, a Tropical Storm Watch is in effect for North of Ponte Vedra Beach, Florida to Altamaha Sound, Georgia.

Shortly before 5 p.m. on Saturday the National Hurricane Center in Miami downgraded Isaias from a hurricane to a tropical storm. However, the storm is expected to re-strengthen back to a hurricane overnight.

Isaias had maximum sustained winds of 85 mph Saturday morning and some strengthening was possible, the U.S. National Hurricane Center in Miami said. The storm was centered about 50 miles south of Nassau in the Bahamas and was moving northwest at 12 mph. Forecasters said some decrease in its forward motion was expected.

The tropical storm is expected to ride along the east coast of Florida and make a close pass to the Georgia coast. This means that the Georgia coast will experience dangerous rip currents and high seas the next couple of days.

August 1, 2020 – FOX 5 Storm Team Graphic

Thankfully, there isn’t a major concern for the possibility of Isaías making landfall along the Georgia coast, which will limit the amount of wind, flooding, and storm surge in that area.

August 1, 2020 – FOX 5 Storm Team Graphic

However, as a precaution, some beaches along the Georgia coast will be closed Sunday and Monday for swimmers as conditions get worse.

President TrumpDonald John TrumpOur justice system must reward success Former Biden economic adviser: ‘I really like a lot of’ Warren’s tax proposals Roy Moore calls for Omar to go back from ‘whence she came’ MORE on Wednesday blasted The Washington Post over a report that he urged aides to do whatever is necessary to complete construction of the wall along the southern border, and that he would pardon them if they broke the law.

The president dismissed the report, which was published Tuesday night and included on the record comments from the White House press office, as a “totally Fake story.”

“This was made up by the Washington Post only in order to demean and disparage – FAKE NEWS!” Trump tweeted.

The Post reported that Trump has privately suggested that he would pardon officials who carry out potentially illegal orders connected to construction of a wall at the southern border and that he has grown worried not completing the structure by the 2020 election could hurt his reelection chances.

The Post reported that 60 miles of barrier to replace current fencing at the southern border has been completed in Trump’s first term, which is about one-tenth of the barrier Trump promised voters.

The president on Wednesday afternoon tweeted a video showing a section of wall being built and claiming the structure is going up “very fast.”

The White House did not return a request for comment Wednesday from The Hill on the details as reported by the Post. One anonymous White House official told the newspaper that Trump was joking with the talk about pardons.

American officials and health experts are increasingly worried that AstraZeneca’s shot, once billed as the world’s coronavirus vaccine for its low price and ease of storage, could be dragged down by anti-vaccine rhetoric already trained on Covid-19 shots because of the record pace of their development. Crumbling confidence in the AstraZeneca vaccine in particular could have devastating results among hard to reach, underserved U.S. populations already skeptical of the government’s inoculation campaign — not to mention people in developing countries who may feel like they are getting the third- or fourth-best option.

“You have a company that very likely has a very good vaccine, that has done everything possible to mess up appreciating whether it’s a good vaccine or not,” said a person with knowledge of the company’s vaccine trials and data who pointed to the U.K. dosing mistake and the company’s attempts to cobble together trial data from multiple dosing regimens. “Their entire approach … could be described, kindly, as sloppy.”

Few would have predicted the level of suspicion and controversy that have dogged the AstraZeneca vaccine in recent months. The shot, originally developed by researchers at Oxford University, was one of the first to be put into clinical trials. Early in the pandemic, AstraZeneca executives suggested that doses could be available as early as October 2020, far ahead of other vaccine contenders. The Trump administration ordered 300 million doses last May, far and above the initial orders it placed with other vaccine makers.

But then the problems started: That fall, AstraZeneca paused its trials around the world to assess a serious illness in a U.K. study participant, and the U.S. trial took nearly two months to restart. Then it became clear that the drugmaker had mistakenly given roughly 3,000 people in its U.K trial roughly half the intended first dose — and the results were actually stronger for the lower, erroneous dose.

The stumbles made U.S. officials wary to accept early signals that the vaccine is safe and effective, even as more than 50 other countries approved and distributed the shot to millions this year. But the U.S. still had a promise from AstraZeneca to provide 300 million doses and was loath to let those shots go.

U.S. government officials have acknowledged in conversations with POLITICO that they do not need the AstraZeneca vaccine to meet President Joe Biden’s goal of vaccinating all adults as long as Pfizer, Moderna and Johnson & Johnson deliver their promised doses. But the prospect of production problems or anything that could threaten Biden’s promise to have enough doses for every American by the end of May have made the administration reluctant to release any AstraZeneca doses from the U.S. stockpile, said two people familiar with the discussion.

The administration ultimately announced last week that it would give 2.5 million doses to Mexico and 1.5 million to Canada, but officials did not articulate plans for sharing more shots worldwide.

An AstraZeneca spokesperson said that the company plans to apply for emergency use in the United States in the first half of April, and can supply 30 million doses immediately, with 50 million more in the next few weeks if the Food and Drug Administration clears the vaccine. After that, the company projects it can supply the United States with 15 to 20 million doses per month.

“We are confident our vaccine can have a real, tangible impact on the course of the pandemic, protecting millions of people in Europe and worldwide against this lethal virus,” said an AstraZeneca spokesperson. “We are seeing successful immunization programs around the world — and protecting populations, including older age groups, is of primary importance.”

Still, confusion and anger around AstraZeneca’s botched global rollout have frustrated government officials and vaccine experts alike, across the globe, casting a shadow over the shot that could still play a massive role in worldwide immunization efforts.

Some experts also worry that the timing of Biden’s loans to neighboring countries is sending an unintended message.

“The last thing you want to do is create a perception that there are two classes of people in the world: Those that get good vaccines and those who get vaccines that are less good,” said a former senior Food and Drug Administration official.

Peter Hotez, a vaccine expert at Baylor University developing a coronavirus vaccine, shares similar concerns.

“It’s great they are sending vaccines to Canada and Mexico, but doing it at the same time all these European countries are suspending it — they have to be cognizant of the optics here,” he said. “You’ve got a lot of bad things happening to this vaccine at once.”

Those include 13 European countries pulling back recommendations to use the vaccine amid reports of blood clots that so far have not been linked to the shot; all have reinstated use of the vaccine after reassurances last week from the bloc’s medicines agency. There are also early data from a South African trial suggesting the vaccine is not effective against a dominant strain there, B.1.351, which has led that country to continue its suspension of the shot.

“And now you have the impression by some that the Biden administration is just dumping its doses. It’s tossing the tea overboard,” said Hotez.

Europe’s mixed reaction to the vaccine has been an unmitigated disaster, especially because U.S. and European drug regulators are typically seen as harmonious groups with similarly high standards, said current and former U.S. health officials.

“The handling of the AstraZeneca vaccine is quite a black mark for European drug regulators,” said the former senior FDA official. “This was going to be … the example of the European Union putting this all together and doing a great job for all the member states, in a way the member states could not do independently. And what this fiasco does is make Brexit look pretty good.”

Even before concerns emerged last week about blood clots, some European countries began restricting the vaccine’s use in the elderly, citing insufficient data in that population. Officials around the bloc have also aired frustration about AstraZeneca’s manufacturing delays, with some essentially accusing the company of slashing European orders to get better prices elsewhere.

Publicly, top Biden officials are rushing to repair AstraZeneca’s image. The president’s chief medical officer, Anthony Fauci, has backed the European Medicines Agency’s safety assurances in White House briefings and congressional hearings, pointing out that the incidence of blood clots in trials of the AstraZeneca vaccine was on par with their frequency in the real world, outside of vaccine studies.

And White House coronavirus adviser Andy Slavitt emphasized the quality of the Food and Drug Administration’s vaccine reviews during a White House press briefing on Monday. “The science is going to be what the science is. The results are going to be what the results are going to be,” he said. “The American public will need to hear that directly and it’s important that they have great confidence in what comes out of our independent scientific agencies.”

But it’s not clear whether the U.S. trial data that AstraZeneca revealed Monday — which shows the vaccine is a solid option compared to the shots FDA has already authorized — can turn the tide of public opinion worldwide. After countries including France, Germany, Spain and Italy suspended the vaccine’s use, African and Asian countries including Democratic Republic of Congo, Indonesia and Thailand followed suit, citing Europe’s concerns.

World Health Organization officials have responded by rallying behind the shot, underscoring that it is still in high demand among members of the global equity effort known as the COVAX Facility. All countries in the COVAX group are going ahead with it, said Bruce Aylward, a senior WHO adviser who is working with the program.

Thailand and Indonesia resumed vaccination after a brief suspension, with the Thai prime minister receiving it last week to instill confidence. But the DRC, which delayed the rollout of the 1.7 million doses it received through COVAX, has yet to announce plans to end its suspension. Meanwhile, South Africa has sold the 1.5 million doses it had acquired from the Serum Institute of India to 14 other African countries.

“We don’t have many options for global health,” said Hotez, noting that Pfizer and Moderna have made limited global deals. “What do we have? We have the J&J vaccine, maybe, and then you’ve got the Russia and Chinese vaccines that have bypassed, so far, WHO prequalifications,” referring to the process that the World Health Organization uses to assess a vaccine’s safety and effectiveness — a critical part of its recent support for AstraZeneca amid confusion.

“We don’t have a lot for low- and middle-income countries,” Hotez added. “And that’s why we need this.”

But he also cautioned that a new plan to buy and distribute 500 million free rapid tests could interfere with state-level efforts already underway to boost supply.

“Make sure that we do not let federal solutions stand in the way of state solutions,” Hutchinson said, calling the initiative “great, but obviously that drives up the supply chain for the solutions we might offer as governor.”

Biden in his opening remarks touted his administration’s work to boost testing availability and tamp down the surge, pointing to the planned 500 million-test purchase and a separate initiative that will soon require private insurers to reimburse the cost of at-home tests.

A White House official later emphasized that the federal government’s test purchases would come from a combination of new manufacturers and additional production capacity so as to “minimize disruption of existing production capacity of these tests, supply to retail or existing manufacturers’ commitments states or organizations.”

Biden, during his talk with the governors, acknowledged the shortages that hit several states ahead of the holidays, referencing “long lines” seen around the country and conceding that he had not done enough to prepare for the rising demand.

“It’s clearly not enough — if we’d have known, we would’ve gone harder, quicker,” Biden said. “We have to do better and we will.”

The meeting with governors came after a week that is expected to drive Covid-19 case counts sharply upward, fueled by the more transmissible Omicron variant and increased holiday travel.

The U.S. is averaging more than 200,000 cases per day, according to the Centers for Disease Control and Prevention, by far the highest level since last winter’s surge. Earlier on Monday, top health official Anthony Fauci suggested it would be “reasonable” to consider requiring vaccination for domestic travel.

But administration officials say no such mandates are imminent. The CDC instead on Monday slashed its recommended isolation timeline for those who contract Covid-19 to five days, from the original 10 — a change that some health experts and state officials had called for in recent weeks.

New Hampshire Gov. Chris Sununu, a Republican, in a statement called the shortened timeline “an important step in keeping our economy, supply chains, and schools open and running.”

Biden during the call also offered an optimistic view of the next few months, telling governors that Omicron is a source of concern but not “panic” and that the federal government will be well-prepared to support states hit hard by the surge.

“This is not like March of 2020,” he said. “We’re prepared and we know what it takes to save lives, protect people and keep schools and businesses open. We just have to stay focused and continue to work together.”

President Trump’s inaugural committee received a sweeping subpoena from the US Attorney’s Office for the Southern District of New York — meaning criminal investigations into the inauguration’s money are heating up.

The scope of documents requested in the subpoena and potential crimes investigators are probing are both remarkable — investigating everything from false statements to money laundering. Investigators are said to be interested in the inaugural committee’s spending, its donations, whether any donations came from illegal foreign sources, and potential corruption involving favors for donors.

Since last year, there have been reports that special counsel Robert Mueller was investigating potential foreign donations to the inaugural committee. But in December, news broke that federal prosecutors in New York were overseeing a broader probe into the inauguration and its money.

Trump’s inaugural committee raised a truly astonishing $106.7 million, double the previous record set by Barack Obama’s 2009 inaugural, and there have long been many questions about where that money came from, and where it went.

Rick Gates, the former Trump campaign aide who helped run the inaugural committee and struck a plea deal with Mueller in February, has also been cooperating with SDNY prosecutors, per the Wall Street Journal. Michael Cohen, who helped fundraise for the inaugural, is another major figure, though it’s not entirely clear whether he’s helping out with the investigation or whether he’s a target of it.

What the subpoena demanded from Trump’s inaugural committee

The Wall Street Journal reports that the documents the government is demanding from the inaugural committee include:

  • “All documents related to the committee’s donors and vendors”
  • All records related to “benefits” provided to donors
  • Documents related to the financier Imaad Zuberi and his company Avenue Ventures LLC. (He is the only donor specifically named in the subpoena. The Daily Beast has previously reported on Zuberi’s connections to Michael Cohen.)
  • Documents related to donations “made by or on behalf of foreign nationals,” including communications about possible donations from foreign individuals
  • Documents related to “donations or payments made by donors directly to contractors and/or vendors.” (The Journal reports that there was some discussion on the inaugural committee about having donors pay vendors for the inauguration directly — which could violate disclosure laws.)
  • The New York Times reports that the subpoena also asks for documents about Stripe, a startup that processes credit card payments, for which Jared Kushner’s brother is an investor.

Meanwhile, CNN reports that the subpoena specifically names several different offenses that investigators are probing:

  • Conspiracy against the United States
  • False statements
  • Mail fraud
  • Wire fraud
  • Money laundering
  • Inaugural committee disclosure violations
  • “Violations of laws prohibiting contributions by foreign nations and contributions in the name of another person, also known as straw donors.”

What we know about the investigations into Trump’s inauguration

Three Justice Department offices have reportedly been investigating aspects of Trump’s inauguration.

1) Special counsel Robert Mueller: Between April and June of last year, both CNN and ABC News reported that Mueller’s team was questioning witnesses about potential foreign donations to the Trump inaugural — specifically, about “donors with connections to Russia, Saudi Arabia, the United Arab Emirates and Qatar,” per ABC.

It is unclear if Mueller is still investigating this, and he may have since referred some or all of it to another Justice Department office.

2) SDNY US Attorney’s Office: In April, the US Attorney’s Office for the Southern District of New York had Michael Cohen’s residence and office raided for documents. SDNY’s current probe into the Trump inauguration grew out of this investigation and raid and is being led by the public corruption unit, per the Wall Street Journal.

SDNY sent the subpoena to the inaugural committee this week, and appears to be leading the investigation.

3) EDNY US Attorney’s Office: To complicate matters further, New York Times reported that the US Attorney’s Office for the Eastern District of New York “is separately investigating whether inaugural officials helped foreigners illegally funnel donations to Mr. Trump’s inaugural committee using so-called straw donors to disguise their donations.”

Rick Gates and Michael Cohen are key figures

The inaugural committee was chaired by billionaire real estate investor Tom Barrack, a longtime close friend of Trump. But according to reports at the time, Barrack turned to Rick Gates — Paul Manafort’s right-hand man, who remained on the Trump campaign after Manafort was fired — to handle much of the fundraising and planning work.

Eventually, Mueller indicted Gates for financial and lobbying crimes connected to his work with Manafort. And in February 2018, Gates cut a deal — pleading guilty and pledging his full cooperation with the government. This cooperation has reportedly included providing information about the Trump inauguration.

Another key figure is Michael Cohen, who also cut a plea deal with prosecutors — but his role in the investigation may be somewhat different.

Cohen pleaded guilty to financial and campaign finance violations brought by SDNY in August, and to lying to Congress related to the Russia investigation in November, but he never committed to cooperate with the government.

Instead, Cohen said he would voluntarily provide information, rather than committing to testify accurately about any crimes he might know about. This became a sticking point during his sentencing; Mueller’s office said they found Cohen’s information useful, but SDNY chided him for not fully committing to cooperate.

And notably, Imaad Zuberi — the only inaugural donor mentioned in the subpoena by name — discussed his inaugural contributions with Cohen and talked with him about business afterward. So it’s not entirely clear whether Cohen is helping out with this investigation of the inauguration — or whether he’s a target of it.
